History Cont... Mayerthorpe Medical Practicesby Ardith TrudvkDr. Mann was the fi rst doctor to practice in the May-
erthorpe area, in the early 1920's. At regular intervals he travelled to the village where, from his "offi ce" in the Hub Hotel, he performed the following services: tooth extractions - no fi llings! - minor surgery, and referrals to city doctors for serious illnesses.
Edith Darling recalls spending the night at the Hub Hotel with Emma Ray, who had her hand lanced by the doctor to relieve blood poisoning. This treatment was administered too late, however, as Emma Ray passed away in the hotel the next day.
After Dr. Mann left, in the late 1920's, Dr. Paul Wo-lochow, his wife, and two young sons, Micheal and Da-vid, came to live in Mayerthorpe. Again the Hub Hotel served as a doctor's offi ce, though now patients could call at his home. They often did too, during all hours of the night. Dr. Wolochow served the district until he joined the Canadian Medical Corps in World War II. He delivered many of the children of this area, and many patients were treated during the "house calls" he made throughout the district.

Dec 21/11Whitecourt Approves 2012 Interim BudgetAt the Special Meeting of Council on December 19,
the 2012 Interim Operating and Capital Budget was ap-proved. Whitecourt Town Council has authorized up to a maximum 3.5% increase to property taxation, with the majority of the increase due to infl ation, minimal growth in assessment while maintaining existing service levels. The budget involves approximately $36.6 million of capital and operating expenditures.
Highlights of the Interim Budget include:• It is proposed that 2012 Municipal Sustainability
Initiative grant funds be allocated for various projects, including contracting the services of an Economic De-velopment Specialist to promote the Town to industry leaders, Virtual City Hall software and I/T improve-ments, a grant to Woodlands County for Whitecourt Air-port operations, Public Works Shop expansion and the 47th Street Crossing and Signals.
• Additional capital projects include continued de-velopment at Rotary Park, installing neighbourhood park equipment at Powers Cove and Reay Court near the Athabasca Flats area, installation of a new ice plant chiller and brine pumps/valves at the Scott Safety Cen-tre, Curling Rink exterior upgrades, and completion of the Splash Park.
• The FCSS (Family and Community Support Ser-vices) Department will continue with:
- the FCSS Grant Program through the Town’s Safe Community Initiative Program at $50,000 per year, to support local family and community support service programs.
- support for the Family Community Liaison Pro-gram, early Childhood Development/Parent Link and the Cool Program, at levels similar to 2011.
- sponsoring and supporting the Family Violence Program through $120,000 of provincial funding for a Domestic Violence Consultant and a Domestic Violence Court Coordinator, plus counseling and public education and awareness programs.
• Dial-a-Bus service will be increased to add an ad-ditional day (Friday), to operate fi ve days per week in 2012 instead of the four days per week in 2011.
• Downtown Revitalization and Highway Corridor Beautifi cation projects.
• Disaster Recovery Program projects will continue to restore storm sewer outfalls due to the heavy rains in the summer of 2011.
• Water and sewer rates are proposed to remain un-changed for 2012.

Reminder on computer scamsOTTAWA - The Royal Canadian Mounted Police
(RCMP) and their partners at the Canadian Anti Fraud Center (CAFC) are warning that if someone calls you claiming to be able to protect your computer from vi-ruses, your best bet is to just hang up the phone. Don’t give the caller your computer access codes and don’t provide your credit card information.
The virus scam has grown to epidemic proportions in Canada, now accounting for between 70 and 80 per cent of frauds reported daily to the CAFC. “We began noticing virus scam calls in March 2010. Since then, they’ve become an increasing proportion of our calls. Now, they’re the scam we deal with most often,” said RCMP Sgt. Paul Proulx of the CAFC.
This dramatic increase means the scam is working – more and more Canadians are being targeted by the virus scam. Proulx warns, "If a scammer is able to log on to your computer then he has access to all the per-sonal information you have stored there, including your banking information.”
Here’s a typical scenario: a caller, often claiming to work for Microsoft or another reputable software company, will cold-call you and ask if your computer is running slowly or not working as it should. He will then offer to repair your computer via internet access, which can involve either software installation or the caller gaining remote control of your computer after you’ve granted him access. Payment for the software

