The maximum basic benefit provides the following:

• Cost of tuition and fees, not to exceed the most expensive in-state undergraduate tuition at a public institution of higher learning in the state you are attending school;

• Monthly housing allowance equal to the basic allowance for housing payable to an E-5 with dependents, in the same zip code as the school; and

• Yearly books and supplies stipend of up to $1,000 per year.

The maximum basic benefit is earned after serving an aggregate of 36 months of active duty service or after 30 days of continuous service for those individuals who were discharged for a service-connected disability. Individuals serving between 90 days and 36 months of aggregate active duty service will be eligible for a percentage of the maximum benefit.

The percentage level ranges from 40% of the basic benefit for those whose service is between 90 days and 6 months to 90% for those who served between 30 and 36 months. For example, an individual with 5 months of qualifying service could receive 40% of the tuition benefit, 40% of the monthly housing allowance, and a maximum of $400 books and supplies stipend. The following chart represents the maximum percentage payable based on the length of an individual’s aggregate active duty service:

HOW MUCH: For those individuals entitled to the maximum tuition and fee benefit and whose tuition and fees exceed the highest in-state undergraduate tuition at a public institution (i.e. graduate training or training at a private institution), the amount payable is equal to the highest in-state undergraduate tuition at a public institution, unless benefits under the Yellow Ribbon provision apply. (See “The Yellow Ribbon Program” section below for more information.)

Individuals will generally receive 36 months of full-time education benefits. This should allow an individual to receive benefits for a four-year undergraduate degree based on a nine-month academic year, however, individuals may continue to receive benefits for approved training at an institution of higher learning (degree granting institution), including graduate training, provided they have remaining entitlement. If eligible for more than one VA education program, individuals are limited to a maximum of 48 months of benefits. Those individuals transferring to the Post-9/11 GI Bill from the Montgomery GI Bill (chapter 30) will be limited to the amount of their remaining chapter 30 entitlement. Individuals will remain eligible for benefits for 15 years from the date of their last discharge or release from active duty of at least 90 continuous days.

The monthly housing allowance is equal to the military housing benefit rates of an E-5 with dependents. The housing allowance is based on the location of the school and will be sent directly to the veteran for each month of enrollment in school training at more than half time. Individuals on active duty, anyone training at half time or less, and those solely pursuing distance learning are not eligible for the monthly housing allowance. The maximum yearly books and supplies stipend is $1,000 and will be paid proportionally for each quarter, semester, or term attended in a school.

1. Benefits may be used for an approved program offered by an Institute of Higher Learning (IHL) (graduate, undergraduate and some votech training).

2. IHL is defined as: a college, university, or similar intuition which offers postsecondary level academic instruction that leads to an associate or higher degree (per Title 38 section 3452).

3. SVMs who are not eligible for full benefits will receive their benefits pro-rated monthly.

4. The “Yellow Ribbon” program can be used to off set costs of out of state tuition, or an expensive private institution.

5. SELRES benefits for qualified Service members includes both the monthly and book stipend.

HOW

MAXIMIZE YOUR GI BILL: The Yellow Ribbon Program provision of the Post-9/11 GI Bill allows institutions to enter into an agreement with VA to fund tuition costs above the highest in-state undergraduate tuition rate. VA will match each additional dollar that an institution of higher learning (IHL) contributes toward an eligible student’s tuition costs, up to 50 percent of the difference between the tuition and fees covered by the Post-9/11 GI Bill and the total cost of tuition and fees. Only individuals entitled to the maximum benefit rate (based on service requirements) may receive this funding. -2-

Members of the Armed Services are automatically eligible to receive the Post-9/11 GI Bill (Title 38, U.S.C., Chapter 33). However, members who fall under more than one education program will have to choose which education program they want to use.

Individuals eligible for more than one education benefit program (MGIB, MGIB-SR, REAP) who wish to utilize the Post-9/11 GI Bill may submit their election on VA Form 22-1990 located on the DVA website www.gibill.va.gov) through VONAPP. Once a member makes this election it is irrevocable.

Before you can transfer your Post-9/11 GI Bill benefit

members must ensure their DEERS information is

correct. The DVA pulls their information directly from

DEERS. This HAS to be done prior to a member being

released from AD whether retiring, transferring to the

Fleet Reserves, separating or being medically

discharged.

Only dependents who are listed in DEERS are eligible

for "Transferability.” Once retired, the Veteran may

revoke or modify the transferred education benefit,

but they can not add any new dependents to the

benefit.

Additionally, tutorial assistance, and licensing and certification test reimbursement are approved under the Post- 9/11 GI Bill.

