CDM 2016 is now wellbedded in especially withmajor capitalconstruction projects.However the applicationof the Regulations onsmaller operationally ledwork has thrown up aunique set of problems.

Nowhere is this more evident than in theutilities and infrastructures sectors where thenature of the work undertaken has renderedeffectively fulfilling the requirementsproblematical.

The regulations (written some say with asingle site based approach), do not lendthemselves to what is in effect a multi siteoperation.

In its latest Corporate Plan HSENI haveidentified Utilities as one area where thework activities pose a high risk.

This seminar aims to identify the problemareas and suggest how best to tackle them toensure adherence with the CDM Regs.

● Achieving maximum flexibility in the labourarrangements to reflect the increase insub-contracting

Kevin has nearly 40 years experience in NIE. For the last 6 of these he has beenHead of HSE. He has been a Senior Authorised Person with responsibilities innetwork operation, connections delivery, emergency response, fault location,customer service, network construction and has specialised in undergroundcable fault location techniques and the development of Electrical Safety Rules.CMIOSH qualified Kevin is also Chair of the NI Utilities Safety Group.

Billy began his career in the Electricity Supply Industry as an Apprentice withEastern Electricity Board in 1990 and progressed into the world of Health andSafety in 1996. Well known as a safety auditor Stephen lectured in this and safetymanagement systems at both at Queens University Belfast and Trinity CollegeDublin. Prior to this he was Head of Technical Affairs for IOSH. Stephen hasbeen auditing in the construction industry for many years. He is a former Safety-cert Auditor in both Northern Ireland and the Republic of Ireland.