The way to occupy a bank is to own one

Editor's Note: In Canada, the banking system is similar enough to that of the U.S. that the interest sav-ings would be similar. An honest mon-ey system could also be run through the publicly owned Bank of Canada. At the provincial level, the Alberta Treasury Branches were originally set up to provide public banking, before the Supreme Court of Canada disallowed its charter.
The campaign to "move your money" has gotten a groundswell of support. Having greater impact would be to "move our money" -- move our local government revenues out of Wall Street banks into our own publicly-owned banks.
Occupy Wall Street has been both criticized and ap-plauded for not endorsing any offi cial platform. But there are unoffi cial platforms, including one titled the 99% Declaration which calls for a "National General Assem-bly" to convene on July 4, 2012 in Philadelphia. The 99% Declaration seeks everything from reining in the corpo-rate state to ending the Fed to eliminating censorship of the Internet. But none of these demands seems to go to the heart of what prompted Occupiers to camp out on Wall Street in the fi rst place – a corrupt banking system that serves the 1% at the expense of the 99%. To redress that, we need a banking system that serves the 99%.
Occupy San Francisco has now endorsed a plan aimed at doing just that. In a December 1 Wall Street Journal article titled “Occupy Shocker: A Realistic, Actionable Idea,” David Weidner writes:

Christmas has passed and for most of us our tinsel is tangled, or we feel like it is and we are now looking for something to perk us up to face the coming year and our Visa bill. Everywhere you go these days you will fi nd that somebody is putting Omega 3 into something and now it is supposed to be better for us. Without hav-ing a university degree in biochemistry, how can I make sense of it? Truly, this age of ‘information’ poses a great problem for the average person, who is ‘running ragged’ juggling family and livelihood, and now must research through tons of data to know how to maintain health.
Having been in the health industry for over 25 years now, I have come to know that many people get the majority of their nutritional information from T.V. This is frightening, when you stop to realize that T.V. is one of the world’s premier marketing tools. It is this “marketing data” that is infl uencing the eating choices and health choices of this generation, and since, kids do what their parents do, future generations as well.
Science, can we trust it? Seems that there is al-ways a study to prove you should take this or that and “oh, yes, it is completely safe, even if it gives you diar-rhea or joint pain.” I have come to realize that we all must hone up our ‘critical thinking’ skills and seek out independent research, that was not funded by the manu-facturer, but rather by some one who was looking to fi nd truth or health. Sadly, I see it is diffi cult for marketing and truth to reside in the same paradigm.
My reading and clinical experience has lead me to fi nd some fundamental facts about Omega oils that you, the consumer should be aware of:

the appropriate function of every cell, every tissue, ev-ery organ and every gland in the brain and body.
2. It is critical to get these oils from the diet be-cause the body cannot manufacture them.
3. Our North American Diet is “severely defi cient in Omega 3 and heavily laden with Omega 6 oils.” (Blaylock, Russell L. M.D. Health and Nutritional Se-crets that can save your life. 2006 pp.374)
4. EPA/DHA Omega 3 used to be in our diet through grass fed animals, wild game and fi sh.
5. Omega 3 fatty acids are not found in grain fed animals.
6. Wild fi sh is still a source but our oceans are too polluted to consume adequate amounts of fi sh.
7. Flax seed oil does not contain EPA/DHA. It contains ALA (alpha linolenic acid), which the body converts to EPA/DHA.
8. EPA/DHA from plant sources cannot be con-verted within the body effi ciently enough to supply the body’s requirements.
9. Our bodies are genetically required to consume EPA/DHA WITHOUT converting it fi rst. This is bad news for vegans and vegetarians.
10. Therefore, the best option is to supplement with a high quality fi sh oil.
11. That means it should NOT be a concentrated oil. The ratio of EPA/DHA must be the same as in nature. Unadulterated.
12. Omega 6 oils, corn, peanut, soybean, saffl ower, sunfl ower, canola cottonseed etc., are over abundant in our diet causing an increase in infl ammation issues in our society.
13. It is not enough to just take an EPA/DHA Ome-ga fatty acid supplement you MUST decrease the con-sumption of infl ammatory Omega 6 oils as well. Guess what foods have Omega 6 in them? You’re right, all the ones you like and your T.V. is enticing you to get more of: breads, cereals, crackers, processed foods, to name a few.
14. Olive oil, primarily an Omega 9 is a kind of neu-tral oil, great for salad dressing but should not be heated to high temperatures.
15. DHA is one of the primary nutrients in healthy human breast milk, unlike other mammal’s milk. That is one of the reasons why it is not a good substitute.
Currently in North America, for every 3 people you meet you could say that, one will get heart disease, one will get diabetes and one will get cancer. It is interesting to discover that these diseases and the ones most com-

