Cartoonists Club Arhigum appearedin Kiev city in1983. Club have unitedyoung artists who did not use "socialistrealism" as the primary method of art,so they created "alternative" cartoons.

The organizing committee of the clubentered Victor Kudin (Chairman),Anatoly Kazansky, Yurij Kosobukin andVladimir Kazanevsky. And the club wasnot formal. Cartoonists have beenactively involved in the cultural life ofthe country.

The artists become the hallmark ofthe new comic Ukrainian culture. Forexample, the album of cartoons createdby artists of club Arhigum named TheGifts from Ukraine publised in Ukrainein 1989, album "Karikatura".Sowjetische Karikaturen im Zeichenvon Glasnost published in Germany in1991, book Arhigum published inUkraine in 2003.

Club Arhigum exists till now. Artistsof club were awarded on the prestigiousinternational cartoon contests andfestivals over a thousand (!) times in 46countries. In particular, they wereawarded more than two hundred GrandPrix and First prizes.

Thirtieth anniversary exhibition ofworks by artists of the Kiev clubArhigum will open on 1st of April 2013at 6 p.m. in the House of Architects(Kiev city, Grinchenko street, 7).

Dear Colleagues,I saw that in your last issue, you dealt

with me in the section �Similarities�. SinceI suppose, it is linked with my reaction tothe organizers in Sinop, let me repeat mythesis: *this hysterical looking forsimilarities is not only unproductive, butdangerous, because it tries to modify thecharacter of cartoon, which is not abureau for registration of funny puns, butvisual art, where the quality of the drawingcomes at first place.*

It is a well known fact that human ideasare connected and move around. So, howfar back shall we search? I am sendinghere my cartoon from the ThirdInternational Cartoon Festival in Sarajevoin 1974, visualizing the same idea, whichyou suggest that I have copied from anewspaper, published in Nicosia in1990�

Should I accuse this author of copingme? I wouldn�t think of doing so, but if youwant to be precise on similarities, I think� *relying on your honor � that you wouldwant to add my cartoon, which I drewyears ago* and to which I was glad toreturn with new technique.

After the persistence of Nacaró in producing veryslanderous emails, we decided to assign to our lawyers furthercontacts, and a letter was mailed to him in October 2008(attached).

The World Press Cartoon is launching in 2009 its fifthedition. In four years, we awarded 37 works of big qualitywith money prizes and trophies, and the cartoon of Nacaró isamong them.

We invited all of the prize-winning authors to participate inthe inauguration of the Exhibition and they received theirprizes in public shows (twice aired by national television)designed specifically to honor the Cartoon and theCartoonists. WPC supported all the costs of journey and stayof these authors (without exception neither discrimination:we invited to Sintra, Portugal, cartoonists from Argentina,Russia, Iran, France, Indonesia, Romania, Canada and manyother countries of several continents).

And we paid to these authors over 220 thousand dollarsin cash prizes.

This Salon exists to honor the Cartoon while artistic andjournalistic expression and to honor his authors. The attemptto question our honesty is deeply unfair.

This defamatory campaign also penalizes, at last, theEditorial Cartoon and his creators since it is threatening theManagement and the Sponsors of a serious Organization.Coherent with the positions that we always defended onbehalf of the liberty of expression, we do not want to silenceNacaró.

THE FULL STORY - 1Hello Mr Cakmak,You are publishing for years in Yeni Akrep the same

letter from Pibaque Freddy's vision of an alleged problemof payment of World Press Cartoon.

That letter has already been answered by AntonioAntunez, who explained exactly what happened: The Sr.Pibaque said he would fly to the awards.

The WPC organization bought a plane ticket and Mr.Pibaque said after he would not attend. The passage couldnot cancel and therefore the plane ticket money could notbe recovered.

The WPC told he would send the prize money unless thefare, to a bank account. Mr Pibauqe continues to protestand not open a bank account, which is what he has to do tocollect the prize.

What sense is that you continue to publish his letter?What is your goal?Is this how you solve a problem?When you publish again and again Pibauqe letter, you

should also publish the letter of Antunes, but you do not do.Why?

Dear Sir,Nacaró, awarded by the World Press Cartoon in 2007, is

developing an intense defamatory campaign against thisorganization, based in false allegations and entirely absurdcriticisms.

Nacaró, identified in the registration form as FreddyPibaque, effectively was awarded, but all the attempts madeto deliver the cash prize failed: international bankingtransference orders and postal mail was returned.

