Ito ay “performance-based bonus” or PBB. “This will be given to employees and officials on the basis of a merit-based formula for re-wards ranging from P5,000 to P35,000, depending on their productivity,” ani Valte sa isang news briefing.

Binay hands over certificates of lot awards to Cavite settlersVice President Jejomar C. Binay recently distributed Certificates of Lot Awards (CeLAs) to some 3,279 fami-lies in Cavite pursuant to the Executive Order No. 48 signed in 2001.

Of the total, 1,516 fami-lies are from Municipality of Tanza. Another 1,100 ben-eficiaries come from Kawit while 644 from the City of Bacoor.

The Executive Order No. 48, entitled “Declaring Non-Core Properties of the Philippine National Rail-ways (PNR) as Socialized Housing Sites and Provid-ing for the Disposition of the same Bonafide Occupants,” invokes the Article IV, Section 8 of Republic Act No. 7279. In the said Article, otherwise known as the Urban Devel-opment and Housing Act of 1992 (UDHA), provides that government-owned lands which have not been used for the purpose for which they have been reserved or set aside for the past ten (10) years from the effectivity of

the UDHA and identified as suitable for socialized hous-ing, shall immediately be transferred to the National Housing Authority (NHA) subject to the approval of the

President of the Republic of the Philippines for proper dis-position.

VP Binay is the concur-rent Chairman of the Housing and Urban Development Co-ordinating Council (HUDCC), directed by the Order to evaluate and dispose of Phil-ippine National Railways’ (PNR) non-core properties consisting of more than 1,000

hectares for socialized hous-ing projects.

In Tanza, Binay was as-sisted by Cong. Ayong Ma-liksi, Mayor Marcus Ashley C. Arayata and other local executives. From Tanza, he motored to the Municipality of Kawit where he and Mayor Reynaldo “Tik” Aguinaldo led the distribution of CeLAs at Emilio Tirona Memorial Na-tional High School while, in Bacoor City Hall Cong. Lani Revilla and Mayor Strike Re-villa assisted him in the distri-bution of lot awards.

In his remarks, Binay said that most of the ben-eficiaries have occupied PNA properties as informal settlers for more than ten years or so.

With the CeLAs, these families now have the right to acquire the properties. He encouraged the land certifi-cates awardees to fulfill their obligation including the pay-ment of monthly amortization and to continue to protect and value their lands which will eventually be transferred to them.

Rotary Club of Cavite Export Processing Zone (RC CEPZ) will be honoring the 10 Most Outstanding Workers of Cavite Economic Zone (MO-WoC) Awards on December 14th during Cavite Economic Zone’s Workers’ Night held annually by the Philippine Economic Zone Authority (PEZA) in cooperation with Cavite Export Zone Investors Association (CEZIA).

The MOWoC Awards is being conducted by RC CEPZ every year to honor the out-standing workers nominated by the companies inside the zone. On its 19th year, nomi-nees will be interviewed by a panel of judges invited by RC CEPZ to select the 10 Most Outstanding Workers of CEZ in 2012.

Philhealth includes cancer coverageThis is a big relief for patients and relatives as treatment for cancer is very expensive nowadays.

Patients suffering from the dreaded disease can now avail of PhilHealth benefits, Dr. Nilda Pe, Philhealth Ben-efits Section Head, recently disclosed during a forum. According to Pe, Philhealth Individual paying members with nine straight monthly contributions are entitled to the benefits.

This is in support of Pres-ident Noynoy Aquino’s Health Agenda for Universal Health Care coverage, also known as Case Type Z benefit pack-age or the comprehensive treatment package directed to improve and expand ben-efits for catastrophic condi-tions especially the poor and marginalized sector of the

society.Initially, the "Z" benefit

covered childhood acute lym-phocytic leukemia in children, early stage breast cancer and low to intermediate risk pros-tate cancer.

The complete treatment package costs for these cas-es are P210,000 for all , and P100,000 each for breast and prostate cancer.

