RECOMMENDATION: Approval of Title II, Part D (Enhancing Education through

Technology, Competitive) 2008-2009 carryover in the amount of $39,628.73 and request to Board of Supervisors to appropriate Title II, Part D funds in the amount of $39,628.73

RATIONALE: Title II, Part D (Enhancing Education through Technology,

Competitive) was a grant that was awarded to the Four Rivers EdTech Consortium for which Caroline County Public Schools was the fiscal agent. The grant has ended and no additional funding was awarded; however, these funds can be carried over through September 30, 2010 and can be expended for services and programs as specified by federal and state requirements and guidelines. At the close of the fiscal year (June 30, 2010), there was a balance of $39,628.73 of Title II, Part D competitive funds.

SUBJECT: First reading of revised speech and language eligibility criteria

RECOMMENDATION: Approval of revised speech and language preschool eligibility criteria and approval of the addition of the VDOE Severity Scale to the existing Speech and Language eligibility criteria

RATIONALE: The current speech and language eligibility criteria are designed for

students age 6-22. Standardized assessments are not always an appropriate measure to use for preschool students when determining eligibility for speech and language services. The new criteria allow for the use of a variety of measures (formal and informal) which are appropriate to use for preschool students. The Severity Scale will assist the evaluator in determining the educational impact of the speech deficit.

SUBJECT: CCPS Credit Card Policies & Procedures RECOMMENDATION: First Reading RATIONALE: Caroline County Public Schools (CCPS) Credit Card was introduced as an

alternative purchasing and payment mechanism to improve payment performance, simplify clerical processes, provide more effective cash management and better service delivery. This policy is to ensure our credit card system fulfillment of the stated objectives while allowing the CCPS to remain diligent in ensuring all related expenditure is legitimate. (policy attached)

Credit Card (CC) Policies & Procedures

The following policies and procedures apply to the use of the Credit Card by all CCPS card users:

Card Limits and Restrictions

Transaction and monthly card limits are set by the CC Administrator based on your purchasing

requirements and may not exceed the maximum small purchase limit of $3,000 per charge and the

maximum monthly credit limit. A cardholder may not, under any circumstances, authorize a charge in

excess of the transaction limit set by the Administrator. If a cardholder authorizes a charge in excess of

the per transaction limit established for that card, whether by splitting the invoice, encouraging the vendor

to circumvent the card company's denial, or any other means, the card will be revoked for a minimum of

90 days. Repeat offenses will result in permanent revocation.

Cardholder must follow all procurement and finance rules and regulations such as proper vendor

selection, budget restrictions, security access, and etc. Use of the card for personal items, and cash

advances, is not permitted.

The CC must not be used to circumvent procurement guidelines.

User Accountability

Authorized use of the SPCC is limited to the person whose name appears on the face of the card. The SPCC must not be loaned to another person. If a cardholder knowingly allows another person to use

the card, the named cardholder's privileges will be revoked for a minimum of 90 days. This does not

preclude a cardholder from placing an order with a vendor by telephone or electronically and then sending

a representative to claim the items ordered.

The CC should be kept in an accessible but secure location. The account number must not be posted or

left in a conspicuous place and may not be faxed, emailed or mailed to vendors. On documents where a

card number is required, you may write only the last 4 digits, then call the vendor and relay the full card

number by telephone. If the CC is lost or stolen, the cardholder must immediately notify the

originating bank for the card (currently Bank of America Visa) by calling the number on the

reverse of the card and also notify the CC Administrator, Director of Budget and Finance.

Proper Use of Card

Provide the account number and expiration date to the vendor. The account number and spending

limit will be verified with the card company. If, for any reason, the card company denies the transaction,

do not allow the vendor to circumvent the denial. Contact the Program Administrator for assistance.

Upon delivery, compare the sales receipt or packing slip to the purchasing log. Retain all

documentation pertaining to the purchase including receipts, quotes from small business vendors and eVA

orders in your purchasing file. If replacement documentation (e.g., receipt) is needed, the vendor must be

contacted within 60 days of the purchase.

Reviewing your Statement A paper statement will be sent from the Bank of America. Verify that purchases and returns are accurately

listed on your statement and match the charges on your invoices/receipts.

Returns, Credits, and Disputed Items

Returns If an item must be returned to the vendor for any reason, contact the vendor in order to send the item back

in the manner agreed upon. Request a credit for the returned items and a credit receipt. Document the

contact names, dates/times of contacts, and what transpired. The return of the item should be noted. Store

credit is not authorized.