Prominent researcher apologizes for pushing fluoride

"Why'd you do it, Doc? Why'd you toss the fl uoride folks overboard?"
I had just tracked down Dr. Hardy Limeback, B.Sc., Ph.D in Biochemistry, D.D.S., head of the Department of Preventive Dentistry for the University of Toronto, and president of the Canadian Association for Dental Research. (Whew.)
Dr. Limeback is Canada's leading fl uoride authority and at one time was the country's primary promoter of the controversial additive.
In a surprising newsmaker interview Dr. Limeback announced a dramatic change of heart. "Children un-der three should never use fl uoridated toothpaste," he counseled. "Or drink fl uoridated water. And baby for-mula must never be made up using Toronto tap water. Never."
Why, I wondered? What could have caused such a powerful paradigm shift?
"It's been building up for a couple of years," Lime-back told me during a telephone interview. "But certainly the crowning blow was the realization that we have been dumping contaminated fl uoride into water reservoirs for half a century. The vast majority of all fl uoride additives come from Tampa Bay, Florida smokestack scrubbers. The additives are a toxic byproduct of the super-phos-phate fertilizer industry."
"Tragically," he continued, "that means we're not just dumping toxic fl uoride into our drinking water. We're also exposing innocent, unsuspecting people to deadly elements of lead, arsenic and radium, all of them carcinogenic. Because of the cumulative properties of toxins, the detrimental effects on human health are cata-strophic."
A study at the University of Toronto confi rmed Dr. Limeback's worst fears. "Residents of cities that fl uori-date have double the fl uoride in their hip bones vis-a-vis the balance of the population. Worse, we discovered that fl uoride is actually altering the basic architecture of hu-man bones."

Allowing a third party to download software or remotely access your computer carries a number of serious risks. Malicious software can be installed to capture sensitive data such as your online banking user names and passwords, bank account information and your personal identity information. Your computer can also be converted to a bot-net, which means criminals can use it without your knowl-edge or participation. It can then be used to spam other people, spread viruses to your friends or overload com-puter networks. Getting your credit card information is the second important part of the virus scam. Once a criminal has that information it can be used to make purchases without your consent.
Canadians should be aware that not all virus scams are conducted over the phone. Many CAFC callers re-port being scammed after responding to internet pop-
up ads for anti-virus software.Sgt. Proulx offers this simple advice: “If you’re
really worried about viruses on your computer, be pro-active and use anti-virus software that you've acquired from reputable sources and keep it up to date. If some-one calls you out of the blue offering to provide this kind of help, it’s probably a scam. Remember, it's not rude to hang up on someone who's trying to steal your money and information.”

