Carl D. Perkins Career and Technical Education Act

The Carl D. Perkins Career and Technical Education Act is the federal law that funds career-technical education (CTE). Its purpose is to develop the academic, career and technical skills of secondary and postsecondary education students.

This is accomplished by:

• Developing challenging academic and technical standards and assessments that prepare students for high-skills, high-wage or high-demand occupations.

• Increasing state and local flexibility to develop, implement and improve CTE.

• Promoting leadership, preparation and professional development at the state and local levels and improving the quality of CTE teachers, faculty, administrators and counselors.

• Providing individuals with opportunities throughout their lifetime to develop the knowledge and skills needed to keep the United States competitive.

Greetings from the Office of Youth, Adult and Community Connections Cuyahoga Community College (Tri-C®) is delighted to be a recipient of Carl D. Perkins funding from the Ohio Department of Education (ODE). Our work aligns with ODE goals to increase the percentage of graduates who enroll and succeed in postsecondary career-technical learning experiences leading to in-demand workforce credentials, certificates and college degrees. In this newsletter, we are proud to share some of the creative ways that our colleagues across the institution are using Carl D. Perkins mini-grant funds to prepare students for the in-demand career-technical jobs of today and tomorrow. As Ohio implements the Perkins V Plan, Tri-C looks forward to collaborating with ODE and its stakeholders in new and innovative ways to prepare students to thrive in the changing economy. We thank ODE for their support as we work together to enhance career-technical education opportunities in our region and state.

Perkins Funding Supports Equipment for Youth Advanced Technology

It’s not every day a student is able to program a robot to walk, dance, kick a soccer ball or perform fierce fighting moves, but that’s the experience we were able to provide to 8th grade students from the Kenneth W. Clement Boys’ Leadership Academy using our Robotis Bioloid robot kit.

While robot-building activities are invaluable for recruiting middle and high school students, they also attract college students who wait in line to get their hands on the controls and start programming.

Several Engineering Club students have volunteered to build robots under staff supervision and will have six robots completed, programmed and ready for action by the end of the spring semester.

EET staff will incorporate the robots into the EET-2500 course, where students focus on methods of instrumentation and characteristics of instruments, sensors and data acquisition.

And yes — the robots will be available for recruitment events, where they will continue to excite the next generation!

Perkins Supports State-of-the-Art Equipment in Sport and Exercise Studies The metabolic cart in the Sport and Exercise Studies Fitness Testing and Training Center is a unique piece of equipment supported by Perkins funding. Very few community colleges have access to this fitness assessment tool, which performs maximal oxygen consumption (VO2max) testing as well as pulmonary function testing.

Perkins Supports IT Certification Labs The IT Certification Labs at the Eastern Campus support various specialized CTE degree and certificate programs. The computers in these lab spaces were an average of nine years old and incapable of supporting students’ advanced technological needs.

Eastern Campus IT faculty, ITS, the Perkins grant team and Tri-C’s computer vendor worked together to replace student and instructor computers in these two lab spaces.

Perkins Supports Veterinary Digital Dental X-Ray Equipment Tri-C’s Veterinary Technology program purchased a digital X-ray receptor that creates computerized images of the teeth, as well as a dental X-ray machine designed to image teeth in domestic animals. These two items will enable instructors to teach students how to use state-of-the-art equipment while fulfilling accreditation requirements for core student competencies. Perkins Supports Toolboxes for Ford ASSET Students The Ford Automotive Student Service Education Training (ASSET) program’s inaugural class received five fully stocked toolboxes and 16 laptops (one for each student.) Today’s automotive technicians need sharp computer skills in addition to diagnostic and mechanical skills. A laptop is just as much a part of a technician’s toolbox today as the mechanical tools inside it.

The laptops allow Ford ASSET students to diagnose vehicle malfunctions directly through the Ford website, just as they will while working at the Ford dealership. The laptops also allow students to complete the online training required for complete Ford technician certification.

Perkins Supports Dental Operatory Classroom Demonstration The Dental Hygiene program received funding to procure a dental operatory and camera used to provide student instruction and remediation. The equipment simulates an actual dental operatory environment, and the GoPro camera records instruction for use in reinforcing instrumentation skills and various dental techniques in preparation for patient care.

The simulation area is also used during semester in-service calibration for faculty, for patient care demonstration and for interdisciplinary activities with Tri-C health career students.

The equipment enables students to learn and practice dental techniques associated with all Dental Hygiene clinical/laboratory courses before attempting procedures on a live patient and provides remediation for students who have advanced to live patient care.
