SECTION A: CONSTITUTIONNAME

1. The name of this organization shall be the Moose Jaw High Schools Athletic Association (MJHSAA). The MJHSAA is one of four “Sections” in the South Central District Athletic Association (SCDAA). The other three are named: South West, South East & North. The SCDAA is one of fourteen District members of the Saskatchewan High Schools Athletic

Association (SHSAA).2. The MJHSAA is governed by all rules and regulations in the SHSAA Constitution and Bylaws except

where MJHSAA regulations are more restrictive.

SCHOOL BOARDS/SECONDARY PRINCIPALS

1. The Prairie South School Division #210 and the Holy Trinity Roman Catholic Separate School Division #22 delegate the following to its secondary principals: The responsibility for all organized activities in the high schools under their control.

2. The Education Act of 1995, states: “Subject to the stated policies of the board of education, a principal, under the supervision of the director, shall be responsible for the general organization, administration and supervision of the school, its program and professional staff.”

3. The principals entrust the Moose Jaw High Schools Athletic Association with the following: The organization, control and supervision of all interschool athletic competitions, subject to the

“Purpose” & “Guiding Principles” listed below. It is understood that the high school principals consider the Moose Jaw High Schools Athletic

Association to be autonomous.

MISSION

1. The MJHSAA exists to foster positive opportunities for high school students through interschool athletics in the following sporting activities: Badminton, basketball, cross country, curling, football, golf, soccer, track & field, volleyball &

wrestling.

PURPOSE/BELIEFS

1. The purpose of the MJHSAA is to coordinate the efforts of its members toward the ultimate objective of interschool athletics.

The MJHSAA will provide the administrative format for all high school sport activities.2. The major objective of interschool athletics is to provide wholesome opportunities for students to develop favorable habits, thereby making the student a better person and citizen. Participation in the activities of this organization will cultivate high ideals of fair play, good sportsmanship and good citizenship.

Athletics is an integral part of the holistic development of youth. In the value of sportsmanship and competition within an ethical framework.

3. Participation in school sport should be enjoyable and fulfilling. Student athletes should be assured of experiencing competitive educational opportunities through meaningful playing time.

The MJHSAA will provide equity of access to participation throughout its member schools.4. Leadership should be of the highest quality so as to exemplify to the participants the desired type of behavior to be developed from the athletic program. Measurement of leadership success should not be in terms of the tangible evidence of the victory and defeat record, but rather, in the intangible personality development factors that are an outgrowth of the major objectives of the athletic program.5. An active, healthy life-style should be encouraged through the promotion of high school sport.

GUIDING PRINCIPLES

1. The competitive environment, application of rules and the conduct of athletes, coaches and officials contribute positively to achievement of the social, personal and citizenship goals of education.

2. Participation in the activities offered by the MJHSAA is to be encouraged as they are an integral part of the total education process.

3. The athletic program shall be conducted in such a way so as to justify it as an educational activity. Thus, the athletic program must conform to the objectives and policies of the school.

4. All students shall have the opportunity to realize the physical, social and emotional values to be derived from inter-school competition.

5. The MJHSAA is committed to amateurism, student-athlete welfare, gender equity, sportsmanship and fair play, cultural diversity and the overall athletic experience. This will be reflected in every aspect of the athletic administrative operations and decisions.

6. Reasonable seasonal limits should be set for each sport. Care should be exercised not to devote an excessive number of hours to a sport with the result that the participants have neither the time nor the energy for productive scholarship.

7. The playing rules should provide for equitable competition, sportsmanship, fair play, health and safety. The athletic program must engender respect for the rules, the officials who interpret them and the policies under which the school and MJHSAA conduct their activities.

8. Recruitment of athletes by students or teachers is not consistent with the MJHSAA policy of providing equitable competition.

9. Athletic competitions should be planned so as to cause as little interference as possible with school attendance.

10. Interschool competitions must not be scheduled during the period of semester end exams. All competitions are to stop two days prior to the commencement of exams. A practice or meeting may be held only when all students involved in the activity have completed

examinations.

OBJECTIVES

1. To encourage participation of students in interschool athletics, holding the welfare of the participants as the primary criterion upon which all policies of the MJHSAA are based.2. To encourage the integration of sport activity with other portions of the school program.3. To plan, supervise, administer and promote interschool and post-district competitions.4. To encourage a varied athletic program in schools by restricting play to the recognized school sport season.5. To encourage the development of citizenship, good sportsmanship, inter-personal and athletic skills.6. To take a strong stand against profanity.7. To believe in the honesty and integrity of opponents and officials and to pass this belief on to our athletes. 8. To place emphasis on the skills learned and the appreciations developed through competition, instead of merely on winning games.9. To develop an appropriate level of fitness relative to the sport the student athlete is involved in.10. To promote fun and enjoyment through participation in the pursuit of excellence.11. To provide all athletes an opportunity to participate, regardless of ability.12. To ensure the Association be organized and maintained in a democratic manner as outlined in this Constitution and subsequent amendments.13. To ensure a positive image of the interscholastic program.14. To promote and follow SHSAA rules and regulations.

COACHING

1. The MJHSAA urges that all schools strive to have faculty members as head coaches. By his/her training, the teacher-coach is best prepared to seek wholesome development of the athlete’s character. He/she will also be in a position to correlate the athletic training into the school discipline and general school program.2. In cases where teams are coached by non-faculty coaching staff, it is the responsibility of that school to inform the coach of the MJHSAA/SHSAA procedures, policies, regulations and associated responsibilities.3. In order to participate in any activity organized by the MJHSAA, the SHSAA or by its Members all teams must be accompanied by an approved coach or supervisor who will remain present during the entire activity.4. A SHSAA “Declaration for non-faculty coach” form (E-14) must be completed for non-faculty head coaches of senior teams and be on file in the SHSAA office prior to the individual assuming any

supervisory duties. Individuals approved as coaches or supervisors may function as coach or supervisor only for the team designated on the E-14 form. Approval shall be granted on an annual basis.

5. Non-faculty head coaches of junior teams must complete a form called “Recommendation for board approval of non-teacher coach or supervisor of an extra-curricular activity” (EC-1). This form must be completed and School Board approved before the coach assumes any supervisory duties. Individuals approved as coaches or supervisors may function as coach or supervisor only for the team designated on the form. Approval shall be granted on an annual basis.6. An individual that is seeking to be approved as a non-faculty coach must be out of high school for 4

years. However, if a school wishes to have an individual be the head coach that has not been out of school for 4 years, they would be required to have a staff advisor or assistant coach that is an educator or another approved non-faculty.

7. In the event of a coach being ejected from a contest, the contest will be forfeited if there is not another approved coach or supervisor present to supervise the team.8. All coaches must complete the free Concussion Management course located at: http://www.schoolcoach.ca/courses.aspx 9. All coaches involved with a school team MUST complete the “Respect in Sport for Coaches” on-line training program. Upon completion of the course, each individual will be provided with a certificate number which schools are asked to enter into the coach information section of each team registration.10. First-time, non-faculty coaches MUST complete the on-line course “Fundamentals of Coaching” available at schoolcoach.ca.

MEMBERSHIP

1. Member schools of the MJHSAA are: COLOURS: SCHOOL TEAM NAME MAIN TRIM A.E. Peacock Toilers/Tornadoes Green Orange Central Cyclones Red Gold Cornerstone Christian Falcons Blue Gold Riverview Royals Blue White Vanier Vikings/Spirits Red Grey

2. The principal of each school shall declare up to five voting delegates.3. One of the voting delegates shall be an administrator.4. Prairie South Athletic Commissioner.5. Three members-at-large.6. Treasurer.7. The members listed under numbers 2 & 5 must be named at the initial meeting of each school year.

P. 4NON-MEMBER SCHOOLS

1. Non-member schools do not have membership status with the MJHSAA. However, the MJHSAA

invites non-member schools to have a representative present at all MJHSAA meetings and give one vote to each non-member school. It does not have to be the same representative present at every meeting, as long as the school maintains 50% attendance.2. Non-member schools are invited to attend sport activity coaches meetings and have input and vote at these meetings.3. Recommendations from coaches meetings are to be presented at the next MJHSAA meeting from the

league Commissioner. Recommendations will be discussed and possibly voted on.4. Non-member schools are to apply to the MJHSAA for league membership on a yearly basis. The deadline for application is the first Friday in May.5. League status for non-member teams of the MJHSAA requires teams to follow the Constitution and

Bylaws of the MJHSAA which includes: adherence to MJHSAA sporting activity rules and regulations found in the MJHSAA Handbook

including running an admission gate for play-off games in the sports of volleyball & basketball. The play-off gate is to be turned over to the MJHSAA and the MJHSAA will pay the officials expense;

adherence to seasonal starting practice dates; registration of players on said teams (a copy of the team’s SHSAA E5 form for both junior &

senior teams must be in to the sporting activity commissioner 24 hours prior to the non-member’s first game);

adherence to league and play-off dates; provision for general supervision and security at game sites; and pay the $10.00 (football, soccer, volleyball and basketball) or $5.00 (x-country, golf,

badminton, curling, wrestling and track) player registration fee.7. Non-member teams in football, volleyball, soccer & basketball will be given an equal number of home and away games providing they have adequate facilities and in certain cases - officials. Quarter and semi-final play-off games for the senior sports of volleyball, basketball and football will be played at the host site of the team that finished higher in the regular season standings. Championship games will be played in Moose Jaw for football (unless two non-member teams are playing in the championship game), volleyball and basketball. Junior play-offs games in volleyball and basketball will play all play-off games in Moose Jaw. 8. It is the responsibility of the league commissioner to inform all participating league schools of the requirements and expectations regarding the specifics of league operations.

ORGANIZATION

1. The MJHSAA Executive will consist of a President, Vice-President, Secretary, Incoming President, Treasurer and Athletic Commissioner.2. The Treasurer shall be appointed annually by the MJHSAA.3. The Executive positions are a one year term running from July 1 to June 30 and shall be rotated among the member schools annually. The Executive positions shall be declared at the June meeting. The rotation is as follows:

1. Central2. Cornerstone 3. AE Peacock 4. Riverview5. Vanier

P. 5MEETINGS

1. Meetings are held on the second Thursday of each month of the school year. 2. Special meetings may be called at any time by the Executive.3. The rules of order for the conduct of all MJHSAA meetings will in general follow the Roberts Rules of

Order, and will be as summarized below:All votes are calculated on the basis of present voting members. With the right to vote goes the right to abstain from the voting. The chair will not call for abstentions, nor do the voters have a right to announce that they have abstained. Abstentions have no effect on the calculation of votes.

4. A majority of the membership (50% + 1) shall constitute a quorum.

VOTING PRIVILEGES

1. In order to be eligible to vote at a meeting, a member must attend 50% of the meetings held to date, including the meeting at which he/she wishes to vote.

DUTIES AND POWERS

MJHSAA EXECUTIVE

1. To carry out the will of the MJHSAA by acting upon instructions from that body.2. To act as the authorized body for the teachers/coaches in the Prairie South School Division and the

Holy Trinity Roman Catholic Separate School Division when dealing with the Prairie South School Division, Holy Trinity Roman Catholic Separate Board of Education or any other groups or individuals regarding matters of interest in interschool high school athletics.

3. To act as the official voice of the MJHSAA, to speak on behalf of the teachers/coaches of the MJHSAA to the Prairie South Board of Education, the Holy Trinity Roman Catholic Separate Board of Education, the senior administration and all other bodies in all matters of concern to the MJHSAA.

4. To respond to emergencies if time constraints do not permit the calling of an MJHSAA member meeting.

5. To be empowered to rule on such cases which are not covered by the Constitution or Bylaws. These decisions are not to be considered as precedents, and each must be reported to the next regular meeting, together with an explanation and a recommendation for possible legislative action.

6. Signing authority shall be an Administrator and the Athletic Commissioner or the Athletic Commissioner and the MJHSAA Treasurer.

MJHSAA

1. To govern interschool athletic activities including responsibility for: Enforcing the Constitution and Bylaws of the MJHSAA and the SHSAA. Convening the monthly meetings, or any special meetings of the Association. Administering of financial affairs. Instructing of Sports Commissioners. Ruling on all cases of doubtful or disputed player eligibility. The nomination of local coaches for SHSAA awards programs. To appoint three people to be signing officers, Athletic Commissioner/Administrator and the

MJHSAA Treasurer. To establish the priorities of the MJHSAA. To strike committees as they see fit, who may, but need not be members of the Executive. The

duties of such committees shall be those designated by the MJHSAA. At the annual meeting a third party who is not a member of the MJHSAA be appointed to conduct a

review of the financial statement. The review of the financial statement shall be presented at the October meeting.

DUTIES OF OFFICERS

PRESIDENT

1. Preside at all meetings.

2. Calls all regular meetings and has the power to call special meetings as necessary.3. Circulate an advance notice of meetings and an agenda prior to the meeting day.4. Cast a vote for his/her school.5. Acknowledge efforts of media at end of school year with a written letter of thanks.6. Represent the Moose Jaw Section on the SCDAA executive council.

VICE-PRESIDENT

1. During the absence of the President or his/her inability to perform such duties, the Vice-President shall carry out all duties of the President.

SECRETARY

1. Keep the minutes of all meetings.2. Copy and distribute such minutes to each member of the MJHSAA and the MJHSAA web site as soon as possible after each meeting. 3. Record attendance for voting purposes.