Montgomery GI Bill Entitlements

If you have used benefits under one or more VA education programs, you may be entitled to additional benefits under another program. For example, an individual who has remaining entitlement under the Montgomery GI Bill can exhaust that entitlement and may still receive up to an additional 12 months under the Post-9/11 GI Bill. See Page 4 to find out how much you got left. Mbrs may use the Post-9/11 GI Bill even if they do not exhaust their MGIB. However, if a member has not exhausted their MGIB and they elect to transfer to the Post-9/11 GI Bill, they will only be eligible up to the amount of MGIB they had remaining. (Not to exceed 48 months of educ. benefits total.)

None, however the benefit can be used for books and supplies at the veteran's discretion.

How to Apply to School Now• You can use the Veterans Online Applications website to fill out and submit your application online. (Note: this is

for when AD Sailors (only) who are ready to apply to use their Post-9/11 GI Bill).• The IHL will receive payment directly from the VA.• You may be asked to provide additional forms when applying. If you have access to a scanner, you can scan these

forms and submit them online. If you have trouble with the application process, you can call a VA Education Case Manager (1-888-GIBill1) to ask for help.

• Once you have finished and sent in your application, three things will happen:– The Regional Processing Office will process the application and send you a Certificate of Eligibility. Once you receive this, you

benefits you qualify for.

• Many schools have VA Counselors/Representatives who can assist in preparing and submitting your benefit application who will help you prepare and submit your application for education benefits (which is also sometimes called Form 22-1990 Form 22-1990). To make the process easier, you should bring along these documents:

► Your Certificate of Release or Discharge from Active Duty (DD form 214) for all periods of active duty service if applicable.

► DD Form 2384, also known as the Notice of Basic Eligibility, if applying for the Montgomery GI Bill for Selected Reserves (chapter 1606)

► Copies of orders if activated from the guard/reserves ► Supporting documents (e.g., vouchers, statements) for buy-up or buy-in contributions, which may allow you to

The maximum in-state tuition for a public school in the state where you plan to go to college and your benefit level sets the maximum payment that the VA can give you through the Post-9/11 GI Bill. Acquire sufficient obligated service to provide 4 full years from the date of your request to transfer entitlement. Example: YN1 Sailor has an EAOS of 15 December 2009. He desires to transfer his entitlement to his spouse, Sally, on 1 October 2009. He must have 4 full years of obligated service on 1 October 2009. He must obligate to 30 September 2013 if he submits his request for transfer on 1 October 2009. REVIEW QUESTIONS

Q1. What do I have to do to enroll in Post 9/11 GI Bill?

A1. You are not required to enroll. Service members who have served at least 90 days aggregate, and up to 36 months of qualifying active duty time since Sept 11, 2001, are eligible for Post 9/11 benefits (40%-100%).

Q2. What is qualifying active duty time?

A2. QAD: 90+ aggregate days of active duty service on or after September 11, 2001.SELRES qualifying time: both voluntary and non-voluntary periods of mobilization, ADSW, ADOS, & ADT. It does not include AT. Boot camp and A School training are excluded for service less than 24 months (36 months for SELRES). After the completion of 24 months of AD, these will apply. NOTE: The VA determines the eligibility based on Qualifying AD Service. The following active duty time is not included in qualifying active duty: a. Statutory USNA and NROTC service obligations b. Service obligations incurred with the Student Loan Repayment Program c. AT and drilling time is not considered qualifying active duty for SELRES d. IADT is not considered qualifying active duty until after the SELRES has completed 24 months of active duty time e. Qualifying active duty begins to accrue after completion of Boot Camp and "A" school.

Q3. What will I receive if I use the benefit while on active duty?

A3. Active duty members will receive full tuition and fees for courses taken. If the member is using tuition assistance, they will receive the difference between what TA will fund and actual costs. Active duty members do not receive the monthly or book stipend.

Q4. What will I receive if I use the benefit while a drilling Reservist?

A4. Drilling Reservists will receive benefits based on percentage of qualifying active duty time and will receive: tuition and fees, (restricted to the most expensive, undergraduate, in-state tuition for the state where the college is located), up to $1,000 annual book stipend and monthly stipend, as applicable.

Q5. When do my benefits expire?

A5. Veterans have 15 years from the last discharge or release from active duty of at least 90 continuous days (other than for training). Discharge must be an honorable discharge.

Q6. Will I be able to use this benefit to for a graduate degree?

A6. Yes. If the tuition and fees are greater than amount allowed, the member would be responsible for the additional costs if the institution is not part of the Yellow Ribbon program.

More Frequently Ask Questions – Answered*• I was given the Navy College Fund when I enlisted. Do I still get that if I convert to Post 9/11?