The details of this incident are explained in the letter(attached) that we sent in March 2008 to sites and federations


from such unworthy attacks.

ANNEX 1JANUARY 2008 | LETTER ADDRESSED TO

SEVERAL RECIPIENTS OF NACARÓ COMPLAINTS

1. Freddy Pibaque was awarded, invited to come theSintra to receive the prize, confirmed his trip (an e-ticketwas issued), but never embarked and later we were informedhe has changed address and country of residence (fromColombia to Venezuela?)

2. When finally the contact was retaken, WPC asked FPfor the personal banking data to process the money transfer,in the strict terms of the regulation?

3. The inherent costs to the cancellation of the trip hadbeen deducted in the value of the prize, since FP did notparticipate in the prize ceremony, after several confirmationsof acceptance of our invitation?

4. The contacts with FP went on difficult and, at a certainpoint, the author informed WPC that he did not have a bankaccount to receive the prize.

FP was not either in condition to provide a completeaddress in his new country of residence, in order to ourinternational post supplier to

deliver the trophy?

5. Finally, the 16th of November of 2007, FP sent to usthe account data of a friend (in Colombia ) who could receive,in his behalf, the monetary prize.

The 3th of December, a transfer order of 1285 euros wasissued to our bank (final value after legal taxes in theEuropean Union, in the terms of the regulation, and afterthe reimbursement of the e-ticket costs?)

6. Therefore, the money should be now (in Colombia ) inthe account of FP's friend, in the case they keep theirfriendship status unchanged�

About the lateral issues:

7. FP did not participate in WPC 2006, so it would bedifficult to return artwork that we never received... For thesame reason, we did not send the 2006 catalogue (that FPsays that he received). But we had send the 2007 catalogue

to the available address (in Venezuela) of FP (but FP saysthat it did not receive?..)

8. The trophy is here. Safe and kept for deliver, as soonas FP has a clear address in Colombia , Venezuela, or atany another place of this wonderful world?

To finish the clarification of this annoying incident, weshould express our protest about FP using this way tocomplain, calumniating a serious and prestigiousorganization.

We exchanged with FP, throughout 2007, many and manye-mails. It is a pity that he has send this last one for so manycolleagues, before getting accurate and up to dateinformation from WPC.

If he wants to, FP is welcome to participate again in the2008 edition of WPC. He's welcome and will be attendedwith fairness and warmth. As all the other cartoonists that,since 2005, helped us to make this Salon one of the best ofthe world!

FECO AID T A CONTEST THAT THREATENCARTOONIST

Dear Director of FECO (Europa):I am a cartoonist and when I see your web site I want to

cry, because there are bad cartoon contests that you

advertise it.In 2007 I participated in WORLD PRESS CARTOON and

I won second prize in the Caricature section. But until today(end of October 2008) I have not received my montary prize,nor the cartoon catalogue, neither the trophy they promisein their rules. Since April 2007 I sent messages to the directorof wpc, Mr. Antonio Antunez, asking him to pay me my money,and nothing. When I denounced it by e-mail to colleagues(including you) Mr AA replied that it had paid. After he useda lawyer to amendrate: wpc's lawyer sent me a messagethreatening a criminal trial if I continued with my denunce ofnon-payment. (I attach you copy of the message). In addition,on this message says the lawyer:

"The prize money can be withdrawn at the direction of ....WPC in Portugal." With that message is verified that Mr.Antunez says one thing by e-mail to participants and says adifferent thing for me using his lawyer. It is also proved thatwpc has not paid the prize, but AA says yes by e-mail.

But the case is even worse: nowhere in the regulationsaid that the winners should make a trip to Portugal to collecttheir prize. No contest in the world makes this absurdcondition. Wpc does not respect its own rules. But as acartoonist and as a visitor of your website is something thatworries me more:

Last year I sent a message to you and other colleaguesto denounce this abuse, which wpc is not a serious eventsince it does not pay me my prize, and now I see on yourpage that you are advertising this bad contest. And I worrybecause I understand that you are also a cartoonist. Irespectfully ask you: is it better you advertising a not seriouscontest or defending the right of a colleague who has beenestate? Perhaps thinking of receiving an invitation for wpcof Portugal as a juror? Is this more important than ethics?.

I prefer to think that you do not received my messageslast year. Please think of the many fellow cartoonists whocan be deceived like me in the competition that youadvertised.

Biz, birkaç arkadaþ pasaja gidiyoruz, karikatürümüzünmuhasebesini yapmaya baþlýyoruz.

selamlaþýyoruz... Ýlerleyen saatlerde masalar birleþti, genelkuruldaki keyifli hava doruklara çýktý...

