Article A: Name and Division Ages

This organization shall be known as the Blossom Valley PONY Baseball, Inc., referred to herein as BVPB. It is a member of PONY Baseball, Inc. of Washington, Pennsylvania.

This League shall consist of the following Divisions:

Shetland 4’s Division (4 & younger players) – Depends on registrations. Coaching Director will advise.

Shetland Division (5 & 6 year old players) Pinto Division (7 & 8 year old players) Mustang Division (9 & 10 year old players) Bronco Division (11 & 12 year old players) Pony Division (13 & 14 year old players) Colt Division (15 & 16 year old players) Palomino Division (17, 18 & 19 year old player)

Article B: Vision and Mission Statement

Our mission is to provide opportunities and exposure while competing at the highest levels in youth baseball and instilling discipline, teamwork, sportsmanship, honesty and integrity. Blossom Valley PONY Baseball teaches their players to respect the game, work hard and play hard.

The Blossom Valley PONY Baseball focuses on consistent hard work and striving to become a better ballplayer. We believe in pushing your teammates to be better, picking them up when they are down, and always believing in yourself. Character is revealed in times of adversity and baseball provides that adversity. By putting these young baseball players in extremely competitive situations, we help players develop characteristics that will benefit them not only in baseball, as well is in life.

Article C: Government and Elections of Officers

The Organization shall be known hereinafter as Blossom Valley PONY Baseball, referred to herein as BVPB. It includes all Board Members, managers, coaches, players, parents, assistants and volunteers.

1. The management of the affairs of BVPB shall be delegated to the Board of Directors, consisting of the following positions:

2. The Board of Directors shall consist of, as a minimum, a President, Secretary, Treasurer, Player Agent/Coaching Director, Sponsor/Fundraiser Director, (hereinafter collectively the “Board”). The Board may be expanded for any one year by a vote of the Board of Directors at any regular meeting.

3. At a regularly scheduled Board meeting in June of each year, the Board of Directors shall conduct an election to determine the Board of Directors for the following year (hereinafter individually the “Directors”). Candidates for Board positions shall be those individuals placed into nomination at the regularly scheduled May Board meeting or nominations duly made from the floor by members of the Board.

4. The Board of Directors shall assume office upon their election or upon the completion of post-season activities, but in no case later than September 1st of each year. Outgoing Board members are encouraged to conduct a transition with incoming members. The President shall appoint all unfilled positions that are approved by the Board by a simple majority vote.

5. The Board of Directors consists of a 3 tier set-up. 6. All records of or concerning BVPB shall be kept in the BVPB’s Secretary’s or Treasurer’s office and

shall at all time be open to inspection by any board member of BVPB. 7. The election of the Board of Directors will take place by the end of regular season (by the end of

June) each year. Nominations for following Board year will be accepted by secretary by June 15 th. A majority vote shall be necessary to elect. All Directors shall take office at the following September Meeting. Vacancies may be filled by a simple majority vote of the remaining directors at any regular or special meeting called for that purpose. For any member of the Board of Directors who misses two (2) consecutive meetings without a valid excuse will lose their vote for that meeting.

The Board of Directors shall have the power and responsibilities as follows:

a) To determine what individuals are eligible as coaches and other volunteers.b) To impose and enforce penalties for any violation of the By-Laws.c) To remove from office, or bar from this organization, by a two-thirds (2/3) vote, any

member of the Board of Directors, coach or other volunteer, who, by neglect of duty, or by other conduct that tends to impair his or her usefulness as a member of the board, or as a coach or volunteer, or who is otherwise detrimental to the objectives, programs or ideals of BVPB.

d) To collect the funds of BVPB and to expend the same.e) To call regular and special meetings, and to fix the time and place for holding all

meetings not fixed by these By-Laws.f) To otherwise run BVPB as it sees fit.

g) Prepare a written summary, highlighting the previous year’s activities and schedules, by the end of their tenure (August).

h) No Board member may be paid for any league duties.i) Any board member who misses two or more unexcused, consecutive Board meetings

will forfeit his/her right to vote at the next scheduled meeting he/she attends.

ARTICLE D: Meetings of the Corporation1. The annual meeting of the BVPB shall be held on the third Thursday of October in each year. 2. Regular meetings will be held on the first and third Thursday of each month during the

regular season (January-June), and only the first Thursday of the month for the rest of the year, unless otherwise directed by the President.

3. A special Executive Board Meeting will be called at any time by the League President or upon written request of at least three members of the Board.

4. The voting board member positions shall be as shown in Article C.1:5. Each voting Board Member’s term of office shall run for 1 year from September 1st to August

30th. Each board position has a job description in Article D of these Bylaws. The current year’s bylaws shall be in effect until the new Board accepts the new bylaws.

6. At all meetings of BVPB, a quorum shall consist of at least thirty percent (30%) of the voting board. Each board member shall have one vote. However, if a member has more than one voting position they will have one vote per position. If said position is shared by more than one person there shall be only one vote per position.

7. Voting members of the Board are required to attend a minimum of 75% of the regularly scheduled board meetings unless excused by the League President. Non-compliance with this provision may result in removal of the existing member. Members are expected to notify the Secretary of the President prior to any Board meeting they are unable to attend. Board members who are unable to attend should have their report sent to the Secretary or President 72 hours before the meeting. There is to be no leeway on the Treasurer’s report. Non-voting members are not subject to this rule.

8. The nomination of Board members shall be held at the second-to-last regularly scheduled Board meeting of each year (July), for all positions. Elections will be held in August. Newly elected Board members shall assume their Board duties at the first regularly scheduled meeting in September following the election.

9. After the election of new Board members is complete, an Executive Board meeting will be held with all incoming and outgoing Board members for the purpose of transferring duties to the incoming Board members. The League Secretary shall have the responsibility of conducting a smooth transition of information. The transition must be completed prior to the first regularly scheduled meeting in September.

10. Executive Board meetings are defined as meetings necessary to deal with league business outside of the normal Board Meeting schedule.

