CYO MISSION STATEMENT

The purpose of the Catholic Youth Organization is to provide and promote athletic activity for

which, by its nature, will lead toward the development of Christian ideals in the youth served.

PURPOSE OF CYO ATHLETICS

The CYO philosophy for all athletics is based on the following:

Learning the value of getting along with people.

Learning to respect the rights of other.

Developing and exercising leadership.

Making decisions and accepting responsibility.

Developing self-reliance and emotional stability.

Learning to be fair and honest.

Learning to accept defeat honorably, and victory humbly.

Developing a healthy body through physical activity in competitive athletics.

Abiding by established and accepted rules, which govern all participants.

Learning to Glorify God in all one’s endeavors.

The above basis of CYO athletics must always be strived for or the program has little purpose

under the name Catholic Youth Organization. Competitive athletics in CYO provide a worthy

vehicle to obtain a means of developing Christian character.

“Sports, properly directed,” wrote Pope Pius XII, “develop character, make man courageous, a

generous loser, and a gracious victor. Sports refine the senses, give us intellectual penetration,

steel the will to endurance…Sports, rightly understood, means the development of the whole

man…helps a man achieve that end to which all others must be subservient, the service and

praise of the Creator…”

VALUES OF CYO ATHLETICS

As Proposed By The

NATIONAL CYO ATHLETIC DIRECTORS CONFERENCE

Detroit, Michigan

1. First and foremost it invites the children to the church in activities which they might do

anyway; they are exposed to Christian leadership and exposed to an application of

Christian principles.

2. They learn a “voluntary acceptance of rules and regulations” which is one of the basics of

civilized life.

3. Cooperation is learned, particularly in team sports.

4. Youngsters have an opportunity to test out areas of interest.

5. Youngsters have an opportunity to achieve.

6. Adult leaders have an opportunity to perceive the youngsters in life-like competitive

situations which provide the skilled leader with an insight into the child and a tool to use

to help the child in psycho-socio areas where help may be needed.

7. The child experiences the ups and downs of life in winning and losing. He learns how to

deal emotionally with these dynamics. Under proper Christian leadership, he learns the

right way to win---how to be a true champion, to be sensitive to losers; he learns how to

accept defeat graciously and to curb resentment toward winners.

8. The child acquires a respect for his opponents and an understanding and appreciation of

the competitive aspects of life.

9. The child meets adults and children in a Christian atmosphere and forms friendships

which are often life-lasting.

APPLICATION OF THE CYO HANDBOOK

This document contains the policies, procedures, rules and regulations governing the CYO,

including the attached appendices (the “CYO Handbook”) The CYO Handbook applies to all

Parishes in the CYO and includes matters of eligibility, sanctioning, qualifications, responsibility

and the establishment and monitoring of program standards. CYO Staff will make final decisions

regarding questions and interpretations of the CYO Handbook.

The policies, procedures, rules and regulations contained in the CYO Handbook cannot be

waived, modified or amended by mutual consent between or among Parishes and any of its

participants. Any changes to the CYO Handbook must have official approval of the CYO Staff.

Changes to the CYO Handbook made by CYO during the year will be highlighted in red. At the

start of each year, such changes will be incorporated as part of the original font/color.

It is the responsibility of parish administrators to ensure that all parish participants understand

and abide by the CYO Handbook. Lack of knowledge or awareness of the CYO Handbook is not

an acceptable defense. Any matters not specifically addressed in the CYO Handbook are left to

the sole discretion of the CYO Staff.

ORGANIZATIONAL PURPOSE

CYO manages and oversees an athletic program for parishes of Mobile and Baldwin County’s to

instill Catholic values and aid in educating the whole child. As the governing body, CYO shall:

Maintain a fair and healthy balance between family, athletics, and Catholic

values.

Provide an organizational structure for athletic competition among parishes.

Establish and monitor standards for student athletes, coaches, officials and

spectators.

Provide information and programming materials to facilitate active

communication between parishes and its administrators.

Establish and monitor standards for good sportsmanship and healthy athletic

competition.

PHILOSOPHY OF THE CYO

The mission of the CYO is to provide organized athletic opportunities to youth in a Catholic

environment. With this mission in mind, the policies, procedures, rules and regulations set forth

are based on the following philosophical objectives:

Provide a wholesome outlet for an athlete’s physical energy while strengthening the

student athlete’s spiritual and social values.

To build a community that strives to image Christ and instill Christian sportsmanship in

the life-styles of the participants.

To center the athletic programs for the youth and for the youth’s development of physical

skills, social skills, emotional and mental growth and spiritual strength.

To help form well-rounded youth by fostering good health habits, teaching the positive

value of athletic participation and showing the necessity of practice, hard work and time

management.

To recognize the vital role the coach plays in the development of the youth and to train

the coaches as youth ministry leaders under the coaching certification program required

by the CYO.

To teach all the participants, i.e., school Administrators, coaches, student athletes and

spectators, the proper attitude towards winning, losing and competing with dignity.

To develop Catholic community, school spirit, team spirit and personal acceptance.

To train, instruct and follow all rules.

CYO STAFF

The CYO staff consists of a Director, Assistant Director, and Program Coordinator. In addition,

an Advisory Committee consisting of representatives from each participating parish meet

periodically to discuss and consult on CYO matters.

ELIGIBILITY

In order to be eligible for a parish team, a player must either be enrolled in a participating parish

school or a Catholic not attending a parish school but enrolled in the parish’s current Religious

Education program. He/she must have attended class regularly, which is a minimum of 75%

during the previous calendar year. If a Catholic player is attending Religious Education classes

for the first time, due to transferring from a Catholic School to a public/private institution, their

attendance will be checked beginning the second week of classes.

MULTI - SPORT PARTICPATION

A CYO player may participate on only one CYO team during a sport season. The exception to

this is a player that participates in cheerleading may participate in another sport during the same

season.

SUPPLEMENTAL PLAYERS

Supplemental players must be a member of a parish, and otherwise eligible but, his/her parish

does not field a team in his/her division. Supplemental players are subject to the approval of the

CYO Staff in order to preclude an unfair advantage by one team. Any supplemental player who

begins conditioning or practicing with a team without prior approval may be ruled ineligible.

Coaches are also subject to disciplinary action should this rule be violated.

BALANCED TEAMS

When a parish enters more than one team in the same age division, the team must be divided,

ability-wise as evenly as possible. The object is to create two or more teams that if they played

each other on any given day, the outcome would always be in doubt.

TEAM NUMBERS AND ROSTERS

Team numbers and rosters are to be electronically submitted by the CYO issued deadline. A $50

team fee will be assessed for each team submitted.

PARTICIPATION FEES

CYO strives to keep participation fees for each sport at a reasonable rate. Fees are to be paid by

the parish by the deadline issued by the CYO. Individual sport player fees are as follows:

● Football $75.00

● Cheer $20.00

● Soccer $70.00

● Volleyball $70.00

● Basketball $75.00

● Spring Soccer $65.00

Additional fees may be assessed by the parish.

