What We Heard11. Visioning & Values:
• What we know
• What we’ve heard (so far)
• What we’re learning (and how to get involved)
2. Questions & Constraints:
• How did we get here?
• Why pre-k at Walker and middle school at Buford?
• Capacity- how much should we build for and why?

Team Meeting #312Vision & Values – What we heard at CDT 02
• Charlottesville and
CCS are unique
• This process is complex and there are lots of ongoing questions• We will have dedicated updated time during “what we heard” each meeting to address
frequently asked questions
• After the meeting formally concludes, there will be open forum time where the design team
will stay for discussion and questions as long as is necessary
• Resources and context for the project (including all previous meeting content) is always
available at http://charlottesvilleschools.org/facilities/ we are working to make these
resources more user-friendly, please let us know if you have feedback
• Desire to dive more deeply into unique Buford and Walker (middle
school & pre-k) conversations

Team Meeting #313Vision & Values – What we’ve heard (so far)
“Progress, relief, opportunity”
“Fewer transitions for middle school”
“the opportunity to design spaces for
today's children and world”
“(CCS is) More than a classroom”
So far, we’ve been
learning from…
• CDT meetings
• Community survey
• School principals
• Community leaders
• Buford summer school
students
• City departments (ex. NDS &
Parks & Rec)
• Local elected leaders
• CCS staff

Team Meeting #316Why PreK at Walker & Middle School at Buford?
Should the PreK location be at Buford instead?
Reasons why
• Transportation. Buses will be required to transport majority of PK students
• Highway noise from 250 by-pass at Walker Site
• Keeps the PreK and wrap around services closer to the community they will serve
• Buford site is better for a middle school:
• 2.5 acres larger
• Flatter site with more space for fields and courts
• “L” shaped site (versus a triangle at Walker) that better accommodates big structures like a gym.
• Existing investments at Buford site to serve Middle School Students:
• Science labs renovated in 2013
• Boys and Girls Club
• City is only 10 square miles in area and sites aren’t that far apart (real estate assets are where they are)
• Important to not have both city-wide MS & HS on north side. Need to invest in south side.
• Worries about “going backwards” in process and slowing down reconfiguration.
Reasons why not
07.06.2021
Community Design
Team Meeting #317Should we explore two middle schools?
Should we explore renovating Walker & Buford to two smaller middle schools?
Reasons why
• Smaller schools for middle school grades (does research say there is a benefit? What’s ideal?)
• Redraw boundary lines for better equity in all elementary schools
• Doesn’t leave a currently owned school site for a centralized Pre-K
• 5th grade & Pre-K will not fit in neighborhood elementary schools as is, would require expansions at
each site.
• Construction cost implications (two larger auditoriums, two larger gyms)
• Operating cost implications for full MS programming at two sites (which would be savings with the
reconfiguration)
• Major equity concerns - don’t want to relive what we had in the past
• This option was explored, and not chosen, as part of the public process in the 2010 reconfiguration
decision
Reasons why not

Team Meeting #319How much capacity should we build in?
Is a 1,050 student middle school big enough?
• 1,050 planned capacity represents a 20% growth over today’s enrollments
• Commonwealth of Virginia considers it a 1,200 capacity
• Weldon Cooper Center advises we won’t see strong growth unless there are changes to
zoning
What about the planning changes proposed by Cville Plans Together?
• Limited value in attempting to model impact of higher density zoning – there is untapped
density in current zoning, so it’s hard to predict
• Best way to deal with possible enrollment growth is master-planning
• How much site space do today’s plans leave for additions?
• Plan for new school sites in Comprehensive Plan?
• Flexibility in planning / construction / scheduling
Current reconfiguration plan creates capacity system-wide

Walker Site Test Fits:
Must dos (guard rails):• Phase 1 = Early Childhood Center w/ 20 classrooms
• Phase 2 = Expansion to at least 32 Classrooms
• Upgrade all areas impacted to meet current codes & ADA requirements
• Space for wraparound services (medical, nutritional, and social services) provided by community included in Phase 1. Space & entrance are separate from school.
• 1 parking space per staff member provided (75 @ Phase 1; 100 total @ Phase 2 Expansion).
What Varies among the Test Fits:
• How much new/reno/addition
• Where the Early Childhood Center is sited
• Front door at Gentry Lane or Rose Hill?
• Whether student car + bus drop are co-located (shared “front door” experience)
• What existing buildings and amenities remain
• How much wraparound service space is provided, and how front door relates to school front door
• Whether CCS Central Admin is consolidated on site
• How much site is left to develop after 32 CR center is complete
Paths not taken• Demolish Building A (main classroom building)
• Demolish Building B
• Start with new construction @ Gentry
Should any of these turn into constants?
Is this the right list?
Is there a reason to try these?