In short, 2012 is like any other year, where things could get better or worse, albeit probably in a more grad-ual way than a sudden dawning of world-wide enlight-enment or the quick destruction inherent in the various doomsday scenarios. What is worthwhile considering is how such contradictory and ludicrous ideas as those contained in the 2012 transformation or 2012 apocalypse scenarios can gain traction.
Some cognitive scientists postulate there is little that separates belief systems in everyday life with the completely false belief systems given to someone under hypnosis. According to Therry Melchior and other hyp-notism researchers, there is no fundamental difference between susceptibility to suggestion in everyday life for most people and that of the person onstage convinced that they are a chicken. It is simply a matter of degree. When stampeding shoppers are injured getting the latest fad to celebrate Christmas, it can be seen that the degree of separation in some cases is not a large one.
In point of fact, the belief system that most people have on how our money and debt system works is not fundamentally different from the belief system that the planet Nibiru will swing by in the year 2012. We tend to cast aspersions on societies that fall under the sway of witch doctors and such, but the reality is that most in the so-called developed nations have beliefs about the money system that are every bit as irrational as the soci-ety in thrall to a witch doctor.
Television in particular can be a powerful infl uencer for reasons beyond that which most would recognize. There is evidence the medium itself lends itself to hyp-notic infl uencing. In November 1969, researcher Her-bert Krugman convinced his secretary to engage in an experiment involving a brain scan and television. With-in thirty seconds of a television being turned on, the secretary's brain waves switched from predominantly beta waves, indicating alertness, to predominately alpha waves, which indicate an unfocussed, aimless state sub-conscious state. When the secretary started to read a magazine, the beta waves reappeared.
The average Canadian spends over 20 hours a week watching television, or about one quarter of their waking time. For children, the effects are particularly trouble-some in that their brains are put continually into a pas-sive state while they are in a growth and development

A very important consideration here is that someone who does not want to be hypnotized does not fall under hypnosis. One one can refused to be hypnotized whether on stage with a trained hypnotist or in front of television or other infl uencing medium. However, it helps greatly to be forewarned.

However, there is a relevant systems theory axiom here that has been paraphrased by systems theorist Pe-ter Senge that “the easy way out usually leads back in”. Senge holds a degree in aerospace engineering and is the

New Year’s resolutions can be a good motivator. Improving one’s mind could be considered every bit as important as improving one’s health through exercise and so on. In 2012, rather than wait for the planet Ni-biru, or for someone else to improve the stability and justice of the economic system, why not get involved for yourself? Once the initial hurdle of deprogramming yourself from the mainstream media propaganda on the issue is attained, such involvement can become fun and rewarding. In this way, improving your mind is much like starting to work out to improve your health; or like much else in life worth doing. The fi rst bit can be tough, but the rewards do come.

And That's When the Fight Started One year, I decided to buy my mother-in-law a cem-
etery plot as a Christmas gift... The next year, I didn't buy her a gift.
When she asked me why, I replied, "Well, you still haven't used the gift I bought you last year!"
And that's how the fi ght started..... I took my wife to a restaurant. The waiter, for some
reason, took my order fi rst."I'll have the rump steak, rare, please."He said,”Aren't you worried about the mad cow?""Nah, she can order for herself." And that's when the fi ght started..... My wife and I were sitting at a table at her high
school reunion, and she kept staring at a drunken man swigging his drink as he sat alone at a nearby table.
I asked her, "Do you know him?""Yes", she sighed,"He's my old boyfriend. I understand he took to
drinking right after we split up those many years ago, and I hear he hasn't been sober since."
"My God!" I said, "Who would think a person could go on celebrating that long?"
And then the fi ght started... When our lawn mower broke and wouldn't run, my
wife kept hinting to me that I should get it fi xed. But, somehow I always had something else to take care of fi rst, the shed, the boat, making beer. Always something more important to me. Finally she thought of a clever way to make her point.