FORFEITS

If a parish team fails to report plans to forfeit within 24 hours of a scheduled contest, that parish

will be expected to pay for the cost of the officials.

COACHING CLINICS AND RULES MEETING

All HEAD coaches must attend the scheduled CYO coaching clinic and rules meeting in order to

be eligible to receive a CYO issued coaching card. All assistant coaches are strongly encouraged

to attend as well.

COACHES’ MASS AND TRAINING

ALL coaches must attend the scheduled CYO Coaches’ Mass and training in order to be eligible

to receive a CYO issued coaching card.

SCORECARDS AND SCOREBOOK

Each Football and Soccer team is required to submit a CYO issued scorecard to the official prior

to the contest. For volleyball and basketball, team information is to be completed prior to the

contest. These forms will be available at the scorer’s table.

INELIGIBLE PLAYERS

The playing of an ineligible player, whether done intentionally or not, will result in the forfeit of

that contest and the head coach being suspended for two games.

COACHES’ CERTIFICATION

In order for a coach to be certified official by the CYO and obtain a CYO coaching card, he/she

must complete the following training:

CYO Coaches’ Training

Archdiocese of Mobile CAPPS

Concussion Training

CPR/AED Training

Individual Sport Clinic

Any coach who does not have a CYO issued coaching card will be considered non-certified and

will not be eligible to coach. Anyone who is on the sideline during a contest and is ineligible

will result in that team forfeiting the contest. All coaching cards must be worn around the neck

during competition.

INCIDENT REPORTS FOR INJURY

An incident report form must be completed and returned to the CYO office as soon as possible

after an injury occurs to an athlete. The injury report form is in the Appendix.

PRAYERS AND DEVOTIONALS

The CYO is a Catholic athletic program. Coaches should lead prayer before and after games and

practices and are required to lead a devotional one time per week. Weekly devotionals will be

provided to each head coach.

COACHES’ CONDUCT

The coach in the CYO plays a vital role in the athlete’s experience in CYO sports. CYO views

each coach as a youth minister in a Catholic environment. All coaches must represent

themselves and the CYO in a sportsmanlike and positive manner. Each coach shall act, speak,

and dress in a manner consistent with CYO values.

The following is a list of requirements and responsibilities for individuals to coach in the CYO:

A coach must be approved by the parish athletic director.

A coach is required to understand and abide by the rules of the CYO.

A coach must have a basic understanding of the rules of the sport.

A coach is responsible for the conduct and supervision of his/her athletes and the team’s

spectators as well as supporting the officials.

CYO recommends that each coach conduct a parent meeting to ensure that everyone

understands the policies and procedures.

A coach ejected from a contest will be suspended for a minimum of the next two contest. If the

ejection occurs in the last game of the season, any penalty will carry over until the next game the

individual is coaching.

ATHLETE CONDUCT

An athlete’s participation in the CYO allows for better growth in their relationship with God and

a better understanding of themselves and the Catholic faith. It is the responsibility of the parish,

its administrators and coaches to ensure that each athlete behaves in a manner consistent with

CYO values. An athlete shall always endeavor to be Christ-like in his/her actions, words or body

language.

An athlete shall:

Be respectful toward an opponent, coach, official, or spectator.

Respect the game and play in a fair manner.

Practice self-control in not using foul language or losing his/her temper

An athlete ejected from a contest will be suspended for a minimum of one (1) contest. If the

ejection occurs in the last game of the season, any penalty will carry over until the next game in

which the individual is participating.

PARENT AND SPECTATOR CONDUCT

The parents and spectators in the CYO play a vital role in supporting the athletes. Parents and

spectators should behave in a manner consistent with CYO values.

Parents and spectators shall:

1. Support athletes, coaches, officials, supervisors or anyone else associated with a CYO

event.

2. Refrain from being on the field or court during competition.

3. Refrain from shouting instructions or criticism.

4. Refrain from making any distracting noise during a Free Throw or Volleyball Serve.

Any parent or spectator not behaving in accordance with CYO values will be asked to leave the

site. If the person refuses to obey, the official or supervisor has the authority to declare the

contest a forfeit.

IMPORTANT PARISH EVENTS

Each parish is asked to provide the CYO with a list of important parish and school events that

they wish to be avoided when scheduling. This list must be submitted by the parish athletic

director prior to the designated deadline in order to be given consideration for scheduling

proposes.

HEAD COACHES OF MULTIPLE TEAMS

If the HEAD coach is coaching multiple teams during the same sport season, the CYO will make

every effort when scheduling to avoid conflicts. Names of head coaches of multiple teams must

be submitted by the CYO’s designated deadline in order to be given priority when scheduling.

TOURNAMENTS AND JAMBOREES

All tournaments and jamborees sponsored by individual parishes must be sanctioned by the CYO

office. The final schedule must be approved by the CYO office.

SUMMER CONDITIONING

Summer conditioning may take place before the official start of fall practice on a date designated

by the CYO. Ball or any other equipment may not be used during the conditioning period. If a

supplemental player has not been assigned by the CYO, they may not participate in conditioning.

OUTSIDE SCRIMMAGES

Scrimmage games or any other contest with teams outside of the CYO are prohibited.

24 HOUR RULE

When contacting the CYO office to report an incident involving an official or any other CYO

issue that is not an emergency, we ask that you observe a 24 hour grace period before reporting

the issue.

PARTICIPATION RULE

The participation rule is not a protestable offense. However, a violation of the participation rule

may be reported to the CYO office.

VIDEOTAPING

Under no circumstance may a school administrator, coach, athlete, or spectator visually record a

contest that does not involve their parish team.

NUMBER OF COACHES DURING CONTEST

The maximum number of coaches on the sideline during a contest is as follows:

Football – 5

Flag Football – 3

Volleyball – 3

Soccer – 3

Basketball – 3

Cheerleading – 3

WEATHER POLICY

The CYO recommends that all practices and games be suspended if lightning or thunder is in the

area. CYO also recommends that all coaches download a weather app in order to track storms

and be alerted to the distance of their practice or game.

ALLEGED BULLYING PROTOCOL

The CYO and the Archdiocese have a process in place to report bullying. Anytime an athlete or

parent reports a case of bullying to a coach, the CYO office must be notified. CYO will then

send paperwork to be completed and returned to the CYO office.

REPORTING SCORES

In football and soccer it is the responsibility of the winning team’s coach to report the final score

to the CYO office as soon as possible after the completion of the contest.

TOY BOWL

November 10, 2018, the CYO Toy Bowl will be celebrating its 71st year. Currently, the Toy

Bowl is the only fundraiser of the Catholic Youth Organization. This fundraiser covers a large

portion of operating expenses and allows for participation fees to be kept at a minimum.

