EPA shares your concern over the future health of the Housatonic River and agrees that it provides a unique contribution to what makes Berkshire County and western Connecticutspecial New England destinations. We want to assure you that EPA has dedicated significant resources and brainpower to ensuring the completion of the ongoing restoration efforts that have already transformed the most contaminated first mile of the river. Clean sediment and healthyvegetation now replace areas that, until recently, were highly contaminated by years of industrial damage. EPA is committed to working with General Electric, the community and other agencies to see this cleanup through to its logical completion. EPA's level of commitment is demonstrated by the fact that the cleanup in Pittsfield is not simply about the river. It is about restoring the natural environment and revitalizing entire communities.

  • This is why EPA, along with our state and federal partners, made it a high priority to stay at the negotiating table for 2 !/2 years with General Electric until we were successful in hammering out a settlement with the company to address not only the PCB contamination in the river, but also contamination at General Electric's former facility in Pittsfield and nearby contaminated areas, and provide over $15 million in natural resource damages to be split between Massachusetts and Connecticut for environmental projects in those two states, hi addition, Massachusetts worked with General Electric to ensure a fast-tracked cleanup of more than 175 residential properties in the community.

    The resulting Consent Decree not only ensures the availability of private resources to fully address PCB contamination in the river, at the former facility, and on residential properties located throughout the community, but has minimized the opportunity for litigation and other challenges which would have slowed the current progress and re-directed important resources away from the cleanup.

    In addition, in a separate agreement between General Electric and the City of Pittsfield, General Electric has committed approximately $45 million in redevelopment work and funds to the City to assist in the creation of a new business park on the once deserted portion of the facility, which is expected to bring new businesses and jobs to the community while promoting smart growth.

    EPA didn't wait to start the cleanup of some of the most contaminated parts of the river. Even prior to our cleanup agreement being effective, we required General Electric to initiate excavation and removal of 18,000 cubic yards of PCB-contaminated sediments and bank soils in the first 1/2 mile of the river, alongside General Electric's former facility. Immediately upon the completion of this effort, EPA began the removal of PCB-contaminated sediments from the next 1 !/2-mile stretch of the river that meanders through a residential neighborhood just downstream of the facility. To date, EPA has removed 37,000 cubic yards of PCB-contaminated sediments from the river and is about 1/3 of the way through this phase of the project.

    Just as important as the first two miles of the river are the remaining 140 miles from below the ongoing cleanup to Long Island Sound. Concurrent with the removal of contaminants in the first two miles, EPA has been rigorously investigating the extent of contamination in the remainder of the river. This has involved a multi-million dollar effort to assess the current and potential future risks to individuals and the environment posed by PCB contamination in the river, and the simulation of conditions in the river in the future in the absence of action and under a number of cleanup scenarios. Independent Peer Review Panels have been scrutinizing each step of the process so that EPA can bring the best science to bear on this important decision. Before finalizing our decision on the rest of river, we will provide the public with extensive information on our proposed cleanup plan and invite public comment on the proposal. These comments will be given serious consideration as we make our decision. We expect to have a final decision on the rest of river in 2006, just as we complete the excavation and restoration of the first two miles of river.

    We have involved the public in every step of the process to restore the Housatonic River, including establishing a Citizen's Coordinating Council, which has met consistently for the last

  • five years to explore cleanup issues and progress. Most recently we have held public comment periods on both the Human Health and Ecological Risk Assessments, and provided the public with the opportunity to present comments directly to the Peer Review Panels. This level of public involvement is integral to the cleanup of the Housatonic River. In that spirit of public and government partnership, we appreciate hearing from you about your concern for this important New England natural resource.     Dear Mr. Varney,

    I am writing to urge you to insist on a full cleanup of PCBs from the Housatonic River so that people can hunt, fish, and enjoy the river without fear of adverse impacts to their health.

    For many years, General Electric dumped tons of polychlorinated biphenyls (PCBs) in and around the Housatonic River. Now the Housatonic has some of the highest levels of PCBs in the nation. I am very concerned that these PCBs in the river pose a major risk to human health and the well being of fish and wildlife.

    The EPA currently classifies PCBs as a probable human carcinogen. PCBs can cause a wide range of human health problems even at low levels of exposure, including developmental and neurological disorders. EPA studies have shown that fish and wildlife populations are at risk from PCB contamination and that people consuming contaminated fish and wildlife from the river are at elevated risk for cancer, birth defects, and immune problems.

    As someone who cares deeply about the Housatonic River and how its health affects tens of thousands of people and dozens of species, I want to emphasize the importance of the upcoming decision EPA will make about the river's future. Please act to protect human health and the health of fish and wildlife by ordering a full cleanup of PCBs from the Housatonic River. Unless a complete cleanup occurs, the river will remain a serious health hazard for generations to come.