11. At the meetings of the Corporation the following shall be the order of business:

a. Reading, corrections and adoption of minutes.b. Election of Board of Directors (Annual Meeting only-September).c. Secretary’s Reportd. Treasurer’s Reporte. Reports of Division Directors

12. Any action shall be passed by a majority vote of the Board Members, except where these By-Laws require a two-thirds (2/3) vote.

13. All meetings of the Corporation shall be conducted in accordance with the Rules of Order as contained in “Robert’s Rules of Order”.

ARTICLE E: Officers (Executive Board)

Each board member shall be elected at the annual meeting, or otherwise appointed by the President and approved by the board. All Executive Board Members must be insured and bonded.

Section 1 – President The President shall be responsible for conducting the affairs of the League and for executing the

policies established by the League and PONY. The President shall promote the welfare of the league, attend District PONY meetings

representing the League, preside at all meetings of the League Membership and Board of Directors, and have the authority to execute for and in the name of the League such contracts and leases as are previously ratified by the Board of Directors.

The President shall perform such other duties as are normally associated with the office of President.

The President cannot manage a team within the league. The President’s signature shall be one of those authorized for the disbursement of League fund. The President shall not vote except to break a tie.

Section 2 – Vice President Shall attend the monthly Board meetings. Shall head the scholarship and hardship committee. Is responsible for mentorship and PCA programs. Shall assume the role of any unfilled or vacated position until a replacement can be voted in. Shall be entitled to sign all warrants of the treasury of BVPB. The Vice President shall serve as Commissioner of Fall Ball. Will organize and direct the activities

of the Fall Ball program. Will work with the Player Agent and Division Director to conduct registration, place players on

teams, and develop game and practice schedules. Shall work with the Equipment Director and Purchasing Agent to order and distribute equipment

and uniforms. Shall work with the Chief Umpire to schedule umpires. Shall present a written forecast of projected costs and profits for board approval and provide a

season-end report showing actual expenditures. Any purchase must be a simple majority vote.

Shall attend the monthly Board meetings. The Secretary shall be responsible for the records of the Corporation and shall conduct all official

correspondence, issue notices of all meetings of this Corporation, and perform such other duties as may be prescribed by the Articles and By-Laws of this Corporation and by the Board of Directors.

Shall arrange a facility for Board meetings. Shall maintain the Minutes of all regular and special meetings of the Board for reading and

approval at the next regular meeting. Keep Minutes as the official records of the business of the League and make available to all attendees of Board meetings of the previous meetings.

Shall maintain all official records as requires for the proper administration of the League Shall maintain the Board roster and keep all Board members informed of changes in contact

information. Shall coordinate the archiving of all pertinent League records and documents with the

webmaster. Shall run the election meeting and forward results to the entire Board. Be entitled to sign all

warrants of the treasury of BVPB.

Section 4 – Treasurer

Shall attend the monthly Board meetings. Shall receive and disburse all funds with the approval of the Board of Directors. Shall keep an accurate account of all funds received and disbursed for the League. Shall submit a financial report at all regular meetings and at such other ties as may be requested

by the President. Shall compile an annual report of League finances. Shall provide the books of the league and such other documentation as requested for the annual

audit. Shall transmit all financial records to any person elected to succeed him or her in that office. Be entitled to sign all warrants of the treasury of BVPB.

Section 5 – Player Agent/Coaching Director Shall attend the monthly Board meetings. The Coaching Director shall arrange for and schedule pre-season coach’s clinic. One should be

designed for Shetland coaches and one for Pinto and above. Shall investigate complaints about coaches and managers and providing coaching guidance

where necessary. Shall prepare and distribute coaching questionnaire during last third of season, collects and

evaluates responses, provides feedback to coaches and managers; provides information to board for use in future manager/coach selection.

Shall determine the League game schedule. The schedule shall include the regular season games, as well as playoff and championship schedule for each division with the assistance of the Division Directors. The Player Agent shall record all player transactions and maintain accurate up-to-date records.

Shall check resident and age eligibility and review applications for all players. Shall set-up and run try-outs for both regular season, fall ball and club ball. Shall conduct a player draft and prepare and maintain any division waiting lists. Shall be responsible for the production and distribution of registration forms for regular season

and Fall Ball. Player Agent shall not manage or coach on the same regular season team, as the assistant Player Agent.

Shall make available copies of registration forms and birth certificates to managers (regular season team) and manager’s coaches or business managers of select teams (Memorial, All Starts, Club teams).

Section 6 – Sponsor/Fundraising Director Shall attend the monthly board meetings. The Correspondence Secretary shall conduct all sponsor correspondence for the league. Shall be responsible for developing a program designed to solicit sponsors to help the League

financially. Shall also be responsible for offering proper gratitude on behalf of the League in writing to all

donors and to ward such plaques or items to donors that the Board of Directors shall prescribe. Shall be responsible for organizing dine for dollar events with restaurants and other fundraising

events excluding Hit-A-Thon and BV Fan Fest. Shall maintain a sponsor list and purchase all sponsor plaques and contributor certificates. Shall keep Sponsors informed of league activity and works closely with the Webmaster to keep

sponsors names continually in the public eye. Shall be responsible for obtaining sponsors and responsible for publicizing sign-ups for Spring and

Fall Ball. Shall research potential corporate sponsorships. Shall head the Scholarship Committee.

Section 7 – Vacated Positions

In the case of death, removal, withdrawal or inability to fill a position of any officer of the corporation, the President, with the approval of thirty percent (30%) of the Board of Directors, is empowered to appoint his or her successor until the next annual meeting of the corporation. During the interim the Vice President shall fill the vacated officer’s position.

Except as set forth herein, no board member of this corporation shall be authorized to incur any obligation or to make any disbursement on behalf of the corporation unless authorized by the board. Vacancy of office shall be declared by a simple majority vote for any member of the Board of Directors who misses two (2) consecutive meetings without a valid excuse.