TREASURER

1. Co-sign all cheques.2. Pay all bills after approval by the Executive and or Athletic Commissioner.3. Present a tentative budget in June for the ensuing school year.4. Prepare an interim statement of receipts, disbursements, and balance twice a year.

ATHLETIC COMMISSIONER

1. Provide leadership and resources to the MJHSAA & the SCDAA.2. Convene coaches’ meetings with each Commissioner and cast the deciding vote in case of a tie.3. Shall give direction to all activity Commissioners in carrying out their duties.4. Act as liaison between the MJHSAA, SCDAA and the SHSAA.5. Receive schedules and follow up reports from the Commissioners.6. Update the MJHSAA handbook on a regular basis.7. Chair the discipline committee or appoint an Executive member to do so.8. Be commissioner of football and track and field.9. Book facilities for MJHSAA tournaments.

ACTIVITY COMMISSIONERS

1. If not MJHSAA members, attend and report to the MJHSAA for the duration of the season.2. Activity Commissioners are persons who volunteer, are elected or appointed annually by the Association.3. The responsibility of the Commissioner shall be to carry out the regulations and policies of the MJHSAA & the SHSAA as it applies to the sporting activity.4. Draw up the league schedule. The Commissioner, in conjunction with the Athletics Commissioner, shall call a pre-season meeting of all coaches of the sport to plan the league schedule and play-offs. Each school shall have one vote for teams participating in the boy’s league and one vote for teams participating in the girl’s league regardless of the number of teams a school may have in a league. A post-season meeting shall also be called to discuss the season and improvements/changes for the next

P. 7season. NOTE: Approval of the MJHSAA is required before changes are made contrary to established practice.

5. The Commissioner shall provide a copy of the schedule to the Official’s Association.6. The Commissioner may call meetings during the season when requested by a school to deal with

problems arising from the league or play-offs (e.g. - inadequate facilities, inclement weather, protests and/or disputes, disciplinary action, etc.).7. Shall collect from coaches: A copy of each team’s SHSAA E5 Form (24 hours prior to first scheduled contest), and player registration fees. Registration fees are due at 3 different times through-out the year: Fall sports by October 31, Winter sports by January 31 and Spring sports by May 31.

Further additions to the player list during the season must also be submitted twenty-four hours prior to participation in league or tournament play. Once collected, registration fees are to be forwarded to the treasurer.

8. Receive protests and forward to Athletics Commissioner.9. Plan appropriate presentation of trophies.10. Co-operate with the news media to ensure favorable and timely publicity for the sport.11. Submit a written report promptly at the end of the season to the Directorate. The report should include a summary of league competition and play-offs, a financial report, schedule for next season, along with any recommendations for next year made by the Commissioner or on behalf of the coaches.

MJHSAA TOURNAMENT ORGANIZERS

1 Awards are restricted to a team trophy, plaque and/or individual ribbons, trophies, medallions or crests, and any other individual awards not exceeding a value of $50.00.

2. An entry fee of $150.00 ($250.00 for basketball) is to be charged per team or per school. There must be no reciprocal agreements made between Moose Jaw schools and non-member schools. $250 is the maximum entry fee that may be charged for out of province basketball teams.

Other than for girls’ soccer, MJHSAA teams do not pay an entry fee to participate in a MJHSAA organized tournament. All non-member schools participating in a MJHSAA tournament are to pay the maximum $150 entry fee.

Tournaments sanctioned by the MJHSAA but run by individual schools are free to charge less than the maximum $150 ($250.00 for basketball) entry fee.

3. Ensure that the Athletic Commissioner is notified of tournament dates so that facilities are booked.4. Complete a pre-tournament budget and send to Athletics Commissioner or MJHSAA president.5. Order plaques/trophies.6. Set up tournament schedule/draw.7. Notify Officials Commissioner so that referees may be scheduled.8. Send out pre-tournament information to all teams.9. Contact the local media of the details for the event.10. Set up canteen if possible and deemed necessary/profitable.11. Have minor officials & gate attendants in place. Have one adult helping out at gate at all times.12. Assign change rooms to the teams and have one for the officials13. Decorate gym as necessary.14. Have necessary score sheets, media reports, cash box, stamp pad, tournament passes, float, pens,

programs, etc. ready to go. 15. Pull out bleachers, set up team benches, etc.16. Have microphone/stereo system set up.17. Set up officials/coaches room. Buy snacks.18. Acknowledge sponsors.19. Organize the awards presentation.20. Complete written report and present to MJHSAA as soon as possible following completion of

tournament. Include: participants, results, financial report and recommendations for next year.P. 8

MJHSAA TOURNAMENT REQUIREMENTS

All tournaments must meet the following tournament requirements:1. Tournaments must include only high school students who meet the eligibility requirements of the

MJHSAA & SHSAA.

2. Teams may not play out of province unless approved by the SHSAA Executive Director.3. For basketball and soccer tournaments (excluding overtime) no more than 96 and 180 minutes

respectively are to be scheduled for any one day.4. No Sunday games or contests shall be scheduled.5. The contest must not violate the bylaws or regulations of the MJHSAA or SHSAA.6. An entry fee of $150 (max of $250 for basketball) is to be charged per team & $250 for out of province

basketball teams.

7. A maximum entry fee for wrestling shall be $20 per wrestler.

SANCTIONING OF TOURNAMENTS

1. No student or team shall compete in any international or interprovincial tournament unless all participating provincial and/or state organizations have sanctioned the contest.

CONDUCT

1. All students, teachers, coaches, supervisors, officials and any other persons involved in activities sponsored or organized by the MJHSAA shall abide by the SHSAA Code of Ethics. See SHSAA Handbook.

DISCIPLINE OF MEMBERS

1. The MJHSAA shall have the right to impose disciplinary sanctions in the event a school violates the Constitution, Bylaws or rules of the MJHSAA.

AMENDMENTS TO THE CONSTITUTION, BYLAWS AND SPORT ACTIVITIES

CONSTITUTION

1. The MJHSAA Constitution may only be amended at the annual meeting held in June.2. Written notice of proposed amendments to the Constitution shall be forwarded to the President at least two weeks prior to the annual meeting. The President shall circulate the proposed amendment(s) to all member schools at least one week prior to the annual meeting. 3. A two-thirds majority vote of a properly constituted quorum shall be required to pass an amendment.4. The rules of order for the conduct of all MJHSAA meetings will in general follow the Roberts Rules of

Order, and will be as summarized below: All votes are calculated on the basis of present voting members. With the right to vote goes the

right to abstain from the voting. The chair will not call for abstentions, nor do the voters have a right to announce that they have abstained. Abstentions have no effect on the calculation of votes.

5. Proposed constitutional amendments shall be voted upon at the annual meeting and if passed shall become effective at the conclusion of the annual meeting or from the date noted in the amendment.6. Any proposed amendments submitted after the deadline will require a three-quarters majority of a properly constituted quorum.

P. 9BYLAWS

1. Bylaws may be amended at any MJHSAA meeting. 2. Written notice of proposed amendments to the bylaws shall be forwarded to the President at least two weeks prior to the annual meeting. The President shall circulate the proposed amendment(s) to all Member

SPORT ACTIVITY RULES

1. Teams, students, coaches, supervisors, officials and teachers shall abide by the Activity Rules of the sport as set out in the sport specific section of the MJHSAA Handbook.2. Amendments to Sport Activity Rules may be made at any MJHSAA meeting. All teams, students, coaches, supervisors and MJHSAA Members shall abide by those amendments.3. Written notice of proposed amendments to Sport Activity Rules shall be forwarded to the President of

the MJHSAA at least two weeks prior to the monthly meeting. The president shall circulate the proposed amendment(s) to all member schools at least one week prior to the monthly meeting. Proposed amendments shall be voted upon at the monthly meeting and if passed by a majority of a properly constituted quorum shall become effective at the conclusion of the meeting or from the date noted in the amendment.

4. Any proposed amendments submitted after the deadline will require a two-thirds majority of a properly constituted quorum.

HOME SCHOOL AND DISTANCE LEARNING STUDENTS1. Students who are not enrolled in or not physically attending a high school operated by a Member of the

Association may participate in activities organized or sponsored by the Association or by Members of the Association provided:

A Member of the Association agrees that such students may represent a high school operated by the Member; and

The student otherwise meets all the eligibility requirements of the Association. Schools that have Home School or Distance Learning Students representing them in interschool

competitions must submit form E-18 to the SHSAA office; and When submitting enrolment numbers as required by the SHSAA bylaws, the school shall only

report the numbers reported to the Ministry of Education and any adjustments for classification purposes will be completed by the SHSAA office upon receipt of form E-18.

SECTION B: BYLAWSFEES AND FINANCE

1. The PSSD accounting department oversees the MJHSAA finances, and provides a yearly review.2. Students participating in activities governed by the MJHSAA will be required to complete an annual

player registration form and pay the designated participation fee before participating in any activity. The completed registration form is to be kept on file in the home school. Participation fees will be collected from schools three times: October 31 for fall sports, January 31 for winter sports and May 31 for spring sports.

3. The MJHSAA member schools player registration fee for major activities is $25.00 (football, soccer, volleyball & basketball). The MJHSAA member schools player registration fee for minor activities is

P. 10$10.00 (golf, cross-country, curling, badminton, wrestling, track & field). Non-member schools participating in MJHSAA leagues will pay $10 per player for major activities and $5 for minor.

4. The MJHSAA receives funding from the following sources: Admission income from football regular season and play-off games plus volleyball & basketball

play-off games.

Athlete participation fees. Tournament entry fees (SK. teams – max $150; basketball – max $250). The hosting of SHSAA conference, regional & provincial sporting activities plus semi-final and

provincial football games.5. Admission fees must be charged for sports as directed by the MJHSAA.6. Schools (football only) season ticket monies for use in their program for equipment, uniforms, travel and

officials.

SEASON TICKETS, ADMISSION CHARGES AND STUDENT ACTIVITY CARDS

1. Gate admission rates to be charged for league games, play-off games and tournaments shall be established annually by the MJHSAA and ratified at the June meeting.

PRESENT RATE FOR: Junior & Senior Volleyball & Basketball. High School Students and Adults:

o Regular Season: No admittance fee. Play-offs: $3 for high school students & $5 for adults. Elementary students admitted free to both regular season & play-off games/matches. PRESENT RATE FOR: Football Regular Season: $2 for high school students & $3 for adults. Play-offs: $3 for high school students and $5 for adults. Elementary students admitted free to both regular season & play-off games.PRESENT RATE FOR: MJHSAA Volleyball and Basketball Tournaments. High School Students and Adults: $3.00 on Friday, $5.00 on Saturday. This rate may be

altered depending on number of games/matches played on Friday and how many are played on Saturday.

Elementary students admitted free.2. The host school shall be responsible for admissions unless special arrangements with other member schools are made prior to the competition (Example. - tournaments, play-offs at SIAST).3. Member schools are expected to collect admissions for football on a rotational basis as established by

the football commissioner.4. For league play, the host should establish the gate a minimum of 20 minutes prior to start of games and

maintain the gate until 3/4 time of the event. For play-offs the host should establish the gate a minimum of 30 minutes prior to the start of the game.

5. A $50.00 fine will be levied to a host school that fails to provide a gate throughout the regular season in football. A $150 fine will be levied to a school that fails to provide a gate for a play-off game.

6. SHSAA coach’s cards are valid for all MJHSAA sponsored activities including play-offs.7. Player’s passes (which must be accompanied with student ID) are valid for all MJHSAA sponsored activities for that sport and that sport only for both regular season and play-offs. 8. MJHSAA Gold Cards grant free admittance to all MJHSAA regular season and play-off games. The MJHSAA Gold Card may be awarded to retired teachers/coaches/officials that have made a significant contribution over a number of years to the MJHSAA. MJHSAA members will nominate potential recipients prior to the June meeting and then vote on the nominations at the June MJHSAA meeting.9. Season ticket rates shall be established annually by the MJHSAA and ratified at the June Meeting.

NOTE: Season tickets are good for regular season games only!PRESENT RATE FOR: Football - $7.00.

10. Solicitation of any kind in the stands at MJHSAA activities for the purpose of making money is prohibited. P. 11

OFFICIAL’S PAY SCALE updated October 2018 1. Established yearly by the SHSAA Provincial Council with exceptions made by the MJHSAA in

consultation with the Holy Trinity and Prairie South School Divisions. They may be revised at any time.

Basketball $83.00 per game for two officials – SHSAA raised its rate $3.00 in June 2018. Football $45.00

MINOR OFFICIALS1. The MJHSAA shall pay volleyball (2) & basketball minor officials (3) $15 per match/game for the

senior league championship matches/games when they are hosted at a neutral venue such as Siast. The MJHSA shall pay $15 per minor official (3) per game at the MJHSAA junior boys and

girls invitational basketball tournament. The MJHSAA shall pay minor basketball officials (3) $15 per game for all SHSAA

Conference & Regional games. The MJHSAA shall pay $20 per volleyball match to be divided up between the minor

officials to schools hosting SHSAA Conference, Regional and Provincial tournaments.2. The MJHSAA shall pay the announcer $25 per match/game at volleyball and basketball league

championship matches/games. 3. The MJHSAA shall pay the following to football minor officials:

Timer - $35 per game; announcer - $30 per game; stick crew (3) - $25 each per game; statistician - $25 per game; and spotter - $25 per game.

SHSAA COACH’S CARD1. The MJHSAA shall purchase a maximum of 15 SHSAA coach’s cards per school in the first year of the

card being issued. Cards are good for two years.