Early in the 1930's Dr. Fuller opened his dental of-fi ce just west of the Beaver Lumber. With his coming the portable headrest fastened to a kitchen chair gave way to modern equipment. Dr. Fuller's drill (which today would be considered an instrument of torture) can be seen in the Sangudo Museum.
Travelling clinics, sponsored by the Department of Health and Welfare, served rural areas of Alberta dur-ing the late 30's and early 40's. These two-day affairs, held in Rochfort Bridge and Mayerthorpe halls, relied on volunteer assistance from willing parents. Children were stripped and ushered through "check-ups" by the hundreds. Frequently the diagnosis was that tonsils and adenoids must be removed. The chosen ones returned to the hall the following morning, having been proper-ly starved, and an enema administered before leaving home.
With them came bundles of bedding, a cot, pajamas, a slop bucket, and anxious parents. Operations took place on the stage, which could be curtained for privacy. Ether was administered; its sickly smell mingling with other odors from the buckets kept in readiness beneath the cots. Pallets and cots crowded the hall and parents kept watchful eyes on their children, to be sure no complica-tions arose after surgery. Some parents were concerned because their children suffered bleeding problems after the hasty surgeons had departed. Nevertheless, the clinic was often the only medical checkup most children ever experienced.
It was obvious that the growing community needed a medical centre so a hospital was planned for the village. Mayerthorpe General Hospital fi rst opened its doors to accept patients on August 7, 1946. Dr. G. Straughan was the fi rst doctor to use the hospital facilities. He was joined by Dr. P. Kimmitt in 1947. Tribute must be paid to Dr. Kimmitt, for one rainy night in March, 1948, this dedicated man pumped his way from Mayerthorpe to Rochfort Bridge by handcar on the C.N. Railroad. He

stood on an open-air platform and propelled this ma-chine by means of a hand pump, which must have been exhausting for one person, as it was usually operated by two men. The last mile he struggled on foot through mud and slush to attend Mrs. Maude Black, who was gravely ill. Many hours later the doctor returned to Mayerthorpe in the same manner.
After the Mayerthorpe Hospital was in operation Norman Taylor was called upon to race the stork, as he drove one of the few cars in the district. Norman's moth-

er always accompanied the patient, but although they were often short-taken, none of the babies were born on the road.
In 1951 there were severe blizzards, blocking all roads. When Bess Hagman decided her baby was on the way, Rapheal Majer set off for Mayerthorpe on horseback, to summon a doctor. (Telephones were non-existant in rural points.) He wallowed through snow-banks, crossing fi elds and fences. It was impossible for a doctor to get to Bess in this manner, so an airplane was ordered from Edmonton. However, the makeshift runway at Mayerthorpe was too short to enable the plane to get airborne again after picking up Rapheal and the doctor. Rapheal hastily drew a map showing the pilot how to reach Hagmans, and disembarked. Norman Tay-lor and Cecil Jones were called upon to each take a wing and literally push to get the plane airborne. When the plane fi nally rose, both men fell fl at on their faces in the snow. The doctor attended Bessie, who had already given birth to her son, Pat, and they fl ew safely back to Mayerthorpe, landing in a fi eld near town. Ellis Granley drove them by sleigh to the hospital.
"Other doctors during the early years included Dr. Krause, Dr. Klassen and Dr. H. Vermuelen." reports John Majcher.
Nursing staff during the fi rst year or so were: Miss Wimbles, Miss Scott, Miss D. Chapman, Miss J. dark. Mrs. Jessie Mossip, Miss B. Price, Mrs. Leiola Edwards, Miss Ester Hewitt, Miss Hank Thorseih (now Mrs. Sian Angerman) and Miss Marg Bolion.
The fi rst hospital board was made up of Lew Tay-lor (Chairman), Gordon Edwards, Charlie Bannister and John Langley. Mr. Ted Anderson was the original care-taker, and his wife, Esther, was the cook.
Mr. William Richardson was the fi rst Secretary Treasurer, followed by Art Cowley, and Ben Boudreau. John Majcher became the Administrator in June, 1958, a

More recent resident doctors of Mavenhorpe in-cluded Dr. S.S. Hein, Dr. W.W. Yake, Dr. J. Letts, Dr. M, Cannon, Dr. E.J. Scales, Dr. B, Archer, Dr. T.G. Ker-shaw, Dr. I. Ashforth, Dr. J.M, Grainge, Dr. B.R, Deery, Dr. J.M. Meagher, Dr. L.K. Kamdar and Dr. S.R. Ka-nani. After having the medical offi ce on Mayerthorpe's main street for several years, the town decided to build a clinic on the hospital grounds, which would be available for a resident doctor to rent. This arrangement has been in effect for several years.