ARTICLE F: FINANCIAL POLICY1. The Board shall decide by a majority vote on all matters pertaining to the finances of BVPB. It

shall be the policy of the League to place all income in one (1) common Treasury. Expenditures of League income shall be directed in manner which shall not give any division or any individual League team any advantage over another.

2. The Board must authorize the payment of all League expenses as submitted by each board member in accordance with the approved budget for his/her area of responsibility. Such action must be ratified at the next regularly scheduled Board meeting and must be recorded in the League minutes. Any Board member while in the performance of league business may spend funds up to $100.00 without prior board approval and shall be reimbursed by the league. All expenditures submitted for reimbursement require proper documentation to validate the

expenditure (i.e., receipts or signed affidavit). Whenever possible the Board shall avoid spending any funds without prior Board approval.

3. The League Treasurer shall review and track all expenses and income and submit an updated financial condition report at each regular board meeting. This shall consist of all current monthly income and expenses separated by cost center. All monies owed the League by any board member, vendor, sponsor or individual shall be billed on or before the first of each month. Payment to the League shall be due within 30 days of the billing date. The League Treasurer shall be responsible for processing and recording in the Board meeting minutes, all accounts payable and receivable statements.

4. At no time shall there be a relationship between any two members able to sign checks for the league. The League Treasurer shall not be a member of the audit committee. The League Treasurer shall also provide the necessary documentation and work with a local CPA to file all applicable tax reporting for the league no later than November 1st. The League will provide necessary accounting software to be used by the Treasurer in the performance of duties.

5. An annual budget for each cost center shall be submitted to the Board within sixty (60) days of the last sign-up date.

6. The annual budget shall be based on the previous year’s expenditures. Specific items to be addressed are cost of League franchise fees, player registration fees, League insurance fees. Uniforms, equipment, umpires, events, postage, field maintenance, tournament fees, and overhead fees, to include office and storage fees, newsletters, utilities at the office, files. Trophies, and plaques, etc.

7. All funds transfers between members of the league requires documentation from the relinquishing member and the receiving member. Documentation can be in paper or email form and must distinguish amount of money being transferred and signature of members.

8. The Leagues fiscal year shall begin on the first day of September, and shall end on the last day of August. The Board of Directors shall direct the preparation and acceptance of an annual budget, and periodic and annual presentation of reports, and an annual audit of the books of the League.

Article G: Board Members (Titles & Description of Duties)

Section 1 – Division Directors

Shall attend the monthly board meetings. Plans, organizes, and supervises the operation of division play, from the application stage

through regular and post season play. Responsible to the Player Agent/Coaching Director for the evaluation, selection, and approval of Managers and Coaches for each team, and ensure that he/she complies with division policy and procedures.

Supervises try-outs and drafts, conducts regular manager meetings, coordinates the post season All Star manager and player selection process, and enforces league rules.

Reviews each team’s scorebook for playing time compliance. Acts as the division representative to the Board of Directors, and liaison to other staff functions. Acts as protest committee and rules committee member on an as-required basis. Shall not manage, coach or umpire within the division he/she directs (except Shetland and

Colt/Palomino).

Section 2 – Uniform Director

Shall attend the monthly board meetings. Coordinate the ordering of all uniforms for each team for the regular and fall ball seasons. Shall submit a minimum of two (2) estimates with samples to the board for uniforms. Shall present a written forecast of projected uniform costs for board approval and provide an end

of the year report showing actual expenditures. All purchases must be approved by a simple majority vote.

Section 3 – Equipment Director Shall attend the monthly board meetings. The Equipment Director shall purchase, inventory, maintain, and disposes of all league baseball

equipment. Issues equipment to teams at the outset of the season, maintains accountability for such, and

receives it back again at the close of the season. Regularly inspects equipment and makes decisions on the replacement of worn, damaged and

lost equipment. Shall present a written forecast of projected equipment costs for board approval and provide an

end of the year report showing actual expenditures. All purchases must be approved by a simple majority vote.

Section 4 – Assistant Player Agent

Shall attend the monthly board meetings. Assistant Player Agent shall assist the Player Agent/Coaching Director in running try-outs and

performing the draft. Shall aid in maintaining database of players and ensures the information is assimilated to the

Executive Committee and the Webmaster. Shall not have voting privileges.

Section 5 – Chief Umpire

Shall attend the monthly board meetings. The Chief Umpire is responsible for the supervision of umpires and/or the umpire association. Shall be responsible for rule interpretation to the Decisions Committee. If Chief Umpire has umpired any games, he/she shall not be paid. Cannot participate in a decision in which he/she has a personal involvement, i.e., any team

within his/her division or any division in which he/she has a child. Shall work with Player Agent/Coaching Director to obtain schedule so he/she can develop an

umpiring schedule. Validate umpire association billing prior to submission to the league for payment. All umpire

fees must be approved by a simple majority vote.

Section 6 – Safety Director

Shall attend the monthly board meetings. The Safety Director shall establish safety policies and procedures for player and adult personnel. Shall provide periodic inspection of playing facilities and equipment. Shall immediately notify the Field Director and/or managers of any hazards. Shall provide

pamphlets on first aide and emergencies and develop safety information for the website. Shall investigate accidents and recommend corrective measures. Shall provide insurance claims and assistance when possible. Shall maintain insurance policies.

Section 7 – Events Coordinator Shall attend the monthly board meetings. The Event Coordinator will arrange and coordinate all events for the BV Fan Fest. Shall arrange a league “Parents Night Out” and any other events that are board approved. This

includes planning, organizing and monitoring the events.

Section 8 – Spirit Wear Coordinator

Shall attend the monthly board meetings. The Spirit Wear Coordinator shall present BVPB merchandise and ideas to the board for approval. Shall order merchandise and organize the sales of all merchandise. Shall present a written

forecast of projected costs and profits for board approval, and provide a year-end report showing actual expenditures.

Any purchases must be approved by a simple majority vote.

