Federal CARES ACT Funds – BMCC Discretionary Disbursement Plan

Borough of Manhattan Community College (BMCC) has a committee currently in place that reviews application requests from students for BMCC COVID-19 emergency grants. Membership on the committee includes staff from the Financial Aid Office, Single Stop Office, Counseling Center and First-Year Programs, and is chaired by the Dean of Student Affairs. The committee currently meets at least three times each week. The applications from students for emergency funds are processed through the BMCC Single Stop Office. Once the application is completed with supporting documents, the file is sent to the committee for review. The committee determines the amount of funds to award as a grant, but will not exceed the amount agreed on by the college. The information, and funding, if necessary, is transferred to the Central Office for distribution to the identified students. They college will utilize the committee to assist with the distribution of the Federal CARES ACT Funds.

Phase 1: Evaluation

1- In distributing the Federal CARES Act grant to students, BMCC will set the discretionary fund amount that will be distributed to students to a maximum of $2000. BMCC will consider the following funds for inclusion in the discretionary funds: Chancellors’ grant, CUNY food grants, CUNY foster care grant, Federal CARES ACT grant, and BMCC Emergency COVID-19 grant.

2- The BMCC Single Stop Office will use the Federal CARES ACT recipient list provided by CUNY to identify students who will receive the funds in accordance with the following:

a. Identify students who utilized the BMCC COVID-19 Emergency Grant system to apply for a grant.

i. BMCC Single Stop staff will confirm whether the students are awarded less than the maximum of $2000 set by the college.

ii. The BMCC COVID-19 Emergency Grant Review Committee will revisit the previously reviewed application files and determine additional awards, as needed.

b. Identify students who were registered for and completed Spring 2020 and are currently registered for the summer and/or fall.

i. BMCC Single Stop staff will confirm whether the student is below the maximum total amount received.

ii. BMCC will contact these students and invite them to apply for a grant. iii. The received applications will be sent through the same review process.

c. Identify students who were registered for spring 2020 and eligible for fall enrollment, but not yet registered.

i. BMCC Single Stop staff will confirm whether the student is below the maximum total amount received.

ii. BMCC will contact these students and invite them to apply for a grant.

3- If funds remain after making these immediate disbursements, eligible students enrolled during subsequent terms may receive emergency financial aid grants even if they were not enrolled during the spring 2020 term.

Phase 2: Committee Review

Application files will be reviewed by the BMCC COVID-19 Emergency Grant Review Committee to determine if additional grant should be awarded. This review will include the eligibility criteria based on section 484 of the Higher Education Act (HEA). The committee will meet, as needed, but at least once per week.

Phase 3: Fund Disbursement

The BMCC COVID-19 Emergency Grant Review Committee will send the list of students determined to receive discretionary grant awards to the BMCC Financial Aid Office and BMCC Fiscal Office to send to CUNY Central for funds disbursement to the students. The list will be sent to the offices once per week.

Phase 4: Follow up

BMCC Single Stop Specialists will follow up with students to confirm receipt of the grant. The BMCC Single Stop Specialists will work with the students as needed, to provide any additional wraparound services to assist students with other needs.

Federal CARES Act – Part 1

Brooklyn College Presidential Discretionary Grant – 3% Share The fiscal limit for Brooklyn College’s Federal CARES Discretionary Grant Item Type (981000000220) has been updated to reflect $264,410.00. This covers the 3% remaining funds from the student grant portion of emergency funding for CARES or part 1. The total allocation is broken down as follows:

• 87% allocated centrally • 10% reserved for later Title IV filers • 3% campus discretionary allocation

Schools may elect to use the same methodology used by the University or to create their own. If the latter, the logic used must be document for auditing purposes, as school will need to provide via the upcoming Uniform Guidance and external audit review process.