PROFESSIONAL DEVELOPMENT1. $500 per person (max 2): (president and vice-president) be made available on an annual basis for

professional development.2. The expectation is that information from conference will be shared with all MJHSAA members.

TREASURER HONORARIUM1. The treasurer of the MJHSAA will receive an annual honorarium of $250 to help with driving expense.

RATE PER KM:1. Coaches, league commissioners, tournament commissioners, etc. who are eligible to receive mileage

compensation from the MJHSAA will receive it at the SHSAA rate. Presently the SHAA rate is $0.40 per km.

SPORT ACTIVITIES

1. A school must declare its intention to participate in the league at the time of the pre-season organizational meeting. 2. In MJHSAA basketball & volleyball leagues, each school is allowed to have a maximum of three teams. If a school has three teams they must have one team playing in the senior league. The remaining two

P. 12teams can be made up of two junior or one junior and one JV (no more than one JV). A junior team consists of players from grades 9 & 10. A JV team consists of players from grades 9 to 12. One soccer team per gender and one football team is allowed to participate in the MJHSAA soccer & football leagues. Two curling teams per category allowed. Extras may participate but not in the play-offs.

3. When less than three teams are involved in league competition, the MJHSAA will not plan, supervise or administer interschool competitions unless prior MJHSAA approval has been given due to unusual circumstances/conditions. Consideration will be given to differences between individual & team sports.

JUNIOR ATHLETICS

1. The major emphasis in junior sports must be participation through healthy competition.2. Coaches must strive to arrange for a fair share of playing time to all athletes regardless of ability.3. Programs must provide each participant with the opportunity to learn and grow in an educationally positive environment.4. Coaches:

Take full responsibility for all participants. Exemplify good deportment, sportsmanship and leadership. Have high standards for participant behavior. Recognize and praise the efforts of all participants. Keep students well informed about practice times and game dates. Request a reasonable time commitment from participants since family and other interests also place

demands on an athlete’s time. Make corrections and coaching points in a positive, reassuring manner.

5. Objectives for participants: Take pride in honest effort and work toward the improvement of their abilities. Develop the ability to win with humility and lose with grace. Follow the rules of the game and learn the values of fair play. Demonstrate support and respect for opposing players, coaches and officials. Learn to work together in a team environment.

P. 136. Junior players in volleyball & basketball may play two games (league, exhibition or a combination of

the two) and attend one tournament with a senior team. If an athlete plays more than this policy allows, he/she must remain with the senior team for the

remainder of the season. In instances where senior play-offs begin before the end of the junior season, junior players may be

called up to the senior team for play-off games and these games do not count towards the two game maximum.

OUT-OF-TOWN TRAVEL AND MAXIMUM NUMBER OF GAMES

1. Teams that compete in a MJHSAA organized league MUST abide by the maximum number of games, matches, bouts or meets allowed by the MJHSAA. All MJHSAA or SHSAA play-off games are NOT included in the total games allowed.

2. There are no restrictions on the number of tournaments a team may participate in as long as the maximum number of games is adhered to. Note: Only one tournament may be out-of-province.

3. Teams that exceed the maximum number of games in any MJHSAA sponsored sporting activity shall waive their right to participate in the league play-offs.

4. See chart below for maximum number of games, including all league, exhibition & tournament games that a team may play.

5. Mode of transportation is to be such that it meets the Board of Education regulations for out-of-city tripsby students.

6. A supervisor of the same gender as the participating students must be present upon arrival at the out of town destination. If the student group is mixed, there must be at least one male and at least one female supervisor.

COMPETITION & PRACTICES

1. Beginning practice start dates for the various sporting activities shall be as follows: The exact date will be decided by the SHSAA. The MJHSAA may choose to start later than

the official SHSAA start date. The finishing date shall be when Provincial play-offs have been completed.

* A five day spring football camp may be run on MJHSAA and principal approval.** Before the first regular season football game of the season, teams must have participated in a

minimum of 10 practices after the official start date determined by the MJHSAA league coaches and commissioner. A team must participate in a minimum of 7 practices before competing in a controlled scrimmage with another team.

*** In basketball, grade nine athletes are allowed to start practices two days before the official start date in order to help with selection of teams and to better facilitate the scheduling process.

**** Wrestlers must participate in a minimum of 7 practices prior to first event.2. Teams participating in sporting activities organized by the MJHSAA MAY NOT practice on Sundays

except under extenuating circumstances agreed upon in advance by the athletic commissioner and the coaches.

3. The MJHSAA is opposed to pre-season & out-of-season practices. A coach working with a team member or members in an organized activity with a goal of improving the team for interschool competition shall constitute a practice.

4. A PRACTICE SHALL BE DEFINED AS:

A coach who is found to be practicing outside of the designated MJHSAA Sport Season, is in breach of the MJHSAA Constitution and is liable to the consequences listed in “Discipline”.

AWARDS

1. First and second place medallions (MJHSAA league championships) will be presented to frosh, junior and senior athletes, managers and coaches in volleyball, soccer, football, golf, basketball, curling and badminton. 2. Tournaments: first place and second place medallions will be presented to all team members,

managers and coaches. Tournament organizers with prior consent of the MJHSAA may present 3rd place medallions. Team keeper plaques may also be presented. For the Invitational Track & Field Meet, ribbons on a certificate will be awarded for 1st to 3rd place standings in each event..

3. For the Section Track & Field Meet, medals for first, second and third place in individual age classifications (boys & girls) will be presented following the Meet. A tie shall be resolved by presentation of duplicate awards. Ribbons on a certificate will be awarded for 1st to 4th place standings in each event.

4. A league trophy/plaque will be presented to MJHSAA champions in football, golf, soccer, volleyball, badminton, basketball, curling and track. League champions should have the trophy/plaque engraved

with the bill being sent to the MJHSAA treasurer. The trophy/plaque is to be displayed at the winning team’s school and kept at this school until a new champion is declared. At this time the trophy/plaque is passed on to the new champion. The school holding the trophy/plaque is responsible for its whereabouts and condition and is responsible for replacement cost if lost or damaged beyond repair.

ELIGIBILITY GENERAL REQUIREMENTS

1. Students must meet all SHSAA eligibility rules.2. In any school year, participation in activities organized or sponsored by the MJHSAA shall be open to

any high school student:A) whose principal certifies that the student meets the eligibility requirements of the MJHSAA as

set out in number 3 below; andB) who is not otherwise ineligible pursuant to the bylaws or policies of the MJHSAA.

3. The eligibility requirements of the MJHSAA are that, in any school year, each student:A) must be enrolled in Grade 9 through 12 during that school year, andB) must not hold a Grade 12 certificate as of September 1 of that school year, andC) must provide a signed and completed player permission form approved by the MJHSAA which

is kept on file with the high school, andD) must be within the period of eligibility as set out in these bylaws, andE) must not be in violation of any school or board of education policy that would prevent the

student from participating in the activity.NOTE: Player Registration cards are good for one calendar year in football and one sport activity

season in all other activities.4. Junior athletes who dress for a third league game or attend a second tournament in a senior sport shall

not be eligible to participate as a junior in that same high school sport during that same season. Junior players may participate in one senior tournament and play in two senior league/exhibition games before becoming ineligible to play junior.

5. Any student who attends a practice or plays in a game becomes ineligible to play for any other school in that sport for that school year.

6. The MJHSAA Executive is empowered to consider and rule upon special cases of eligibility upon written application by the school principals.

7. Follow current SHSAA Handbook for: Home Schooled Students, Foreign Exchange Students Refugee Status Students & Alternative Education Programs.STUDENT ATHLETE SEXUAL ORIENTATION & GENDER IDENTITY

1. Any student, staff, coach, manager, grainer or other persons who identify as gender and/or sexually diverse may participate fully and safely in all SHSAA activities; this includes but is not limited to those who are, or who are perceived as lesbian, gay, bisexual, transgender, transsexual, two-spirit, queer or questioning.

2. Any student may participate fully and safely in sex-separated sport activities in accordance with their lived gender identity.

P. 16PERIOD OF ELIGIBILITY

1. Students shall be eligible to participate in activities organized or sponsored by the MJHSAA for a period of a maximum of three consecutive school years or 6 consecutive semesters. 2. The period of eligibility shall commence at the earlier of:A) the first day of the school year in which the student enters Grade 10; orB) the first day of the school year in which the student was sixteen years old on September 1st

1. Students shall play as a representative of the high school in which they first registered as a bona fide high school student. In case of transfer from one school to another the student shall be deemed ineligible to participate in interschool athletics in the new school following the acceptance of this transfer-in by the principal. Any student who attends a practice or plays in a game becomes ineligible to play for any other school in that sport for that school year.

2. A student who transfers schools is ineligible for interscholastic competition unless they establish their eligibility for participation. The onus is on the student to provide the school with information required to establish eligibility to the satisfaction of the SHSAA.

3. In order to establish eligibility for participation in athletics, students who transfer schools must meet one of the following three conditions:

1. Change of residence – parent to parent move or family move.2. Directed by Legal Authority.3. Proper completion of a SHSAA Transfer Form.

Note: Follow guidelines as set out in current SHSAA Handbook.4. Violations of this policy could be subject to a period of suspension from participation in interschool

sport of up to one year at the discretion of the SHSAA Executive Council.

FAILURE TO COMPLY WITH ELIGIBILITY PROVISIONS

1. In the event a student participates in an activity organized by the MJHSAA when that student is not eligible then any contest in which the student is dressed or has participated in shall be forfeited.

RULES OF PLAY & JEWELRY & HEADGEAR

1. The rules of play in each sport will be based on the recognized Canadian and International rules for the sport. These rules may be modified to better suit school competition. The MJHSAA will strive to follow SHSAA guidelines regarding rules of play.

2. For the safety of the competitor and their opponents, all jewelry must be removed for any MJHSAA sanctioned interschool athletic event except golf, cross-country, curling and track and field (except high jump and pole vault). Athletes will be allowed to wear unobtrusive plastic retainers for all sanctioned MJHSAA & SHSAA events.

3. Headgear shall not be worn by athletes, team members, coaching staffs or officials during SHSAA athletic contests. Exceptions will be allowed at the discretion of the commissioner for health, safety and religious reasons only.

TIE BREAKING CRITERIA

To apply if the sport has not provided a procedure of its own in the Sports Activities section of the Handbook.In the event of a tie to determine play-off positions, the criteria for breaking the tie shall be:

1. The win/loss record between the teams concerned. If Team “A” defeated Team “B” twice, or won once and tied once, Team “A” would finish higher in the regular season standings than Team “B”.

2. Points for and against involving only the tied teams.3. Average points for and against involving only teams ahead of them in the standings.

4. Average points for and against involving the team one position below in the standings.5. Average points for and against involving the team two positions below in the standings.6. Etc.

DISCIPLINEGENERAL

1. The head coach is responsible for the conduct of all personnel composing the school’s team (players, assistant coaches and other bench personnel).

2. For a coach to address, or permit anyone on his bench to address uncomplimentary remarks to any official during the progress of a game, or to indulge in conduct which might incite players or spectators against the officials, is a violation of the rules of the game and must likewise be considered conduct unworthy of a coach.

3. Behavior by any member of a team, including all bench personnel, deemed objectionable conduct as defined in the rule book for the sport, shall be immediately subject to the penalty prescribed in the rule book for such an offense. In this situation during a game the head official for the game shall be empowered to see that the penalty is carried out (including ejection of a coach from the game site) to allow the game to go on, or if necessary to halt further play and award the game to the non-offending team.

EJECTION OF A PLAYER FROM A CONTEST

1. If a player is ejected from a contest by an official, that player shall be suspended for the remainder of the contest during which the ejection took place, and:

A. shall be suspended from the next previously scheduled contest to be played by the student in that sport;B. if a student is ejected from the final contest of the year in a particular sport, the student shall be suspended for the first scheduled contest in that same sport in the next year; C. if a student in the final year of eligibility is ejected from the final contest of the year in a

sport, the student shall be suspended from the next contest to be played by the student in any sport.

D. NOTE: An ejected player must leave the gymnasium/football field/ soccer field etc. The ejected player shall go to and remain in his/her team’s dressing room for the duration of the game or, if he/she so chooses, leave the building or field entirely. If a team has no dressing room a player should leave the facility. Resolution 18/03/08E. A suspended player may be on his/her team’s bench but he/she is not to be in team uniform and he/she may not participate in the team warm-up.2. Suspensions are automatic although suspensions for player ejection are not limited to one game.3. A written officials report must be submitted to the League Commissioner preferably 24 hours but no

later than 48 hours after the game.4. If a suspended player plays in a contest, the contest shall be forfeited by the suspended player’s team,

and the suspended player shall still be suspended from the next contest.P. 18

EJECTION OF A COACH FROM A CONTEST

1. If a coach is ejected from a contest, the incident shall be reported in writing by the official and by the host school to the SHSAA Executive Director who shall investigate the matter to determine if there was a breach of the bylaws of the SHSAA.

2. A coach ejected from a contest must leave the gymnasium/football field/soccer field, etc. 3. A suspended coach may attend his/her team’s next game or games but is not to be on the team bench

until the suspension has been completed.

PROTESTS

1. Protests regarding procedures or rulings by a League Commissioner, an official, or actions by a member of a school (coach, manager or team representative), shall be submitted in writing and presented to the League Commissioner, with copies submitted to the Athletic Commissioner and to the schools involved. The protest must be presented within 48 hours of the disputed procedure, action or ruling.