Section 9 – Snack Shack Director Shall attend the monthly board meetings. Shall coordinate the supply of all food at all locations. Shall monitor thee excess supply and purchase additional snack shack items as needed

throughout the season. The Snack Shack Director is responsible for scheduling snack shack volunteers and assistant Snack

Shack Coordinators. Shall keep a monthly log of snack shack receipts and present a monthly financial report at every

general board meeting and turn in funds. A snack shack budget will be determined at the beginning of the season. All major purchases must be pre-approved by a simple majority vote. Shall present annual financial report at the September meeting. Shall start the snack shack with

a minimum checkbook balance of $5,000. Any money in excess $5,000 shall be turned over to the league Treasurer.

Shall be responsible for scheduling all Snack Shack Coordinators to open/close the snack shack.

Section 10 – Webmaster Shall attend the monthly board meetings.

The Webmaster shall maintain league website and update information as necessary and/or act as liaison between board and independent contractor hired for purposes of maintaining website.

Shall insure that the website is maintained and kept as up to date as possible.

Section 11 – Team Parent Director Shall attend the monthly board meetings. The Team Parent Director shall be responsible for scheduling and coordinating a team parent

meeting to distribute league information. Shall act as the supervisor for the Team Parent Division Coordinators and ensures that they

communicate all information to the Team Parents. Shall be responsible for setting up and scheduling picture day. Shall be responsible for the collection and tracking of all funds collected from all divisions. Shall be responsible for getting trophies ordered and distributed to the teams. Shall work with the Sponsor/Fundraising Director.

Section 12 – Team Parent Division Coordinators Shall attend the monthly board meetings. The Team Parent Division Coordinators are the assistants to the Team Parent Director at division

level. Shall be responsible for contacting individual team parents once teams have been formed and

given notification of pre-season team parent meeting. Shall attend team parent meeting, assist with distribution of team packets to all team parents

within assigned division. Shall act as liaison between each team in assigned division and the Team Parent Director to

distribute and notify teams of events and information throughout the season. Shall be responsible for collecting fundraising monies from each team within assigned division

and submit to the Team Parent Director.

Section 13 – Tournament Director Shall attend the monthly board meetings. Shall organize Memorial Day Tournament and All Star tournaments to be held at BVPB fields,

including preparing and distribute invitations to other leagues to participate; prepare work assignments for tournaments; and work with other board members to arrange for field preparation, trophies and awards, umpires, snack shack and other support as necessary.

Shall be responsible for organizing BVPB teams for all Memorial Day and All Star tournaments held outside of BVPB fields.

Section 14 – Club Team Director Shall attend the monthly board meetings. Shall organize and set number of club teams for each and all divisions. Shall set tournament schedule and arrange field practice times for all club teams. Shall facilitate communication between regular season manager and club team manager.

Section 15 – Field Director Shall attend the monthly board meetings. Oversees the maintenance of all league used fields.

Recruits and supervises volunteer staffing in conjunction with individual Division Directors. Arranges the purchase and delivery of materials for use in maintaining and upgrading fields

facilities. Maintains league owned equipment for use by parent volunteers.

ARTICLE H: Sponsors, Registration and fundraising

1. BVPB operates by contributions from sponsors, registration fees, and supplemental fundraising activities as described herein.

2. Sponsorship fees and registration fees shall be established by the League based on current price of franchise fee, insurance fee, equipment and uniform costs in the year the application is made for admission to the League.

3. The Sponsorship agreement will be reviewed by the Director of fundraising annually and presented to the Board of Directors for approval. The Director of Fundraising may appoint a Sponsor Chairperson for assistance. This person shall be nominated and approved by the Board with a majority vote.

ARTICLE I: Executive Committee1. The Executive Committee (Executive Board) shall consist of the President, Vice President,

Secretary, Treasurer, Player Agent/Coaching Director.2. The Executive Committee shall direct the general policies of the Board of Directors, and shall

meet as required to develop such plans.3. The Executive Committee shall be responsible to enact and enforce League Discipline as required

for members, who are ejected from games, or in violation of League Rules, Regulations, Code of Conduct, etc.

4. The Executive Committee shall be responsible to resolving personnel actions involving complaints from any members.

ARTICLE J: PROTEST COMMITTEE1. The Protest Committee shall be appointed by the League President, with approval of the Board,

and consist of a Chairperson, the Director of Umpires, the League’s Player Agent, and at least two (2) other Board members.

2. The legality of protests shall be studied and acted upon by the Protest Committee.3. All protests must be in writing, dated and signed. Otherwise, they shall be given no recognition.4. Unless otherwise stated in these By-laws, protests shall be in accordance with the most current

PONY Blue book with the exception of any Board approved Umpire/Interlock League Contract/Agreement protest procedures shall take precedence.

5. Protests based upon play, which involves the umpire’s judgment, Protest submitted shall be reviewed by the Player Agent/Coaching Director, the Umpire Chief, or the President.

6. When protests are based upon interpretation of the rules the objecting manager shall, at the time the play occurs, notify the head umpire, the opposing manager and the official scorekeeper that the game being played under protest and submit the protest, citing in the specific rule in

question, to the League President or League Player Agent within 24 hours of the completion of the game.

a. Protests shall be acted on in the presence of the managers concerns, within five (5) days of the receipt of the protest by the Protest Committee.

b. There will be a $25.00 filing fee for each protest. If the protest is rejected by the Protest Committee and the Board, (if appealed), those monies will be sent to the League Treasurer for deposit in the League general fund. If the protest is found to be valid in favor of the team (manager) protesting, those monies will be returned to that team (manager).

ARTICLE K: Standing Committees1. The Following committees shall be formed: Rules, Protest, Training, Long Range Planning,

Policies and Procedures, and Finance.2. The Rules Committee shall consist of the Player Agent, as chair, Division Representatives, Chief

Umpire, and any other board member with approval from the executive committee. This committee will meet annually, in the fall for review the existing League Rules & Regulations for correctness, consistency, and applicability to current League goals. Recommend this Committee will consider changes from any League member. The Board of Directors will vote upon the Rules Committee recommendations, with Rules changes requiring a two-thirds (2/3) vote of the Board present.