University CARES Act Methodology:

• Be enrolled or accepted for enrollment in a degree or certificate program. • Not be enrolled in elementary or secondary school. • For currently enrolled students, be making satisfactory academic progress. • Not owe an overpayment on Title IV grants or loans. • Not be in default on a Title IV loan. • File "as part of the original financial aid application process" a certification that includes

Discretionary Grant Management Workflow

Step 1: Identification of Student – students requesting any additional financial support through Brooklyn College’s Federal CARES Discretionary Grant Item Type should be identified with the following information:

o Name o EMPLID o Contact information (phone/email) o Financial need category (childcare, food/meals, housing, technology, travel, other, as a result of

impact due to COVID-19) o Amount of additional financial need

This can be facilitated via a FormStack questionnaire on the COVID-19 webpage. Students can be forwarded to complete via any respective academic or administrative units.

Step 2: Financial Aid Review – student requests will be evaluated by the Office of Financial Aid to ensure that the University CARES Act methodology is met. Award minimum and maximum award amounts will also reflect the University CARES Act methodology. FormStack results will be reviewed and complied on a daily basis.

Step 3: Student Financial Services Approval – student requests that meet University CARES Act methodology will be forwarded with amounts for approval by the Executive Director of Student Financial Services. A student list will be sent via email at the end of every week for approval from the Financial Aid Office. Thereafter, the Executive Director of Student Financial Services will provide the President and additional senior staff with regular updates.

Step 4: Awarding and Disbursement of Funds – student requests and amounts that are approved by this process will be awarded via the financial aid module in CUNYfirst utilizing Item Type (981000000220).

Step 5: Award Reconciliation – a weekly report will be sent by the Office of Financial Aid containing number of students awarded and amount of remaining available funds until the full $264,410.00 has been unitized.

Please note that the CARES Act stipulates that the emergency funds cannot be used to replace a loss of income or to pay for student expenses that are not directly related to the disruption of campus operations due to the COVID-19 pandemic. You must use the funds for the purpose for which they awarded—that is, to pay allowable expenses related to the disruption of campus operations due to the COVID-19 pandemic (including eligible expenses under a student’s cost of attendance, such as food, housing, course materials, technology, healthcare, childcare, and/or transportation).

CSI’s plan for distributing the CARES discretionary funds will be as follows:

• A portion of the funding will go to students who had applied for a Petrie grant and were impacted by COVID. Due to limited funding for this grant and the overwhelming number of students seeking assistance, we felt this population could be best served by the additional CARES money. Only those that meet the criteria set forth and have submitted the COVID-19 financial aid form will receive additional funding.

• The remaining portion will go to the 2nd and 3rd group of students who were allocated only the base amount distributed by CUNY. It will be distributed evenly. The amount is still to be determined as it will depend upon the remaining funds.

• The minimum amount any student will receive will be $100 up to a maximum amount of $1,500.

Good afternoon, In response to the pandemic, the federal government passed the CARES Act which allocates funding to institutions for the emergency needs of their students. The funds come with strict guidelines which include limiting the funds to those students eligible for federal aid, which is determined by the FAFSA. Our records show that you are enrolled in one of our on campus programs and thus may be eligible for consideration of these funds but have not completed the 2019-2020 FAFSA. If you would like to be considered for these emergency funds, complete the 2019-2020 FAFSA as soon as possible and be sure to use our school code 004765. Please keep in mind, this does not guarantee the awarding of the emergency funds. In addition to following the strict guidelines set by the Department of Education, schools cannot exceed the allocated amount.

Guttman Community College’s Plans for the CARES ACT Emergency Grants (Discretionary Allocation)

Guidance from the U.S. Department of Education- As listed on CUNY’s Website.

Institutions have received and will continue to receive guidance for each allocation share of the Higher Education Emergency Relief Fund from the U.S. Department of Education. Added eligibility criteria by the U.S. Department of Education, enforceable effective June 17, 2020, is that students selected to receive funds from the CARES Act HEERF Students Emergency Grant, must meet section 484 of the Higher Education Act (HEA). Section 484 of the HEA states that Title IV eligible students must:

• Be enrolled or accepted for enrollment in a degree or certificate program.

• Not be enrolled in elementary or secondary school.

