INTRODUCTION TO MVS EXPRESS – VISTA/RS IRP CARRIER VIEW

The MVS Express – VISTA/RS Carrier View is used by International Registration Plan (IRP) commercial carriers to process their own IRP applications. MVS Express – VISTA/RS provides for transaction processing including fee calculation, invoice generation, temporary and/or permanent credentialing, and the financial record keeping necessary for distribution of funds between IRP jurisdictions. MVS Express – VISTA/RS Carrier View performs the following functions:

BASIC COMPUTER TERMS AND FUNCTIONS & TIPS

COMMON COMPUTER TERMS • Alternative Commands – If a word in the drop down menu is followed by a series of keys (i.e., Alt +

F3), this is an alternative method of performing the function. • Arrows – If an arrow follows a word in the drop down menu, clicking on the word will provide another

drop down menu with additional choices. • Drop Down Menu – The drop down menu is a listing of additional functions that the carrier may

perform. Drop down menus are accessed when the carrier points and clicks on an arrow in a field. • Fields – Usually these are small rectangular boxes in which the carrier needs to enter information.

Some of the field boxes include a drop down menu from which the carrier can choose an entry. To operate them, the carrier enters the appropriate information and clicks on the Submit push button.

• Point and Click – This is a function of the cursor and the mouse. The carrier “points” the cursor to a

place/object and “clicks” the left mouse button to choose that place/object. The right mouse button can also be clicked for additional information.

• Pop Up Screen – When the carrier enters information sometimes a small screen will appear within

the larger screen. The smaller screen usually will ask for additional information. • Push Buttons – The push buttons make major functions easy for the carrier to complete. The push

buttons are a graphic designed to look like a button. In MVS Express, these are operated by the point and click function. When the carrier clicks on a particular button, it will automatically perform the major function.

• Screen – This is what the carrier views on the computer. MVS Express is a series of screens linked

to each other. The screens change when the carrier selects a major push button. • Tool Bar – The tool bar is a series of words or pictures (usually at the top of a screen) which will

perform a variety of functions when the carrier points and clicks on them. Some of the words or pictures in a tool bar will provide the carrier with an additional drop down menu of more functions.

KEYBOARD & MOUSE FUNCTIONS

MVS Express is operated through the use of a mouse and some simple keyboard functions. The major uses of the mouse and the keyboard functions are detailed on the following pages:

FUNCTION

Cursor

What it is: A cursor is a tool that assists the carrier in performing two primary functions: 1) Where the cursor is placed indicates where text will be entered. 2) The cursor allows the carrier to select an item by placing the cursor on the item and clicking the left button on the mouse. What it looks like: Usually the cursor is a black vertical line that appears on the computer screen. It may also appear as an arrow, block or a small hand. How to move the cursor: The cursor may be moved with the mouse (see below for more information), the arrow keys or by the use of the Tab key.

Mouse

Moving a cursor with the mouse: A mouse is equipped with a roller ball which, when moved or rolled, moves the cursor. If the carrier cannot see the cursor on the screen, moving the mouse will cause it to appear. Left mouse button: When the carrier wants to place the cursor or choose an item, the carrier clicks the left mouse button. Right mouse button: When the carrier clicks on the right mouse button, a drop down list of additional commands will appear.

KEYBOARD

COMPUTER KEY

FUNCTION

Alphanumeric Keys

These are the keys most similar to a typewriter. They are the alphabetic, numeric, punctuation, tab, backspace, and space bar keys.

Numeric Keys

The numeric keys are usually located in two sections of the keyboard. The first section is at the top of the keyboard above the letters. The second section is usually located on the far right side and resembles a 10-key calculator pad. Either set of keys may be used to enter numbers. NOTE: the number lock button must be pushed to use the 10-key calculator pad number keys.

Tab

This key is used to move the cursor from field to field within the MVS Express application. On most keyboards, this key is located on the top left side.

Enter

This key is used to enter/confirm information.

On most keyboards, this key is located on the far right side.

Delete

A carrier can highlight text and quickly delete it by using the delete key.

Up Arrow

This key allows the carrier to move the cursor vertically upward.

Down Arrow

This key allows the carrier to move the cursor vertically downward.

Left Arrow

This key allows the carrier to move the cursor horizontally to the left.

Right Arrow

This key allows the carrier to move the cursor horizontally to the right.

