Since its founding in 1980, CASAS has focused its mission on efforts to assist adults in attaining the basic literacy skills necessary to function effectively on the job, in the community, and in the family. The goal of CASAS is to deliver the best in assessment, curriculum management, and evaluation systems that meet workplace, program, and learner needs.

Key to meeting that goal is ensuring that adults achieve higher educational levels so they are able to obtain better employment and serve their communities and family more successfully. Educators and workforce professionals know all too well that level of education is a key social mobility factor that strongly relates to level of income. Adult education programs are the crucial link to higher education and increased income for many adults.

With the importance of postsecondary education and workplace training in mind, we created our new Reading GOALS test series. Reading GOALS is aligned with the College and Career Readiness Standards for Adult Education and the National Reporting System Educational Functioning Levels.

Whether programs report data to the U.S. Department of Education through the National Reporting System (NRS), to state and local policymakers, or use CASAS for a variety of other needs, research confirms that learners enrolled in programs using key elements of CASAS show significant skill gains and consistently excel on other quantifiable program performance measures.

How to Use CASAS Assessments

The Testing Process

1. Placement:• The CBT Locator available only for computer-based testing (CASAS eTests).• The Appraisal test options are the Reading GOALS Appraisal and the Form 80 Appraisal. Be sure to order the correct appraisal for placement into each assessment series.

• The locator test takes up to 15 minutes. An Appraisal test is typically 30-40 minutes.

2. Pretest:• Be sure to assess students in the same assessment series for their pretest and subsequent post-tests.

3. Instruct:• CASAS offers an online tool, QuickSearch Online, to locate instructor-recommended resources for classroom teachers.

4. Post-test:• CASAS recommends post-testing students after 70-100 instructional hours (or a minimum of 40 hours).

Implementation Basics Training – For Measuring ProgressThis training is an introduction to the CASAS system. Learn how to administer CASAS tests, interpret test results,and use curriculum support materials to enhance instruction and workforce readiness. Completion of this training is necessary to order most CASAS tests.

Citizenship Interview Test (CIT) – CertificationStandardized oral assessment of the speaking skills of adult ESL and citizenship learners. The CIT helps programs predict an individual’s target speaking performance level needed to pass the USCIS English naturalization oral interview. Certification authorizes you to administer and score the CIT.

CASAS eTests is a web-based assessment system and an essential tool for any organization assessing adult learners. CASAS offers free, self-paced training modules to prepare your staff for test administration. CASAS eTests is available on Chromebooks, iPads, and computers with Windows 10. An internet connection is required.

CASAS eTests users receive a complimentary basic package of TOPSpro Enterprise when they purchase web-test units (WTUs). See page 10.

To order CASAS eTests, place an order for WTUs (web-test units). WTUs do not expire; they are not specific to any assessment series. Each test administration will deduct one WTU. The locator + pretest option deducts only one WTU.

Most CASAS assessments are available via CASAS eTests. CASAS tech support will provide default testing sessions for your programs upon request.

Reading GOALS uses all new test items that measure academic language and higher-order reading skills contained in the National Reporting System (NRS) Educational Functional Levels (EFLs).

The series covers a balance of life skills and employment-related content of interest to adults.

Adult SecondaryListening/Speaking: Can function independently in survival, social, and work situations; can clarify general meaning and communicate on the telephone on familiar topics. Reading/Writing: Can read and interpret nonsimplified materials on everyday subjects; can interpret routine charts, graphs, and labels; fill out medical information forms and job applications; and write an accident or incident report. Employability: Understands routine work-related conversations. Can handle work that involves following oral and simple written instructions and interact with the public. Reading/Writing: Can read and interpret simplified and some authentic material on familiar subjects. Can write messages or notes related to basic needs. Can fill out basic medical forms and job applications. Employability: Can handle jobs and/or training that involve following basic oral and written instructions and diagrams if they can be clarified orally. (SPL 5)Low Intermediate ESL/ELLListening/Speaking: Can satisfy basic survival needs and very routine social demands. Understands simple learned phrases easily and some new simple phrases containing familiar vocabulary, spoken slowly with frequent repetition. Reading/Writing: Can read and interpret simple material on familiar topics. Able to read and interpret simple directions, schedules, signs, maps, and menus. Can fill out forms requiring basic personal information and write short, simple notes and messages based on familiar situations. Employability: Can handle entry-level jobs that involve some simple oral and written communication but in which tasks can also be demonstrated and/or clarified orally. (SPL 4)

High Beginning ESL/ELLListening/Speaking: Functions with some difficulty in situations related to immediate needs; may have some simple oral communication abilities using basic learned phrases and sentences. Reading/Writing: Reads and writes letters and numbers and a limited number of basic sight words and simple phrases related to immediate needs. Can write basic personal information on simplified forms. Employability: Can handle routine entry-level jobs that involve only the most basic oral or written communication in English and in which all tasks can be demonstrated. (SPL 3)

Low Beginning ESL/ELLListening/Speaking: Functions in a very limited way in situations related to immediate needs; asks and responds to basic learned phrases spoken slowly and repeated often. Reading/Writing: Recognizes and writes letters and numbers and reads and understands common sight words. Can write own name and address. Employability: Can handle only routine entry-level jobs that do not require oral or written communication in English and in which all tasks are easily demonstrated. (SPL 2)Beginning Literacy/Pre-Beginning ESL/ELLListening/Speaking: Functions minimally, if at all, in English. Communicates only through gestures and a few isolated words. Reading/Writing: May not be literate in any language. Employability: Can handle very routine entry-level jobs that do not require oral or written communication in English and in which all tasks are easily demonstrated. Employment choices would be extremely limited. (SPL 0-1)