2019 Division 6 CYO FOOTBALL RULES All CYO football games will be played according to the current rules of the National

Federation of State High School Associations except as noted herein.

ELIGIBILITY CYO tackle football includes players in the 6th grade and under who are 12 years old or younger as of August 1, 2019. Players must weigh 135 lbs. or less at the weigh-in. Players exceeding 135 lbs. will be designated a striper. There is no maximum weight limit in Division 6.

STRIPERS

All players classified as “stripers” must wear a one-inch strip of tape of contrasting color laterally and completely around the helmets.

Helmets must be brought to the weigh in.

If a player is designated a “striper”, the strip of tape will be placed on the helmet at that time by an official of the CYO.

The tape may be removed when the player’s weight is below that of the striper weight at the time of the optional weigh-in.

A maximum of three (3) “stripers” per team may be in the game at any one time, provided both teams have three (3) stripers available at the game. Should either team have less than three (3) stripers, the maximum number of stripers in the game at one time is two (2).

A “striper” may not carry the ball offensively or defensively and may play only a line position from tackle to tackle.

On Offense

A striper is NOT allowed to line up outside of the Tackle box (2 players from the center)

A striper is allowed to line up in a two point stance

A striper is allowed to take a first step backwards

On Defense 1. A striper’s widest alignment is head up on the end (2 players from the center) or where the end would line up.

“Stripers” must begin each play in the down position (3 or 4 point stance) with the first step being forward or lateral.

“Stripers” cannot pull around the defensive end to lead sweeps, screen type plays.

PENALTY: If an offensive player violates this rule, the ball will be returned to the point of origin and the down counted. If a defensive player violates this rule, the offensive team will have the option of accepting the play or replaying the down.

A “striper” may not carry the ball offensively or defensively.

PENALTY: If the offense knowingly gives the ball to a “striper” a 15-yard penalty will be assessed.

If a “striper” gains possession of the ball, the ball is ruled “dead” at that point.

PARTICIPATION

Every child is required to play a minimum of four (4) plays per half of every game in which his team is involved, provided the child has attended practices regularly and has not been a discipline problem.

The participation rule is not protestable. However, if a violation of this rule is reported and found to be accurate, the coach will be disciplined by the CYO.

When one of the aforementioned impediments applies or when a child is ill or injured, the coach should so note on the scorecard prior to the start of the game. Indicate with a “D” for disciplinary action or “I” for injury or illness. On the reverse of the card the coach must give the player’s name and number and the reason for the disciplinary action or the nature of the injury or illness.

Players who are being disciplined or who have been designated as injured or ill will not be allowed to play and will be considered ineligible for that game. The officials will not knowingly permit these players to enter the game. However, the burden of responsibility will rest with the coach.

The maximum number of team personnel to be on the sideline is limited to five (5).

The maximum number of school age mangers to be on the sideline is limited to two (2).

When a player has been suspended / ejected from the game, the player is suspended from participating in their next contest and may be subject to further disciplinary action. When a coach has been suspended/ ejected from the game, the coach is suspended from coaching in his/her next two contests and may be subject to further disciplinary action.

PRACTICE TIME

Are limited to five (5) hours per week. LIMITED CONTACT

No contact allowed on back to back calendar days. Games are not included.

SUMMER CONDITIONING

July 8th conditioning is allowed, however, it cannot be deemed as mandatory for players.

No footballs or other equipment is permitted.

Team practice may begin on July 29, 2019.

WEIGH-INS

All players are required to weigh-in on a date designated by the CYO. (Players MUST weigh-in prior to their jamboree game in order to participate.)

Only one attempt to make the designated weight limit is allowed per day.

Weigh-ins are conducted under the supervision of the CYO staff.

WEIGH-IN PROCEDURE

The completed roster containing the player’s full name, birth date and uniform number must be presented to the scale monitor. Each coach should bring a copy of the roster for his records.

Please type or print legibly the players in numerical order. Line up the players accordingly.

The exact weight of each player will be recorded on the team’s roster at the time of the weigh-in.

PLAYERS’ EQUIPMENT

A player shall not wear anything which is dangerous to himself or any other player.

Players in all divisions must be fully equipped with mouth guards, certified helmets, shoulder pads, pants with pads, and shoes without detachable cleats.

Metal or metal-tipped cleats are not allowed.

PENALTY: If a player is wearing dangerous or illegal equipment or lacks any of the required equipment, participation is forbidden until corrected to the satisfaction of the referee.

When a player’s equipment needs attention, the official may call a time-out and charge it to himself. When the time-out exceeds or is expected to exceed one minute, the player will be asked to leave the game to complete the repairs on the sideline.

All players on a team must have the same color uniforms with identifying numbers on both the front and back of the uniform shirt.

DURATION OF THE GAME

12-minute running clock will be kept, however during the last two (2) minutes of each HALF the clock will be kept in accordance with the official high school rules.

There will be 2 minute breaks between quarters and an eight (8) minute intermission between halves (All Divisions).

Three (3) time-outs are permitted per half. The length of these time-outs will be 1½ minutes each (All Divisions).

The “ceiling” is defined as a 28-point difference. After the ceiling has been reached there will be a running clock for the remainder of the game.

OVERTIME RULE

In Divisions 6 if a regular season game ends in a tie, there will be one overtime period according to AHSAA rules.

Each team will have one possession consisting of four (4) plays. The ball will be placed at the opposition’s ten-yard line to start.

OFFICIAL BALL

CYO shall furnish the ball of proper size, quality and condition for each game (Wilson Composite GST 1784)

SPECIAL PLAYING RULES

All PATs will be from the 3 yard line and will count as 2 (two) points.

Teams may have the option of declaring to punt on 4th down. The ball will be advanced 30 yards from the line of scrimmage. However the ball may not be advanced passed the 20 yard line.

There will be a 30 second play clock after the ball is set and declared ready for play by the game officials.

To begin each half and on touchbacks, the ball will be placed at the 30 yard line.

POST SEASON SEEDING

If the higher seed cannot be determined through win-loss record the following criteria will determine the higher seed.

Head-to-Head Competition. If one team has a superior head-to-head record in games played versus other tied teams, that team will be the higher seed.

Winning Percentage. If (1) fails to determine the higher seed…

The team which has the highest winning percentage against all the other tied teams during regular season play will be designated the higher seed.

The team which had the highest winning percentage against the highest ranked team in the standings not involved in the tie will be determined as the highest seed.

2019 CYO FLAG FOOTBALL RULEBOOK

ELIGIBILITY

Kindergarten league includes players in Kindergarten who are 6 years old or younger as of August 1, 2019.

Division 2 league includes players in the 1st and 2nd grade who are 8 years old or younger as of August 1, 2019.

Division 4 league includes players in the 3rd and 4th grade who are 10 years old or younger as of August 2, 2019.