SCREENS IN MVS EXPRESS

MVS Express has been designed with a series of carrier-friendly screens. All MVS Express screens are set-up with a similar layout. Each screen has been designed to perform a specific function. The following is an example of a typical MVS Express screen (this is also the first screen the carrier will see when they have successfully signed on to the system through Common Account):

FUNCTION / PURPOSE

1) Screen Title

Location: At the top of the screen is the name of the particular screen enclosed in brackets. Description: A screen title identifies the screen’s primary purpose. On the example screen the title of the screen is Tennessee Carrier View.

2) Tool Bar (with text)

Location: Directly underneath the Screen Title. Description: Each screen in MVS Express has the following options in its tool bar: Application, File, Edit, Commands, View and Help. When clicking on an option in this tool bar, a drop down menu will appear from which the carrier may perform a variety of functions. Notes: • If a word in the drop down menu is followed by an arrow (!),

clicking on that word will provide an additional drop down menu.

• If a word in the drop down menu is followed by a key

command it indicates a short cut method of performing that function. To use the shortcut, the carrier can push the keys indicated.

3) Tool Bar (with pictures)

Location: Right beneath the tool bar with text. Description: MVS Express is equipped with a picture tool bar to make common functions easier to perform.

4) Box with Push Buttons & ACS logo

Location: Immediately below the tool bar with pictures. Description: Each screen contains a blue box with various push buttons in it. The push buttons correspond to different functions, which may be performed when the carrier selects them with the mouse. Each screen will have different buttons in this box. Some common buttons in this box include the Exit and the Submit buttons.

5) Blue Outlined box with fields

Location: Below the blue box with the ACS logo. Description: Each screen contains a box outlined with blue lines with various field boxes inside. All of the field boxes contain information. Some of the field boxes may be automatically filled in while others will require the carrier to input information.

6) Push Buttons

Location: Generally toward the center of the page. Description: These push buttons will perform major functions and, when clicked on, will take the carrier to a new screen.

7) Gray Box

Location: Across the bottom of the screen. Description: As the carrier attempts to perform various functions this box will provide informational messages, such as missing data elements or the status of a submitted job.

TIPS AND HINTS

Moving between fields: This is done by moving the cursor to the appropriate field, clicking on the left mouse button and typing the requested information. To move between fields the carrier may use the mouse or may press the Tab button, and the cursor will be moved to the next open field. When the carrier has completed filling in the fields, they may choose a push button command at the top of the page. NOTE: If the field has a drop down menu the carrier simply clicks on the appropriate option.

ACCESSING MVS EXPRESS Introduction: In order to use MVS Express, the carrier must have Internet access using Microsoft Explorer or Netscape web browsers -- versions 5.0 or above are recommended. The carrier can enter the web address http://www.mvs-e-systems.com the Internet browser screen to directly connect to MVS Express.

SIGNING ON TO MVS EXPRESS

Introduction: In order to perform any function or processing, each carrier must sign on to MVS Express with a unique carrier ID and password. The combinations are unique to each carrier and are used in conjunction with carrier identification and security (both the carrier ID and password should remain confidential between the carrier and the State Systems Administrator). The Systems Administrator will set up the carrier's name, ID, and password in the system. Screen Purpose: This is the first screen the carrier will see when accessing MVS Express.

Using This Screen

Carrier ID

The carrier ID is a unique identifier or name assigned to each person authorized to access MVS Express. After the carrier ID has been entered, the carrier presses Tab or uses the mouse to position the cursor to the Password field.

Password

The carrier enters the password assigned to their ID and clicks on the Connect button. This will bring the carrier to the Change Password screen as displayed on the next page. NOTE: The password will be displayed as a series of asterisks (*) no matter what letters are typed. This is to further protect the privacy of the password.

NOTE: If an error occurs while logging in, it is possible that the carrier has typed an incorrect carrier ID or password. If this occurs, both entries should be retyped following the instructions above.

CHANGE PASSWORD SCREEN Screen Purpose: This screen is always displayed after entering the carrier ID and password at the first sign on screen. If the carrier has signed on before and does not need to change the password, simply click the Cancel button to skip this screen and move to the next screen. NOTE: Although this screen will come up each time the carrier enters the system, it does not have to be changed unless the system requires it.

Using This Screen If the carrier needs to change the current password, these instructions are followed:

1) Enter the new password in the New Password field. 2) Press Tab. 3) Enter the Password again in the Confirm Password field. This verifies the new password. 4) Click on the Change button. This will change the password and take the carrier to the next

screen. If an error occurs, it is likely that the carrier has typed an incorrect carrier ID or password. If this occurs, both entries should be retyped following the instructions above. If the carrier is still not able to sign on, the state administrator should be contacted for further assistance.

