This translates to anaverage household size of four. Among all the municipalities, San Jose had the largest population with 103,090accounting for 27.2 percent of the province’s total population. Sablayan ranked second with 18.7 percent andMamburao, the provincial capital, ranked third with 9.3 percent. The municipality of Looc has the smallest populationwith only 2.1 percent of the province’s total population. Meanwhile, 43.8 percent of the population in the provinceare 16 years old and below.

The latter also recorded the most number of cases as 40children 0–4 years old died during the period. Higher rates were reported in several barangays of the province. Thehighest proportion is recorded in Barangay Surville (Poblacion) in Lubang although only one child death was reported.

Sablayan also recorded thehighest magnitude of malnourished children. At the barangay level, relatively high rates were also recorded. Thehighest malnutrition rate among all the barangays in the province was recorded in Barangay Rizal in the municipalityof Rizal where 82.0 percent of the children were malnourished. It is followed by Barangay Pag-Asa in Sablayan with61.7 percent and Barangay Buri in San Jose with 45.5 percent.

The municipality of Abra De Ilog reported the highest proportion at 5.9 percent, followed byRizal with 3.6 percent, and Magsaysay with 3.3 percent. Among all the barangays in the province, makeshifthousing is more prevalent in Barangay Udalo in Camurong where 29.3 percent of the households were living inmakeshift housing. This is followed by Barangay Rizal in Rizal with 23.9 percent and Barangay Burgos in Sablayanwith 16.2 percent.

In terms of informal settling, 1.9 percent of households in the province were classified as informal settlers. Thistranslates to almost two households in every 100 households classified as informal settlers. At the municipallevel, the highest proportion was reported in Rizal (5.2%), followed by Santa Cruz (4.8%), and Abra De Ilog (2.5%).The municipality of Santa Cruz also had the most number of households (348) classified as informal settlers. Onebarangay in Santa Cruz, i.e., Barangay Pinagturilan (San Pedro), recorded the highest magnitude and proportion ofinformal settlers. This barangay had 246 households that are informal settlers, representing 15.6 percent of allhouseholds in the barangay. Relatively high proportions of informal settlers are also reported in Barangays Salvacion(14.4%) and Pitogo in Rizal (13.8%).

The highestproportion is in the municipality of Abra De Ilog with 40.0 percent, representing 2,444 households. It is followed bySablayan with 28.4 percent and Looc with 23.3 percent. Sablayan also recorded the highest magnitude of householdsat 4,332 without access to safe water. At a more disaggregated level, several barangays in the province exhibiteda very high proportion of households without access to safe water supply. For instance, almost all households inBarangays Buri (99.2%) and Ipil (99.0%) in the municipality of San Jose had no access to safe water. BarangayClaudio Salgado (97.9%) in Sablayan ranked third. It may also be noted that there are 20 “waterless”1 barangaysin the province.
The lack of sanitary toilet facilities in many households is also a big concern in the province. In particular, 23.7percent of households had no sanitary toilets. This means that at least two in every 10 households had no accessto sanitary toilet facilities. At the municipal level, results show that half of the households in Abra De Ilog had nosanitary toilets. Santa Cruz ranked second with 42.1 percent while Paluan ranked third with 38.0 percent. At thebarangay level, seven barangays in San Jose topped the list of barangays with the highest proportion of householdswithout sanitary toilets. The highest proportion was recorded in Buri at 99.2 percent, which means that almost allhouseholds in the barangay had no sanitary toilets.

However, looking specifically at the group of children 6–16 years old, 15.6percent of them were not enrolled in school. This means that 15 in every 100 children 6–16 years old were out ofschool. The highest proportion is recorded in Magsaysay (29.0%), followed by Paluan (20.9%), and Santa Cruz(18.4%). The more disaggregated data showed that some barangays had higher rates. For instance, three barangayshave at least half of the children 6–16 years who were not attending school. Among all the barangays in theprovince, Barangay Santa Teresa in Magsaysay recorded the highest proportion (59.5%) of children not in school,followed by Barangay Monte Claro in San Jose (57.9%), and Barangay Caguray in Magsaysay (50.7%).

