How Is The Rest Of The World Leading City Surveillance?
By the 2002 election, crime had become by far the top concern for the citizens of Miraflores. The newly elected Mayor made crime reduction and citizen security his top priority.
2003: Alerta Miraflores
Identify The Problems
1. Poor Image Quality, Poor Evidence 2. Video Evidence Not Stored For Long Enough 3. Cameras Unable To Move With Crime
Hotspots 4. Lack of Total Evidence Intelligence
“The metropolitan Police’s own figures now state that for every 1,000 cameras in their jurisdiction one crime is solved each year. Perhaps that’s because cameras are often turned off or not working, which is much worse than them simply not being there as law enforcement becomes dependent on an unreliable resource. When they’re working and turned on, sometimes they’re not pointing in the right direction. Footage is often scrubbed before law enforcement officials collect it. “When it’s working, turned on, pointing in the right direction and not scrubbed, the quality of footage is often such that courts cannot use it. Alexander Deane, Big Brother Watch
Miraflores Answer: Switch It Off?
Answer: New Architecture And Technology
That Solved The Problems.
1: Poor Image Quality, Poor Evidence
Miraflores: HD Cameras
2: Video Evidence Not Stored For Long Enough
All cameras are colour and have pan, tilt and zoom capabilities, they are situated throughout the city and are monitored and recorded 24 hours per day. Evidence is retained for a period of 31 days.
Most crimes do not have a time limit for reporting them. The crimes that do have time limits are 'summary only' which means that they can only be tried at a Magistrates Court and are relatively minor offences; they must be prosecuted within 6 months (e.g. common assault, harassment and take without owners consent (TWOC)). Do bear in mind that the longer the period between the incident happening and reporting the matter to the police the harder it will be for the police to gather the evidence.
Miraflores: 120 Days Of Video Evidence
3: Cameras Unable To Move With Crime Hotspots
Architecture That Allows Rapid Deployment
• The system allows flexibility, can use a Wireless Network for rapid deployment.
• Install and Monitor Cameras Quicker Than Using Fibre
4: Lack of Security Information
Miraflores: Completely Integrated Information