Disputed Charges A disputed charge is one for which the cardholder did not receive what was ordered or there is some other

problem with the goods or services ordered. You may also have a questionable charge due to double

billing or the vendor name on the statement does not match to the backup documentation. Follow the

guidelines for Returns.

If the cardholder and the vendor cannot resolve an issue, the cardholder should dispute the transaction

with the card company. The card company will investigate the dispute and assist with resolution.

**For disputes, questionable charges, or returns not resolved between you the vendor within 60 days,

contact Administrator to request assistance from the card vendor in resolving the dispute. Investigations

will be conducted on your behalf.

Fraudulent Charges If you believe someone has obtained your card number and has or may attempt to use it to make

fraudulent purchases, contact the credit card company immediately. Customer service is available 24

hours a day. The phone number can be found on the back of your card. Notify the CC Administrator to

request a new card.

Reconciliation of the Charge Card Statement

Cardholders must reconcile purchasing logs and receipts to the monthly charge card statement. As

charges appear on the statement, the charge should be reconciled with invoices/receipts. Each amount in

Submit statement with attached invoices/receipts for Supervisor Review. Sign on the monthly

statement, attach your receipts and any other required documentation, and give them to your Program

Manager for review and signature. It is the responsibility of the Program Manager to review carefully to

ensure compliance with this policies and procedures. Program Manager’s signature is required prior to

submission to Finance director.

Important: Please make sure you provide adequate time for Program Managers review. Statements must

be submitted to Finance department on or before the payment due date indicated on the statement.

Card Administrator

CC administrator officially administers the CC program and will review CC original invoices/receipts for

compliance with requirements. The administrator has the ability to suspend cards for a stated period of

time.

Failure to comply the followings will result in card suspension:

Statements are not submitted to Finance Department before payment due date

Complete invoices /receipts are not attached to statement

Statements are in lack of signatures from card users and supervisors

Tax-exempt

CC cardholders should not pay Virginia sales tax on goods and services. This does not apply to prepared

foods such as catering, meals and lodging (or whenever applicable). Be sure to inform suppliers of the

tax-exempt status when making telephone purchases. When purchasing over-the-counter from a vendor

for the first time, it is advisable to take a copy of the Commonwealth of Virginia Sales and Use Tax

Certificate of Exemption (“Tax Exempt Form”). As a cardholder, it is your responsibility to make vendors

aware of the CCPS’s tax-exempt status and ensure that you are not charged tax on your purchases. Please

check your receipt as soon as you receive it. If you are charged tax, you should contact the vendor and

request a refund of all taxes and, if possible, a receipt showing the credit. If you are unable to obtain a

credit from the vendor for the sales tax you will be responsible for reimbursing CCPS for all sales taxes

charged to your account.

MILITARY LEAVE AND BENEFITS Leave All employees of Caroline County School Board who are members of the state or federal military reserves are entitled to leaves of absence from their duties on all days during which they are engaged in federally funded military duty, including training duty, or when called forth by the Governor. Pay/Paid Leave

All employees on military leave will receive up to 15 days paid leave per federally funded tour of duty.

In addition, full-time employees of the Caroline County School Division whose active duty service with the regular armed forces of the United States or the National Guard or other reserve component requires his or her absence from employment will receive full pay minus any military compensation

supplemental pay in the amount of 1 if the employee’s military compensation is less than the regular salary paid to the employee by the school division.

The employee will be permitted, upon request, to use any vacation, annual, or similar leave that had accrued at the time military leave began.

Except as outlined above, military leave is unpaid. Benefits Health Benefits

If the employee so desires, the employee and the employee’s dependents may continue to participate in the division’s group health plan for up to 24 months while the employee is on military leave. The employee must notify the Plan Administrator

2 if he or she wants to continue participation in the division’s group health plan. Employees who elect to continue on the division’s health plan will be responsible for the following payments:3

Retirement Benefits An employee reemployed after military leave will be treated as not having incurred a break in service. The period of military leave will be considered service to the division for purposes of vesting and benefit accrual. The division is responsible for its pension plan funding obligation. The division is not required to make its contribution until the employee is reemployed.

The employee will be allowed, but not required, to make up his or her contributions to a contributory plan. The employee may repay his or her employee contributions for a period of up to three times the period of military service, but not to exceed five years. If the employee’s retirement plan is contributory and the employee does not make up his or her contributions, he or she will not receive the employer match or the accrued benefit attributable to his or her contribution because the employer is required to make contributions that are contingent on the employee’s contributions.