Exciting developments
starting at Rotary Park this spring.If you haven't seen it
yet, the proposed plan for further development of Rotary Park shows great promise. Now that the corner has been turned towards spring (touch wood), it will be great to see this project moving forward.
Parc Golf, beach vol-leyball, a natural stage, playground and wash-room/concession build-ing, along with more parking are all part of the plan. What is more, an additional entrance to the park will be extended off Main Street.
The Town of Whitecourt would like to thank all those who par-ticipated in the Rotary Park Public Input Meeting this fall and who provided feedback during public interviews at Rotary Park last summer.
A new Rotary Park Concept Plan was ap-proved by Town Council, based upon input received from the public and the Policies and Priorities Committee. This Plan will be used as a guide for future development at Rotary Park. As a concept plan, it has the fl exibility to change with the grow-ing needs and wants of the community.

Skeletal fl uorosis is a debilitating condition that oc-curs when fl uoride accumulates in bones, making them extremely weak and brittle. The earliest symptoms?
"Mottled and brittle teeth," Dr. Limeback told me. "In Canada we are now spending more money treating dental fl uorosis than we do treating cavities. That in-cludes my own practice."
One of the most obvious living experiments today, Dr. Limeback believes, is a proof-positive comparison between any two Canadian cities. "Here in Toronto we've been fl uoridating for 36 years. Yet Vancouver — which has never fl uoridated — has a cavity rate lower than Toronto's." And,he pointed out, cavity rates are low all across the industrialized world including Europe, which is 98% fl uoride free. Low because of improved standards of living, less refi ned sugar, regular dental checkups, fl ossing and frequent brushing. Now less than 2 cavities per child Canada-wide, he said. "I don't get it, Doc. Last month, the Centers for Disease Control (CDC) ran a puff piece all across America saying the stuff was better than sliced bread. What's the story?"
"Unfortunately," he replied, "the CDC is basing its position on data that is 50 years old, and questionable at best. Absolutely no one has done research on fl uo-rosilicates, which is the junk they're dumping into the drinking water."
"On the other hand," he added, "the evidence against systemic fl uoride in-take continues to pour in."
"But Doc, the dentists." "I have absolutely no train-ing in toxicity," he stated fi rmly. "Your well-intentioned dentist is simply following 50 years of misinformation from public health and the dental association. Me, too. Unfortunately, we were wrong."
Dr. Hardy Limeback addressed his faculty and stu-dents at the University of Toronto, Department of Den-tistry. In a poignant, memorable meeting, he apologized to those gathered before him.
"Speaking as the head of preventive dentistry, I told them that I had unintentionally mislead my colleagues and my students. For the past 15 years, I had refused to study the toxicology information that is readily available to anyone. Poisoning our children was the furthest thing from my mind."
"The truth," he confessed to me, "was a bitter pill to swallow. But swallow it I did."
South of the border, the paradigm shift has yet to dawn. After half a century of delusion, the CDC, Ameri-can Dental Association and Public Health stubbornly and skillfully continue to manipulate public opinion in favor of fl uoridation.
Meantime, study after study is delivering the death knell of the deadly toxin. Sure, fl uoridation will be around for a long time yet, but ultimately its support-ers need to ready the life rafts. The poisonous waters of doubt and confusion are bound to get choppier.
"Are lawsuits inevitable?" I asked the good doctor. "Remember tobacco," was his short, succinct reply. Wel-come, Dr. Hardy Limeback, to the far side of the fl uoride equation. It's lonely over here, but in our society loneli-ness and truth frequently travel hand in hand. Thank you for the undeniable courage of your convictions.