Izel Rozental treads a fine line with his political cartoonsin an Istanbul weekly. The Turkish-Jewish cartoonist saysbuckling under pressure is out of the question - evenwhen his critics are Turkey and Israel.

Cartooning always came naturally to Izel Rozental. Hestarted sketching as a child - his mother, his family, andlater when he started school he pointed his pen at histeachers and professors. That was the beginning of all thetrouble, Rozental admits.

Most people don't like to be turned into acaricature.

"Then you see how in trouble you are. And when theydon't like it, if you have inside yourself something, somecartoonist soul, then you feel that you have to draw andyou continue, and that's how it all begins," Rozentalsmiles the way he probably did when his sketches weretaken up in class. "And that's how it started with me."

Rozental contends that cartooning is tinged withanarchy, breaking rules and taboos and taking nosides.

It's not an easy stance to take in Turkey right now. InOctober, the Turkish government was accused ofclamping down on press freedom. According to theCommittee to Protect Journalists, a US-based NGO, 49journalists are in jail in Turkey simply for what they wrote.That's more than in any other country in the world.

Uncompromising from the startRozental's office is in a quiet neighborhood on

Istanbul's Asian side. Hundreds of books, randomlymatched with small children's toys and drawings, line anentire wall. His desk is barricaded on one side by cups ofpens and bottles of ink, the weapon of a cartoonist, butalso how Rozental made his living before cartoons - as apen maker.

As a young man, Rozental served in the Turkish army -

as all men in Turkey are still required to do - but even inthe army, he continued to draw. He sent his cartoonshome to his mother, instructing her to take them to theeditors of leading cartoon magazines. When he camehome 18 months later, he found his cartoons hanging onthe walls of the house. His mother had kept them, fearingthey would get her son in trouble.

So Rozental took them to the magazines himself, andtwo of his cartoons were accepted by Oguz Aral, thefounder of one of Turkey's most popular cartoonmagazines, Girgir. But along with the acceptance and acheck, Aral made a few corrections, in pencil, of howIzel's cartoons could be improved.

His anarchist side started to protest, Rozentalsays.

He leans over and points to an image of one of thedrawings on his iPad. "You see, with pencil he said, 'Writethis, don't do this.' And this is the money I didn't take,"Rozental smiles, mischievously. He didn't cash the check,and for the next few decades he didn't publish anything.

Then, in 1991, during the First Gulf War, Shalom, thenewspaper of Istanbul's Jewish community, asked him tobecome their political cartoonist. His work has appearedon the paper's front page ever since.

Beyond censorshipMost of Rozental's cartoons have few words. Instead,

they rely on caricature and bold juxtapositions to hone afine point. One cartoon shows a train with a Turkish flagspeeding down twisted, double-backed mountain passes,in a Sisyphean loop, while the European Union celebratesits birthday in the distance.

Rozental says he has felt constrained by censorship ona few occasions but has always found a way to speak hismind. He mostly draws what he wants. But every now andthen, in the middle of the night his editors will call and ask


him to change something."Sometimes, I receive a call at

midnight, two o'clock in the morning,from the editor in chief, he's askingme, 'What is your cartoon about, canyou explain a little bit, because weare getting confused, and we don'twant to get �"

He is sympathetic to theirconcerns: Publishing cartoons in aJewish newspaper in Muslim Turkeyis not easy.

"From time to time I accept thatthey [are] right, and I change mycartoon. But sometimes I cannot, andI say it must be like this. I say I amhere to accept all the reaction fromwherever it may come, and it comes.Sometimes from the Muslims,sometimes from the Jewish people,because they are also not veryhappy."

He finds ways to push back. Nottoo long ago, it was illegal in Turkeyto show the colors red, yellow, andgreen together because they couldrepresent the Kurdish flag and thecombination was alleged to be "anti-Turkish." So, Rozental drew arainbow and omitted those threecolors.

He admits, however, that there aremoments when the pressurebecomes too much. At the beginningof the 2000s, during the SecondIntifada, the beginning of a period ofincreased violence between Israeland Palestine, every cartoonRozental drew was attacked fromthree sides: Israel, Turkey, and theJewish community in Istanbul.