2. All protests shall be handled by a Hearing Committee consisting of the Athletic Commissioner and one representative from each of the five member schools. The Commissioner of the sport, the Secretary of the MJHSAA and the head coach of the team(s) involved in the protest shall be present at the meeting but shall not have voting privileges.

3. The ruling by the Hearing Committee shall be absolute and binding.

GAME CONTROL

1. The host school is responsible for general crowd control, but each team is responsible for the actions of their own spectators.

2. Game officials and school personnel are empowered to have disruptive or abusive spectators removed from the game site. Failure of a spectator or spectators to leave when requested to do so by an official may result in forfeiture to the offending team.

3. It is the MJHSAA & SHSAA position that if the actions of a spectator are deemed by the officials to be interfering with play or the official’s ability to perform their duties, that the game should be stopped. The host school should be asked to intervene to have the disruptive action stop and if appropriate issue a warning to that spectator. If the allegiance of the individual can be determined to be with the visiting team, it is appropriate to ask the visiting coach to intervene to stop the disruptive action. If the officials determine that the disruptive action is beyond a warning or intervention then they should ask the host school and/or the visiting coach (if appropriate) to see to it that the spectator leaves the premises. The officials having taken this action must not continue the game until their request has been fulfilled. The officials should not take it upon themselves to confront the spectator about their conduct or their removal.

4. Coaches will be expected at all times to display the type of conduct which contributes to sportsmanlike competition and which does not incite crowds. Coaches will be expected to impress upon their athletes the importance of these same sportsmanlike attitudes in their behavior while in competition (or sitting on the bench) as well as following the contest.

5. Artificial noise makers, laser lights, drums and other musical instruments are prohibited from our gymnasiums during games. The exception to this policy would be a school Pep Band under the direct supervision of school personnel. Site managers may allow noisemakers at outdoor competitions. \

6. Spectators are not allowed to be shirtless at any MJHSAA sanctioned event.P. 19

EXPECTED SPECTATOR CONDUCT1. Respect the players in the game. Fans must cheer showing their support for their team not disrespect for

their opponents. Recognize and appreciate skill in performance regardless of affiliation. The ability to recognize quality in performance and the willingness to acknowledge it without regard to team membership is one of the most highly commendable gestures of sportsmanship.

2. It will be unacceptable for fans to make noise of any kind during a foul shot in basketball or a service involleyball. You cheer for your team, but you don’t cheer against the other team.

3. School supporters are asked not to applaud errors by opponents nor heckle, jeer or distract members of the opposite team.

4. Respect the officials. They are doing the best job they can and should not be criticized for the judgments they make. Officials should be applauded for the service they provide to high school sports.

5. Refrain from taking food or drink into the gymnasium when posted. As well, fans must respect the property of the school and the authority of the school officials. Please ask students to refrain from walking across the gymnasium floor.

6. Refrain from using artificial noisemakers, drums or other musical instruments. The exception to this policy would be a school Pep Band under the direct supervision of authorized school personnel, with the understanding that nothing will be done to interfere with the performance of the opposing team.

7. Be a sport - blend your cheers for “YOUR TEAM” with APPLAUSE FOR YOUR OPPONENTS. Observe the letter and spirit of the rules and show consideration for others.

Coaches and school administrators should make certain that the school teams, as well as, any team followers taking part in a high school athletic event are made aware of these expectations.

ALL STAR PROHIBITION

1. A school, including its administrators and coaches shall not become involved directly or indirectly with the coaching, management, direction, and/or promotion of any kind of All Star game (Senior Bowl - excluded) or similar contest involving students with remaining high school eligibility in any sport.

2. Students who have participated in athletics representing a member school and who have not yet graduated from high school shall not compete on an All Star team, or in an All Star game, contest or

meet during the school year in sports sponsored by the MJHSAA.3. An All Star team is one made up from two or more schools, teams or areas.4. Violation of this regulation shall result in loss of eligibility of the student for a period of one year from

the date of the last violation.5. Nothing in this regulation shall prohibit any student from participating as an unattached individual or as

a member of a non-school team in these sports during the off-season for that sport in the school term, providing the contest in not All Star in character.

HYGIENIC PRECAUTIONS TO DEAL WITH BLOOD

1. Prevention Policies: Prior to participation in a competition, any wounds, including abrasions or rashes, on athletes,

coaches and officials must be securely covered. If a bleeding injury occurs to any participant during the course of the competition, the individual

must be removed from the competition until the bleeding has been stopped. The wound must be cleansed with an antiseptic solution and securely covered before the individual can re-enter the competition.

Should blood appear on any part of a participant’s uniform or protective equipment that is exposed to other participants, the uniform/equipment must be either changed or cleaned before participation can resume.

P. 20 The athlete may change into a uniform bearing a different number. The opposing coach and the

official scorers must be made aware of this change prior to the resumption of play. Athletes will be permitted to wear a practice T-shirt or singlet bearing the athlete’s uniform number

in the same dominant colour as the official team uniform. All equipment or playing surfaces which come in contact with blood will be cleaned with a solution

of one part household bleach and one hundred parts water - 10 ml. Bleach to 1 litre of water. This solution must be freshly prepared before every competition.

2. Recommended Practices: Any personnel dealing with body fluids or open wounds should wear rubber or latex gloves. Gloves

should be disposed of and replaced after each individual is treated.

After treating a bloody wound or cleaning a blood-stained surface, gloves should be removed and hands washed with soapy water before continuing.

Athletes involved in contact sports will be encouraged to wear protective equipment that may prevent bloody injuries during competition (e.g. mouth guards).

Instruments designed for piercing the skin should be sterile, used only once, and not shared. Athletes are urged not to share personal items that may pierce the skin or mucous membranes (e.g.

razors, nail clippers). Athletes should render first aid to themselves and cover their own wounds, whenever possible. It is

also recommended that athletes clean up their own blood from equipment, uniforms and athletic surfaces, if possible.

THE ELIMINATION OF RACISM IN SPORT AND RECREATION

1. The Saskatchewan Committee for the Elimination of Racism in Sport and Recreation has completed the development of a resource to be used by any person in a leadership role in sport and recreation.

See SHSAA Handbook for more information and a copy of the resource (policy statement).

BAN ON RECRUITING

Recruiting of student-athletes shall be considered a violation of the spirit and philosophy of the bylaws of the MJHSAA. The principal of each member school shall be held accountable for recruiting infractions by any member of his/her faculty and non-faculty coaches.

1. Any communication, verbal or otherwise, initiated by a coach or other staff employed at any high school to a student from another school regarding the possibility of that student playing for that high school in any sport will be considered recruiting.2. Recruiting is considered by the MJHSAA to be unethical and if any person employed by or acting on behalf of any school engages in recruiting that school may be subject to discipline.

GUIDELINES FOR COACHES

1. If a prospective student-athlete or parent approaches a school coach (faculty or non-faculty), he/she should be directed to the principal for information about the school.2. In the event of a suspected violation, these steps will be followed:

A. Letter to the Athletic Commissioner and the President of the MJHSAA Executive.B. Letter referred to the discipline committee to investigate the suspected violation.C. The discipline committee will meet at is earliest opportunity to plan and conduct the

investigation and report back to the MJHSAA.D. Penalties for violation of the provisions of these bylaws shall be subject to the sanctions imposed

by the disciplinary committee and may include the following: a letter of concern, or a letter of reprimand, or

P. 21 impose a period of probation or suspension on a coach, supervisor or team of up to one year, or declare a forfeiture of a contest, or declare a forfeiture of a championship.

JOINTLY SPONSORED TEAMS:

1. Members may make an application to the SHSAA Executive Council to allow two or more schools operated by the Member or Members to sponsor a joint team, which will involve the participation of students from more than one high school (contact the SHSAA office for the “joint sponsorship application” form).

2. Each applicant must: Be made for team activities only: basketball, football, soccer, volleyball & curling.

o Application for curling may only be made for boys teams or girls teams and must be made between two schools that each have enrolments of 20 or less of the gender involved in the application.

Be made with regard to schools that are located within close geographical proximity. Be for a period of 3 years. Be accompanied by a copy of a resolution made by the Member or Members involved, including the

reasons for make the application.3. Applications for jointly sponsored teams from Members whose schools do not have an existing program

for that sport shall be made: By October 1st for teams to be involved in fall activities. Any joint sponsorship application for

football received after April 15th of the preceding year will be denied if the application causes a change in classification;

By December 1st for teams to be involved in winter activities.4. The MJHSAA follows the SHSAA Jointly Sponsored Teams policy. For more info, please refer to the

current SHSAA Handbook.5. PRIOR TO A CO-OP (jointly sponsored teams) BEING FORMED OR RENEWED, the planned co-op

must be brought forward to the MJHSAA membership for consideration and recommendation.

BADMINTONMJHSAA BADMINTON GUIDELINES:

1. Player eligibility must be submitted no later than 24 hours prior to league play. Further additions to the player list during the season must also be submitted 24 hours prior to participation in league play.

RULES

1. Current International Badminton Rules will be followed with the following exceptions and SHSAA modifications:

A game shall be won by the side which first scores 21 points except as provided in the following. If the score becomes 20 – all, the side which gains a two-point lead first shall win the game. If the score becomes 29 – all, the side scoring the 30th point shall win the game. In the third game of a best of three match, players change sides of the court when a side scores 11 points.

Any athlete who deliberately alters the flight of a bird (doctoring) will be disqualified from the competition.

All competitors must dress in a predominately white uniform or in a school uniform that reflects the school colors. Doubles teams must be uniform in their dress.

There shall be no coaching of players during the course of any one game. Coaching is limited to the coaching breaks as currently allowed. A 90 second coaching break is allowed at the conclusion of both the 1st and 2nd games.

2. SHSAA Guidelines State: Protective eye wear is mandatory during interschool badminton contests, for all doubles badminton (boys’ & girls’ doubles & mixed doubles).

PROTECTIVE EYE WEAR: Team Practices: Protective eyewear must be worn during all practice drills. Full Court Singles Scrimmages: SHSAA guidelines will be followed. Interschool Play: SHSAA guidelines will be followed.

3. Play is conducted on the honor system with no official umpire or scorekeeper. 4. Substitutes are not allowed in doubles/mixed badminton. In situations where one or both of the partners is unable to participate, the next highest ranking team at the Section Tournament will replace the team and advance to the SCDAA District Tournament. 5. A doubles team will be defaulted from further competition if one of the partners is injured and unable to continue.

LEAGUE STRUCTURE

1. Play will be conducted in five categories: boys & girls singles, boys and girls doubles and mixed doubles. Participants may each enter only one category on a given league night, (exceptions may be granted at the discretions of all present coaches to allow a student to compete in two categories on any given league night) in tournaments, and in MJHSAA Section finals. However, a player may play in one category one league night and in another category the next league night.

2. Each school may enter a maximum of two teams in each category for the Section Tournament. The MJHSAA Section senior tournament will be used to declare a league champion as well as the two representatives from the MJ Section in each of the five categories that will advance to the SCDAA

District Tournament. The league school champion will be decided as follows: Points are allotted for gold, silver and bronze Gold – 4 points; silver – 2 points; bronze – 1 point A match winner shall be the player or team winning the best of three games against an opponent. A 90 second coaching break is allowed at the conclusion of both the 1st and 2nd games.

3. The MJHSAA Section Tournament shall use a Round Robin format similar to the SCDAA District format and the SHSAA Regional and Provincial Tournament formats. See SHSAA Handbook for Tie Breaking Procedures. With 6 or more players/teams, a round robin format with two pools will be used with a crossover

play-off (the top 2 from each pool will advance to the cross-over play-off). With 5 or less players/teams, a single pool round robin format will be used with no play-offs.

4. To be eligible for the Section Tournament a player must participate in a minimum of 50% of the league nights for the classification (junior or senior) they wish to compete in. A league night is defined as one night, not based on the category (singles, doubles, etc.). A player must enter a minimum of one league night in the classification that they wish to compete in for final Section Tournament. A junior player could enter into 50% of senior league nights but in order to enter into the Junior Section Tournament the junior player would have to enter a minimum of one junior league night. A player who is unable to participate in 50% of the league nights because of an injury, verified by a doctor, will be allowed to play in the Section Tournament.

5. Players unable to compete in the SCDAA District Tournament will not be allowed to play in the Section Tournament without prior knowledge of all head coaches on or prior to the last league night.

6. A player who wins at the Section Tournament and chooses not to compete at the District Tournament shall have his/her title and medal taken away unless the player receives MJHSAA approval.

7. Players/teams advancing to the SHSAA Regional tournament will not be allowed to compete in the Regional unless they commit to participating in the SHSAA Provincial tournament should they finish first or second at the Regional tournament.

8. The Yonex, Mavis 300, Blue Band shuttle is the SHSAA approved competition shuttle. 9. The MJHSAA will annually purchase 1 case of the official SHSAA approved shuttle. The shuttles are

to be used for league nights & championship tournaments held at Peacock.10. Players must be prepared to play at an appointed time. Players late by more than fifteen minutes will

be defaulted.JUNIOR BADMINTON:

1. Three or four league nights will be scheduled for grade 9 & 10 students. 2. A year end tournament will be held for grade 9 & 10 students and athletes may choose to participate in

one category only. Each coach will enter a grade 9 team in each of the five categories. Grade 9’s will advance to the SCDAA Bantam Districts (top two players/teams) in descending order from this yearend tournament.