– You should be completely vested in MGIB (pay your $1200) before converting. If completely vested, you will receive a lump sum payment at the beginning of each semester. If not completely vested, you will receive a reduced amount.

• Are there any exceptions to the reenlistment policy for transferability?– No, enlisted members must wait until they are reenlistment eligible – If there are other approved methods for short term extensions that will satisfy the service obligation, the Command can

execute.• I cannot obligate due to HYT, can I still transfer my benefit?

– Yes. The member must obligate to the HYT date before the application will be approved.• What if I am released due to a Career Board prior to completing my service obligation?

– You do not lose transferability as long as the Navy releases you and you do not volunteer for separation or retirement before you have completed the service obligation

• I never had the MGIB, am I eligible for Post 9/11?– Enrollment in MGIB is not a requirement for eligibility. If you have met the active duty TIS requirement, then yes, you are

eligible.• I applied for transferability and no one has contacted me on the status. What should I do?

– Go back to https://www.dmdc.osd.mil/TEB and check the status--upper left hand corner under your name. It takes about one day to process your application

• How do I qualify for the Yellow Ribbon Program?

– You must be 100% qualification rate.

• How do scholarships work with Post 9/11?

– Varies with type of scholarship but typically, Post 9/11 pays first

• All my dependents are not showing up on TEB.

– If is child is 23 or older, you will not be able to transfer benefits.

– If a child is over 19 and in college, make sure you have their enrollment verified by the college and have them reenter into DEERS.

• I am retired and cannot access TEB anymore.

– TEB is for active duty only. Veteran’s will have to contact the VA to makes changes to transfer allocations.

• I am a member of the VTU, am I eligible for transferability?– You must apply for transferability while in the Armed Forces. Members in the VTU/IRR or not considered to be in the

Armed Forces • If I die while in the Armed Forces, will my dependents be eligible for Post 9/11?

– If you are on active duty at the time of death, and the death was not due to neglect, suicide or illegal activity, then each dependent child may received 36 months of benefit under Post 9/11. This is referred to at the GYSGT Fry Scholarship.

• My certificate of eligibility does not grant me 100% but my records clearly indicate I am qualified for 100%? What steps should I take?

– Navy records for Reservists leaves a lot to be desired. In order to make sure the VA gets the correct qualifying active duty time, you should check you records first. VA will see you mobilization but not your ADSW or ADT. If you are counting on this to bring your % up, you will need to call 1-800-6221-8853 or email [email protected] for assistance.

Submitting a Request to Transfer 1. Using your CAC card or DFAS pin, log on to the DoD Transferability of Education Benefits (TEB) Web page located at https://www.dmdc.osd.mil/TEB/ 2. The family members eligible for benefits under DEERS will be shown. (If a dependent’s name is grayed out or the edit button does not work, it means that the member is not eligible for DEERS benefits and thus is not eligible to receive transferred benefits.)3. Click the edit button for each family member you want to transfer benefits to. Choose the start date and end date, and number of months of benefit to transfer. (Spouses can use for up to 15 years after the member separates/retires; children can use until their 26th birthday.)NOTE: For service members who wish to transfer their benefits to dependents who are not old enough now to attend an College/University: When a dependent is not college age, and the member is applying for TEB, the application will still require the member to assign them a “time” (# of months of benefits) when applying. The member should assign all their dependents some time (total not to exceed amount member is eligible to transfer or the application will be automatically disapproved) these amounts can be changed at a later date. The application also asks for start and end dates for each dependent that they will be using the transferred benefit. Input the date the dependent child turns 18 as the starting date and when they turn 26 as the ending date. The VA will not turn the application down if the dates are not met as many high school dependents are graduating at the age of 17. (Highly recommend that you take a "screen shot" of the finished application and approval page for your records at a later date.)4. Once you’ve added your family members, check all the boxes to indicate you’ve read and understand each statement on the transfer request page. This includes checking the boxes that reference the MGIB even if you did not have it previously. After you have submitted your request to transfer benefits, in the upper left corner of the TEB site, you will see your name, status as submitted, and the date of status (blank). To track the status of your request, you will have to return to the TEB page and monitor the status. After a request is approved, the status of your request will change to ‘approved’ and the date of status (approval) will be the date you submitted your request. The TEB site will automatically transfer the data to the VA, so that they can process a family member’s request for a certificate of eligibility. 5. Once your request is approved, and your dependent is ready to utilize the benefit (going to attend College/University), you and/or dependent need to log onto VONAP through the DVA website (www.gibill.va.gov/GI_Bill_Info/CH33/Post-911.htm) and complete the 22-1990E form (after logging into VONAP, go to the options drop down menu and choose “create new form”) to submit a request for a Certificate of Eligibility from the VA. 6. The DVA will send the dependent a letter in approx 8-10 weeks (Certificate of Eligibility) stating they are approved for the education benefit at their specific College/University. After receiving the Certificate of Eligibility (COE) from the VA, family members will provide the certificate to the school VA counselor/representative so they can verify their enrollment to the DVA. Recommend speaking with the University VA Representative/Counselor and make them aware of your usage of the Post-9/11 GI Bill.7. If the family member (student/dependent) has not received the COE from VA when they enroll in school, they should ask the school veterans certifying official at the school to submit an enrollment certification for the academic term to the VA. By submitting the enrollment certification early both the school and the student will received payment in a more timely manner than waiting for the COE then certifying the students enrollment.8. Tuition funds will be sent direct from the VA to the school. Children using transferred benefits will receive the monthly living stipend and the books and supplies stipend. Spouses using transferred benefits will only receive the monthly living stipend and the books and supplies stipend if they use the benefits after you separate from active duty. (The monthly stipend and book/supply stipend will be separate deposits.)