So Rozental stopped drawingpeople all together. Instead, he drewfish, small tropical fish in differentcolors, sometimes with simple, whitethought bubbles. "Things that Icannot say in my cartoons, I say

through my fish," Rozental explains.But the point, he says, is that a

cartoonist must continue to saysomething, to criticize. He assertsthat for a cartoonist, there should be

Cambiano i tempi e le modalita ma rimane intatto il fascinodi questa nostra "Biennale", nata nel 1975 e divenuta neglianni un imprescindibile punto di riferimento per gli artistidell'umorismo. E, come tradizione vuole, la parte del leoneI'hanno fatta gli artisti dell'Est europeo, che han no una lungatradizione di presenza e successi. Molti di loro li abbiamo visticrescere, tanti altri si sona aggiunti, spesso prendendo iltestimone da chi li ha preceduti.

Un tempo dall'Est ci arrivavano gli sfoghi di liberta quasiclandestini oppure opere piu allineate all'ideale socialista.Oggi i Russi, Ucraini, Polacchi sona invece degli attentiosservatori della realta internazionale, in grado di amplificarele storture del sistema capitalistico entrato di prepotenza neiloro Paesi.

Emblematica I'opera vincitrice, in cui e evidente ildrammatico dubbio del momento, riuscira l'Europa asoprawivere allo sconquasso delle economie? Oppure le suestelle saranno spazzate via come foglie secche?

Non mi addentro oltre nell'analisi critica che troverete nelleprossime pagine, mi corre solo I'obbligo di augurarvi buonavisione e di darvi appuntamento alla 18a edizione.

In the name of God.Earthquake, an alarming pheno-

menon, fillips our planet from time to time.Once it shakes buildings which are ourshelters it could be either the moment ofdestrution and debris or the feeling ofcertainty upon safety.

Meanwhile, the fate of our rural houseswhich are more vulnerable than theirkinds in cities, worry us about the futureand encourage us to elevate the cultureof construction to a safe and technicallevel.

We are eager to go beyond thecaricature conventional use. For thisreason, while considering the potentialsof this art, we wilI present ilIustratedconcepts for constructing safe andreliable buildings.

Briefly, we desire to compose the satireof caricatures and the precision ofconstructing principles.

Laughter is supposed to lead toperfection of the whole, and the art ofcaricature is possessed of somethingdiabolical, for it raises up the demon slainby the angel.

This year the claw of derisive criticismhas left visible marks on the smoothcheek of the consumerist paradise. TheInternational Jury has taken a look andstated that the satirists have left nobodyunscathed. They have remained vigilant.They are hot on the trail of life. Theydeform. They denude with a line, a pixel,a stain and a scribble. They point outhuman weaknesses. Everyone has beenhit: politicians, bureaucrats, celebrities,aggressors, feminists and racists, thearmy and clerics, because true virtuefears no critic. There is no punch pulledon offer in this art form, neither forthesubject nor the object of satire. A waveof crude quips generated by the self-taught has, us usual, gushed forth.However, in the course of stormyproceedings and pointed clashes aboutthe aims and the sense of practicing thistype of art, it was possible to select agroup of works nominated for recognition.It is my hope that they will present aslightly different aesthetic and sense ofhumour. Conscious use of the languageof art is making the culture of the visualand form its source. lt is important for usthat the post-competition exhibit containsworks that stand out for their use of colour,metaphor and composition, as well astheir unabashed craftsmanship.

In the drawings, sketches and pictureswe did not look for scandal or thesensationalism typical of the yellow press.We feel that juvenile "hee-haws" are notthe only way to provoke and comment onreality. It seems more important to raisethe general artistic level of Satyrykon.There is a need to encourage theparticipation of young artists active inother areas of art, from design, postersand graphical art through munimedia andanimation. Indeed, this is one of the lasttaboos yet to be broken by Satyrykon:cliches associated with the event itselfand the status of satirical drawing. It isfor just this reason that I would like theverdict to be one of watershed, which iswhy we have decided not to award aGrand Prix. In the work of young artistslike Sebastian Kubica, Natalia Stachura,Marek Rybicki, Patrycja Pardo, StanislawGajewski and Rafal Kucharczuk one cansee an attempt to shorten the signm

Lex Drewinski, in his sarcasticcommentary on a reality in whicheverything is for sale, brings typographyinto the mix. In this way he reminds usthat the letler can be an equally validmeans of expression in this type of art aswell. The works of Alessandro Gatlo,Valentin Georgiev, Jerzy Gtuszek, PawtetKuczynski, Gerhard Gepp, ZbigniewWozniak, Matgorzata Lazarek andMiroslaw Grynio represent outstandingwork supported by a subversiveanecdote. Their creations take the formof joking, socially-critical mini-moralityplays. In doing so they fit nicely into theatmosphere of philosophical and poeticreflection from previous editions ofSatyrykon. Defiance, knocking off-balance with asharp riposte - yes, it's worth it! Worth itat allýevels, which is something I sincerelywish for Satyrykon.