PLAYER PARTICIPATION

Every child is required to play a minimum of 4 plays per half of every game in which his team is involved, provided the child has attended practices regularly and has not been a discipline problem.

Players who are being disciplined or who have been designated as injured or ill will not be allowed to play and will be considered ineligible for that game. The officials will not knowingly permit these players to enter the game. However, the burden of responsibility will rest with the coach.

When one of the aforementioned impediments applies or when a child is ill or injured, the coach should note on the CYO issued scorecard, which is required to be completed prior to the start of the game. Indicate with a “D” for disciplinary action or “I” for injury or illness. On the reverse of the card the coach must give the player’s name and number and the reason for the disciplinary action or the nature of the injury or illness.

PRACTICE TIME

Practice is limited to a maximum of five (5) hours per week during the school year. (Six 6 hours per to August 14th).

Team practice may begin on July 29, 2019. SUMMER CONDITIONING

Summer conditioning may take place before the official start of fall practice on Monday July 8, 2019. Ball or any other equipment may not be used during the conditioning period. If a supplemental player has not been assigned by the CYO, they may not participate in conditioning.

GAME FORMAT

A coin toss will determine which team begins on offense. The loser of the coin

toss will decide which goal to defend.

Kindergarten each team will have three players on the field during the game. A coach will serve as quarterback. The center will snap the ball to the quarterback.

Division 2 each team will have five players on the field during the game. A coach will serve as quarterback. The center will snap the ball to the quarterback.

Division 4 each team will have six players on the field during the game. A player will serve as quarterback. The center will snap the ball to the quarterback.

There will be no kickoffs. Every possession will begin at the 5-yard line and the

offensive team will have 3 plays to cross midfield for a first down. Once a team crosses midfield, it will have 3 more plays to score a touchdown.

There will be no running the ball from the 5 yard line to the end zone when attempting to score. All plays must be pass plays in this area of the field (No Run Zone). However, in D4, if the QB is rushed, the QB is allowed to run.

There are no punts. If the offense fails to get a first down, or score, the ball changes possession and the offensive team takes over at its own 5-yard line.

All possession changes will begin on the offense's 5-yard line with the exception of interceptions. After an interception, the football will be placed at the end of the return.

Teams change directions after halftime and possession goes to the team that started on defense at the beginning of the game.

PLAYERS’ EQUIPMENT

A player shall not wear anything which is dangerous to himself or any other player.

Metal or metal-tipped cleats are not allowed.

Mouth guards may be worn but are not required.

Players may wear gloves, elbow pads and knee pads.

Players must remove all watches, earrings and any other jewelry that is deemed hazardous by league officials.

All players on a team must wear the same color uniforms and have identifying number on the front and back of the uniform shirt.

If a player's jersey goes below the waistline, it must be tucked into their pants.

No towels or other items that may resemble a flag can be tucked into a player’s pants.

FIELD REGULATIONS

Kindergarten field size is 20 yards wide and 30 yards long - including the end zones (5 yards each)

Division 2 and Division 4 the fields are 53 and 1/3 yards long – including the end zones (5 yards each) – and 25 yards wide.

The boundary lines will be marked on the sidelines and end zones.

The mid field line and the no run zone lines will be marked.

DURATION OF THE GAME

Kindergarten games are played on a 32-minute continuous clock divided into four, 8 minute quarters. There will be one minute between quarters and six (8) minutes between halves.

Division 2 and Division 4 games are played on a 40-minute continuous clock divided into four, 10-minute quarters. There will be one minute between quarters and eight (8) minutes between halves.

All Games will begin at the same time (1st Half and 2nd Half).

First 3 quarters and the first 9 minutes of the 4th quarter will be a running clock.

The last minute of the 4th quarter will be a regular clock kept on the field by the officials.

Delay of game penalty in the last 2 minutes of the game will result in a loss of down plus penalty yardage.

When the ball is spotted by the official, the offensive team has 30 seconds to snap the football.

With a running clock, the official may add a bonus of one (1) or two (2) minutes to a given game if there is a significant stoppage of play due to an injury.

OVERTIME

If the game is tied at the end of 40 minutes, each team will get one possession from midfield with three downs to score. One (1) overtime period will be played during the regular season. If either team does not score the game will end in a tie.

In Kindergarten and Division 2, a coach will serve as the quarterback.

In Division 4 on offense, a coach may also be on the field to direct players but must be a minimum of 5 yards behind the deepest player or on the sidelines before the football is snapped and may not instruct after the ball is snapped.

In all divisions a defensive coach may also be on the field to direct players but must be a minimum of 5 yards behind the deepest player or to the sidelines before the football is snapped.

In ALL divisions after the ball is snapped, the on field coaches cannot instruct.

The maximum number of coaches is limited to three (3).

LIVE BALL/DEAD BALL

The ball is live at the snap and remains that way until the official whistles the ball

dead.

A player who gains possession in the air is considered to be in bounds if they can

get one foot down in the field of play.

If the ball hits the ground on the snap, the QB has the opportunity to pick up and

continue the play. This is the only time the ball is not dead when it hits the

ground.

Substitutions can be made between plays.

Play is "dead" when:

• the ball hits the ground

• the ball carrier's flag is pulled

• the ball carrier's flag falls off • the ball carrier steps out-of-bounds

• a touchdown, PAT or safety is scored • the ball carrier's knee or elbow hits the ground • the 6-second pass clock expires • inadvertent whistle (replay down).

There are no fumbles, therefore, defensive players should not reach, grab or swat at offensive ball carriers in an attempt to pull the ball loose.

PASSING

All passes must be thrown from behind the line of scrimmage, thrown forward

and received beyond the line-of-scrimmage.

The quarterback has a six-second "pass clock.” If a pass is not thrown within six (6) seconds, the QB is "sacked" and the ball is placed at that spot. If this occurs in the end zone, the defense will be awarded 2 points for a safety and gain possession of the ball at their own 5 yard line.

Only the quarterback can pass the football. No lateral or reverse passes are allowed to be thrown by other players.

The quarterback is required to take at least a 1-step drop.

There is no rushing the Quarterback except in Division 4, in which case the free safety player may rush the quarterback (from a minimum of 3 yards behind the line of scrimmage) after the 3 second count. If the quarterback is rushed he is free to run with the football.

In Kindergarten one (1) player may be in the backfield and two (2) on the LOS at the snap or all three (3) on the LOS.

In Division 2 one (1) player may be in the backfield and four (4) on the LOS at the snap or all five (5) on the LOS.

In Division 4 two (2) players including the quarterback may be in the backfield and four (4) on the LOS at the snap or all (5) on the LOS.

In all Division defense is required to play man to man.

In Division 4 defense is required to play man to man except for a free safety who must be head-up on the center at least 3 yards off the LOS.

RECEIVING

In Kindergarten all three (3) position players are all eligible receivers.

In Division 2 all five (5) position players are all eligible receivers.