3. The Protest Committee will consist of the Player Agent, Chief Umpire, and at least two (2) of the Division Representatives. This committee will meet when directed by the League President to decide any formally filed game protests.

4. The Coaching Committee will be composed of the Coaching Director, as chair, the Player Agent and interested Division Representatives, and 2-4 league members selected by the Training Director. This committee is charged with the responsibility for developing and implementing training for managers, coaches, and players, consistent with individual Divisional philosophies and PONY rules and regulations.

5. The Long Range Planning Committee will consist of a Committee chair appointed by the President, and a Committee selected by the committee chair, and approved by the Board of Directors. This committee will serve to identify long-term League goals and objectives, and will submit goals to the Board of Directors for approval.

6. The Policies and Procedures Committee will consist of the Secretary, as chairman, and such other Board members as are interested. This committee is responsible for the documentation, and updating of the administration process of the League, including Rules and Regulations, the Constitution, League By-Laws, and the individual board member Policies and Procedures manuals.

7. The Finance Committee will consist of the Treasurer, the Budget Director, and other members as determined by the treasurer. This Committee will act to develop and implement the long-term financial requirements to support the long-term financial requirements to support the long-term operational goals of the Long Range Committee, as approved by the Board of Directors.

ARTICLE L: Special Committees

The President may appoint special Committees for such special purposes as deemed necessary. Committee duties and responsibilities are to be outlined at the time of the appointment and such committees shall be dissolved at the annual meeting following Appointment, but may be reappointed at any time following the annual meeting.

ARTICLE M: Membership1. Any player meeting the requirements as to age and residence as set forth in the Official Rules and

Regulations for PONY League Baseball shall be eligible for participation.2. The Board shall have the authority to suspend, discharge or otherwise discipline any manager,

coach, player, umpire or other person whose conduct is considered detrimental to the best interest of the League.

3. The Board shall have the authority to perform background checks on all managers, coaches or individuals that have direct contact with the players.

4. All teams and board members are insured by the leagues insurance. All team Managers shall be given a statement of insurance. This must be maintained with each team at all times. All claims must be submitted to the Safety Director/Board and Insurance provider.

ARTICLE N: RulesOfficial Rules and Regulations for PONY Baseball, Inc., as issued each year through the Office of the Commissioner, shall be adopted by the board at a meeting to be held prior to the first regularly scheduled game of each season to govern the playing of all games. The President can set a committee that can amend the rules each year. The amended rule(s) must pass board approval with a majority vote. See Blossom Valley PONY Baseball Rules and table of contents below.

ARTICLE O: Certificate of Membership

The League shall apply each year for a “Certificate of Membership” as provided in the Official Rules and Regulations for PONY Baseball, Inc.

ARTICLE P: Exempt Activities

Notwithstanding any other provision of these By-Laws, no member, director, officer, employee or representative of this corporation shall take any action or carry on any activity by or on behalf of this corporation not permitted to be taken or carried on by an organization exempt under Section 501 (c)(3) of the Internal Revenue Code and its Regulations as they now exist or as they may hereafter be amended, or

by ay organization contributions to which are deductible under Section 1709 (c)(2) of such Code and the Regulations as they now exist or as they may hereafter be amended.

ARTICLE Q: Managers and Coaches

1. Each team shall have one manager. Manager shall be approved by the Coaching Director and approved by the Board of Directors

2. Each team may have 1 Manager, (3) coaches per team for a total of (4), During all-star play one of the coaches will become the business manager on affidavit, all Possible managers/coaches must be approved by the Board of Directors. Article M.

ARTICLE R: Hardship and Scholarships

Section 1 – Hardships

The purpose of the hardship rule is to provide due process for families facing long or short-term financial difficulties that affect their ability to meet established league fees. BVPB Board of Directors has established the following procedure for filing requests for exception of registration fees associated with participation in BVPB. Request for evaluation as a hardship case must be done in writing. Such cases must be made to the Player Agent and be presented, evaluated and approved/declined by the executive board of directors. All requests must be made at time of registration and must be approved/declined no later than 10 days from the end of the registration period. Hardship provisions recommended by the Executive Board of Directors will include a deferred payment schedule or a work schedule of one (1) hour of volunteer work (snack shack, field day work, etc.) for every $100 of the fees owed. The fees for the work schedule will be an hourly rate based on the current league snack shack “Buy Out” rate. An hardship contract will be collected by the Coaching Director. Due to financial constraints BVPB Board of Directors cannot approve more than 1% of the total league participants.

Section 2 – Scholarships

Two scholarships per fiscal year will be awarded (1st and 2nd place). Award amounts will be reviewed each September and will not exceed 5% of the balance of the general funds carried over from the previous fiscal year. The board shall take into consideration the overall fiscal health of the league before approving funds for the fiscal year.

Scholarship recipients will be eligible to receive their scholarships immediately upon graduation from an accredited high school. The scholarship may be used to attend a school selected by the student providing it is state accredited and above the high school level. The Treasurer of BVPB will make disbursement from the general fund, to the student, at the beginning of the student’s first semester. The student must provide proof of attendance.

ARTICLE S: AmendmentsA proposed amendment, or appeal, must be brought to the By-law committee for review and then voted on by a two-thirds (2/3) vote of board members represented and voting, provided there is a quorum, or by a mail vote in which a ballot shall be submitted to all board members of this Corporation and a two-thirds (2/3) vote of the board members shall be passing. Before a vote is taken on any proposed amendment, by mail vote or at a meeting, said proposed amendment must have been submitted, in writing, to the board.

ARTICLE T: Matters not otherwise coveredThe Board of Directors shall decide all matters involving the interpretation or application of any provision of the Articles or By-Laws of the corporation, as well as all matters not otherwise provided for therein.

Introduction

Purpose: The purpose of this document is to outline the League specific amendments and exceptions made to the current Official Rules and the current National PONY League rules.