A school may enter a maximum of three entries per badminton category.3. Note: The purpose of the junior league is to develop and encourage young students to participate in the

sport of badminton. However, a school that cannot field a complete junior team on a given night may use weaker grade 11 or 12 students.

4. Grade 11 & 12 students may not participate in the junior year end tournament.AWARDS

1. The MJHSAA Team Championship plaque will be awarded to the school accumulating the most points in the City Championship tournament.   The plaque will be presented at the conclusion of the city championships after the commissioner has tabulated the points.LEAGUE DISCIPLINE1. The penalty for violation of the “Sports Activity Rules” may result in forfeit of game or games in which

BASKETBALLMJHSAA BASKETBALL GUIDELINES:

1. Practice Start Date: November , 20182. Maximum number of Senior games not including play-off games: 323. Limits per day: 96 minutes4. In MJHSAA basketball leagues, each school is allowed to have a maximum of three teams. If a school

has three teams they must have one team playing in the senior league. The remaining two teams can be made up of two junior or one junior and one JV (no more than one JV). A junior team consists of players from grades 9 to 10. A JV team consists of players from grades 9 to 12.

5. A junior basketball player may play two senior games and attend 1 senior tournament. If a junior player plays a third game or attends a second tournament with the senior team, he/she must remain with the

senior team for the remainder of the season. In instances where senior play-offs begin before the end of the junior season, junior players may be

called up to the senior team for play-off games and these games do not count towards the two game maximum.

PLAYER ELIGIBILITY

RULES

All games will be played according to the current FIBA rules with the following exceptions:1. Type of ball: GIRLS (size 6) - inflated size of ball must be a minimum of 72 cm in circumference to a

maximum of 74 cm in circumference. BOYS (size 7) - inflated size of ball must be a minimum of 75 cm in circumference to a maximum of 78 cm in circumference.

2. Dunking the basketball in any dead ball period is not allowed. Dead ball periods are: prior to the game, quarter-time, half-time, three-quarter time or post-game as well as during the game when there are stoppages in play or time-outs. The MJHSAA demands ALL basketball coaches to strictly enforce this rule with their teams.

3. In basketball, grade nine athletes are allowed to begin practicing two days before the official start date in order to help with team selection and better facilitate the scheduling process. Final decision as to the starting date will be made at the MJHSAA level taking into consideration the recommendations of the junior & senior basketball coaches.

4. Each team may dress a maximum of fourteen players for any one game. 5. The designated home team will be expected to change uniforms in the event of a color conflict of team

uniforms. The home team is expected to wear their light coloured uniforms and the visiting team their dark.

6. Junior & senior basketball players may wear tailored t-shirts of the same main jersey color under their jersey.

7. The MJHSAA will allow play to occur on courts that have either the old trapezoid key or the new rectangular key. If both keys are available, the rectangular key should be used.

8. The MJHSAA has not adopted the new FIBA three-point line or the no-charge semi-circle.9. The shot clock shall be reset to 24 seconds following an offensive rebound.

P. 25LEAGUE STRUCTURE

1. The league format and schedule shall be discussed at the annual pre-season basketball coach’s meeting and voted on at the MJHSAA level. 2. Schools may request specific considerations for playing dates prior to the time of finalizing the schedule, based on:

Tournament commitments. Pre-established school functions - Ex. - dances, drama nights, parent/teacher interviews, etc

3. Games may only be rescheduled by permission of the MJHSAA based on the following criteria: A conflict with school activities or unforeseen circumstances. Be cleared through the Athletics Commissioner and/or the MJHSAA basketball league Commissioner. Be declared one week in advance so that other schools and league officials can be notified. Be mutually agreed upon by the two schools concerned.

The league Commissioner is to inform all coaches of rescheduling protocol prior to start of season.4. Game Start Times: 6:20 and 8:00 pm.

Games will start at the assigned start time but if the first game runs late, the next game will start 15 minutes after the previous game ends and the floor has been cleared.

When a team 70km outside of Moose Jaw enters the Junior or Senior league the start times would be 5:50 and 7:30pm.

The MJHSAA is to decide prior to the start of each season as to whether the boys or the girls will play first or whether they will switch half way through the season.

5. Teams are not allowed into gymnasiums for warm-up until 6:00 pm or twenty minutes prior to start of the game.

6. Game officials shall allow a pre-game warm-up of at least fifteen minutes. The half-time break shall be ten minutes.

7. Minor officials, a top quality game ball and gate attendants shall be provided by the host school. 8. A signed copy of the score sheet with all information clearly legible shall be provided to the visiting

team.9. The home team is responsible for reporting the scores/results to:

10. For exhibition games, each school is responsible for arrangement and payment of officials through the MJBOA.

11. Play-offs: All teams shall be included in the play-offs. Quarter and semi-final play-off games for the senior sports of volleyball, basketball and football will be

played at the host site of the team that finished higher in the regular season standings. Championship games will be played in Moose Jaw for football (unless two non-member teams are playing in the championship game), volleyball and basketball. Junior play-offs games in volleyball and basketball will play all play-off games in Moose Jaw.

The championship final shall be one game at the home of the higher league finishing team or mutually agreed neutral site.

The host (higher finishing) team shall supply gate attendants, gymnasium set-up and tear-down, game ball and minor officials. If game is to be held at a neutral site such as Sask Poly Tech, league Commissioner may divide duties among participating schools. The league Commissioner also has power to consider using neutral minor officials.

All half-time activities must receive prior approval from the Athletics Commissioner and/or the MJHSAA.

12. Protests: FIBA rules require that the protest of a game must be made to the game official. The opponents must

be made aware of the protest. The Captain of the protesting team must sign the score sheet indicating P. 26

the protest. Protests must be made in accordance with the MJHSAA Bylaws - Section B, Article 5.

13. Records are maintained since 1970 for senior teams.14. See current edition of SHSAA Handbook for information on SHSAA Conference, Regional & Provincial tournaments.15. Scheduled practices are for team players registered with the eligible school/team only. This means no players from other high school teams or no elementary students are to attend other school’s scheduled practices.16. At the senior level, each school may enter a maximum of one boys’ and one girls’ team into the

MJHSAA league.

HOSTING RESPONSIBILITIES

1. Book gymnasium for league games.2. Ensure floor is swept prior to game and nets are in good shape.3. Set out team benches, scorer’s table and chairs, score clock, possession arrow, 24 second timers and spectator bleachers 4. Provide: change room for visiting team, properly inflated game ball plus basketballs for pre-game & half-time warm-ups &, FIBA score sheets & game summary sheets.5. Ice (for injuries) should be made available to the visiting team.

MINOR OFFICIALS

1. The MJHSAA will pay the host school $45.00 per game for basketball minor officials at city finals and SHSAA Conference & Regional tournaments.

INVITATIONAL TOURNAMENTS

1. Each school/team involved in hosting/running an Invitational tournament in basketball or volleyball will receive $300 when sharing responsibilities for individual school tournaments. Each school/team will receive this for only one tournament. MJHSAA individual 1st & 2nd place medals will also be provided. This does not include MJHSAA run tournaments such as Soccerfest.

2. MJHSAA & individual school tournaments MUST have a final written report including a financial statement presented at a MJHSAA monthly meeting.

3. Maximum tournament entry fee set by the SHSAA is $250 per team.

JUNIOR BASKETBALLSenior guidelines to be used with the following exceptions:

MJHSAA BASKETBALL GUIDELINES:

1. Earliest Start Date for Practices to begin Grade 9: 2 practices max in week prior to official basketball start date Grade 10 & Junior Team: May only begin practices on official basketball start date.

2. Maximum number of Junior games not including play-offs: 27P. 27

3. Limits per day: 96 minutes4. A junior basketball player may play two senior games and attend 1 senior tournament. If a junior player

plays a third game or attends a second tournament with the senior team, he/she must remain with the senior team for the remainder of the season. In instances where senior play-offs begin before the end of the junior season, junior players may be

called up to the senior team for play-off games and these games do not count towards the two game maximum.

5. In basketball, grade nine athletes are allowed to start practices two days before the official start of the season in order to help with the selection of junior and senior teams and better facilitate the scheduling process.

1. In junior basketball, students in grades nine and ten are eligible to participate, however no player will be allowed to play more than two years at the junior level.2. Senior teams may be allowed to participate in junior leagues but are NOT eligible to participate in league play-offs.3. Grade 11 & 12 students may be allowed to participate on junior teams but any teams using grade 11 & 12 players are NOT eligible to participate in junior league play-offs.

LEAGUE STRUCTURE

1. The maximum number of junior teams per school shall be two. All teams make the play-offs.2. Whenever possible, all schools will play an equal number of home and away games.3. The length of the game is to be determined by the MJHSAA. 4. If a team is losing by 20 or more points in the second half of a league or play-off game, straight time may be played, but only with the consent of the losing coach. If the losing team narrows the gap to less than 20 points, stop-time will once again be played. 5. No full-court presses until after Christmas or as to a date decided on by the league Commissioner in consultation with the junior coaches.6. The home team is responsible for reporting the score to the Times Herald and CHAB. Also, for

forwarding score sheet to league Commissioner.7. Game start time: 6:20 and 8:00 - or 15 minutes after completion of the first game. The boys will play the early game for one-half of the season; the girls will play the early game the other half of the season.8. When a team 70km outside of Moose Jaw enters the Junior or Senior league the start times would be

5:50 and 7:30pm.9. Teams are not allowed into gymnasiums for warm-up until 6:00 pm or twenty minutes prior to start of

the game.10. Game officials shall allow a pre-game warm-up of at least fifteen minutes. The half-time break shall be

ten minutes.

1. A District may enter a maximum of ten competitors in any division. All runners are eligible for individual honors. An exception to the maximum of ten competitors per division will be allowed when a school

qualifies only three runners for the provincial meet. The school may add another runner from their school to the District team entry so they may qualify for the school team competition. The runner must have competed in the District cross country meet.

SCHOOL TEAMS at SHSAA PROVINCIAL MEET

1. The top four finishers from each school will be considered as the scoring members of the team and will be used to calculate the team total points. The top four participants will be selected from any of the six cross country categories.

2. School team championships will be declared in the following classifications: 4A: 500 or more male and female students in grades 10 – 12 3A: 200 – 499 male and female students in grades 10 – 12

RULES

1. It is recommended the course consist of a 2 km loop & a 1 km loop incorporated into the course. The cross country run shall be over a course of 2000 metres to 6000 metres in length. Measurement shall be along the middle of the course. The course shall be clearly marked by a wide chalk line or by sign posts with large directional arrows wherever the course turns, or by flags about one foot square mounted on stakes which hold them to the ground.

2. Cross country running is intended as an “off-track” activity and, therefore, a variety of terrain must be expected by the competitor. Prepared surfaces should not be expected and a variety of footing caused by natural terrain and weather conditions must be accepted as part of the competition.

3. When laying out the course: The course must be measured prior to the event. Avoid high obstacles, as well as deep ditches, dangerous ascents or descents, thick undergrowth,

and, in general, any obstacles which would constitute a difficulty beyond the aim of the competition. Place course inspectors and umpires at intricate parts of the course to direct competitors and ensure

that they keep to the proper course.4. Competitors in cross country events are not allowed to receive any assistance or refreshments from any

person during the progress of the race. Given this and the recommendation that the course be built as a 1 km loop and a 2 km loop, the expectation of coaches and parents being allowed on the course is not applicable.

5. A “course” familiarization walk will take place prior to start of races.

PLAYER ELIGIBILITY

1. Player eligibility must be submitted no later than 24 hours prior to league play. NON-SCHOOL COMPETITION: High school curlers may participate in non-school leagues without loss of eligibility for school curling. MJHSAA takes no responsibility for any non-school league or tournaments. RULES

The current Canadian Curling Association rule book will apply with the following SHSAA amendments and rulings:

1. All games must begin with four curlers. At the discretion (and under extenuating circumstances only) of the league Commissioner, a team may be allowed to start a game with three curlers. Schools

are encouraged to have five curlers on the boys and girls teams and six curlers (one extra boy & one extra girl) on the mixed teams.

2. Substitution may take place prior to any game of a competition. Rotation of players may be altered prior to any game, but not after the first rock has been put into play.

3. Substitution : The player who leaves the game does not re-enter the same game. The player entering the game plays the position of the player who leaves (or lower). The substitution occurs between ends unless motivated by a physical injury. Substitution for Mixed: The player who leaves the game does not re-enter the same game. The player entering the game plays the position and is of the same gender as the player who leaves (or lower). The throwing order must be maintained. The substitution occurs between ends unless motivated by a physical injury.

4. In mixed curling, the sexes must play alternate positions (lead & third, or second & skip). If a girl is skipping, the other girl must play second and the boys lead & third. If a boy were designated as skip, the positions would be reversed. The player delivering last stone and player acting as vice-skip (holder of the broom) must be opposite gender.

5. In boys and girls competitions, the rinks may be made up of a maximum of five competitors. In mixed competition the rinks may be made up of a maximum of three girls and three boys, but they may not play during any game with fewer than two boys and two girls.

6. Each curler is eligible to compete for only ONE of the curling teams representing the school in any interscholastic play leading to the SHSAA provincial competition (if a player is listed as a substitute and does not participate in a game that is part of the playoffs leading to the provincial championship, then that player would be eligible to participate on another school curling team).

