Caxton Newsleer There’s a famous nineteenth century painting entitled “When did you last see your father?” depicting a scene from the English Civil War. My own answer to that question is “last November” as my father has been in Australia since then, avoiding the winter. Staying in communication has been difficult, since there’s an 11-hour time difference, and his host doesn’t have an Internet connection at home. But most of all, it’s difficult because I’m not very good at communication. In my very slight defence, nor is my father – perhaps it’s genetic. Even so, compared to every other species on earth, I’m an incredible communicator – it’s what sets humans apart from all other creatures. According to the Bible, we humans are made in the image of God, and our God is a communicator. God’s first recorded act in the Bible was to speak the universe into being, and Scripture is a record of the revelation of God’s nature in communication with prophets and a people. God came in the person of Jesus to speak with us face to face, using human language and partaking in human community. We have just celebrated Easter – the mystery of Jesus’ death and resurrection for the forgiveness of our sins. But though Jesus left the earth, he then sent the Holy Spirit to be our way of communication with God. Now even I have no excuse – no time zone problems, no Internet to worry about, no cost to talk. Communicating with my heavenly Father is far easier than with my earthly one. Maybe there’s someone on earth who needs you to communicate – a phone call, an email, a friendly face at the door, or even a good, old-fashioned leer. That’s certainly true for me. Editor’s Letter

It looks like spring is finally springing in Caxton. It’s really nice to see the blooms arrive and the birds return and start to... Well, do what most of nature generally busies itself with at this time of year.

It’s a good time for change and renewal which makes me think it’s probably about time that I had a bit of both.

I have had a lot of fun editing the Caxton Newsletter but think it is probably time to step down and give somone else the chance to move it foward. The launch of the website has presented lots of new opportunities that I would really like to make the most of but I only have so much time.

With that in mind, if anyone fancies having a go at being the Caxton Newsletter Editor, then please contact me to find out what it involves. It’s a great way to get to know who’s who locally and it’s really nice to be able to do something to help out the community.

We had another successful collection in March filling three large sacks from just Ermine Street. . The next pick will be will be Saturday 7th May 10.00am opposite Milestone Cottage, 121 Ermine Street where ‘pickers’ and strong black sacks will be handed out. More volunteers would as always make the job much easier.

VOLUNTEERS URGENTLY NEEDED

To join our team of volunteersfor the open afternoons at Bourn

Windmill

We urgently need help with teas, taking money and guiding visitors around the mill - training will be given to guides

Usually we ask volunteers to help on just three of the open afternoons from 2:00-4:30pm. Please help us to keep this lovely old windmill open to the general public on the open days

This year, 2016, the mill will be open on National Windmill Weekend, 15th May and June 26th, July 24th, August 14th and September 11th

Reduced speed limit on

Gransden Road.The views of the Police had been sought and they had recommended that additional chevrons be sited at the church farm bend as in their view a reduced speed limit would not have any effect. It was agreed to contact highways to ask that this be implemented as soon as possible as there had been a further accident since the last meeting.

It was also resolved to try and get Police support for the introduction of a reduced speed buffer zone around the village.

Caxton Oil ClubAs a result of introducing the club last year the Parish Council will this year receive £150 from Agricole Oil Ltd. This money is a welcome contribution to our funds and thanks are due to Agricole and all those villagers that joined the club.

It was agreed in principle to use this to establish an Internet Hub at the village hall - this will help the police with maintaining contact

whilst on patrol and also provide an added facility for users of the village hall.

Further information with regard to equipment and ongoing costs will be provided to the next meeting.

Firs Farm DevelopmentMr Martin Page from Barfords (the land owner’s agent) attended the meeting and confirmed that a preliminary meeting with SCDC had taken place earlier that week and a number of modifications had been made. The main one being the entrance to the site would be moved to the existing farm entrance – an issue that was raised at our Public Meeting. The proposal for 8 self-build market value plots – the infrastructure to be provided by the developer, had not changed as SCDC were not able to confirm yet if some plots should be for social housing.

It was agreed to write to the developer indicating that the Parish Council was in favour of this proposal as it would vastly improve this dilapidated site and would be preferable to the existing planning permissions for

offices and storage facilities which, if implemented, could create some 150 traffic movements in St Peters Street. We also asked that serious consideration be given to releasing some of the plots for social housing self –builds.

Village HallWe were pleased to agree to a grant of £1,000 to the Village Hall Committee towards a new floor in the small committee room. They are currently trying to raise £45,000 for refurbishment and would welcome any donations, however small, towards this major project. Every pound given is worth ten in Grant Aid.

CCC City Deal Western Orbital consultation

It was agreed to give our support to the proposal that included the provision of a Park and Ride at the Barton/M11 interchange as there are good cycle routes into the city centre from here. More information can be found on the web site: www.gccitydeal.co.uk/the_western_orbital

Social HousingWe were appalled to hear that SCDC intend to sell on the open market one of their houses in Caxton as it was going to cost too much to repair as in their words – there is little demand for 3 bedroom houses and there are no facilities in Caxton and poor bus routes. These are precisely the reasons given by us when we were overruled by SCDC when they approved the development for 10 houses in Ermine Street (8 social housing and 2 market value) !