Intent: IT is the intent of these rules to enhance the safety of the game of youth baseball, clarify league specific activity, and to preserve the integrity of the game of baseball while developing baseball players in alignment with the mission of the Blossom Valley PONY League.

Responsibility: IT is the responsibility of all Blossom Valley Board Members, Managers and Coaches, Parents and Players to be familiar with and abide by the rues contained in this document and the current Official Rules and National PONY League rules.

SECTION 1: Sign-Ups

1. The Board of Directors (“Board”) shall determine the number of payer openings for each division.

2. The Officers of Blossom Valley PONY Baseball (“BVPB”) and the Player Agent shall supervise sign-ups.

3. During open sign-ups, in the event that the maximum capacity for a division is reached, the Player Agent shall maintain a waiting list for each age group within the division. Players wishing to sign-up shall be placed on the waiting list for their age group in the order in which they signed up. After open sign-ups, the Player Agent shall add interested players to the waiting list, in the order in which they were received.

4. After sign-ups are completed, the Player Agent shall group all the players by division and by age for an open draft. During the open draft, teams shall be limited as to the number of players that may be chosen from the upper age group within the division. The number of players registered in the upper age group shall determine the limit.

5. Any player requesting a reduced/waived registration fee (“hardship”) shall fill out the required application and submit to the Player Agent. The request will be reviewed and approved by the Executive Board.

6. Beyond the aforementioned rules and requirements, sign-ups shall follow the procedures outlined in the Official PONY Baseball Blue Book.

7. Once notified that a player has dropped from a team, the Division Director shall immediately assign to next player on the Wait List to that team.

8. Fees must be paid in full by 5pm the day of the draft or the child will not be drafted and placed on a team exceptions to this rule may be granted by the Coaching Director.

SECTION 2: MANAGER/PLAYER GUIDELINES

A. Field use and maintenance – Use of fields. Managers and coaches, or their designated representatives, shall be responsible for field set-up before each game (and practice) and tear down after each game (and practice) according to the following guidelines.

A. Weekday Gamesi. Both team managers, coaches or designated representatives shall be

responsible for the field set-up and shall arrive at least one-half (1/2) hour before game time so that the field is ready before the scheduled start time. Field set-up shall include spraying water on the dirt areas of the infield (assuming the areas are not already wet), dragging and raking the dirt areas (base paths, home plate area, and mound) once wet, setting the bases, marking base lines to mark the boundaries, batter’s box, and required hash marks, and setting up either the cones or fence in the outfield.

ii. Both team managers, coaches or designated representatives shall be responsible for field teardown immediately following the game. Field teardown shall include spraying water on the dirt areas of the infield (assuming the areas are not already wet), dragging and raking the dirt areas (base paths, home plate area, and mound) once wet, and storing the bases, cones/fences, and picking up trash.

iii. Both team managers are responsible for ensuring that all locks for sheds, containers and rest rooms are locked and the combinations spun.

iv. Any manager or acting manager failing to ensure compliance with his/her field responsibilities shall lose subsequent premier practice field assignment. The manager shall be suspended for one game for a second offense and any offense thereafter.

v. During interleague play on BVPB fields, the BVPB team shall be responsible for all field maintenance outlined above.

B. Weekend Games

i. If more than one game is scheduled on a given field, the managers/coaches, or designated representatives of both home teams and visiting team playing the first game shall share responsibilities for setting up the field for the first game, as describe above in Section 2.A.1.i. If outfield fencing is available, fence set up is mandatory for all weekend games.

ii. The managers/coaches, or designated representatives of both teams playing subsequent games, with the exception of the last scheduled game, shall share responsibilities for setting up the field for the next game. For the final scheduled game, the manager/coaches, or designated representatives of both the hoe team and visiting team shall share responsibilities for field teardown immediately following the game, as described above in Section 2.A.1.i.

iii. Any manager or acting manager failing to ensure compliance with his/her field responsibilities shall lose subsequent premier practice field assignment. The manager shall be suspended for one game for a second offense and any offense thereafter.

iv. During interleague play on BVPB fields, the BVPB team shall be responsible for all field maintenance outlined above in.

C. Field Set-Up/Equipment Removal

i. The dirt areas of the field must be sprayed with water before dragging (unless already sufficiently wet). This both reduces dust and improves the quality of the field surface.

ii. IF soccer goal posts at the Herman fields had to be moved, they must be put back before leaving the field

iii. At the conclusion of each game both teams shall be responsible for picking up any trash in and around the dugouts and bleacher areas.

iv. Both managers after each game (all Divisions), everyday shall be responsible for removing the trash bags from the cans around the field, discarding them in the dumpster located in the parking area, and placing new trash liners into each can.

v. Managers shall ensue the equipment shed/field storage boxes remain locked. The last manager/coach to leave a field shall be responsible for locking up the field storage boxes. The last manager/coach to leave the school site, regardless of Division, shall be responsible for locking up the equipment shed(s) and port-a-potties.

vi. Any manager or acting manager failing to ensure compliance with his/her field responsibilities shall loose subsequent premier practice field

assignment. The manager shall be suspended for one game for a second offense and any offense thereafter.

vii.During interleague play on BVPB fields, the BVPB team will be responsible for all field maintenance outlined above.

viii. Managers shall ensure field mowing is in compliance with school district and/or city parks and recreation policies.

D. Motor Vehicles: No motor vehicles, including motorcycles and mini-tractor type vehicles shall be allowed on the field or blacktop areas at any of the fields designated for BVPB use, for any reason, unless approved by the school and the League. Exception: Board members responsible for field maintenance when acting in that capacity.