Member who avail of out-patient treatments and pro-cedures such as urgeries, dialysis, chemotherapy and radiotheraphy in accredited hospitals and clinics are also covered.

Under the new scheme, chemotherapy’s maximum allowance for medicines is P28,000 while P1, 200 doc-tors’ professional daily fee during confinement and visits may be availed.

Ito ang sumasalamin sa kwento ng pag-iibang anyo ng La Isla Bonita de Salinas, mula sa ga-bundok na tam-bak ng basura, maruming tu-big dagat at masangsang na hangin tungo sa isang malinis at kanais-nais na lugar pasy-alan ng mga mamamayan ng Rosario, Cavite na kilala rin sa tawag na Salinas.

Sino ang mag-aakala na sa loob lamang ng apat na buwan at sa walang humpay na pagtutulung-tulong ng mga mamamayan ng Rosa-rio, sa pamumuno ng butihing Pamahalaang Punong Bayan na si Mayor Jose “Nonong” Ricafrente, Jr. ay lulutang ang isang magandang isla.

Ang lahat ay nagsimula sa malawak na pananaw ng ating Punong Bayan na si Mayor Nonong Ricafrente.

Sa pamamagitan ng pag-tutulungan ng hindi mabilang na tao ay lumabas ang isang Isla.

Brief HistoryAs early as 1975, the Extension Division of the National Library had been negotiating with the local officials of the province regarding the organiza-tion of a provincial library. On July 29, 1976, the Sangguniang Panlala-wigan passed Res. No. 206 which is about the organization of the Cavite Provincial Library and

was approved by Gov. Dominador M. Camerino. The town of Noveleta was chosen as the temporary location of the library since there was no available place in the Provincial Capitol for the purpose. This proposal was presented to Mayor Jose O. Salud and on December 14, 1976, Res. No. 15 was passed and approved during the Special Session of the

Sangguniang Bayan. The library was accommodated at the ABC Hall in Nov-eleta.On February 07, 1977, the Director of the National Library, Serafin D. Quiason, assigned Mrs. Socorro b. Grey to discharge the duties of the Provin-cial Librarian. With the initial allocation of 860 books from the National Library, Thomas Jefferson Cultural Center, the Asia Foundation, National Historical Institute and private citizens, the Cavite Provincial Library was inaugurated on February 14, 1977.After surviving from the three (3) super typhoons that dev-astated the town of Noveleta, the Cavite provincial Library was transferred on April 16, 2008 at the Legislative Bldg., Provincial Capitol, Trece Martires City.

Vision Library service shall be provided with the highest degree of efficiency and integrity keeping in mind that the public is a service agency of the government for the people. The library shall reflect the needs of the community which includes books, pamphlets, ephemeral materials, non print materials classified and catalogued according to the standards for easy access and retrieval. Mission As one of the catalyst in planning for the community development and in the continuous education of the people, the Cavite Provincial Library serves as an integrated, non-partisan and non-sectarian agency of information. Pub-lic library services shall be free and be made available to everyone.

EDITORIAL

A gazette is a public journal, a newspaper of record, or simply put a newspaper.

Even at this Internet time and age, we still believe that everyone needs something in print. Something to tuck into one’s arm, read and bring home. In a way, Internet has changed the way people get information but it would take sometime for others to switch from what they have been used to - reading news on paper.

All over the world, newspaper ranks second to television when it comes to information. It has always been and will always be the best and available source.

Yes, one can easily browse the internet but not everyone has access to computer. Not everyone is computer-literate. Experts say that will take another decade or so.

Cavite Gazette would like to share the joy of reading in print. We want to be able to capture in texts and photos the everyday’s hap-penings. It believes newspaper readers want to get first hand what’s happening around them. It is the easy way to get informed. There may be other information which may not be readily available in the Net. Indeed, there’s such a thing as “local color” news looming over everything.

For others it is more by force of habit of sort, of being able enjoy and sip a good cup of coffee to start the day.