7. Each team is allowed to call two time-outs, of 90 seconds duration each. The request for time out, P. 31

called by the athletes, may be made at any time that the team is in control of the house or during an interval of play. The time-out shall begin when the coach of the team that called the time-out reaches the house in play. A mandatory five-minute break will be held at the conclusion of the fourth end.

8. Each team will be allowed one time out in the extra end of 90 seconds duration. Any unused time outs from regulation may not be carried over. There will be an automatic two-minute time out prior to the first extra end. This time out is not charged to either team.

9. Last rock advantage in league play and play-offs will be awarded to the winner of a coin toss. Last rock advantage is defined as having the choice of either “hammer” or rock color.

10. In the interest of having school curling teams identifiable as school representative teams, teams MUST be dressed uniformly and in school colors. Specifically, shirts, jacket/sweater, and pants/skirt must be uniform in color for all four players.

1. The league will consist of a senior division, and a junior varsity division.

a. Senior division – each school may enter two teams in each classification (boys, girls, mixed) of the senior division. Players may be interchanged on these teams during the course of the season up until the SHSAA E5 date for curling, which is typically the 2nd Wednesday in January. Both school teams in the senior division are eligible for play-offs.

b. Junior Varsity division – each school may enter two teams in the junior varsity division. This will be an ‘open’ division, which means the teams can be made up of boys and/or girls. The league commissioner will schedule a one-day end of the season bonspiel which is separate from the senior division play-offs.

2. All games in regular season play and play-offs will be scheduled for eight ends.3. In regular season league play, ties will remain as ties and extra ends will not be played.4. A player must have curled in league play to be eligible to curl in the play-offs.5. All MJHSAA Section teams will make the play-offs.6. The MJHSAA play-offs will be scheduled in a double knockout tournament format. With only two

teams in a league, a best of three format will be used.7. Headgear MUST NOT be worn during MJHSAA, SCDAA & SHSAA curling games. Exceptions will

be allowed for health, safety and religious reasons only.8. Ice Rental fees are to be paid by the Prairie South School Division and the Holy Trinity School Division.

Caronport & Cornestone will share in ice rental fees when they have teams participating. Presently the MJHSAA is only charged for games, practice times are free.

SCDAA DISTRICT BONSPIEL

1. The MJHSAA Section will advance two teams to the SCDAA District Bonspiel.2. The SCDAA bonspiel will be scheduled in a double knockout tournament format.3. Games are to be scheduled at 2:15 intervals.4. The SCDAA District will advance two teams to the SHSAA Regional Bonspiel and the top two teams

from the Regional Bonspiel will advance to the SHSAA Provincial eight team Bonspiel.

LEAGUE DISCIPLINE

1. The penalty for violation of the “Sports Activity Rules” may result in forfeit of game or games in which the violation occurred.

Teams must participate in a minimum of seven organized practices before competing in a controlled scrimmage.

Practicing on Sundays is prohibited with one exception: Agreement and motion passed between the coaches and only when there is a compacted schedule

with games being played on 3 – 5 days rest.

6. One coach from each high school tackle football team must be trained in the Safe Contact module beginning May 1, 2017.

SPRING FOOTBALL CAMPS updated September 2018

1. Camps will be limited to five practices. A maximum of two additional days can be used for signing out equipment and lockers, fitness testing, and paperwork.

2. Camps will be limited to controlled contact drills.3. Camps may not interfere with other school sport activities.4. Scrimmages will be limited to the final day of camp and conducted under close supervision of the

coaches. In order to scrimmage, athletes must wear full equipment. 5. Under no circumstances are schools allowed to play games or conduct controlled scrimmages with other

schools. 6. Grade 8 students registered to attend your school in the fall may participate in your spring camp. It is the

responsibility of the coach to ensure they are put in age appropriate groupings and skill level appropriate drills.

School parental permission form including student medical background must be completed before the student participates in drills.

PLAYER ELIGIBILITY

1. Player eligibility (SHSAA E5 Eligibility form and player participation fee) must be submitted to MJHSAA league commissioner no later than 24 hours prior to first scheduled league game. Further additions to the player list during the season must also be submitted 24 hours prior to participation in league play. Submit a new SHSAA E5 form plus player participation fee for all player additions. 2. SHSAA Health Certificate & Parent’s Permission form or reasonable facsimile is to be completed prior to the student participating in spring camp. If student does not participate in spring camp, form must be completed before participating in fall camp.3. Any athlete who has participated in Junior Football, the “Senior Bowl”, the “Saskota Bowl” the

“Can Am Bowl” or the “Canada Cup Under 19” will be ineligible to play for any high school football team in Saskatchewan.

RULES

The MJHSAA has adopted the CIAU (Amateur) Rules for football with the following modifications:1. “No Yards” penalties on punt returns shall be assessed as a 5 yard penalty if the ball touches the ground

prior to it being caught and an opposing player is deemed to be inside the 5 yard restraining zone. If the punt is caught in the air the penalty assessed is 15 yards.

P. 332. On any play, blocking below the waist is illegal except in the close line play area by a player who is

occupying a position in this area at the snap of the ball. The close line play area is defined as two yards on either side of the line of scrimmage and tackle to tackle. Penalty – 10 yards. Note: all rulings regarding infractions as pertaining to “Crack Back Blocks” and “Delayed Knee Blocks “are still in effect. These are unnecessary roughness penalties. Penalty – 15 yards.

3. Protection of the player snapping the ball in punting and placekicking situations: The player snapping the ball cannot be contacted after release of the ball until the player crosses the one-yard restraining zone or sets up in a pass-blocking stance. Penalty: 15 yard unnecessary roughness penalty.

4. Twenty-two Point Rule - for regular season only & only in 4th quarter. Teams scoring either a field goal or a touchdown in the 4th quarter who are still losing by 22 or more points may choose to receive the ensuing kick-off instead of kicking off to the other team. For example, Team “A” is losing 38 – 7 to Team “B”. Team “A” scores either a field goal making the score 38 – 10 or a converted touchdown

making the score 38 – 14. In either case, Team “A” may choose to receive the ensuing kick-off instead of kicking off to Team “B” because play is in the 4th quarter and Team “A” is still losing by 22 or more points. Teams taking advantage of the 22 point rule may not use it twice in a row. For example: If you are trailing by more than 22 points after scoring a touchdown or field goal in the 4th quarter of a regular season game and then choose to have the opposing team kick to you and then score again, you would have to kick to them. If you stop them and then score again, you could once again have them kick to you.

5. “Twelve minute running time quarters with stop time during the last three minutes of the second and fourth quarters. Half time shall be 10 minutes. The game will follow stop time guidelines regardless of the score.

5. The clock shall stop after a first down has been gained. 6. “Punt Rule” for windy conditions in Regular Season Only, Team A may elect to move the ball fifteen

yards closer to Team B’s goal line instead of punting the ball. Team B will scrimmage 1st and ten from that point. The clock will be stopped.

7. In event of a tie throughout the regular season, each team gets one offensive possession at the 35 yard line, must try for a 2 point conversion if a touchdown is scored. If equal points are scored, the game remains a tie. The play-off overtime procedure for play-off games follows SHSAA guidelines and is explained

below.8. During timeouts coaches are not to be on the field.9. When a player goes down with an injury where he/she is attended to by a person from the sidelines, this

player must remain off the field for a minimum of three plays including special teams play.10. The Wilson F2000 (CIS) is the official ball of the MJHSAA and the SHSAA.11. In SHSAA semi-final or provincial final, the visiting team will call the coin toss to determine which

team will have the choice to defer, kick/receive or defend an end.12. Effective 2015, high school football teams will retain the eligible and ineligible numbering system that

was previously in place by Football Canada (ineligible numbers are 40 – 69).13. Teams are not permitted to use in-game imaging technologies (ex: Hudl Sideline, tablets, smart phones,

still photos) during games including half time. This would include any technology that provides instant video replay

LEAGUE STRUCTURE

1. The home team will wear dark jerseys. If a conflict in colour occurs and only one team has a second set of uniforms then that team would be responsible for changing uniforms. If both teams have a second set of uniforms or neither team has a second set of uniforms, it is the responsibility of the visiting team to change uniforms or find an alternate uniform if there has been at least four days’ notice given prior to the respective game day2. The home team shall occupy the west bench when playing at Gutheridge Field.

3. Seven team league - a single round robin six game schedule will be played. Six team league - each team will play four teams once and one team twice to complete a six game schedule. Five team league - each team will play two teams once and two teams twice to complete a six game schedule. Four team league - each team will play the other three teams twice. Three team league – each team will play the other two or three times.

4. Play-offs: All teams shall be included in the play-offs. Throughout the play-offs the higher finishing team will have choice of which end it would like to

defend, or the choice of kicking-off or receiving, or the option of deferring choice to the 2nd half.

Play-off games will be hosted by the team or teams that finish highest in the regular season standings with one exception. The league championship game will be played at Gutheridge Field in Moose Jaw if a Moose Jaw team is in the final regardless of where they finished in the regular season.

A Non-member school after winning the MJHSAA league championship has the right to host SHSAA semi-final and provincial games if so desired.

5. In the event of a tie to determine play-off positions, the criteria for breaking the tie shall be:I. The win/loss record between the teams concerned. If Team “A” defeated Team “B” twice, or won

once and tied once, Team “A” would finish higher in the regular season standings than Team “B”.II. Points for and against in games involving only the tied teams.

Subtract points against from points scored in games involving tied teams.III. Average points for and against involving only teams ahead of them in the standings.IV. Average points for and against involving the team one position below in the standings.V. Average points for and against involving the team two positions below in the standings, etc.

6. Grade 8 students are not allowed to participate in games with students in grades 9 – 12. 7. High school teams are not to play or scrimmage against club or minor football teams.8. Cancellation of games due to weather or poor field conditions will be made by the commissioner in

consultation with the coaches and facilities manager. Re-scheduling cancelled games will also be done by the commissioner in consultation with the coaches.

9. Taping & scouting an opponent’s exhibition, league & play-off games is allowed. 10. Taping & scouting an opponent’s controlled scrimmage or practice is NOT allowed.11. MJHSAA season tickets and student activity cards will be honoured by all MJHSAA Non-member

schools. In turn, the MJHSAA will honour the Non-member school’s season tickets as well. This policy applies to regular season games only.

12. The MJHSAA will pay for the video-taping service provided by School Stream Sports Tape-Exchange or a similar service.

13. OFFICIALS: 5 or 6 officials are to be used for league games and 6 used for play-off games. 14. Overtime:

Immediately after the conclusion of the fourth quarter, officials will instruct both teams to retire to their respective team areas. The officials will assemble at centerfield and review the tie-breaking procedure.

The officials will escort captains to the center of the field for the coin toss. The winner of the toss shall choose one of the following options: 1. Offense or defense, with the offense at the opponent’s 35 yard line to start the first series; or 2. Which end of the field shall be used for both series of that overtime period.

The loser of the toss shall exercise the remaining option for the first extra period and shall have the first choice of the two options for subsequent even-numbered extra periods.

Extra periods: An extra period shall consist of two series with Team A and Team B each putting the ball in play by a snap on or between the inbound lines of the 35 yard line; which becomes the opponent’s 35 yard line. The snap shall be from midway between the hash marks on the 35 yard line, unless a different

position on or between the inbounds lines is selected before the ready for play. Team Series: Each team retains the ball during a series until it scores or fails to make a first down. The

ball remains alive after a change of team possession until it is declared dead. However, Team A may not have a first and 10, if it again possesses the ball after a change of team possession.

Scoring: The team scoring the greater number of points during the regulation and extra periods shall be declared the winner. There shall be an equal number of series and, as defined above, in each extra period, except if Team B scores during a period other that on the try for extra point(s). Example: On the first possession of a period Team A scores a touchdown. If the score is still tied after the three extra series having been played by each team, any subsequent touchdown must be followed by a two-point conversion.

There shall be no team time-outs during overtime play.

SAFETY PRECAUTIONS

1. Each team will supply its own first aid kit.2. Each team will have a first aid qualified adult to attend all games.3. At least one member of the coaching staff will attend a Sask. Amateur Football seminar/workshop on equipment each year. This individual or some other qualified person must inspect all high school football equipment prior to issuing of such equipment for the season. 4. It is recommended that, at the time of equipment issue, a seminar for players and possibly parents, be held to explain and stress the importance of proper fitting, safety and maintenance. After such a seminar, each player must be personally supervised when equipment is fitted and issued.5. It is IMPERATIVE that no player is allowed on the playing field for practice or game without a CERTIFIED, & PROPERLY FITTING HELMET.6. Tinted visors are not allowed under any circumstances.7. All high school football teams must have a medical plan in place before any games are played. This

includes: A detailed emergency procedure. A designated vehicle to be used for emergencies. Medical personnel in attendance (doctor, physiotherapist, nurse, or emergency-trained person). Emergency equipment supplies such as stretchers, etc.

LEAGUE DISCIPLINE

1. Penalty for violations of the “Sports Activity Rules” may result in forfeit of game or games in which the violation occurred. 2. At the time of the ejection of a player(s) from a game, the head official shall advise the coach of each team of the ejection, giving the uniform number of player(s) and the infraction. The head official shall complete a report using the player ejection form provided by the League Commissioner at the game. 3. SHSAA rules regarding Breach of Bylaws including player & coach ejections will be followed.