E. Fundraisers/Snack Shack

1. It shall be responsibility of the manager to ensure his/her entire team’s participation in fundraisers and snack shack duty, and to account for all money and fundraiser merchandise.

i. Snack Shack Shift No-Show: Any player whose parent (or parent representative) who is at least 18 years old) fails to work his/her assigned snack shack shift shall sit out the next scheduled game. If that player’s suspension would prevent the team from having enough players for a legal line-up, the player’s suspension shall be delayed to the following game. IF the parent does not wish to have their player sit out a game for the suspension, the parent will pay a $60 no show fee to the snack shack within 48 hours of the missed shift.

ii. If a manager knowingly allows a suspended player to play, other than to field a minimum number of players, the game shall be forfeited and the player shall be suspended for the next game.

iii. The Snack Shack Coordinator shall be responsible to report to the Division Director those parents who did not work their assigned shifts.

iv. If a parent needs to make a shift alteration, that parent or the team parent shall be responsible for finding a replacement or the parent will be subject to the penalty in Section D.1.i above.

v. Buy-Out Option: In the event a parent does not want to work their snack shack shift, the parent may buy out their shift for $40.

F. Uniforms/Equipment

i. It is optional for the managers and coaches to wear full uniforms during a game. Managers shall be responsible for ensuring that players are properly dressed on the playing field, according to baseball rules.

ii. Player uniforms shall be the uniforms distributed by BVPB. No substitutions shall be made, unless approved by the board.

iii. Players shall not be allowed to wear metal cleats during League play (except the Pony, Colt, and Palomino Divisions). Players found wearing metal cleats shall be ejected. During tournament play, players may be allowed to wear metal cleats with the approval of the PONY Baseball tournament director and the team Manager.

iv. Managers shall be responsible for collecting all League equipment and returning it to the Division Director or Equipment Director at the end of the season. Failure to return the equipment by the date designated by the League shall be grounds to deny that manager the opportunity to continue managing within the League. In addition, the manager shall be held liable for the replacement cost of any and all missing items.

G. Scorebooks/Line-Up Cards

i. Each Manager shall be responsible for submitting a line-up card to the opposing Manager and the umpire before the start of the game. When recording player names on the line-up card, the Manager shall include the first initial, last name, and correct number of each player on the team’s roster.

ii. A game shall be allowed to start with a minimum of eight (8) players. IF a team does not have at least eight (8) players by the start of the game, the game shall be ruled a forfeit if at least eight (8) are not present fifteen (15) minutes after the scheduled start of the game. Should one of the eight (8) players become injured or ill during a game, and there is no substitute available, the game shall end in a forfeit. When playing with eight (8) players, one spot in the line-up shall be designated a dead ball out. If a ninth player arrives during the game, he/she shall be inserted in the designated spot in the order, provided he/she appears on the line-up card.

iii. Reporting scores and pitch counts: All Managers, or a designated coach, must report game scores; innings pitched and pitch counts for all pitchers on both teams. Season to date pitch counts shall be included in each post game report and available to any division manager upon written request to the division director. Reports must be set to the division director and the opposing manager within 48 hours from the completion of a game. If only one score is reported within the 48-hour period, that

score shall be official regardless of subsequently presented information. IF no scores are submitted both teams may be given a loss at the discretion of the Division Director.

H. Managers/Coaches /Players/Spectators Rules of Conduct

i. The manager shall be responsible for the conduct of his/her coaches, fans, and players.

ii. Team Meetings: IT shall be the responsibility of each manager to hold a team meeting, including the parents, prior to the first game of the season and at any other appropriate time during the season.

iii. Spectators shall not bring dogs onto or in the vicinity of the playing fields on school grounds, per the school district rules and the rules pertaining to the BVPB use permit for the fields. Exceptions shall be made for handicapped/service animals. (Note: BV PONY Baseball cannot be responsible for the actions of non-league persons who bring dogs into the area of our playing fields).

iv. Each player shall observe the following Player Conduct Rules or be subject to appropriate discipline, which may include immediate ejection from the game, suspension from games or season. All calls regarding player conduct are judgement calls of the umpires and are not reviewable.

a) Players and coaching staffs shall not:

i. Throw any item (helmet, bat, glove, etc.) in anger.ii. Use profanity, abusive or derisive language or taunting either in the

dugout, on the field, or at any time when representing BVPB. Players caught using profanity, racial slurs, or sexual harassment shall be ejected from the game and suspended for the next scheduled game following the incident. A second incident shall result in an automatic two (2) game suspension. A third incident shall result in expulsion from BVPB.

iii. All chanting, singing, yelling, clapping, kicking dirt or similar, whether positive or negative in nature, and any other disruptive actions including the same or similar from base runners, shall cease when the pitcher, having the ball, comes in contact with the pitcher’s plate.

(a) First violation will result in a warning to the coaching staff.(b) The second violation will result in the ejection of the Manager.

(c) The thirds and each subsequent violation will result in the ejection of the remaining coaches until such time as no coaching staff remains. The result would be a forfeit.

iv. Use alcoholic beverages or controlled substances at any time.v. Smoke or use chewing tobacco either in the dugout, on the field, or at

any time when representing BVPB.vi. Leave the dugout area or playing field during his/her game except in the

case of an emergency and with the approval of the manager or coach.vii.Harass or agitate another player, or otherwise disrupt any game in

progress, whether acting as a player or a spectator.viii. Fight with any person (player, manager, coach, umpire, official, or

spectator) at any time when representing BVPB. Any player caught fighting during a game shall be ejected from the game and shall also be suspended for the next two (2) scheduled games for the first incident. A second incident shall result in expulsion from BVPB.

ix. Any player. Coach, or manager facing disciplinary action – other than those actions taken automatically (i.e. ejection from a game for fighting) – shall have the right of appeal before the Board within 72 hours of such notice. Suspensions may be postponed pending appeal; however, if the suspension under appeal is upheld, the Board may impose an additional one-game.

b) Discipline of Players: If a player is not allowed to play in a game for any reason, the manager/acting manager shall be required to notify the opposing manager, scorekeeper, and game umpire as soon as the decision is made. The manager shall also notify the Division Director and Player Agent as soon as possible. All disciplinary action must be clearly documented in the team’s scorebook. The Board shall have the right to impose further disciplinary action as stated in Section 4.

