The mission of the Department of Fish and Wildlife (WDFW) is to provide soundstewardship of Washington’s fish and wildlife resources. A significant amount ofannual funding to support our stewardship activities is derived from a uniquefederal excise tax placed on ammunition, archery products, and firearms.WDFW’s shooting range development program recognizes the important financialcontributions hunters and recreational shooters make via these taxes and nowdevotes a portion of the money received to promote safe, accessible shootingopportunities statewide.

Every non-military, non-law enforcement shooting facility we could identify here inWashington has been included in this booklet. Some ranges listed herein are formembers only, while many more are open to the general public during certainhours of the day or specific days each month. Commercial ranges are also listed.

Please note that almost all ranges charge an hourly or day-use rate to access thefacility, regardless whether the range is commercial, public or private. Naturally,charges vary according to the type of facility and services offered. Almost allshooting ranges welcome new members and encourage prospective members tovisit their facility to become familiar with their activities and services. Checkwhat’s available in your area, visit the ranges which offer the services you are mostinterested in, and then decide for yourself which ranges you prefer to patronize.Regardless of your choice, remember that “Safety First” is the operative rulewhenever and wherever you shoot.

Limited Shooting Range Funds Available

The goal of the Department of Fish and Wildlife’s shooting range developmentprogram is to promote public safety in Washington State. Federal funding forshooting ranges is derived from a federal excise tax on archery equipment andon handguns, pistols and revolvers. Washington receives its portion of thesefederal excise tax monies on the basis of state population.

Range operators interested in using federal funding should understand therequirements and limitations imposed upon project applicants. Generallyspeaking, federal funds can be used to:

Construct New Facilities. At a minimum, new range constructionprojects require preparation of an Environmental Assessment. Inaddition, a Finding Of No Significant Impact must be issued by theregional director of the U.S. Fish and Wildlife Service before any newrange construction project is approved.

Maintain And Improve Existing Facilities. Range maintenanceapplications normally qualify for a “categorical exclusion” from addi-tional federal environmental requirements because they do not have assignificant an impact as new construction or range expansion projects.Proposed “maintenance” projects are the easiest to fund.

Expand Existing Facilities. Expansion projects do not qualify for acategorical exclusion and require an Environmental Assessment. Aswith new construction, a Finding Of No Significant Impact must beissued by the regional director of the U.S. Fish and Wildlife Servicebefore any new range construction project is approved.

Federal regulations prohibit funding for commercial or privately-owned shootingranges operated for-profit, ranges reserved exclusively for law enforcement orcompetition shooting, and ranges which are not open to the public on a regularbasis. Ranges which allow public access only for competitive events are noteligible to apply for federal funding.