So there’s nothing like newspaper which you can get hold from a newsstand . There are still a lot of good things everybody can get from reading the newspapers.

The last time I clutched a spade, got into your back-yard lawn and sown some seeds was just a few min-utes back before I sat in front

There’s No Business Like ‘Shove’ Business!of my computer and started writing this article. I see to it each morning to do some gardening as I start the day. There are a bunch of benefits from gardening. One personal benefit I get from gardening is its therapeutic effect. It tends to bury all my worries and pains. Clearing the unwanted weeds, for the plants to get soil’s nutrients, under the morning sun is for me a form of exercise. Look-ing how the crops grow each day is a sight to behold. It is always fun and easy to get started. Just find time,

that’s it. Of course, good planning is essential to en-sure bountiful harvest. Good seeds on good soil yield enormous crops. Once done, all you need to do is wait, wa-ter and wane. No investment but sweat and time. Gardening may not be a money-saving-activity but generating one. After some-time you need to dispose the seedlings if you opt not to wait until it bear fruits or flow-ers. I would bring my ready-to-be-re-planted seedlings to peddlers in the nearest mar-ket.

Notes for the Young & the Young at HeartI want to share some insights and thoughts about achieving a peaceful co-existence.

This was inspired by the basic principles in living that were shared by Dr. Francis Kong, a noted author and speaker about life's perspectives. He was the guest speaker at an event hosted by the Noveleta Magdiwang Rotary Club held at the General Trias Convention Center recently, where he spoke before hundreds of high school students and youth leaders from the Jaycees and Rotaract Clubs.

Continue to Study. Don't waste time as students, it is best to focus on study-ing your lessons well and not to waste precious time on things that will only dis-tract you from achieving your main goal. Most parents would always want the best for their children and responsible parents would always do their best to secure a bet-ter future for their children. Read books that will add useful information to the stock knowledge you have. Maximize the use of information technology to learn more about your country's history, local and na-tional heroes, and current events. It is best to learn new things that will help develop your personality.

Your attitude is more important than your skills. According to Francis Kong, try to think of someone whom you believe is an ideal person. List down the qualities of that person. Check whether those attributes and qualities are skills or attitude and you will realize that the basic ideals that you think a person should pos-sess are classified under attitude more than skills.

Be responsible for your own life. As young people, you are very prone and vulnerable to experiment on things that may hinder you later in achieving your goals in life. These include, among others, romantic relationships. Now-adays, it is very common to see young people as young as 13 years of age who are already "romantically attached" to a boyfriend or a girlfriend. While other young people would say that they are in relationships because they want to be inspired because they want to make good in their studies, Francis Kong recommends the 7Bs to the females ( Books before boys..because boys bring babies ). Another version of the 7Bs is Books before babies because babies bring bankruptcy. He further reminds the young women to be conscious of taking care of themselves from being victims of young men's advances by following these steps (1) Say

NO when the males start to be manipula-tive with their hands touching different body parts (2) Ask the question " why are you do-ing these to me?" (3) Ask again, "am I good enough for you?" (4) If the answer is yes, then say, " If I am good enough for you, then I am worth waiting for". It is always best to control your emotions.

Stop focusing on yourself. Start fo-cusing on others. Dr. Kong further empha-sizes that if one wants to achieve success, it can be achieved by being of service to others. Volunteer your time, effort and re-sources to doing good things for others instead of harboring the "crab mentality". Personally, the psychic income and the priceless satisfaction that you feel when you know that you did something to make a person, a friend, a family member, a class-mate, a teacher, a colleague and many oth-ers during the time that they needed help ( excluding copying during exams and be-ing generous in sharing "kodigos" ). Small things count a lot.

Life does not give you all you want. Life always gives you what you deserve. As Dr. Kong puts it, what you sow, is what you reap. If we share goodness and if we share the best of what we are, then we surely will reap the best.

Lastly, let me add that our values de-fine who we are. Let not the negative en-vironment influence us to be passive and apathetic. Apathy has no room in the hearts of people who want to achieve peace. And if we aspire for peace, then let us allow peace to reign in our hearts and minds.

