 1.  INTRODUCTION  

1.1 Background 

1.1.1  This  report  has  been  prepared  for  Sunninghill  Construction  Company  in  conjunction  with  the 

  Cavendish  Primary  School  and  no  responsibility  is  accepted  to  any  third  party  for  all  or  part  of 

  this study in connection with this or any other development. 

1.1.2  The  new  primary  school  received  planning  permission  following  signing  of  the  Unilateral 

  Undertaking on 31st July 2015. 

1.1.3  GTA  Civils  Ltd  has  been  commissioned  by  Sunninghill  Construction  Company  to  prepare  a 

  Feasibility  Report  in  connection  with  the  Unilateral  Undertaking  attached  to  the  planning 

  permission for the new Primary School, in Cobbold Avenue & Eldon Road, Eastbourne.  

 

 

1.2 Context 

1.2.1  This report considers: 

The Unilateral Undertaking attached to the planning permission for the school 

Specifically the feasibility of the proposed improvements listed in the Second Schedule 

item 5;  

This report satisfies the requirements under the Second Schedule item 6; 

Recommendations 

1.2.2  The Unilateral Undertaking dated 31st July 2015 places a number of requirements on the 

  'owner'.   

 

1.2.3  Under  the  Second  Schedule,  there  are  a  number  of  covenants  placed  on  the  owners  which 

  must be satisfied.  Under Item 5, the owners must satisfy the following covenant: 

 

   5. Prior to Commencement of Development to fully investigate the feasibility and 

  benefit of  implementing:‐ 

      1. a revised bus stop location in Eldon  Road; 

 

      2.  a controlled crossing in Eldon Road;  and 

      3.  a 20mph speed limit on roads surrounding the Property ("the    

      Proposals") 

 

 1.2.4  It goes on to say under the Second Schedule Item 6 that:  

 

6.  Prior  to  Commencement  of  Development  to  submit  findings  on  the 

  feasibility  and  benefit  of  the  Proposals  to  the  Director  in  the  form  of  a  report 

  ("the  Report")  such  Report  shall  consider  the  Proposals  in  terms  of,  but  not 

  limited  to,  road  layouts  both  current  and  proposed,  traffic  and  pedestrian  flows, 

  vehicle speeds, accident history and site constraints. 

 

    

 

2.0  OPTIONS TO BE CONSIDERED 

 

2.1  In accordance with the Unilateral Undertaking, the feasibility of introducing the following items

  must be considered prior to the commencement of the development. 

 

      1. a revised bus stop location in Eldon Road; 

      2.  a controlled crossing in Eldon Road;  and 

      3.  a 20mph speed limit on roads surrounding the Property ("the    

      Proposals") 

 

2.2  In  order  to  assess  the  feasibility  of  each  of  these  options,  discussions  have  taken  place  with 

  officers from Transport Development Control at East Sussex County Council.  This culminated in  a 

  site meeting  held  on Monday  17th  August  2015.    Each  of  the  options were  considered  taking 

  account of background information including: 

 

      ‐ Traffic flows on Eldon Road; 

      ‐ Pedestrian flows on Eldon Road; 

      ‐ Likely increases in traffic and pedestrian flows on Eldon Road; 

      ‐ Traffic speeds along Eldon Road; 

      ‐ On street parking in Eldon Road; 

      ‐ Bus timetable information 

 

2.3  The options were also considered taking  into account the proposed mitigation measures required 

  to be implemented in accordance with the First Schedule Part 2 of the Unilateral Undertaking. 

 

2.4  Option 1 A revised Bus Stop Location in Eldon Road 

 

2.4.1  This  related  to  the  existing  bus  stop  in  Eldon  Road  on  the  south  side  close  to  the Willingdon 

  Road traffic signals.  Some concern was raised with regard to the potential queue created when  a 

  bus  stops  at  this  bus  stop, which  could  in  theory  extend  back  to  the Willingdon  Road  junction 

  during peak periods.   

 

2.4.2  The bus services along Eldon Road are summarised in Table 1 below:

2.4.3  Whilst  the  bus  services  along  Eldon  Road  stopping  at  this  bus  stop  (westbound)  are  fairly 

  regular  at  1  bus  every  15 minutes,  the  number  of  passengers  waiting  or  alighting  at  this  bus 

  stop is very low. Consequently, the frequency of buses stopping at this particular stop is  very  low. 