as she presented me with a squirming bundle. It was a rainy September morning in 1959, and the stork had been working overtime. Mayerthorpe Hospital nursery was fi lled to overfl owing, and the staff were ushering out discharged patients as quickly as possible. In order to hurry my departure, the nurse took our new baby clothes to dress the infant while I was getting ready.
Thanking her, I clutched our new son and was helped into the pickup by my husband, Fred. We started down the muddy highway toward home. As the pickup began to get warm I unwrapped our precious infant. "Isn't it strange how a little bonnet changes his appearance". I exclaimed. "Did you know our new son has a large birth-mark on his right wrist?" "What's a birthmark, Mummy", questioned our oldest son, Russell. At six years of age he was very interested in this new addition to our family.
"A birthmark is a sign that God puts upon a child to make him special", I explained. "Darrell has a brown birthmark. Would you like to see it?'' Carefully I pushed up the tiny sleeve to expose the birthmark, but it wasn't there! "How strange", I remarked, "I thought it was on his right wrist". Nervously I raised his other tiny sleeve, but no birthmark could be seen. "Fred, I think we have the wrong baby," I cried out. "Don't be silly", said Fred, as he drove on. "No, really Fred, I know our baby had a birthmark and this baby has none. The hospital staff must have made a mistake", I said. "Hospitals don't make mistakes", corrected Fred, driving calmly home-ward. I began to undress the new baby with growing ap-prehension. I soon discovered we had a girl; Back to the Mayerthorpe Hospital wheeled the startled Fred, and the nursing staff quickly made the correction.
In later years, when well-meaning friends would advise us to have Darrell's birthmark removed, I always answered, Never. When I see his birthmark I know Dar-rell is our special child!"

idea could be expanded nationwide to send a message to a compromised Washington and the fi nancial industry.
It's called a municipal bank. Simply put, it would transfer the City of San Francisco's bank accounts—about $2 billion now spread between such banks as Bank of America Corp., UnionBanCal Corp. and Wells Fargo & Co.—into a public bank. That bank would use small local banks to lend to the community.
The public bank concept is not new. It has been pro-posed before in San Francisco and has a successful 90-year track record in North Dakota. Weidner notes that the state-owned Bank of North Dakota earned taxpayers more than $61 million last year and reported a profi t of $57 mil-lion in 2008, when Bank of America had a $1.2 billion net loss. The San Francisco bank proposal is sponsored by city supervisor John Avalos, who has been thinking about a municipal bank for several years.
Weidner calls the proposal “the boldest institutional stroke yet against banks targeted by the Occupy move-ment.”
Responding to the CriticsHe acknowledges that it will be an uphill climb. In a
follow-up article on December 6th, Weidner wrote:
Of course, there are critics. . . . They argue that public banks would put public money at risk. Would you be sur-prised to know that most of the critics are bankers?
That’s why you don’t hear them talking about the $100 billion they lost for the California pension funds in 2008. They don’t talk about the foreclosures that have wrought havoc on communities and tax revenues. They don’t talk about liar loans and what kind of impact that’s had on the economy, employment and the real estate mar-ket — not to mention local and state budgets.
Risk to the taxpayers remains the chief objection of banker opponents. “There is no need for such lending,”
they say. “We already provide loans to any creditworthy applicant who comes to us. Why put taxpayer money at risk, lending for every crackpot scheme that some politi-cian wants to waste taxpayer money on?”
Tom Hagan, who pays taxes in Maine, has a response to that argument. In a December 3rd letter to the editor in the Press Herald (Portland), he maintained there is no need to invest public bank money in risky retail ventures. The money could be saved for infrastructure projects, at least while the public banking model is being proven. The salubrious result could be to cut local infrastructure costs in half. Making his case in conjunction with a Maine turn-pike project, he wrote:
Why does Maine pay double for turnpike improve-ments?
Improvements are funded by bonds issued by the Maine Turnpike Authority, which collects the principal amounts, then pays the bonds back with interest.
Over time, interest payments add up to about the original principal, doubling the cost of turnpike improve-ments and the tolls that must be collected to pay for them. The interest money is shipped out of state to Wall Street banks.
Why not keep the interest money here in Maine, to the benefi t of all Mainers? This could be done by creating a state-owned bank. State funds now deposited in low- or no-interest checking accounts would instead be deposited in the state bank.
Those funds would be used to buy up the authority bonds and municipal bonds issued by the Maine Bond Bank. All of them. Since all interest payments would fl ow into the state treasury, we would end up paying half what we now pay for our roads, bridges and schools.
North Dakota has profi ted from a state-owned bank for 90 years. Why not Maine?
The state bank could generate “bank credit” on its books, as all chartered banks are authorized to do. This