“Business and industry have already undertaken such en-deavors; and I am glad to see the beginnings of similar measures in your industry here—that you have adopted “Corruption in Media” as its theme,” the President said.

By adopting this year’s summit theme, the President noted that media acknowl-edges the problem as an indi-cation that it is an issue which needs to be addressed. He stressed that a concerted industry-wide effort is neces-sary for it to be attained and more effective.

The President noted the lack of common standards or an ombudsman as in gov-ernment, in media for erring media men. While the lack of standards that apply through-out your industry does not directly lead to corruption, it does make it easier for cor-ruption to take place.

“Who can Juan dela Cruz run to in your industry? Of course, no one can answer these questions as effec-tively and as practically as you can—and there is a great need for these answers.” he asked.

He hinted that the indus-try should also take a move to reform and rationalize system of pay, benefits and bonuses,

Cavite commuters will soon enjoy traffic-free and reduced travel time.

The construction of the P60-billion Light Rail Transit (LRT) Line 1 Cavite exten-sion will start second quarter of next year.

“We will award this in April. We will try our best to get this train running before the President steps down from office. It would be tough but that would be the goal,” according to Transporta-tion Secretary Joseph Emilio Abaya.

Abaya also said the proj-ect will be awarded by April after an auction in January 2013.

The LRT Cavite exten-sion project will extend from Baclaran to Niog in Bacoor, Cavite or an extension of 11.7 kilometers from 20.7 to 32.4 kilometers. This will include

eight (8) news stations plus a provision of additional two (2) stations for future extension. These are the MIA Road, Asia World, Ninoy Aquino, Dr. Santos, Manuyo Uno, Las Piñas, Zapote,Talaba, and Niog stations.

About 10.7 kilometers will be elevated and 1.2 kilo-meters are on the ground. To beef up the existing coaches or trains, the national govern-ment has set aside P30 bil-lion pesos for the purchase of up to 39 new coaches.

The extension will have a future expansion up to Imus and Dasmariñas City. It will also open LRT services to about four (4) million Para-ñaque and Las Piñas resi-dents.

Once completed, it is expected to increase from the current 500,000 a day to 700,000 passengers.

PACQUIAO, ALL SETMaster trainer and coach Roach said that Manny Pac-quiao is about ready “70 percent” in shape. This was evident in his assessment and was put to the test as the Filipino champion finished a nine rounds of sparring at Wild Card Boxing Club.

Roach however said there is still a lot of work to be done and he also confirmed that Manny needs to keep

working on his speed and distance.

Pacquiao and Roach are working to improve on these departments.

The first two days were devoted to initial sparring session was unimpressive but Pacquiao made up on his second day despite jet lag.

Bob Arum, who watched him train, said Pacquiao was better than normal during second day of sparring.

Ale Cali emerged victorious and retained his flyweight belt by stopping Erwin Tagle in the third round via Technical Knockout during the recently concluded Pacific X-treme Combat (PXC) 34 at the SMART Araneta Coliseum.

Cali, 21, showed fists power over 34-year old Tagle, who is making a comeback after long silence from the octagon.

The bout is Cali’s first title defense when he beat Guam’s Jesse Taitano in the PXC 29 early this year.

“Ito hanggang ngayon hindi ako makapaniwala na nanalo ako sa isang tinatawag nila na magaling at isang MMA legend. Unexpected talaga,” said Cali in a ring interview right after the fight.

Cali, a former amateur boxer, thanked his family, girlfriend in Japan and sponsors including his Beefit Python’s Pit team headed by his coach Bambi Posadas.

“Wala talagang magaling sa fighter pag ikaw ay tinaman sa tiyan,” Ali added referring to the heavy blow he landed on Tagle’s mid section in the third round.

Referee John McCarthy stopped the fight at the close of the third round after he checked Tagle at his corner upon the advised of the doctor.

Cali is eyeing on his next bout in Guam.
