1 EXECUTIVE SUMMARY

This Risk Management Report documents and summarises the key, project unique, risk management issues and mitigation strategies for the identified risks facing the New Museum. The Risk Management Report has been prepared in accordance with AS/NZS ISO 31000:2009 Risk Management — Principles and Guidelines.

The report will be used to monitor and review the risks identified as potential threats to the successful planning, delivery and commissioning of the project. These Risks will be addressed at the Project Control Group (PCG) and Project Steering Committee (PSC) and updates provided on mitigation measures in place and to any changes to risk ratings. The Report will be used to continuously monitor and review the risks identified as potential threats to the successful delivery of the Final Business Case and subsequent project phases.

This report provides the preliminary findings and recommendations of the risk assessment conducted for the New Museum. It is intended that the risk register captures risks at all project phases, from the Business Case phase through to implementation and commencement of museum operations on the new site, and will be used and updated throughout the project.

The project will be subject to a rigorous and ongoing risk management process to ensure that material risks are identified and managed effectively to date. The risk assessment has and will be an ongoing process in consultation with the MAAS, Arts NSW, the Department of Justice and Infrastructure NSW. Further consultation with other government agencies will be undertaken during the Final Business case phase.

More specifically the key risks to the project during the present project stage (Final Business Case) are as follows:

2 RISK MANAGEMENT APPROACH

Risk Management Strategy and Register details the key, project unique, risk management issues and mitigation strategies for the identified risks facing the New Museum. The Register will be used as a proactive project management tool to monitor and review the risks identified as potential threats to the successful planning, delivery and commissioning of the project. These risks will be addressed at the Project Control Group (PCG) and Project Steering Committee (PSC) and updates provided on mitigation measures in place and to any changes to risk ratings. The Register will be used to continuously monitor and review the risks identified as potential threats to the successful delivery of the FBC and subsequent project phases.

The project will be subject to a rigorous and ongoing risk management processes to ensure that material risks are identified and managed effectively to date. The risk assessment has and will be an ongoing process in consultation with the MAAS, Arts NSW, the Department of Justice and Infrastructure NSW. Further consultation with other government agencies will be undertaken during the FBC phase.

· Site definition and acquisition;

· Congruency of the project vision across project stakeholders;

· The tight time frames for the development and delivery of the FBC; and

· Ensuring cross agency briefing and engagement on the New Museum.

To inform the project risk management activities, MAAS has carried out a detailed analysis of process and project risks. Risk workshops and individual discussions have been held in August and September 2016, attended by representatives from MAAS, Arts NSW, and the Department of Justice, as well as a range of

specialists including design, cost planning, legal and financial advisors. The risk analysis has involved the following steps:

· Risk identification — identification of all material process and project risks;

· Assessing risk impact — determination of whether there is a cost or delay impact, or less tangible impact (e.g. Stakeholder objection);

· Assessing risk exposure — determination of the risk exposure, being a function of:risk likelihood— being the likelihood or probability of the risk occurring; — risk consequence— being the consequence the risk will have; and

· Developing the mitigation strategy — identification of possible mitigation strategies to reduce the risk exposure. The scope of the risk assessment relates to the New Museum and is focused on significant process risks that affect the project planning and procurement phases as well as project risks that may arise during the pre-construction, construction and operation phases.

An early and robust risk assessment during the Final Business Case phase of the project has enabled risk management strategies to be developed, to give confidence to the New Museum project governance.

The key elements in the risk assessment process for the Final Business Case are:

· Review, and evaluation of the previous Preliminary Business Case Risk Assessment;

· Develop the Final Business Case risk register (including mitigations and risk owners);

· Finalise FBC Risk Register and Report, and circulate for comment and endorsement by workshop participants and project Governance.

3 RISK ANALYSIS

Each identified risk has been assessed to determine its level of consequence, and the likelihood of the consequence occurring based on the criteria in Table 1 and Table 2.

Primary impact areas considered in the risk analysis criteria include project cost increases, delays and reduction in the functionality of the built facility.

3.1 Risk Evaluation

During the risk evaluation phase, the consequence and likelihood for each identified risk were assessed together to determine the overall risk rating.

The purpose of deriving an overall risk rating is to assist in determining the frequency of monitoring and reporting of the risks identified.

3.2 Outcomes of the Risk Workshops

3.3 Risk Treatment Solutions

Alternative strategies can be implemented to manage identified risks. The treatment choices available are dependent on the risk and the associated costs and benefits of implementing the desired option. A list of risk treatment strategies and the associated accountability for monitoring were established for each risk identified. The consequence and likelihood of the residual risk has been assessed following risk treatment.

3.4 Monitoring and Reporting

Risks will be managed within the proposed governance structure for the project. Within this structure, the PSC will be responsible for endorsing treatments for strategic risks and project risks with high consequence and/or likelihood ratings. The project director will be responsible for monitoring and re-assessing risks and risk ratings, maintaining and updating the risk register, identifying potential treatments for risks and escalating risk management to the PSC as appropriate. Critical risks and the proposed treatment will be reported to the MAAS Board of Trustees and other key Stakeholders as required.

Risk will be managed and categorised as either strategic or project-level risks. Strategic risks will be those expected to have broader impacts beyond the project, for example, inter-agency risks and state-wide risks. These may have state or region wide significance and require high levels of management and coordination. Project-level risks will be those with specific impact on the project's ability to meet its objectives or operate within the specified constraints.

Key features of the risk identification and management process incorporate the following:

· All risk treatments have been assigned ownership and treatment actions will be incorporated into the project work plan (particularly for those risks categorised as requiring urgent and immediate action).

· The status of each risk has been assigned as open or closed. When risks are completely mitigated through some form of treatment or completion of a project milestone, these will be listed as closed (but not deleted).

· A risk profile for strategic and project risks will be identified and managed using a dedicated risk register and reporting through the project management structure and project governance structure.

3.5 Risk Summary Table

A Risk Summary Table for the project is provided at Attachment A. The table summarises the top risks to be monitored and reviewed by the project.

3.6 Detailed Risk Register

A detailed Risk Register for the project is provided at Attachment B This register is to be reviewed and updated accordingly on an ongoing basis to ensure practical and effective management of risks on the project.