What should
determine where on
the site we put the
EC Center? …Why?
Right now the primary driver for the school building location is different in each scheme.
• Should we narrow down and focus our studies on variations at one location?
• Shift focus and study two options at north and one at the south?
• Something else?
Scheme A – Start With Renovation • Reuse of the “A” building in phase 1,w/
separated over/under arrangement of the Early Childhood Center & Wraparound Services.
Scheme B – Build New• Entry landscape centered on Rose Hill • Providing vehicular access to the mid-level
of the site • Maximal play/learn space on the west side
of the site (away from 250 bypass)• Consolidation of all school site needs at
south of site
Scheme C - Start With Addition• Front door at Rose Hill• Preservation playfield space• Don’t demolish any buildings in Phase 1• Reuse southern existing school buildings
(Gym & Auditorium) for school

Test Fit “A”Walker Site
What did we learn?1. Building “A” overall is more than big enough to
host the EC center w/ 20 classrooms.
2. It’s not possible to fit all the school-related site
needs on the available land immediately around
Building “A”
3. The over/under configuration of EC space &
Wraparound space creates a number of site
challenges.
1. Moving away from the over/under organization
of EC & Wraparound giving EC students access to
both levels of Building A, while maintaining required
separateness of Wraparound Space
What would we study next if we progressed or adjusted this scheme?

Test Fit “B”Walker Site
What did we learn?1. Demolishing Crow affords the opportunity to create vehicular &
ADA pedestrian access to the site’s currently inaccessible
midlevel (Building “B” level), as well as compactly efficiently
create over 130 parking spaces on a noisy part of the site.
2. We didn’t solve how to enlarge the site terrace at the Rose Hill
entry level AND keep the field.
The Phase 1 footprint was in part shaped by an attempt to preserve the field in phase 1.
As we studied stormwater, grading, & fire lane requirements we found that we can’t
preserve it… so we need to revisit the footprint if we try to progress this scheme.
3. Taking out three community rec amenities (field, gymnasium, &
pool) without an urgent need for the space in “A” requires a
compelling “why”/benefit. We think we might be able to do a good “new
build” scheme somewhere less complicated and less disruptive.
What would we study next if we progressed or adjusted this scheme?
1. Try a “new build” scheme at the Gentry entry landscape, for a scheme that doesn’t take out so many community assets: Test if we can build
there in a way that connects grades and is feasible while 5th + 6th is running at Walker.

Test Fit “C”Walker Site
What did we learn?
What would we study next if we progressed or adjusted this scheme?
1. Building on the south part of the site without removing any
amenities in Phase 1 creates compromises for every amenity.
• Convenient parking for the EC Center & Crow is extremely limited: 36
spaces
• The Arrival landscape is primarily parking lot & drive lanes
• The EC Center is 3 stories & only one level connects to significant
outdoor play & learn space (It is the mid-level so at least no one has to
go up or down more than one level to get out).
• The field size gets reduced by the fire lane (we have a meeting scheduled
with the fire marshall to learn if there is a way we can avoid this)
2. With the addition of a small connector, the Phase 2 EC
Expansion fits into the upper level of the gym + the “B”
Building, if we don’t preserve the auditorium space.
1. More detailed study of field size & how to coordinate w/ fire lane
2. Other options for Phase 2 Expansion footprint
3. Choosing ONE amenity to remove in phase 1: Gym/”C” building OR Crow OR play field

Team Meeting #3104Walker Site
Walker Site Test Fits:
Must dos (guard rails):• Phase 1 = Early Childhood Center w/ 20 classrooms
• Phase 2 = Expansion to at least 32 Classrooms
• Upgrade all areas impacted to meet current codes & ADA requirements
• Space for wraparound services (medical, nutritional, and social services provided by community partners separate from school) included in Phase 1