• For currently enrolled students, be making satisfactory academic progress.

• Not owe an overpayment on Title IV grants or loans.

• Not be in default on a Title IV loan.

• File “as part of the original financial aid application process” a certification that includes:

Guttman Community College Based on the guidance provided by the Department of Education listed above, we currently have 674 students who are eligible and have received the CARES Act Emergency Grant for Spring 2020. The Office of Financial Aid has reviewed the entire population of enrolled students for Spring 2020 and has confirmed that to date all eligible students were awarded a CARES Act Emergency Grant. Due to the small student population at Guttman Community College, we have developed two plans on how to award the remaining of the CARES ACT Emergency Grant discretionary allocation in the amount of $35,977. PLAN A: The institution will target students who are enrolled in Spring 2020 Session 2 and received only the Base Rate amount as determined by CUNY’s methodology as outlined on CUNY’s website. There are approximately 59 students who are enrolled for Spring 2020 Session 2 and who received only the Base Rate amount: Full time students received $444 and Part Time students received $222. This methodology does not require any action from the student.

This population of students will receive an increase to their Spring CARES Act Emergency Grant by $200, which will total usage of $11,800. PLAN B: Financial Aid - Federal CARES Act Emergency Grant Application. With the remaining allocation, the institution will review applications where students enrolled in Spring 2020 Session 2 have self-identified their need for additional funding. The application will be available online on Guttman’s Financial Aid website with a deadline of August 28th, 2020. Application Process: The student must: • Submit a Financial Aid - Federal CARES Act Emergency Grant Application and should include: o A statement explaining their emergency and how the current situation is affecting their studies o Provide a statement describing the intended use of the requested funds • File a 2019-2020 FAFSA application • Must be Title IV Eligible and meet all requirements under Section 18004(a)(1) of the CARES Act • Must be enrolled in the Spring 2020 Session 2 The Committee: • The committee will consist of representatives from various key departments on campus • Must review all submitted applications • Must send the student a notification of approval or denial via email • Will notify the Office of Financial Aid of the students who were approved for the emergency grant to be packaged with the CARES Act Emergency Grant via CUNYfirst o The maximum Emergency grant award amount a student can receive through this application is $500 • The Committee will seek clarification of application requests, as necessary. All committee decisions are final. Examples of emergencies to be considered include, but are not limited to: • Eligible expenses under a student’s cost of attendance, such as food, housing, course materials, technology, health care, or childcare o Funds necessary to ensure access to Wi-Fi in a place with the conditions required for learning through the end of Spring Semester o Sudden loss/reduction of income resulting in lack of funds for food or necessary living expenses o Housing displacement due to unsafe, unhealthy or unpredictable living conditions The CARES Act Emergency Grant funds are limited and are considered on a rolling basis until funds are exhausted. The application will be available on the Financial Aid Office’s website and students can direct any questions about the application process to [email protected].

NOTE – Students whom were not previously awarded and recently established Title IV eligibility will be awarded using the methodology developed by CUNY central for the 97% allocation as funding permits. For such cases, the evaluation will be based on the Spring 2020 term enrollment (Spring 1 and Spring 2 combined). An application is not required for this population.

The College identified the eligible student population for discretionary CARES Act based on their 2019-2020 FAFSA Primary EFC. FAFSA eligible recipients were selected because they demonstrated the highest economic need based on 2017 federal taxes. We also acknowledge that income from the 2017 taxes is not a reflection of eligible students’ current economic circumstances and as a result we also used their outstanding balance as a secondary indicator of direct and indirect economic and educational needs.

As part of our award methodology we acknowledge and understand that the discretionary resources will be issued as direct payments to students impacted as a result of COVID 19.

The Discretionary CARES ACT awarding methodology is listed below.

1. All initially awarded CARES Act students were reviewed.

2. We identified FAFSA eligible students with balances as a reflection of eligible students’ true and current economic circumstances as a result of COVID-19.