In Division 4 all position players (5) are all eligible receivers except the quarterback.

A player must have at least one foot in bounds when making a reception.

If a simultaneous catch occurs between an offensive and defensive player, the possession will be awarded to the offense.

Interceptions can be returned and are the only possessions that do not start at the 5-yard line.

It is the defense’s responsibility to avoid contact with the receiver running a route and when attempting to break up a pass.

No motion is allowed before the snap.

RUNNING

When a ball carrier's flag is pulled, his forward progress will be marked at the spot of his front foot.

The quarterback cannot run the football.

Direct handoffs or designed pitches behind the line-of-scrimmage are allowed. No laterals or pitches downfield are allowed..

Only one (1) exchange after the snap is allowed.

Flags cannot be obstructed by "long" jerseys and must be worn at hip level with the flags at their side.

Ball carriers cannot use a "stiff arm", slap defender’s hands away, or lower their head or shoulders to prevent a defensive player from getting to their flags.

Down field WRs cannot block for the ball carrier. Players do not have to be still but must not intentionally or unintentionally block for the ball carrier.

FLAG PULLING

A legal flag pull takes place when the ball carrier is in full possession of the ball.

Flags cannot be pulled before player has possession of the ball.

Defenders can dive to pull a flag, but cannot tackle, hold, or run through a ball carrier.

Defensive players cannot attempt to strip or pull the football away from a ball

carrier.

If a ball carrier's flag inadvertently falls off during the play, he will be ruled

down immediately and the ball will be placed at that spot.

If a receiver’s flag falls off prior to possession he will be ruled down at the

spot of possession.

If the ball carrier fumbles the ball during the play, he will be ruled down

immediately and the ball will be placed at that spot.

If a jersey comes untucked, or a flag is repositioned, the referee has the

option to whistle the play dead at the first attempt at a flag pull.

PENALTIES

Games cannot end on a defensive penalty.

If the higher seed cannot be determined through win-loss record the following criteria will determine the higher seed.

Head-to-Head Competition. If one team has a superior head-to-head record in games played versus other tied teams, that team will be the higher seed.

Winning Percentage. If (1) fails to determine the higher seed… The team which has the highest winning percentage against all the other tied teams during regular season play will be designated the higher seed. The team which had the highest winning percentage against the highest ranked team in the standings not involved in the tie will be determined as the highest seed.

Coin Flip. If all above methods fail, the higher seed will be determined by a coin flip.

Top four (4) teams from each division will advance to the postseason.

2019 SOCCER RULES

ELIGIBILITY Divisions of play in the CYO Soccer League are classified as follows: KINDERGARTEN Includes players in Kindergarten who are 6 years old or younger as of

August 1, 2019. DIVISION 2 Includes players in the 1st and 2nd grade who are 8 years or younger prior

to August 1, 2019.

DIVISION 4 Includes players in the 4th grade & lower who are 10 years and younger prior to August 1, 2019.

DIVISION 6 Includes players in the 6th grade & lower who are 12 years and younger prior to

August 1, 2019. SENIORS Includes players in the 8th grade & lower who are 14 years and younger

prior to August 1, 2019.

PARTICIPATION

Every child is required to play a minimum of one-quarter of every game in which his/her team is involved, provided the child has attended practices regularly and has not been a discipline problem (Exception: See Senior Division)

In the Senior Division only, there is no minimum playing time for players; however, every player must participate in each game.

When there is a discipline problem or when a player is ill or injured, the coach should note on the CYO scorecard prior to the start of the game. “D” for discipline; “I” for illness or injury.

Kindergarten will consist of no more than three (3) players.

Division 2 teams will consist of no more than five (5) players. Four (4) players are required to start a game in this division.

Division 4 teams will consist of no more than seven (7) players. Six (6) players are required to start a game in this division.

Division 6 and Senior Division teams will consist of no more than eight (8) players. Six (6) players are required to start a game in this division.

If there are not enough players to start, the game will be forfeited.

When a player has been ejected from a game, the team will be required to play the remainder of the game with one (1) less player. An ejected player will also be suspended from participating in his/her next game and may be subject to further action. An ejected coach will be suspended for his/her next two games and may be subject to further disciplinary action. An assistant coach must be present to assume the head coaching role or the game will be declared a forfeit.

Four (4) players in Division 2 is the minimum number allowed for a team to continue to play after an injury during the game.

Six (6) players in Division 4, Division 6 and Senior Division is the minimum number allowed for a team to continue to play after an injury during the game.

Should the teams be reduced to less than this number a forfeit will result.

During the progress of the game, the referees must be notified specifically before the goalkeeper is changed, whether the change is made by means of another player on the field or by means of a substitute from the sideline. When the goalkeeper is changed between quarters, the referee need not be notified.

There is free substitutions in all divisions. You may substitute on any goal kick, your own throw-ins and corner kicks, and when the other team is substituting.

Substitutions must be beckoned by referee.

UNIFORMS

Except for the goalkeeper, jerseys, shorts and socks of teammates shall be of the same color with identifying numbers on the front and back of the shirt. The jersey of the goalkeeper shall be distinctly different from that of any official, team member or opponent. The shorts of the goalkeeper are not required to be the same color as his/her teammates.

A player shall not wear anything that is dangerous to himself or to another player.

Players in all divisions shall wear shoes constructed of a material that does not chip or develop a cutting edge. All cleats shall not be less than ½ inch in diameter or width, and shall not project from the sole or heel of the shoe more the ¾ of an inch. Aluminum, leather rubber, nylon or plastic cleats are legal if they conform to the width and length specifications.

All players in a game must have shin guards in order to be eligible to play. These must be worn inside the socks so that they are not exposed, and they must be worn by the players at equipment check time prior to the game.

PENALTY: If a player is wearing dangerous or illegal equipment or lacks any of the required

equipment, participation is forbidden until corrected to the satisfaction of the referee.

DURATION OF GAME

Senior Division and Division 6 will consist of two (2) thirty minute halves with a 10 minute halftime.

Division 2 will consist of four (4) ten minute quarters (running clock, does not stop for goals, but will stop for serious injuries). There will be a 1 minute break between quarters. There will be a 5 minute halftime break.

Division 2 each quarter will begin with a kick-off at mid-field. However, teams will exchange ends at the half only.

Regular season games will end in a tie.

Kindergarten will consist of four (4) eight minute quarters (running clock, does not stop for goals, but will stop for serious injuries). There will be a 1 minute break between quarters. There will be a 5 minute halftime break.

In Kindergarten each quarter will begin with a kick-off at mid-field.

Score will not be kept in Kindergarten division.

Each field should have clear technical areas marked that define the bench areas for each team. Coaches and players shall remain within their respective technical areas unless they are substituting or otherwise summoned onto the field by the referee (for injury of a player, or otherwise). A coach shall not coach a team from anywhere other than their team’s technical area. All parents must sit on opposite side of teams and are not allowed behind goals.