Infact, 62.8 percent of all households in the province were classified as income poor. This translates to six incomepoor households in every 10 households. The proportion of income poor households was higher in some municipalities.The highest was reported in Magsaysay with 82.0 percent. This means that eight in every 10 households did nothave sufficient income to meet the basic food and non-food needs of their members. Abra De Ilog came next with77.1 percent, followed by Paluan with 72.1 percent. Income poverty seems to be worse for several barangays wherealmost all households were living below the poverty threshold. Three barangays in Magsaysay were included in thetop three barangays in terms of having the highest income poverty rates. Barangay Alibog recorded the highest rate(96.7%), followed by Barangay Santa Teresa (96.0%), and Barangay Caguray (95.5%). It is interesting to note that114 barangays (out of 162 barangays in the province) had at least half of their households classified as incomepoor.

This means that about halfof the households in the province were living below the subsistence threshold. The highest food poverty rate wasrecorded in Magsaysay at 72.4 percent. Abra De Ilog ranked second with 66.9 percent while Rizal ranked third with61.2 percent. At the barangay level, CBMS data showed that three barangays in Magsaysay had the highestproportion of households with no sufficient income to satisfy their basic nutritional requirements. These are BarangayAlibog (94.2%), Caguray (93.0%), and Santa Teresa (92.5%). It may also be noted that at least half of the householdsin 86 barangays (out of162 barangays covered by CBMS surveys in the province) were living below the food povertythreshold.

Among all the municipalities, Abra De Ilogrecorded the highest proportion at 18.6 percent of households that suffered hunger during the reference period.Santa Cruz ranked second with 15.9 percent while Calintaan and Magsaysay both ranked third with 8.5 percent. Itis, however, worth noting that no household in the municipality of Lubang experienced food shortage during thereference period. Hunger seems to be more prevalent in some barangays in the province. Barangay Lumangbayanin Santa Cruz had the highest proportion (43.6%) of households that suffered food shortage. This means that fourin every 10 households in the barangay suffered hunger. The rates for Barangay Burgos in Sablayan (43.5%) andBarangay Nicolas (Bulo) in Magsaysay (43.3%) were also very close to that of Barangay Lumangbayan.

This represents a total of 2,368 unemployed individuals. At themunicipal level, Abra De Ilog recorded the highest unemployment rate at 6.5 percent, followed by Paluan with 3.4percent, and Rizal with 2.5 percent. At a more disaggregated level, estimates showed that unemployment seems tobe a major concern. Some barangays exhibited even higher unemployment rates. Five barangays recorded double-digit unemployment rates. Barangay General Emilio Aguinaldo had the highest unemployment rate (29.0%) amongall the barangays in the province, followed by Barangay Udalo (Camurong) in Abra De Ilog (23.6%), and Barangay Ipil(14.2%).

This represents 0.2 percent ofthe total population. Among all the municipalities, the highest proportion of crime victims is reported in Rizal with0.5 percent, representing 114 individuals. These five municipalities reported 0.3 percent crime incidence duringthe period: Sablayan, Calintaan, Abra De Ilog, Magsaysay, and Mamburao. Sablayan recorded the most number with212 cases. Some barangays also exhibited relatively higher proportion of crime victims. The highest estimate wasin Barangay Paetan in Sablayan, with 57 cases reported, representing 4.2 percent of the total population. Barangay2 (Poblacion) ranked second with 3.6 percent and Barangay 4 (Poblacion) ranked third with 3.5 percent.

This means that Abra De Ilog had the worst condition among all the municipalitiesin the province in terms of meeting the basic needs. It is followed by Magsaysay with 2.4 while Santa Cruz and

Mamburao, with a CCI of 1.2, which is the lowest among allthe municipalities, seemed to have the best condition in terms of meeting the 13 basic needs. At a more disaggregatedlevel, the average number of unmet needs is highest in Barangay Udalo (Camurong) in Abra De Ilog and Barangay Ipilin San Jose as indicated by their CCI, which is equivalent to 4.0. This means that households in these twobarangays were not able to meet four of the 13 basic needs, on the average.

Results of the CBMS survey showed that 32.0 percent of the households in the province were deprived in at leasttwo dimensions. Of the households, 18.4 percent were deprived in two dimensions, 9.1 percent were poor in threedimensions, and 3.7 percent were deprived in four dimensions. Looking at the different dimensions of poverty,CBMS data showed that 17.7 percent of households were income poor and sanitation poor at the same time.Moreover, 11.8 percent of the households experienced deprivations in income and safe water supply simultaneously.Deprivation in both income and education is also prevalent in the province as 8,798 households reported that theywere income poor and education poor at the same time. In terms of three deprivations, 7.8 percent of the householdswere income poor, sanitation poor, and safe water poor all at the same time. Simultaneous deprivation in income,education, and sanitation is also very common among households with 4,331 households reported to be poor inthese three dimensions.