Je moet het maar doen.De titel 'Room with a view' van deze

18de editie van de Olense Kartoenaledoet ons terugdenken aan degelijknamige romantische film van JamesIvory uit 1985.

Nochtans was dat niet echt debedoeling van de organisatoren. Zijwilden enkel de kritische blik vancartoonisten prikkelen. Hen uitnodigenom hun visie te geven op een wereld diebol staat van conflicten die de grenzenvan de groei pijnlijk blootleggen. En datzowel demografisch, economisch als quaverbruik.

De meeste inzendingen wilden ofdurfden echter niet zo ver te gaan. Zijhouden het bij komische grappen ensurrealistische ingrepen.

Meer dan 300 cartoonisten uit 49Ianden keken uit het raam en stuurdenhun 'view' naar Olen. Nieuwkomers zijndit jaar Kenia, Nigeria, Hong Kong,Canada en Thailand.

Onze Kartoenale krijgt er dit jaar eenextra internationale dimensie bij.

Want in het voorjaar zal ze ook te zienzijn in onze Pooise zusterstad Bialogard.Daarmee is de Olense Kartoenale nietenkel internationaal omwille van hetkosmopolitisch deelnemersveld, maarvoortaan ook qua locatie.

De Europese integratie kan er alleenmaar wel bij varen.

een nieuwe sehepen van cultuur welliehtverfrissende initiatieven of andereaccenten. Dat vind ik vrij logiseh enaanvaardbaar. Ook al wil ik uiteraard geenwedergeboorte zijn van mijnversehillende voorgangers, goedegewoontes verdienen verder gezet teworden. Geen enkel haar op mijn hoofd -en ik heb er elk jaar minder en minder-denkt er dus aan om te ontsnappen aanhet schrijven van een inleidend woordjein deze negentiende editie van de OlenseKartoenale.

Maken jullie net zoals ik elk jaaropnieuw dezelfde bedenking bij hetbekijken van de tentoonstelling in deraadzaal? "Maar waarom kwam ik niet opdat idee?" of "Dat lijkt mij niet zo moeilijk,dat kan ik ook!" Niets is minder waar.Probeer het zelf maar eens! MOCHALOV EXHIBITEDHIS CARTOONS IN MADRID

World famous cartoonist - Vladimir Mochalov (Moscow), TheAcademician of The Russian Academy of Arts, titled - "TheRussian Tsar of portrait-, exhibited his cartoons in Madrid, inThe Rusian Centre of Science and Culture), in January.

It was his first solo exhibition in Spain. He introduced severaldozen (70) of their smile-known faces, a psychological portraitfrom its rich cartoon archive - familiar faces of sport, art andpolitics that influenced our history.

The event came to a lot of guests: representatives of theSpanish public, local media and the Russian compatriots.

On the canvases Mochalova - are not just historical figures,but also famous faces of art, sport and science, as well as publicfigures from Rusia and all world (Pelé, Gretzky, Messi, Jakushev,Tikhonov, Burian, Gott, Jiri Winter Neprakta, Burian, NatáliaZembová, Loren, Bardot, Pugachewa, Putin, Med-vedev,Tolstoy, Pushkin, Stalin, etc). Artist looking at them through hisown lens of irony V. Mochalov said our correspondent PeterZávacky: "I painted portraits of those who consciously orunconsciously influenced the world history of the XX centurylove studying history. I try to under-stand it, and the cartoongives me the opportunity to express its views on history, majorevents past and present.

The exhibition opening gratefully drew cartoon many facespresent lovers (and their sup-porters).

During his stay in Madrid, at the same time visited a respectfullocal Art school. The popu-lar artist here at the workshop learnedto draw a portrait caricature of future artists. The workshopaddressed the students too. Was such a great artisticexperience. Under the ar-tistic supervision of the all day drewtogether many portraits.

Vladimir Mocalov gained in Madrid not only the hearts ofvisitors to its exhibitions but also as a teacher of gifted studentsdrawing admiration.

And also their Russian compatriots. After returning from Spainto Russia prepared Mochalov, early February, in Moscow(MKUK-Rajonnyy historiko-kulturnyy centrum) a new exhibitionalso.