D2 RESTARTS, PENALTY KICKS, AND FAIR PLAY

D2 goal kicks are properly taken by the defending team placing the ball anywhere inside the goal area . The attacking team shall give at least 15 feet of space to the defending team that is attempting a goal kick (Build out Lines). The attacking team shall not touch the ball until it has traveled 15 feet from the defending team’s goal line (or until it is played by a defending player in the field of play). Failure of the attacking team to respect the required distance shall result in a re-kick of the goal kick by the defending team. Deliberate, multiple violations of this rule, and/or the failure to abide by the referees warning to respect the required distance, can result in a finding of the player and/or coach (if, in the judgment of the referee, the coach is encouraging a violation of the rule) that the participant is engaging in unsporting behavior, for which a yellow card can be issued to the offending participant.

Coaches are reminded that one of the main purposes of D2 soccer is to encourage all players to engage in field play and the run of play, and to develop appropriate soccer skills. It is considered unfair play for a coach to place one or more players in a permanent defensive posture directly in front of the goal throughout the course of the game. All players should be encouraged to move with the run of play and to both attack and defend, as play dictates. This, however, does not mean that a player cannot play “defense”. Permanently placing one or more players directly in front of the goal is illegal. A warning will be issued for the first offense and a penalty kick will awarded for each subsequent offense.

If a defending player commits what the referee deems to be a foul or deliberate handling of the ball while the ball is in play and the foul or deliberate handling, in the judgment of the referee, prevented an obvious goal scoring opportunity (in other words, the ball would have obviously entered the goal had it not been for the foul or handling), then a penalty kick shall be awarded to the attacking team. The penalty kick shall be taken by any one player from the attacking team who is on the field at the time the foul is committed by placing the ball at the center point of the field. The attacking player shall have one free kick from that point (all other players shall be placed behind the player taking the penalty kick and shall remain there until the kick is completed and the ball comes to rest or is out of play). If the ball enters the goal from the penalty kick, a goal shall be awarded. If the ball does not enter the goal, play shall be restarted with a goal kick by the defending team. The referee shall not issue a yellow or red card for the mere careless denial of an obvious goal scoring opportunity. However, a yellow or red card may be issued if, in the judgment of the referee, the conduct of the player committing the violation otherwise warrants the issuance of a yellow or red card (i.e., the conduct was reckless and/or violent).

OFFICIAL BALL

Each team shall furnish a soccer ball of proper size, condition and quality for each game.

Seniors will use a No. 5 ball.

Divisions 4 & 6 will use a No. 4 ball

Kindergarten & Division 2 will use a No. 3 ball.

2019 SUPPLEMENTAL VOLLEYBALL RULES All CYO Volleyball games will be played in accordance with the current rules of the National Federation of State High School Association except as noted herein. ELIGIBILITY The Divisions of play in the CYO Volleyball League are as follows: Division 4 This division includes players in the 4th grade and lower who are 10 years or

younger prior to August 1, 2019 Division 5 This division includes players in the 5th grade and lower who are 11 years or younger

prior to August 1, 2019. Division 6 This division includes players in the 6th grade and lower who are 12 years or younger

prior to August 1, 2019. Division 7 This division includes players in the 7th grade and lower who are 13 years or younger

prior to August 1, 2019. Senior Division This division includes players in the 8th grade and lower who are 14 years or younger

prior to August 1, 2019. PLAYERS

Six (6) players constitute a playing team. During the course of the game, when a team is reduced to less than 6 players, the team may continue to play.

A side-out is awarded to the opponent each time a vacant position is the right back position for a team playing with fewer than 6 players.

DURATION OF THE GAME

All matches shall be best two-of-three games.

Rally scoring will be used in all games.

In all divisions games shall be played to 25 points. The third and deciding game will be played to 15 points.

PARTICIPATION

In Division 6 each player must play a minimum of one-fourth of each match. A player who does not enter in Game 1 must start the second game and remain in the game until one team has achieved 13 points.

In Division 7 and the Senior Division there is no minimum playing time. However, every player must participate in every match.

The participation rule applies provided the player has attended practices regularly and has not been a discipline problem. When one of these impediments applies or when a child is ill or injured, the coach should so note on the score sheet prior to the start of the game. “D” for disciplinary or “I” for injured.

On the reverse of the score sheet the coach must give the player’s number and the reason for the disciplinary action or the nature of the illness or injury. Once this information has been recorded on the score sheet, it cannot be removed.

Players who are being disciplined or who have been designated as injured or ill will not be allowed to participate in the match and will be considered ineligible for that game.

No personnel shall be allowed in the team area unless their name(s) appear(s) on the roster and the eligibility requirements for a coach as mandated by the CYO have been met.

CYO issued coaching cards must be visible for the official to check prior to the contest. UNIFORMS

All players must wear identically colored uniform shirts and shorts. Permanent visible numbers on the front and back of the shirts shall identify players. Duplication of numbers is not allowed. Temporary numbers, that is, numbers made of tape or paper are not acceptable and players will not be allowed to enter a game.

Players must wear appropriate playing shoes. No street shoes will be permitted on the court.

A player shall not enter the game wearing undergarments or tights which extend below the shorts, however, compression shorts which are unadorned and of a single color and do not extend below the knee may be worn.

A player shall not wear anything that is dangerous to herself or to another player. Players shall not wear jewelry with the exception of religious or medical medals that must be worn inside the uniform shirt. Hair devices may be worn if made of soft material.

PENALTY: If a player is wearing dangerous or illegal equipment or lacks any of the required equipment, participation is forbidden until the situation is corrected to the satisfaction of the referee. If a violation is discovered during the course of the game, the offending team will be charged with a time-out.

COURT SIZE

Division 4 – 24 by 40 feet with net height 6”6”. Ball served from the 10 foot line.

Division 5 - 30 by 60 feet with net height 6’6”. Ball served from the 20 foot line.

Divisions 6, 7 and Senior - 30 by 60 feet with net height 7’4”. OFFICIAL BALL

Divisions 4, 5 and 6 will use Volley –Lite ball.

Division 7 and Senior Division will use Official size volleyball.

Game ball will be furnished by the CYO. SERVICE ORDER

Following a coin toss the officials will award the winner the choice of either the serve or the court to start the game.

Starting players shall line up on their respective end lines prior to the first game.

In all divisions at the end of each game the players will go to their respective end line until the referee blows the whistle and directs them to the appropriate benches. The players proceed counterclockwise along the sideline outside the standards and then to the appropriate team bench.

When a third game is necessary, the referee shall conduct a coin toss immediately following the second game to determine which team has the choice of serving.