3. We awarded $185 per student to 1,534 students.

The process that will be used for distribution of the CARES discretionary funds will be the same way we distribute our emergency funds. A committee consisting of 4 staff members from the following areas: Student Affairs, Enrollment Management, Finance and Administration and College Advancement will review all applications and determine award amounts based on provided documentation. We are only giving the CARES discretionary fund only students who received the original CARES funds from the central office.

1) Student has to fill out the Emergency Funds application

2) Provide a 1-page statement that includes:

• Explanation of their emergency and describe how the funds will be used to alleviate the situation

• Itemize each cost and provide a total of requested amount

• Provide a “plan of action” for how they intend to cover these expenses moving forward.

3) Provide documentation to support their emergency request. Examples of acceptable documents include letter from employer stating your loss of job, letter or rent statement from your landlord stating rent owed or utility bills, etc.

Minimum Award: $500

Maximum Award: $1,000

Criteria besides already being eligible for initial award? No other criteria. As long as student is deemed eligible and they provide everything that is asked of them in the application process, they would be awarded funds.

Lehman College currently has $424,688 in HEERF Funds still to be disbursed in emergency financial aid grants directly to students. These are discretionary funds that will be awarded to our students according to the methodology below. The college was awarded a total of $6,646,548 in HEERF funds and as of 7/20/20, $6,221,860 has already been disbursed to 9,786 students according to the chart below following the University CARES Act Methodology:

All undergraduate students who have already been awarded and received a CARES Act award (based on the University’s established criteria) for less than $470 will receive an additional grant bringing the total amount of funding they will receive up to $470. This means that 2,145 undergraduate students will receive a total of $349,774 according to the chart below:

The additional $74,914 in discretionary funds will be awarded to students who meet the University’s established criteria and complete an Emergency Funds application and identify as having had additional expenses and costs as a result of the COVID pandemic. 1. All students which were only allocated the base rate and were enrolled for Spring 20 at least at half time enrollment, will be awarded a 25% increase rounding up to the nearest dollar to their current base awards for the total sum of $62, 555.00 as follows:

Second Phase

2. The remaining $44,157.00 is reserved for students who are requesting additional financial support, and which were directly impacted due to COVID-19. The targeted population would have met all the criteria set forth by the university as per Federal Guidelines. The students must have been enrolled for Spring 20 and are currently enrolled for the Fall 20 term. The student will need to complete the COVID-19 Relief Application, which will be reviewed by a committee consisting of personnel from Student Affairs and Financial Aid. Students can be awarded up to $1,000.00 based on their circumstances.

COVID-19 CARES ACT EMERGENCY FSEOG – Higher Education Emergency Relief Fund (HEERF) Deadline for application is July 9, 2020.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act was passed by Congress and signed into law on March 27, 2020. As part of the CARES ACT, the Higher Education Emergency Relief Fund (HEERF) was established to provide emergency financial aid grants to help ensure students’ educational and learning goals are not derailed. This fund is to be used to assist students in covering some of the expenses related to the disruption of campus operations due to coronavirus, such as unanticipated travel, health care, child-care, technology, food, and housing.

For this purpose, the College has established the CARES Act Emergency FSEOG FUND to make available emergency grants to eligible students who are experiencing a need. Awards will be granted up to a maximum of $1,000 and a minimum of $200. This emergency FSEOG relief fund is available on a first come, first serve basis until all available funds are distributed. We cannot guarantee you will receive the maximum amount so that we are able to accommodate as many students as possible. You will be notified via email the outcome of your request and next steps. By requesting these funds and signing the application, you are attesting that any funds granted will be used for the purpose(s) requested.

To be eligible for a grant from the CARES Emergency FSEOG RELIEF FUND you must meet eligibility requirements established by the US Department of Education, including but not limited to:

Be enrolled or accepted for enrollment in a degree, certificate or other recognized educational credentials as a regular student;

Making satisfactory academic progress;

Not owe an overpayment on Title IV grants or loans;

Not be in default on a Title IV loan;

Be a U.S. citizen or national, permanent resident, or other eligible noncitizen;

Have Selective Service registration verified;

Have Social Security Number verified;

Have returned any fraudulently obtained Title IV funds;

Have attended the Spring 2020 semester;

And complete the certification on the application attesting that you have or will incur expenses related to the disruption of campus operations due to the coronavirus, including allowable expenses under the cost of attendance, such as food, housing, course materials, technology, health care and child care expenses.