MORE INFORMATION ON THE MAJOR FUNCTIONS / PUSH BUTTONS

The Tennessee Carrier View screen allows the carrier to access the major functions of MVS Express – VISTA/RS. The major functions include:

✔ Vehicle Processing

✔ Jurisdiction Processing

✔ Replacements

✔ Renewals

✔ Fleet Processing

✔ Inquiry 1. VEHICLE PROCESSING – Allows the carrier to add, change or delete individual vehicles. 2. JURISDICTION PROCESSING – Allows the carrier to add new mileage on a supplement. 3. REPLACEMENTS – Allows the carrier to replace credentials including license plates, decals and/or

cab cards. 4. RENEWALS – Allows the carrier to renew its account(s) to the next registration year. The carrier can

also amend carrier, jurisdiction, weight group, and vehicle information. 5. FLEET PROCESSING – Allows a carrier to add a new account number upon approval from the State

of Tennessee. Account numbers are automatically assigned by MVS Express, while fleet numbers are assigned at the carrier’s discretion.

6. INQUIRY – Allows the carrier to access a variety of information about its account(s) and vehicles. NOTE: All required fields must be entered prior to clicking the Submit push button. If required information has been left blank, MVS Express will not allow the carrier to advance to the next screen.

VEHICLE PROMPT SCREEN

Screen Purpose: This screen is accessed by clicking the Vehicle Processing – Add/Delete/Change push button on the Tennessee Carrier View screen. The Vehicle Prompt screen allows the carrier to add, delete and change information on any vehicles within the carrier’s account(s).

The carrier enters the License Plate Number (not required).

WEIGHT CHANGES

Screen Purpose: To perform a weight increase/decrease or upgrade/downgrade, the carrier places the cursor in the WGP# field and presses the Submit push button. The WGP# field needs to be blank in order to access the next screen. The screen below will then be displayed. From this screen, the carrier presses the Create WGP push button to create a new weight group. Selecting the new weight group moves the vehicle into a new weight group in order to increase/decrease the weight (GVW) of the vehicle within the same weight class, or to upgrade/downgrade the weight (GVW) of the vehicle to a new weight class.

SINGLE VEHICLE RENEWAL

If a carrier is adding a vehicle to an account that has already been renewed to the next registration year, a pop-up window will prompt the carrier to add the new vehicle to the next registration year’s record. To do this, the carrier places an ‘X’ next to the question, “Do You Wish To Renew This Vehicle” in the Renew Vehicle box, and presses the Submit push button. This process will automatically create the next sequential supplement in the next (new) registration year for the added vehicle. An invoice will then need to be generated for that supplement in the new registration year. If the vehicle does not need to be added to the next registration year, the carrier presses the Exit push button and continues processing.

MORE INFORMATION ON THE EDIT MILEAGE SCREEN PRORATE INDICATOR – There are three (3) different options:

0 = Prorate/Act – Miles are prorated (Y) and are actual (A)

1 = Prorate/Est – Miles are prorated (Y) and are estimates (E)

2 = Nonprorate/Act – Miles are not prorated (N) and are actual (A) THE GRID – The Edit Mileage screen consists of a grid with a series of columns and rows: 1st Column – All jurisdictions are automatically displayed on the screen 2nd Column – Prorate information (0,1,2) as entered by the carrier 3rd Column – Mileage information as entered by the carrier Entering Information 1) To enter information into the screen, the carrier simply highlights the box where information is

required and types in the correct information. Using the Tab key or the mouse allows the carrier to move from field to field on the screen.

2) When all mileage information is entered, the carrier clicks on the Submit push button. MVS Express

will automatically calculate the total mileage in the System Calculated Total field. 3) If Prorate Indicator 1 is selected, the carrier can press the Submit push button to have the default

estimated mileage figure automatically fill into the field. 4) Comments are required if Prorate Indicator 1 (Prorate/Est) is selected, or can be added by pressing

the Comments push button at the top of the screen.

When the Display Record option is selected, the carrier will be taken to the Vehicle Data 1st and 2nd Screens to review the vehicle data. When the Replace Cab Cards option is selected, the carrier will receive the message, “Cab card has been printed” in the tool bar at the bottom of the screen. When the Replace License Plates, Replace Decals, or Replace License Plates/Decals options are selected, the following screen is displayed. The carrier is presented with the new License Plate Number, (or Decal Number) and the current License Plate Number (or Decal Number) and presses the Submit push button. Upon exiting from the Select Replace Credential Action screen, the message, “Fees and reports for replacements are waiting in report queue” will be displayed in the tool bar at the bottom of the screen.