SUBSTITUTIONS

Substitution shall be permitted during a dead ball upon the coach’s request. The coach requesting the substitution must stand and notify officials of the desired substitution. Upon the official’s recognition of the request, the substitute(s) shall immediately:

1. Move to stand at the sideline between the attack line and the center line. 2. The umpire will report the number(s) of the players involved to the scorer and

then instruct the players to exchange places. 3. Substitutes from the same team must report at the same time.

During a time-out a substitute shall report to the umpire her number and the number of the player to be replaced. The umpire will then report the information to the scorer. The players will enter the game at the end of the time-out without following the normal exchange procedures.

In Division 6, 7 and seniors a team is allowed a maximum of 18 substitutions per game. Each player is allowed unlimited entries with in the team limit. Starting the game does not count as a substitution.

In Division 6, 7 and the Senior Division the High School Rule regarding substitution is in place, that is, the position of the substitute shall be that of the player replaced without changing the serving order as recorded on the scoresheet.

In Divisions 4 and 5 when a side out occurs the player in the left back position will rotate out of the game and the substitute will enter in left front position. All substitutes must enter the game before a starter can reenter the match.

SERVING

The server must hit the ball over the net on one attempt. The ball may be hit with one hand, the fist or arm.

Ball must be contacted for the serve within five (5) seconds after being given the signal by the referee.

Service order must occur behind the end line and from sideline to sideline.

In Division 4 the serve must occur behind the 10ft. line and after a made attempt the player will step back to the next line after every made serve with a maximum of 5 consecutive serves. Once a player achieves a serve from the back line they will continue to serve from the back line.

In Division 5 the serve must occur behind the 20ft. line and after a made attempt the player will step back to the next line after every made serve with a maximum of 5 consecutive serves. Once a player achieves a serve from the back line they will continue to serve from the back line.

If the maximum number of 5 consecutive serves is reached the ball will be given to the other team, that team shall rotate one position clock-wise but a point will not be awarded.

When a server releases the ball for service, then catches it or drops it to the floor, the referee shall direct a second and last attempt to re-serve. A new five-second count will be started.

When a side-out is awarded to a team, that team shall rotate one position clock-wise.

The let serve shall be allowed, and play shall continue provided net contact is entirely within the net antennas.

BALL STRIKING OBSTACLE

A ball striking the ceiling or an overhead obstruction shall remain in play provided the ball contacts the ceiling or obstruction on the side of the net extended that is occupied by the team that

last played the ball, and the ball is legally played by the same team.

TIME-OUTS

Requests for time-outs shall be made by the coach or playing captain only during dead balls.

Each team is limited to two (2) time-outs per game. There is no additional time-out allowed when the score is tied at 24.

Time-outs shall not exceed 60 seconds and may not be taken consecutively. Requests for additional time-outs will be penalized. The penalty is that a point is awarded to the opponent and the team shall not be given the 60 seconds.

Should it be necessary for an official to interrupt the game for a player to remove jewelry the offending team shall be charged with a time-out.

FORFEITURE

If, for any reason, a team fails to play when directed by the referee, the game will be forfeited. If a team cannot be fielded at match time, a forfeit shall be awarded. There is no time allotted for forfeit time. Should the first game of the match be forfeited, the remaining game(s) will be played provided the second game can begin within 15 minutes of the scheduled game time.

CONDUCT

Unsportsmanlike conduct includes actions that are unethical and unfair.

Referees will administer cards for unsportsmanlike conduct. 1. A yellow card is issued for a first offense. If a player receives the yellow card, she

will be given an official warning. Should a coach receive a yellow card he/she will receive a one- game suspension.

2. A red card will be issued for a second offense unsportsmanlike conduct or a single serious offense. A red card will result in an automatic ejection for a player or coach. A player will receive a one-game suspension and a coach will receive a two game suspension for an ejection.

3. Cards carry over from game to game during the match. PRACTICE TIME

Maximum practice time for Divisions 4 and 5 is six (6) hours per week.

Maximum practice time for Division 6, 7 and Senior Division is limited to seven (7) hours per week.

CYO Cheerleading Guidelines

● Squad Placement - While on the sidelines, cheerleaders should remain in the area between the 30 yard line & the goal line. The coach should be on the field with them throughout the game. It should be permissible for both squads to maintain the same sideline if there is no provision for seating on both sides of the field and/ or if heat is prohibitive of such seating for the fans.

● Cheer Signs - Signs prepared for the football players to run through will be in good taste and exhibit support for your own team rather than disdain for the opponent.

● Cheers and Halftime Routines – All cheers will be in good taste and exhibit good sportsmanship. Music for halftime routines will be approved by a CYO representative before public performance. Dance moves are to be appropriate for the cheerleaders' ages and the venue (i.e. A faith based sports program)

● Flag Football Kindergarten and Division 2 Squads – Flag Football squads will be prohibited from stunts higher than thigh stands. A coach must be involved in spotting of these stunts for this age group. Tumbling by Kindergarten and Division 2 flag squads will be limited to basic cartwheels and walkovers, provided that the coach is confident the cheerleader in question can do said tumbling without a spot.

● Division 4 Squads – Division 4 squads will be prohibited from stunts higher than thigh stands & saddle sits. A coach must be involved in the spotting of these stunts for this age group. Tumbling can be allowed so long as the tricks in question can be performed without a spot.

● Division 6 Squads – Division 6 squads can build stunts for which they have been instructed by a coach with sufficient raining/education/experience to safely accomplish the activity together with appropriate spots & a coach in close enough proximity to lend a hand with spotting if necessary. Cradle dismounts are allowed. Basket Tosses are not allowed. All tumbling by this age group may only be performed if it can be done without any spot.

CYO SUPPLEMENTAL BASKETBALL RULES

All CYO basketball games will be played according to the current rules of the National Federation of State High School Associations except as noted herein.

ELIGIBILITY

DIVISION 1 This division includes players in the 1st grade who are 7 years old or younger before September 1, 2019

DIVISION 2 This division includes players in the 2nd grade who are 8 years old or younger before September 1, 2019.

DIVISION 3 This division includes players in the 3rd grade and under who are 9 years old or younger before September 1, 2019.

DIVISION 4 This division includes players in the 4th grade and under who are 10 years old or younger before September 1, 2019.

DIVISION 5 This division includes players in the 5th grade and under who are 11 years old or younger before September 1, 2019.

DIVISION 6 This division includes players in the 6th grade and under who are 12 years old or younger before September 1, 2019.

DIVISION 7 This division includes players in the 7th grade and under who are 13 years old or younger before September 1, 2019.

SENIOR DIV. This division includes players in the 8th grade and under who are 14 years old or younger before September 1, 2019.

To be eligible for a parish team, a player must be:

Enrolled in the participating parish school A Catholic not attending the parish school but has enrolled in the parish’s CCD program and

attended classes regularly that is a minimum of 75% since the fall of 2019. If a Catholic player is attending CCD classes for the first time, due to transferring from a Catholic School to a public/private institution, their attendance will be checked regularly.