credit could then be used to buy the bonds. The govern-ment’s deposits would not be “spent” but would remain in the government’s account, as safe as they are in Bank of America—arguably more so, since the solvency of the public bank would be guaranteed by the local govern-ment.
Critics worry about the profl igate risk-taking of poli-ticians, but the trusty civil servants at the Bank of North Dakota insist that they are not politicians; they are bank-ers. Unlike the Wall Street banks that had to be bailed out by the taxpayers, the Bank of North Dakota invests conservatively. It avoided the derivatives and toxic mort-gage-backed securities that precipitated the credit crisis, and it helped the state avoid the crisis by partnering with local banks, helping them with capital and liquidity re-quirements. As a result, the state has had no bank failures in at least a decade.
With intelligent use of the ever-evolving Internet, truly effective public oversight can minimize any crony-ism. California’s pension funds might have avoided los-ing $100 billion if, instead of gambling in the Wall Street casino, they had invested in infrastructure through the state’s own state bank.
The Constitutional ChallengeIn Weidner’s Wall Street Journal article, he raises
another argument of opponents—that California law for-bids using taxpayer money to make private loans. That, he said, would have to be changed.
The U.S. Supreme Court, however, has held other-wise. In 1920, the constitutional objection was raised in conjunction with the Bank of North Dakota and was re-jected both by the Supreme Court of North Dakota and the U.S. Supreme Court.
A municipal bank would be doing with the public’s funds only what Bank of America does now: it would be lending “bank credit” backed by the bank’s capital and deposits. The difference would be that the local commu-nity, not Florida or Europe, would get the loans; and the city of San Francisco, not Bank of America, would get the profi ts.
California and many other states already own infra-structure banks that use the states’ funds to back loans. If that use of public monies is legal, and if public funds can be deposited in Bank of America and used as the basis for loans to multi-national corporations, they can be depos-ited in the Bank of San Francisco and used as the basis for loans to the local community.
Better yet, they can be used to buy municipal bonds. Investing in municipal bonds would avoid the consti-tutional issue with “private loans” altogether, since the

Sending a Message to Wall StreetThe campaign to “move your money” has gotten a
groundswell of support, but move your money into what? Weidner repeats the complaint of critics that private credit unions have gotten too big and threaten commer-cial banking. Having greater impact would be to “move our money”—move our local government revenues out of Wall Street banks into our own publicly-owned banks, which could then generate credit for the local economy and public works.

We need sleep! ...you could be sleep deprived and putting yourself
at risk for an early death. That stunning conclusion was reached by researchers at Penn State College of Medi-cine, who determined that when we get just six hours of sleep a night, we are actually sleep deprived. And sleep deprivation not only makes us sleepy during the day and decreases our productivity and performance levels, but also promotes the potentially dangerous process of in-fl ammation. Infl ammation of this sort can lead to a vari-ety of problems, including heart disease and hardening of the arteries, reports WebMD.
Previous studies have examined the effects of severe sleep deprivation, which is fi ve hours or less of sleep. This one looked at the effects of modest sleep restric-tion, something that many people live with day in and day out in order to meet the pressing demands of work and family. The levels of infl ammatory factors skyrock-eted in the 25 study volunteers — who spent 12 consec-utive nights in a sleep laboratory — when they had just six hours of sleep, compared with eight hours. So when you pass up sleep to watch more television, talk to your spouse, or clean the house, you are putting yourself at risk for cardiovascular disease and osteoporosis.