Who is eligible for a Federal CARES Act Emergency FSEOG RELIEF FUND? 1. Students who were taking classes and were disrupted by COVID-19. 2. Students enrolled at City Tech during Spring 2020 and in good academic and financial standing. 3. Students who filled out a FAFSA and were eligible to receive government aid in the 2019-2020 school year. 4. Students who had expenses in the following categories: unexpected travel, housing, food, course materials, technology, health care, and child care.

Would this funding reduce my financial aid? No, this fund does not negate or replace financial aid, and is a one-time grant on top of any current scholarship and aid package. This grant does not have to be repaid.

How much money is available for each applicant? Amounts vary, but students must complete an application and provide a signed statement describing their circumstances along with supporting documentation to substantiate their funding request. Awards are between $200 to $1,000 per student.

Do I need to report financial aid or grants on my federal tax return? The IRS announced that the CARES Act grants to students will not be taxable. This is much needed good news for students. In its announcement, the IRS states that these grants will be considered official federal disaster assistance, which excludes the funds from being taxed. Please contact your tax accountant.

How will City Tech disburse the money? Funds will be electronically deposited into the bank accounts of students enrolled in direct deposit. For students who are not enrolled in direct deposit, checks will be mailed to the address in their CUNYfirst account. Awards will be distributed as soon as possible.

How long do I have to apply for the Federal Emergency Aid Grant? The deadline for applications is July 9, 2020.

Queens College Plans for the Cares Act Emergency Grants

Discretionary Allocation Guidance from the U.S. Department of Education- As listed on CUNY’s Website. Institutions have received and will continue to receive guidance for each allocation share of the

Higher Education Emergency Relief Fund from the U.S. Department of Education. Added eligibility

criteria by the U.S. Department of Education, enforceable effective June 17, 2020, is that students

selected to receive funds from the CARES Act HEERF Students Emergency Grant, must meet

section 484 of the Higher Education Act (HEA). Section 484 of the HEA states that Title IV eligible

students must:

• Be enrolled or accepted for enrollment in a degree or certificate program. • Not be enrolled in elementary or secondary school. • For currently enrolled students, be making satisfactory academic progress. • Not owe an overpayment on Title IV grants or loans. • Not be in default on a Title IV loan. • File “as part of the original financial aid application process” a certification that includes

o A statement of educational purpose. o Student’s SSN.

• Be a U.S. citizen or national, permanent resident, or other eligible noncitizen. • Have returned fraudulently obtained Title IV funds if convicted of or pled guilty or no

contest to charges. • Not have fraudulently received Title IV loans in excess of annual or aggregate limits. • Have repaid Title IV loan amounts in excess of annual or aggregate limits if obtained

inadvertently. • Have Selective Service registration verified. • Have Social Security Number verified. • Not have a federal or state conviction for drug possession or sale, with certain time

limitations.

Queens College Methodology As part of our methodology, we identified the eligible students for the 3% discretionary CARES

ACT based on their EFC from the 2019-2020 FAFSA. In our view, these eligible students have

demonstrated the highest economic need. In addition, we targeted students who meet the

requirements and have a balance. All funds will be issued directly to students to cover COVID-19

related expenses. We acknowledge and understand that the CARES ACT is not meant to pay

tuition, we feel having a balance is another way of determining their direct need of this fund.

Our selection will be based on the guidance and communications we received from Central thus

far regarding the CARES Act. We feel that it is best to award them quickly and efficiently based

on the criteria we presented to you here along with the formula Central has set in place to

capture our population. Furthermore, students who were initially awarded CARES Act were

reviewed and would be awarded an additional $300 per student (4,415 students).