If a player is a registered member of a parish but attends a different parish school and has participated in the fall CYO sports program, he/she must participate with the same parish during the basketball season. The only exception to this will be if the parish does not field a team in his/her division.

A CCD player must participate for the parish where he/she attends classes unless said parish does not field a team in his/her division.

If a parish does not field a team in a particular division, players have the opportunity to play for another parish provided all other requirements are met.

PARTICIPATION In Division 1-6 every child is required to play a minimum of one-fourth of each game

If there is a discipline problem or if a player is ill or injured, it must be noted on the score sheet prior to the start of the game. Indicate “D” for discipline; “I” for injury/illness. On the reverse of the score sheet the coach must give the player’s name and number and the reason for the disciplinary action.

Players who are being disciplined or who have been designated as injured/ill will

not be allowed to enter the game and will be considered ineligible for that game. The officials will not knowingly permit these players to enter a game but, in any event, the responsibility lies with the coach.

The playing of an ineligible player will result in a forfeit whether done intentionally or not.

UNIFORMS

All players on a team must have the same color uniforms with contrasting numbers on BOTH THE FRONT AND BACK. These numbers shall be permanent, visible number. Numbers of tape or paper are illegal. Players wearing such numbers will not be allowed to enter the game.

In All Divisions no single digit greater than 5 may be used. These are legal numbers: 0, 1, 2, 3, 4, 5, 00, 10, 11, 12, 13, 14, 15, 20, 21, 22, 23, 24, 25, 30, 31, 32, 33, 34, 35, 40, 41, 42, 43, 44, 45, 50, 51, 52, 53, 54, and 55. (Those players who are using jerseys from last year that have illegal numbers will be allowed to wear those for this season only).

Members of the same team may not wear identical numbers. Gym shoes must be worn for all games. All team members must wear the same color and style shorts. If players wear

undershirts, all shirts must be the same color. No undergarments may extend below the game shorts, however, compression

shorts which are unadorned and of a single color similar to the predominate color the pants may be worn.

Jewelry is not allowed. Using tape to cover recently pierced ears is not allowed. DURATION OF THE GAME Division 2 through 6:

Four (4) quarters of six (6) minutes each. The clock will stop for time-outs and fouls. During the last 2 minutes of the game, clock shall stop when an official signals for a

foul, a held ball or violation. Clock is also stopped by officials because of an injury, to confer with scorer or timer, because of unusual delay in getting a dead ball live and for emergency.

Division 1, 2 and Division 3: In the last minute of the game on a dead ball situation the clock will not start until the ball crosses mid court.

Overtime periods are 3 minutes each. Division 2 and Division 3: In the last minute of overtime on a dead ball situation the clock will not start until the ball crosses mid court

Overtimes are limited to 2 per game. After the second overtime if the score remains tied, the game will end in a tie.

Intermission between quarters is 1 minute; between halves – 3 minutes. No substitutions allowed during the last 30 seconds of the first 3 quarters of the

game unless a time out or if a foul is called. Division 7 and Senior Division:

TIME-OUTS

Each team is entitled to 4 charged time-outs per game. During each extra period, each team is allowed at least one time-out. Unused time-outs accumulate and may be used at any time.

Time-outs in excess of the allotted number may be requested and shall be granted during regulation playing time or any extra period at the expense of a technical foul for each.

Successive time-outs shall not be granted after the expiration of playing time for the fourth quarter or any extra period.

LIVE BALL AND DEAD BALL

To start the game and each extra period, the ball shall be put in play in the center circle by a jump ball between any 2 opponents. To start the 2nd, 3rd and 4th quarters, the ball shall be put in play by a throw-in under the alternating possession procedure.

ALTERNATING POSSESSION:

In all jump ball situations other than the start of the game and each extra period, the teams will alternate taking the ball out of bounds for a throw-in. The team not obtaining control of the jump ball will start the alternating possession procedure.

To start the 2nd, 3rd and 4th quarters, the throw-in shall be from out of bounds at the center court line opposite the scoring table.

OFFICIAL BALL Division 7 and Senior Boys will use the regulation leather high school size. (29.5) Division 6, 7 and Senior Girls will use the official ladies’ leather ball which is the first

size under the regulation high school ball. (28.5) Divisions 4 and 5 will use ladies size ball. (28.5) Divisions 2 and 3 Boys will use the official ladies size ball. (28.5) Divisions 2 and 3 Girls will use the youth size ball. (27.5) Division 1 will use the youth size ball. (27.5) Leather balls may be used in divisions 2 thru 5 if agreed upon by the coaches. Each team will furnish a regulation basketball of good quality and condition. The

officials will decide which ball will be used prior to the start of the game. SUBSTITUTIONS

There may be any number of substitutions. A substitute who desires to enter the game must:

a.) Report to the scorer; b.) Give his/her number of the player he/she is replacing.

When substituting more than one player, all players must report at the same time to enter the game.

When substituting between quarters, substitutes must report to the scorer table. No substitutions allowed during the last 30 seconds of the first 3 quarters of the

game unless a time out or if a foul is called. FREE THROW LINES AND GOAL HEIGHT

Divisions 1, 2 and 3 - 9 foot line Divisions 4 and 5 - 12 foot line Division 6, 7 and Senior Division - 15 foot line The lane area which determines the boundary for the 3-second violation is that part

of the free throw lane between the end boundary and the farther edge of the free throw line.

Divisions 1 and 2 - 8 ft. Goal Height Division 3 and 4 - 9 ft. Goal Height In all other division the goal height will be regulation which is 10ft.

FULL COURT PRESS/ MERCY RULE

There will be No Full Court Press in Division 1, 2 and 3. Division 4 - Full Court Press will be allowed for the full game. The no-press rule

applies when a team has a 10-point lead. All other divisions will not be allowed to full court press when they have a lead of 20

points. When this violation occurs the ball will be awarded to the offended team at mid-

court by means of a throw-in. Once a team is leading by 30 points, the clock does not stop for the reminders of the

game unless a foul or time-out is called.

CONDUCT OF COACHES/PLAYERS

Only team members and coaches are to be present on the bench. Assistant Coaches must remain seated on the bench at all times while the clock is

running. All Technical Fouls issued to coaches for misconduct will be subject to a suspension.

FORFEIT TIME

In the CYO league there is no time allowed for a game to be declared a forfeit. If a team cannot be fielded at game time or when instructed by the official, the game will be declared a forfeit.

PRACTICE TIME

Division 7 and Senior Division – Six (6) hours per week. Divisions 1 through 6 – Five (5) hours per week.

DIVISION 1 PLAYING RULES

Games will consist of four 10 minute running quarters

1 minute between quarters and 5 minute halftime

Score will not be kept

3 second violation will not be called

Officials will be lenient on traveling violations

Shooting fouls will consist of one free throw

Stealing the ball off the dribble is not allowed

Teams will be required to play man to man defense