The employer and employee contribution will be calculated on the rate of pay the

employee would have received but for the absence to serve military duty. Reemployment An employee who is entitled to military leave by reason of service in the federal military reserves is entitled to be reemployed by the School Board as long as he or she

• has given advance notice of the need for military leave (unless notice is precluded by military necessity or is otherwise impossible or unreasonable);

• has not been absent from his or her job for more than five years; and • returns to work as outlined below.

If the employee was absent from work for

• less than 31 days, he or she must report back to work by the beginning of the next regularly scheduled work period after a reasonable amount of time to arrive home, rest and report to work;

• more than 30 days but less than 181 days, the employee must submit an application for reemployment within 14 days after the completion of service;

• more than 180 days, the employee must submit an application for reemployment within 90 days after the completion of service.

Employees who are entitled to military leave due to service in the Virginia military reserves must make written application for reemployment within (1) five 14 days of release from duty or from hospitalization following release if the length of the employee’s absence by reason of service in the uniformed services does not exceed 180 days or (2) 90 days of his release from duty or from hospitalization following release if the length of the employee’s absence by reason of service in the uniformed services exceeds 180 days.

Upon returning from duty, an employee will be restored to the same job he held before leaving or to a comparable job. The School Board is not obligated to reemploy persons returning from military leave in certain unusual situations specified by state and federal law. Termination after Reemployment

A person who is reemployed after returning from more than 30 days of military duty will not be discharged except for cause

• within one year after the date of reemployment, if the person's period of military service before the reemployment was more than 180 days; or

• within 180 days after the date of reemployment, if the person's period of military service before the reemployment was more than 30 days but less than 181 days.

Discrimination Against Members of Military Reserves Prohibited

Members of the military reserves will not be denied initial employment, reemployment, retention in employment, promotion, or any benefit of employment on the basis of that membership.

REPORT ON THE CAROLINE COUNTY SCHOOL HEALTH ADVISORY BOARD ACTIVITIES FOR 2009-2010

The Caroline County Health Advisory Board (SHAB) has met six times this year. The SHAB consists of a diverse representation of the community such as: Parents, Pediatrician, Public Health Dentist, Department of Social Services, Virginia Department of Education, Faith-Based community, the Rappahannock Area Community Services Board, a member of the Board of Directors of the Moss Free Clinic and a representative from CDI Head Start. Representatives from the school division are school nurses, counselors, PE/Health teachers, student representatives from the middle and high schools, School Food Services and Dolly G. Lindsay, Director of Federal Programs from the School Board Office. The School Health Advisory Board identified five health issue goals for the year.

1. Create Wellness packs for students in grade 11.

2. Teen Pregnancy – Increase use of outside agencies such as Raptapp.

3. Obesity – Focus on teaching parents and getting them involved.

4. Continue Wellness program.

5. Administer Wellness surveys in grades 3, 7, and 10 through PE/Health classes.

Goals are being accomplished in stages and will be completed through follow up in the years to come. Over 270 Wellness packs with brochures, pamphlets, and other materials including gift incentives were provided to 11th grade students during the Prom Assembly. Raptapp presented its abstinence program in the middle and high school.

The CCPS Wellness Surveys were administered in grades 3, 7 and 10. 321 students in grade 3 and a combination of 363 7th and 10th grade students completed the surveys. Based on the results, 89.9% or 284 third grade students ate breakfast on the day of the survey. 52.5% or 190 7th and 10th grade students usually eat breakfast every day. 76.8% or 225 third graders are interested in getting at least 60 minutes of physical activity a day. 48.1% or 169 7th and 10th graders described their physical activity level as very active. The survey also covered many facets of school including making healthy life choices, mental health and bullying, etc.

The Wellness programs continued throughout all the schools promoting parental involvement. Information was shared through newsletters, flyers, school websites, and activities students were involved in at school.

Good nutrition and exercise was encouraged in all schools and the surveys indicated that a large percentage did practice good health habits. Caroline County Extension returned to promote healthy snacks, etc.

In addition to the above goals and results, the Pandemic Plan was revised, presented and approved by the School Board. All staff was trained in Pandemic procedures via the approved plan and a power point presentation. Mrs. Lindsay, advisor and representative of the School Board Office, with the assistance of several teachers and students from Caroline High School put

together over 400 kits. Cleaning materials and hand sanitizer dispensers have been placed in every building and hand cleaning materials were used in every classroom.

The school nurses with the assistance of health department nurses and school nurses from other divisions administered over 1,050 H1N1 vaccine doses to students, employees and parents.

This has been a busy and productive year and the schools are to be commended for the continued care and concern they have for their students.