  The  likelihood  of  this  occurring  during  the  peak  hours  is  also  considered  to  be  low  as much 

  passengers tend to alight at the bus stops outside the school.  

 

2.4.4  Taking  into  account  the  points  above,  it  is  recommended  that  the  bus  stop  remain  as  existing. 

  Therefore, no further action is required for Option 1. 

 

2.5  Option 2 A controlled crossing in Eldon Road 

 

2.5.1  The  option  for  providing  a  controlled  crossing  on  Eldon  Road  would  have  some  merit  taking 

  account of the large number of pedestrians that cross the road at school start and finish times.   As 

  part  of  the  planning  consent,  various  improvement measures were  agreed  to  be  implemented.  

  These are: 

 

Narrow laybys along the Baptist Church frontage 

Provision of a pedestrian refuge at the eastern end of the site; 

Provision of a pedestrian refuge at the western end of the site; 

 

2.5.2  Following  the detailed site  inspection,  it was  felt  that  the  laybys would be difficult  to  implement 

  and would not help with pedestrian movements across the road.  In addition, there are a number of 

  existing pedestrian refuges along Eldon Road and whilst they help  in some way to aid pedestrian 

  movement across the road, they don't offer the protection of a controlled crossing. 

 

2.5.3  Considering  the nature of Eldon Road and  the whole  length,  it  is noted  that  there  is an existing 

  Zebra  crossing  at  the  western  end  of  the  road  which  is  effective  in  providing  a  very  good 

  crossing point for pedestrians. 

 

2.5.4  Taking  the  above  into  account,  it  is  recommended  to  delete  the  laybys  and  new  pedestrian 

  refuges  from  the  scheme  and  replace  them  with  2No.  new  Zebra  crossings  along  the  existing 

  school  frontage.  One  would  be  located  outside  the  main  existing  secondary  school  building 

  and  the other would be  located mid‐way along  the new primary school building. The position of 

  the proposed zebra crossings is shown on the layout drawing in Appendix C. 

 

2.5.5  It  is  recommended  that  this option  is pursued with  the deletion of  the  laybys and  refuges  from 

  the scheme and the introduction of 2No. Zebra crossings. 

 

2.6  Option 3 A 20mph speed limit on roads surrounding the Property 

 

2.6.1  The  speed  of  traffic  along  Eldon  Road was  assessed  as  part  of  the  planning  application  for  the 

  new primary school. The traffic speeds along Eldon Road are not as high as can be seen from the 

  survey data contained within Appendix D. 

 

 

2.6.2  The speed survey results show the following:

  As  can be  seen  from  above,  speeds  are  relatively  low  and  are below  the  current  speed  limit of 

  30mph.  Speed limits are assessed on the average speed of traffic, which can already be seen to be 

  around 20mph. 

 

2.6.3  Based on the existing speeds and the fact that vehicle speeds are lower at school set down and pick 

  up times, there is no need for introducing a 20mph speed limit.  It is recommended that this option 

  is not pursued. 

 

 

3.0  RECOMMENDATIONS 

3.1  Following the review of the background information, discussions with Highway Officers at East 

  Sussex County Council and site investigations, the following recommendations are considered 

  appropriate: 

 

   

Option 1  A revised Bus Stop Location in Eldon Road 

    Recommendation:  The bus stop remains in place in its existing location. 

   

   

Option 2  A controlled crossing in Eldon Road 

 

    Recommendation:  The proposed laybys and 2No additional pedestrian refuges are deleted.  

    The installation of 2No. new Zebra crossings along the existing and new school frontages. 

 

   

Option 3  A 20mph speed limit on roads surrounding the Property 

   

    Recommendation:  A 20mph speed limit is not installed on roads surrounding the property. 

 

 

 

4.0  SUMMARY AND CONCLUSIONS  

4.1  The three items to be considered as part of the Second Schedule of the Unilateral Undertaking 

  dated 31st July 2015 have been thoroughly investigated.  This has involved a review of the 

  background data, discussions with Highway Officers at East Sussex County Council and detailed site 

  investigations. 

 

4.2  The conclusions reached are sound and based on all of the background data including good 

  knowledge of the local highway network.  It is suggested that the following recommendations are 

  taken forward: 

 

Option 1  The bus stop remains in place in its existing location. 

Option 2   The proposed laybys and 2No additional pedestrian refuges are  

    deleted.  The installation of 2No. new Zebra crossings along the  

    existing and new school frontages. 

Option 3  A 20mph speed limit is not installed on roads surrounding the  

    property.