SPECTATOR CONDUCT1. The guiding principle for all SHSAA activities is that all participants including players, coaches, game

and minor officials DESERVE respect and consideration. 2. It is the SHSAA position that if the actions of a spectator are deemed by the officials to be interfering

with play or the official's ability to perform his duties, that the game should be stopped. The host school should be asked to intervene to have the disruptive action stop and if appropriate issue a warning to that spectator. If the allegiance of the individual can be determined to be with the visiting team, it is appropriate to ask the visiting coach to intervene to stop the disruptive action. If the officials determine that the disruptive action is beyond a warning or intervention then they should ask the host school and/or

P. 36the visiting coach (if appropriate) to see to it that the spectator leaves the premises. The officials having taken this action must not continue the game until their request has been fulfilled. The officials should not take it upon themselves to confront the spectator about their conduct or their removal. Coaches and school administrators should make certain that the school team as well as any team

followers taking part in a high school athletic event are made aware of these expectations.

1. The Section championship tournament will consist of 18 holes of medal play.2. All golfers must supply their own equipment.3. The Section tournament will consist of individual competitions for both boys’ and girls’ and a School

team competition for both boys’ and girls’.4. The boys’ team may be made up of three members to a maximum of four. The girls’ team may be made

up of two members to a maximum of three. 5. The total of the three best scores recorded by the boys’ team on each hole of the competition will

determine team scoring for the boys’ category. The total of the two best scores recorded by the girls’ team on each hole of the competition will determine team scoring for the girls’ category.

6. One MJHSAA team and the top three male and top three female finishers if not part of the team will advance to the SCDAA District tournament.

7. Handicaps will not be in effect.8. Caddying and/or coaching are not allowed during the course of play.9. The use of distance measuring devices is legal.10. For Section tournaments, each school may register a maximum of 10 golfers. The team must be

declared prior to the start of the tournament.11. Green fees will be paid by the Prairie South School Division, Cornerstone Christian & the Holy Trinity

School Division.12. The MJHSAA will send one adult with each group of golfers to act as a resource person on golfing

rules, local course rules and golf etiquette. The adult may help athletes keep score, look for lost balls, keeps the pace moving, etc. If problems or questions arise, the adult will call the tournament Commissioner for a ruling.

13. All coaches/teacher supervisors must be present at the golf course while their athlete(s) golf.14. Coaches and spectators may follow a group of golfers around the course, but must observe the following

rules: Stay at least twenty yards behind the last golfer. Follow your group by walking and staying in the rough. Stay well back of the green and out of the line of sight of the players putting. Be quiet prior to and immediately following the athlete hitting the ball. No conversations may take place with the golfers and/or officials during the round.

P. 3815. Any golfer that changes his/her flight (grouping) in the Section tournament without permission from

the tournament Commissioner will be disqualified.

DISCIPLINE

1. Penalties for violation of the “Sports Activity Rules” may result in forfeit.

SECTION AWARDS

A team trophy shall be presented to the school winning the team event. Medals for first, second and third place in both individual and the team event will be given out. Ties for 1st, 2nd and 3rd will be broken by playing an extra hole or holes as necessary to break tie.

DRESS CODE Only tailored slacks, tailored dress shorts, tailored skirts or school athletic suits and a collared shirt with

sleeves are acceptable. Jeans, cut-offs, jammers, muscle shirts or any shirts bearing numbers or offensive slogans will not be allowed.

PLAYER ELIGIBILITY

RULES

The MJHSAA has adopted the FIFA (International) rules, with the following SHSAA amendments:1. Team roster size is unlimited. Roster size for 7 v 7 soccer is capped at 14 players.2. Unlimited substitutions may be made during the game with a maximum of two substitutions at a time.3. The playing field must be well marked, level and free of holes, rocks and any other obstructions.4. Proper footwear including running shoes, according to the rules, is to be worn. 5. Three points awarded for a win, 1 point awarded for a tie

LEAGUE STRUCTURE

1. The league format and schedule shall be discussed at the annual pre-season coach’s meeting and voted on at the MJHSAA level.

2 Games shall be ninety minutes, divided into two forty-five minute halves with a 5 minute break at half-time.

3. The referee shall allow a pre-game warm-up of at least fifteen minutes. 4. Game start time (early season): 4:30

NOTE: start time may be moved to 4:15 or 4:00 later in year to avoid darkness.5. Nets, pegs, and corner flags are provided. Each team is responsible for putting the net and corner flags

up prior to the game and taking the net and corner flags down after the completion of the game.6. The home team will supply two game balls.7. Cancellation of games due to weather or poor field conditions will be made by the League

Commissioner in consultation with the coaches. Rescheduling cancelled games will also be done by the League Commissioner in consultation with the coaches.

8. Tie games throughout the regular season will remain as ties. Overtime will be used to break ties in the play-offs.

9. Games may only be rescheduled by permission of the MJHSAA based on the following criteria: A conflict with school activities or unforeseen circumstances. Be cleared through the MJHSAA Athletics Commissioner and/or the MJHSAA. Be declared one week in advance so that other schools and league officials can be notified. Be mutually agreed upon by the two schools concerned.

The league Commissioner must inform schools/coaches of proper rescheduling protocol prior to the start of the season.

P. 4010. A signed copy of the score sheet with all information clearly legible shall be provided to both the home and visiting teams. A CLEAR picture of the score sheet can be sent to the commissioner by email or text immediately after the game. The original is to be kept by each team and turned into the league Commissioner when available to do so.11. The winning team will notify the media: Golden West Radio & Moose Jaw Express. 12. For exhibition games, each school is responsible for arrangement and payment of officials through the Moose Jaw Soccer Officials Association.13. Regular Season Tie Breaking Procedure:

3 points awarded for a win, 1 point awarded for a drawIf teams are tied following the regular season schedule the tie is broken as follows:1) Previous match results - The winner of the match or matches between 2 teams tied in points shall

be awarded the higher position.2) Goal Difference - Goal difference shall be calculated by subtracting goals conceded from goals

scored. A maximum difference of 5 goals shall be awarded in each game.3) Goal Average - Goals for divided by goals against (goal difference of 5 goals also applies).4) Least Goals Against - The team having the fewer number of goals against will be awarded the

higher position.5) Penalty Kicks - If 2 or more teams are still tied under criteria (1) through (4) then the higher

standing shall be decided by kicks taken from the penalty mark as follows: Two Teams Tied - as per F.I.F.A. Laws of the Game, at a time and place decided by the

Athletic Commissioner Three Teams Tied - each team is designated A, B or C. Three mini-games shall be played (A

vs B, B vs C, C vs A) consisting of 5 penalty kicks at a time and place to be decided by the Athletic Commissioner. The standings after these 3 mini-games shall be ranked according to the criteria (1) - (4) above.

14. Play-offs: All teams shall be included in the play-offs. All play-off games are to be played in Moose Jaw with the exception of Weyburn vs Estevan. Single elimination.

o Five team league: 1st, 2nd and 3rd get a bye, 5th plays 4th. o Six team league: 1st & 2nd get a bye, 6th plays 3rd & 5th plays 4th. o Seven team league: 1st gets a bye, 7th plays 2nd, 6th plays 3rd and 5th plays 4th.

Overtime periods will be two five-minute halves. o A coin is tossed and the team that wins the toss decides which goal it will attack in the first half

of overtime.o The other team takes the kick-off to start the overtime.o The team that wins the toss will kick off to start the second half of overtimeo Teams change ends of the field for the second half.o There is NO Golden Goal in effect.

If still tied:o Each team shall take five penalty kicks. o The kicks shall be taken in alternate order by five different players of each team at the same goal. o No player shall kick more than once until all eligible players have had a kick.o Each team shall utilize the same number of eligible players for penalty kicks.o The eligible players are those who were on the field at the end of regulation play.o Only eligible players are allowed on the field during the penalty kicks.

15. All games start with a coin toss and winner choosing side or first ball.

RULES1. Meets will be conducted in accordance with the current CTFA rule book with weight and rule modifications listed below.2. As the track and jumping areas are all-weather artificial surfaces, Chevron surface spikes longer than 6

mm in length will not be allowed. Athletes will be checked prior to each event and will not be allowed to compete with illegal footwear. The meet will not be delayed to allow athletes to change spikes.

4. The use of standing starts will be allowed for all races in MJHSAA, SCDAA and SHSAA events.5. Any competitor making a false start shall be warned. If a competitor is responsible for two false starts,

the competitor shall be disqualified.6. In the event of lane infractions during a race, the advantage gained rule will apply. Infractions will be

reported to the track referee who will rule on the violation.

MEET STRUCTURE

1. The Track and Field Commissioner shall delegate duties to each member school to provide officials (teacher & student) for all interschool meets.

2. Mini Meets: Unlimited entries are allowed in each age classification. A maximum of two relay teams per age classification is allowed. High school students only.

3. MJHSAA Invitational Meet: Pole vault will not be offered as one of the events. One 100m relay team per age category. Invited schools may enter the following entries per event:

o Two in hurdles, 100m, 200m, 400m; Three in 800m, 1500m, 3000m and all field events; Four per gender (any combination of jr. & sr.) in the Quad.

Host schools (AEP, CCI, RVCI, CCS, VCI, BCA) may enter the following entries per event: o Three in hurdles, 100m, 200m, 400m, long jump; Four in 800m, 1500m, 3000m, and all other

field events; Four per gender (any combination of jr. & sr.) in the Quad. The 1600 m open boys & girls medley relay race will replace the 4 x 400 m relay races.

o First runner – 400m, second & third runners – 200m, fourth runner – 800 m Competitors are limited to four events plus relays. In the 100 m, competitors will advance to the final as follows:

o the top two finishers from each semi-final plus the four fastest non-qualifiers. Lanes 3, 4, 5 and 6 will be reserved for the fastest times. With three heats, the top finisher of each heat plus the

In the 200 m, competitors will advance to the final as follows:o The top finisher from each heat plus the next fastest times to a maximum of 6 runners.

The hurdles, 400 m, 800 m and relay races will be timed section finals. There will be three trials in the preliminary rounds of the shot put, discus, javelin, long jump and triple

jump. The top six in the preliminaries will have an additional three attempts. o In the Quad event, athletes will all get a maximum of three jumps in long jump and three throws

in shot put. The top six will not get another additional jumps or throws. Competitors shall be entered in their proper age group although coaches may move a competitor to a

higher age group for a meet. All competitors must wear uniforms in keeping with the school colors. Track club uniforms or

commercially printed T-shirts are not acceptable. A Team Championship will not be tabulated. 1st, 2nd and 3rd place ribbon on card for each event.

4. MJHSAA Section Meet: All track & field athletes must participate in a minimum of 50% of meets, which include the 3 Mini

Meets, the Moose Jaw Invitational, and all other meets Moose Jaw teams are registered to compete in, to qualify for the Moose Jaw Section track & field meet.

Coach integrity is an expectation, and coaches are to monitor their own athlete’s attendance. Any medical exemptions are to be decided by the Athletic Commissioner The date of the Section meet shall be determined annually. Preparations for the meet will be under the direction of the Commissioner. Schools will share in

providing staff and students to serve as officials. Team entry due to track Commissioner on the date indicated annually.

o Meet day: Scratches made prior to start of meet only, no substitutions to team entry. An athlete may be entered in a maximum of four events plus both relays. An athlete entered in the

Quad event may only participate in the Quad event plus relays. o A Quad athlete participating in the 4 x 100 M relay must participate in his/her age category.

In the 100 & 200 metre races when there are 8 or less athletes in the 100 and 6 or less athletes in the 200, the races will be run in the pm during the finals time. They will not be run in the am during the heats.

In Section meet, coaches may enter 3 athletes in each and every event except for the Quad where coaches may enter 4. In the quad event, there will be a grade 9 – 10 champion and a grade 11 – 12 champion. In the boys’ quad event, all athletes will throw the 12 lb. shot. All athletes will compete against each other. Points will be awarded for both. Ribbons and certificates will be given to both. Quad athletes are restricted to the quad event and relay races. Coaches will make decision as to which athletes advance to Districts. Quad athletes may run relay races in their appropriate age class.

In all throwing events, plus long and triple jump, competitors shall be given a warm-up try, three competition tries, with the top six receiving three additional tries.

o In the Quad event, athletes will all get a maximum of three jumps in long jump and three throws in shot put. The top six will not get another additional jumps or throws.

The 3000 m races will be run on the day prior to the meet. The winner of each semi-final heat plus the next four fastest times will advance to the 200 metre

final.o In the event of a tie, the athlete placing the highest in his/her heat will advance.

The 400 m race will be a timed section final. Entries will be hand seeded into a slow heat and a fast heat with the slow heat running first.

o For timed finals, the heats will be split, where the “fast” heat will have as many lanes filled as possible, and the “slow” heat will have a minimum of three athletes.

Scoring for each event shall be based on the top six places: 10 - 8 - 6 - 4 - 2 – 1 points. A scratch meeting shall be held prior to the start of the meet. No names may be added or changed at

this time. School uniforms must be worn by all competitors.

- In the event that a number/uniform jersey may restrict an athlete’s performance in shot, discus, javelin or high jump, it will be permissible to remove the number/jersey and show it to the official in charge of the event prior to each attempt.

1. A team trophy shall be presented to the school accumulating the greatest point total in the meet. In the event of a tie in the aggregate point total at the Section meet, the schools shall be declared co-champions and each school shall hold the trophy for an equal part of the school year.

2. Medals for first, second and third place in individual age classifications (boys & girls) shall be presented following the meet. A tie shall be resolved by presentation of duplicate awards.