The carrier will have an option to print only a Summary Invoice, or both a Summary and Detail Invoice. The carrier can also choose to print the invoice immediately or later. There are also two push buttons on the pop up screen where the carrier may submit or cancel the request.

Account Renewals

The carrier clicks on this push button to renew the account to the next registration year. When completed, the message ”Carrier has been renewed for next year. Mileage records need to be updated. X Vehicles Renewed” is displayed (where ‘X’ equals the number of vehicles).

Amend Carrier

Allows the carrier to access the Tennessee Carrier Info screens as described in Section VII – Fleet Processing.

Amend Jurisdiction

Allows the carrier to access the Edit Mileage screen as described in Section IV – Jurisdiction Processing.

Add Weight Group

Allows the carrier to add new weight groups.

Amend/Delete Weight Group

Allows the carrier to amend and/or delete any existing weight groups from the current registration year.

Add/Delete/Change Vehicle

Allows the carrier to access the Vehicle Prompt Screen as described in Section III – Vehicle Processing to add, delete, or change vehicles.

CARRIER MANUAL Default weight group numbers from 009 (9,000 lbs.) through 080 (80,000 lbs.) are available for selection. Each jurisdiction within the weight group will have a weight that is equal to the weight group number (e.g., 070 = 70,000 lbs.). To select a weight group, the carrier places the cursor on the appropriate weight group line and presses the right click button on the mouse. This weight group will then be added to the account. If the carrier has a weight group with “special weights,” meaning one or more of the jurisdictions in the weight group are not the same, then these are created using the Add Power WGP, Add Bus WGP or Add Trailer WGP push buttons explained above. For example, if a carrier apportions to Tennessee at 80,000 lbs. and Alabama at 90,000 lbs., a special weight group would be created. Special Power Weight Groups begin at 100, and increment by one (1). Bus Weight Groups begin at 001, while Trailer Weight Groups begin at 200.

CARRIER MANUAL When all information has been entered, the carrier clicks the Invoice push button to begin the fee calculation process. The carrier is then presented with the following pop-up window. The Summary option is auto-filled into the field; but the carrier can change it to print both a Summary and Detail Invoice. The Summary Invoice displays all of the financial information for the supplement, while the Detail Invoice displays all of the financial information for the supplement by vehicle. The carrier can also choose whether to print an invoice ‘Now’ or ‘Later’. Yes is auto-filled into the field to Print Now; but the carrier can change it to No to Print Later.

ACCOUNT FLEET WEIGHTS

Screen Purpose: This screen is accessed by clicking the Weight Inquiry push button on the Inquiry Selection Menu. In order to access this selection, a value must be entered in the Weight Group field on the previous Inquiry Selection Menu screen. The Account Fleet Weights screen allows the carrier to see jurisdictions and weights within a specific weight group.

CARRIER REPORTS

Screen Purpose: Once the carrier has completed processing the transaction (renewal or supplement), various carrier reports are produced. These reports include: • Carrier Checklist – Displays for the carrier which reports are going to print with the transaction,

along with other pertinent informational messages. • Summary Invoice – Provides a breakdown of fees by jurisdiction. • Detail Invoice – Provides a breakdown of fees by jurisdiction by vehicle. • Temporary Authority (TA) – Displays all jurisdictions and weights that a vehicle is licensed for. A

TA is used until a permanent credential (cab card) is received. TAs will not be printed until payment has been received for the supplement.

• Schedule A – Provides demographic, weight group, and vehicle information on the renewal and/or

supplement processed. • Schedule B – Provides mileage information on the renewal and/or supplement processed. • Schedule C – Displays information, including fees, for the vehicle that is having a credential (license

plate or decal) replaced.

After pressing the Go To RS Reports push button, the carrier will be taken to the RS Report Queue as displayed below. The RS Report Queue lists all documents produced by MVS Express, in order of submission. Information provided includes Registration Year, Account Number, Fleet Number, Supplement Number, and Description. To print a specific document, the carrier presses the Print PDF push button. This will invoke Adobe Acrobat (Version 5.0 is recommended) on the carrier’s desktop, and the document will be displayed. The carrier can then route the output to any LaserJet printer within the office. An example of each type of output has been included as Appendix 1 of this user manual.