• 17 August 2009: communication to the board by the eligible

member must be postmarked by this date. Selection board

packages provide candidates the opportunity to submit any

missing documents from the sections of their records that are

viewed by the selection boards. Only documents the member

has verified as missing from their permanent personnel record

may be submitted as a continuation selection board package.

• 1 September 2009: last day for board correspondence via

message by the command.

• 21 September 2009: continuation board convenes.

• November 2009: a list of enlisted personnel selected for

continuation will be published via NAVADMIN.

A P4 to Commanding Officers will provide a list of those

members not selected for continuation. No later than seven

working days after Commanding Officers receive the P4,

command verification of sailor notification shall be submitted to

pers-811/812 via official message.

• 15 J anuary 2010: fleet reserve/retirement requests for

members not selected for continuation must be received by

pers-823 no later than this date.

• 30 J une 2010: last authorized effective date, except as noted

in para 4.G or para 7 of ref a, for members not selected for

continuation to transition to fleet reserve or retire.

Beginning August 1, the Post-9/11 GI Bill will offer Sailors and their family members a new option to pay for higher education. The Post-9/11 GI Bill is the most comprehensive education benefit package since the Service members' Readjustment Act, commonly known as the GI Bill of Rights, whichwas signed into law in 1944.

Benefits for active duty members • The Post-9/11 GI Bill will cover payment of tuition and fees for active duty service members attending a public institution of higher learning, either on campus or online. • If a service member is taking courses using Tuition Assistance (TA), the Post-9/11 GI Bill will pay for the amount of tuition and fees that are not covered by TA.

Benefits for qualified veterans or qualified dependents • For veterans and their dependents, the Post-9/11 GI Bill will cover tuition and fees, not to exceed the highest established charges for in-state undergraduate tuition rate at a public institution of higher learning in the state where the veteran or dependent is attending school.

• The program will also pay a monthly housing allowance based on the Basic Allowance for Housing for an E-5 with dependents determined by the ZIP code of the institution of higher learning if the beneficiary is enrolled more than half time with at least one course in a traditional classroom setting. Service members may also receive a book and supplies stipend of up to $1,000 per academic year.

Transferability • Sailors are now able to transfer benefits to their dependents. Transferability has been one of the most requested benefits from the fleet and family advocacy groups. • To qualify for transferability, the service member must have served at least six years on active duty or in the Selected Reserve, must commit to another four years and must be on active duty on August 1, 2009.

• If a service member retires prior to August 1, 2009, but has active duty service after September 11, 2001, they are eligible for benefits, but not transferability.

Additional information • While the Post-9/11 GI Bill provides excellent benefits, some service members and veterans will benefit more under other programs. The decision on which program to use depends on individual factors, including the type of education or training the beneficiary plans to pursue. • Tuition for programs from private or graduate schools that exceed the highest established charges for public, in-state undergraduate tuition may be offset through the Yellow Ribbon program. • NAVADMIN 187/09 outlines Post-9/11 GI Bill eligibility requirements and benefits.

EDS for NMCI, is entitled to Microsoft's Home Use Program

(HUP) as a volume license owner with Microsoft. The HUP

allows government civilian and uniformed personnel

USS Nimitz through Navy College Learning Program will

provide Basic Skills Class. This is a instructor led classes in

three subjects: English, Mathematics, and Reading.

Each class covers a single subject. You may enroll in as

many classes as you can fit into your work and personal

schedules. Each NCLP class is held for a total of 45

hours. Classes are over a period of eight weeks.

Instruction in the classes is limited to no more than four

hours each day. You will be given a placement test on

the first day of class. Class will be held starting on 23

November from 1900