3. Ribbons on a card will be awarded for 1st to 4th place standings in each event.

SAFETY1. Limit the number of javelins used (2 - 600 gram & 2 - 800 gram).2. Limit the number of discus used (2 - 1 kg. & 2 - 1.6 kg).3. Limit the number of shot put used (2 – 3 kg., 2 - 4 kg. & 2 - 12 lb.).4. Only throwing implements supplied by the meet officials shall be allowed for practice and competition

SCDAA DISTRICT MEET1. The selection of the District Team for the South Central District meet made by the representative coaches from all MJHSAA member schools shall be based on the performance of athletes in the Section meet. The selection meeting is to be held immediately following the Section meet.2. Each Section will advance three male and female athletes per event to the District meet in Midget, Junior and Senior age categories.3. For timed finals, the heats will be split evenly into two seeded sections when necessary. If there are an odd number of athletes, the larger heat will be the “fast heat”.4. Athletes must wear numbered jerseys.5. The starting heights for high jump at the District meet are to be 10 cm below the starting heights used the SHSAA Provincial meet.

P. 46VOLLEYBALL

MJHSAA VOLLEYBALL GUIDELINES:1. Practice Start Date: September , 20182. Maximum number of Matches not including play-offs: 60 Matches

1 match = two game match; or, best of three match; or, best of 5 match3. Limits per day: 6 matches4. In MJHSAA Volleyball leagues, each school is allowed to have a maximum of three teams. If a school

has three teams they must have one team playing in the senior league. The remaining two teams can be made up of two junior or one junior and one JV (no more than one JV). A junior team consists of players from grades 9 & 10. A JV team consists of players from grades 9 to 12.

5. A junior volleyball player may play two senior league nights or exhibition matches and attend 1 senior tournament. If a junior player plays in a third league night or attends a second tournament with the senior team, he/she must remain with the senior team for the remainder of the season. In instances where senior play-offs begin before the end of the junior season, junior players may be

called up to the senior team for play-off games and these games do not count towards the two game

maximum.

RULESThe current Volleyball Canada rules will apply with the following MJHSAA and SHSAA amendments and special rulings:

1. Height of net: Boys - 2.43 m; Girls - 2.24 m.2. A maximum of fifteen players may be dressed for any match and these players must be recorded on the

score sheet. All fifteen players may take part in any set of any given match.3. Six players shall be on the floor to play at all times.4. The provision for a “libero” player WILL be used for high school play, as well as the allowance for

twelve substitutions. There is no limit to the number of times a player may leave or re-enter the set as long as the

maximum number of twelve substitutions is adhered to and as long as they leave or re-enter for the same player.

Once you have a designated partner … that is the only player you may leave or re-enter that set for. Substitutions may occur at any point in the set. All other substitution rules must be followed. In the case of an exceptional substitution, the Libero may be used for a roster of 7 or less players.

5. Rally Scoring: The team which first scores 25 points with a minimum lead of two points wins a set. In the case of a

24 - 24 tie, play is continued until a two-point lead is achieved. There is NO point cap and ALL sets in a match will follow this procedure.

The team winning a rally scores a point. If the team that served wins the rally, it scores a point and continues to serve. If the team that received the service wins the rally, it scores a point and gains the right to serve.

There is a coin toss prior to the third set in a best of three match or prior to the fifth set in a best of five set to determine service and side, as this is the final (tiebreaker) set.

The 5th set in best of 5 matches will be played to 15 points. Teams will change sides during the 5th set when one team reaches 8 points.

The 3rd set in best of 3 matches will be played to 15 points. Teams will change sides during the third set when one team reaches 8 points.

P. 476. In best of five matches, an exhibition set may be played if the match is decided in three sets.

The decision on whether to play in exhibition set is decided by the head coaches of the involved teams immediately upon completion of the third set.

Both coaches MUST agree upon playing the exhibition set and the officials must be advised of the

decision to play the exhibition set immediately. When a match is decided in four or five sets, NO exhibition set will be played.

Exhibition sets are not to start later than 7:40 pm when there are 8:00 pm matches scheduled.

7. UNIFORMS: All players must appear in similar uniform, clean and presentable, and of the same color. Numbers must be worn on the front and back of the uniform, according to the rules.

8. For all interschool volleyball games the on-court officials are instructed to penalize teams that change from their warm-up tops to their team uniforms at court-side by issuing a red card (loss of serve and/or point) to the offending team.

3. Matches may only be rescheduled by permission of the MJHSAA based on the following criteria: A conflict with school activities or unforeseen circumstances. Be cleared through the Athletics Commissioner and/or the MJHSAA volleyball league

Commissioner. Be declared one week in advance so that other schools and league officials can be notified. Be mutually agreed to by the two schools concerned. The league Commissioner is to inform all coaches of rescheduling protocol prior to start of season.

4. Match start times: 6:15 and 8:00. Matches will start at the assigned start times but if they run late the match will start 15 minutes after

the previous match ends, the net height has been adjusted (if necessary) and the floor has been cleared.

Boys and girls will alternate starting at the early 6:15 start time. Teams playing at 6:15 are not allowed into gymnasiums for warm-up until 5:45 pm or 30 minutes

prior to the start of the match. Matches involving teams from outside of MJ or matches played outside of MJ may start earlier. The change in start time must accommodate all teams, schools & officials involved.

5. Game officials shall allow a pre-game warm-up of at least fifteen minutes. 6. Minor officials, gate attendants and two official SHSAA game balls inflated to the proper psi shall be provided by the host school. 7. A signed copy of the score sheet with all information clearly legible shall be provided to the visiting team.8. For exhibition matches each school is responsible for arrangement and payment of officials through

If greater than eight teams or fewer than 4 teams are in the league, the league Commissioner in consultation with the coaches will draw up the league schedule and play-off format to best fit the circumstances and it will then be taken to the MJHSAA for ratification.

Quarter and semi-final play-off games for the senior sports of volleyball, basketball and football will be played at the host site of the team that finished higher in the regular season standings. Championship games will be played in Moose Jaw for football (unless two non-member teams are playing in the championship game), volleyball and basketball. Junior play-offs games in volleyball and basketball will play all play-off games in Moose Jaw.

If a higher placing non-member team is to play a lower placing MJHSAA member team, the lower placing MJHSAA member team becomes the host.

The MJHSAA will attempt to hold league championship matches at Saskatchewan Polytechnic.12. Protests:

The referee’s decisions regarding ball handling faults are not open to protest. A captain may legally protest only an error in applying a rule or rule interpretation. The Captain must lodge the protest immediately and the referee must direct a written record on the

score sheet or a paper to be attached to the score sheet. This record includes game number, score, ball possession and player position on floor at time of protested decision, and reason for protest. Once this record is made, the same referee administers the balance of the game and match. The protest is then referred to the appropriate higher authority for acceptance or refusal. Refusal means that the game or match result stands as played. Acceptance involves replaying of the event in whole or in part depending on the judgment of the protest committee.

13. Scheduled practices are for team players registered with the eligible school/team only. This means no players from other high school teams or no elementary students are to attend other school’s scheduled practices.

SHSAA CONFERENCE TOURNAMENTS1. All Conference tournaments will occur on a SCDAA rotation.

1. The penalty for violations of the “Sports Activity Rules” may result in forfeit of match or matches in which violation occurred.

JUNIOR VOLLEYBALLSenior guidelines to be used with the following exceptions:

1 match = two game match; or, best of three match; or, best of 5 match3. Limits per day: 6 matches4. A junior volleyball player may play two senior games and attend 1 senior tournament. If a junior player

plays a third game or attends a second tournament with the senior team, he/she must remain with the senior team for the remainder of the season. In instances where senior play-offs begin before the end of the junior season, junior players may be

called up to the senior team for play-off games and these games do not count towards the two game maximum.

PLAYER ELIGIBILITY1. In junior volleyball, students in grades nine and ten are eligible to participate, however no player will be allowed to play more than two years at the junior level.2. Senior teams may be allowed to participate in junior leagues but are NOT eligible to participate in league play-offs.3. Grade 11 & 12 students may be allowed to participate on junior teams but any teams using grade 11 & 12 players are NOT eligible to participate in league play-offs.

RULES1. The deciding set in a best of three or best of five match shall be played to 15 points.2. The overhead pass on service reception is legal.

PLAYER ELIGIBILITY1. Player eligibility must be submitted no later than 24 hours prior to the first high school meet participated in. Further additions to the player list during the season must also be submitted 24 hours prior to participation in high school meets.

For high school wrestling in Saskatchewan CAWA (Canadian Amateur Wrestling Association) rules as published on December 1 of the current season will be followed with the following SHSAA modifications.

1. Dress at Regional and Provincial Wrestling Competitions: All competitors must wear a wrestling singlet. A red/blue reversible singlet, or individual singlets of red & blue or a wrestling singlet in school colors

must be worn. Wrestling Singlets in school colours ARE acceptable. Club singlets are NOT acceptable. Competitors must wear supple shoes with no heels buckles or metal attachments. Wrestling boots are

strongly recommended. Long hair must be worn tied back with an elastic or ribbon, with no metal attachments. Jewellery is forbidden other than unobtrusive plastic retainers. A wrestler with braces on his/her teeth, MUST wear a mouth guard.

2. Skin Inspection: The on-site medical personnel MUST examine all competitors before wrestling. Any wrestler with

ringworm or any contagious skin ailment will be ruled ineligible to participate. The decision of the on-site medical personnel will be final in regards to the athlete’s participation in the

event.3. Weigh-ins:

All competitors are weighed in their wrestling attire, with bare feet. A 200 gram reduction in the weight will be allowed as the weight of the wrestling uniform.

4. Illegal holds: A Ring Nelson (full or ¾ Nelson) from any position, a Back Supple, the West Point or any of its

variations are all considered illegal holds. The High Amplitude throw no longer is awarded 5 points; it is now awarded 3 points.

5. The Coach: The coach that sits in the athlete’s corner is required to shake the hand of the opponent at the conclusion

of the match. Only 1 coach will be allowed in the corner during a match. The coach must remain seated in the

appropriate corner at the edge of the mat during the bout except during the 30-second break between rounds. The coach may leave his/her seat to tend to an injured or bleeding athlete on the wrestling mat or to approach the mat chairperson around the mat surface to request a specific clarification.

The coach will not indicate points with hands nor attempt to influence the referee’s judgement by shouting phrases or using signals utilized by officials.

The coach is not allowed to speak to the referee, judge or the other athlete or coach during the match. The coach may, however, request an explanation from the mat chairperson, regarding a specific call, at an appropriate break in the action.

P. 52 If the coach behaves in an unacceptable manner, the mat chairperson is required to give the coach a

yellow card. If the offence continues, in the same match, the coach will be a give a red card and ordered to leave the corner and go into the stands for the duration of the match. The head official will make a decision to either let the coach resume his/her duties or disallow the coach from his/her duties for the duration of the tournament.

Coaches that continue to direct verbal abuse from the stands will be required to leave the competition hall for the duration of the tournament. If the coach is eliminated, the contest will be forfeited if there is not another approved coach or supervisor present to supervise the team.

6. Length of Match: Each match will consist of three two-minute rounds.

7. Fluid Intake: During the break following the first two-minutes of the bout, a wrestler will be allowed to drink water

(fluids). The fluid must be available in the coach’s corner.8. Boys’ Weight Classes:

9. Wrestlers are only allowed to wrestle one weight category above their actual weight.10. For interschool wrestling competition weight classes may be determined on the basis of age and

experience provided that weight categories are kept within the following percentages:11. Tie-break Procedure:

The tie-break procedure as outlined in the CAWA rules (references to 5 point actions do not apply) shall be used if a bout is tied at the end of the second period.

12. SHSAA Regional Tournament: All wrestlers from outside Regina and Saskatoon MUST attend this meet in order to qualify for

the Provincial Meet. Registered schools may enter more than one wrestler per division. Competitors who have not been pre-registered by their coaches will not be allowed to participate

in the tournament. Athletes will weigh in at their school. Certified weights must be faxed to the Regional

Commissioner by 12:00 pm the Thursday preceding the Regional tournament. Skin inspections will commence at 9:00 am. The Regional Wrestling tournament is a one-day tournament beginning at 10:00 am. The top four qualifiers in each weight class will advance to the SHSAA Provincial tournament.

13. SHSAA Provincial Tournament: The Provincial tournament is a two-day tournament beginning at 4:00 pm on day 1 and 9:00 am on day

2. Maximum of 4 wrestlers per weight class. Competitors who have qualified in one weight class must compete at that weight class at the Provincial

tournament. Skin inspections must be completed prior to weigh-ins. Weigh-ins are to be held between 12:00 – 1:00 pm on Friday.

P. 53 If a wrestler does not make weight, or does not show up for the tournament, the wresters who placed

behind the forfeited wrestler will move up one placing. This means that there would be no fourth place wrestler.

The use of plastic bags, saunas or any form of artificial weight loss is strictly prohibited. The penalty is immediate elimination from the tournament.

There are six school team wrestling competitions in Regional and Provincial competitions, three for girls and three for boys. All individual and team awards will be presented upon completion of the final match.

14. Jury of Appeal: At the Regional and Provincial tournaments, a “Jury of Appeal” to settle “on the spot” disputes will

include the SHSAA Representative, the head referee and the tournament commissioner. They may call on other individuals to assist with a decision. The “challenge” process as outlined in the

Wrestling Canada Rulebook will be in use. The use of on-mat video will be utilized if made available by the committee responsible for hosting the event on behalf of the SHSAA.