c) Managers of both teams shall report postponed (due to weather) and incomplete games to the Division Director that day. The Division Director shall notify the Umpire Director and the Snack Shack Director of any schedule changes as soon as possible. Makeup games shall be scheduled to that players do not exceed the maximum number of allowed “sessions” (combination of practices and games) per week. Managers shall have twenty-four (24) hours to respond to the Division Director regarding the date and time of a proposed make-up game. Managers are required to acknowledge this new time and date with the Division Director. In the event the managers do not accept the first date and time for the schedule for male=up game, then the Division Directory shall schedule a new date or time and it shall thereafter be treated as a regular scheduled game, and failure to field a team shall result in a forfeit.

d) Manager Discipline: Managers and coaches shall participate in at least 8-% of league activities and related responsibilities (e.g. required field word days, practices, games, snack shack duty, fundraising, equipment return, etc.), Failure to meet this requirement may result in the loss of the right to manage or coach the following season.

i. In accordance with Section 2, the Board, by two-thirds (2/3) vote of a quorum, shall have the authority to suspend or expel a manager for failing to adhere to any of the previously listed manager’s guidelines.

e) Coaching and Scorekeeping Clinics: First time managers and coaches shall be required to attend a mandatory coaching and scorekeeping clinic. These clinics are recommended for returning managers and coaches, but no mandatory.

f) Once a game begins only for coaches (manager and three coaches) are allowed in the dugout and/or playing field and are the only ones allowed to interact with the ball players, other than the umpire. If any other parent or coach is in the dugout once play begins, the umpire shall call time and not resume play until the other people have left the dugout and/or playing field.

A team scorekeeper, identified by the manager prior to the start of the game, at be considered the fourth coach. If a manager already has three other coaches in the dugout, the scorekeeper must remain outside the dugout.

SECTION 3: SELECTION OF MANAGERS AND COACHES

a) A Manager/Coach Screening Committee shall be established consisting of the Player Agent (Chairman of the Committee), President, Division Directors, Fall Ball Commissioner and Coaching Director.

b) The Manager/Coach Screening Committee shall screen applicants for manager and coach positions, determine that the prospective managers and coaches have the qualifications to manage/coach in the decision, and provide recommendation to the Board for approval.

c) Previous managers or coaches found to be in violation of minimum participation in League activities, violation of Manager/Player Guidelines, displaying misconduct unsportsmanlike conduct, or the subject of discipline may be prevented from managing or coaching.

d) Provided there are manager openings, new managers shall be selected using the following criteria, in the order shown:

i. A manager from the previous regular season in the same division.ii. A Manager from the previous regular season, in a different division (i.e.

Pinto, Mustang, etc.)iii. A coach of record from the previous regular season, in the same division.

iv. A coach of record from the previous regular season, in a different division.

v. A person whose child played for BVPB last season and who managed in BVPB prior to last season.

vi. A manager from the previous Fall Ball season.vii.A coach of record from the previous Fall Ball season.viii. A person who was not associated with BVPB last season, but who

has managed or coached in BVPB prior to last season.ix. In the case of more than one qualified person covered in Nos. 1-8, a vote

by the screening committee shall be held to determine a final decision when not enough teams are available to accommodate all requests to manage.

e) Managers must be at least 21 years of age and shall be responsible for his/her selection of coaches. Coaches may be under 18, but will require additional Board review

f) At least two adults (21 or over) must be present at all games, practices, and any other team functions, provided they have not been disqualified by the Board for any reason.

g) Background checks are required for any manager or coach to confirm suitability to perform the duties of the positions. The Board shall take appropriate action if a background check raises concerns.

h) BVPB shall furnish four (4) caps per team for the manager’s coaches or scorekeeper. A maximum of four (4) coaches/scorekeeper (this includes the manager) shall be allowed in the dugout during games. If a fourth coach is desirable the team manager shall obtain Board approval prior to allowing the extra coach into the dugout.

i) Managers and coaches shall participate in at least 80% of league activities and related responsibilities (e.g. required field work days, practices, games, snack shack duty, fundraising, equipment return, etc.). Failure to meet this requirement shall result in the loss of the right for the offending manager or coach to freeze his/her child in the following season.

SECTION 4: DISCIPLINE

a) The Division Director or, in his/her absence any Board Member not directly involved in the game as a parent, coach, or manager shall have the authority to temporarily suspend a manager, coach, or player who engages in act of physical abuse, verbal abuse, use of inappropriate language, use of tobacco products. Or is suspected to be under the influence of alcohol or a controlled substance.

b) The Board, by a two-thirds vote of a quorum, shall have the authority to discipline, suspend, or expel any member of any class (i.e., player, coach, manager, umpire, Board member) when the conduct of such member is considered detrimental to the best interest of BVPB and/or PONY Baseball. The member involved shall be notified of the nature of the charges and given an opportunity to respond to such charges at a special meeting scheduled for that purpose within 72 hours of the incident. The Board shall have the sole power to make a ruling an assign the consequences.

c) Any members facing disciplinary action shall have the right of appeal before the Board. Appeal of suspensions must be placed through the Division Director within twenty-four (24) hours of notification of proposed disciplinary action. The Board has the option to postpone a suspension, pending an appeal. However, in the event the suspension is upheld, the Board may impose an additional one-game suspension.

d) Any manager, coach, or fan ejected from a game shall automatically be suspended from their team’s next scheduled game. The suspended or ejected individual shall be restricted from the premises.

e) A special meeting of the Board may be called to address disciplinary actions or appeals, at the option of the President.

f) IF a manager or coach is expelled, he/she shall not be allowed to manage or coach for BVPB during any subsequent season, at any level, without Executive Board approval.

g) Use of any obscenity on the field by any manager, coach or parent may result in the following:

i. First infraction: The offending manager, coach or parent shall be ejected from the field of play for the remainder of that game.

ii. Second Infraction: The offending manager, coach, or parent will be ejected from that game and suspended for the next game. If the infraction occurs during the last game of the season the suspension will carry over to the playoffs.

iii. Third Infraction: The offending manager, coach, or parent will be ejected from that game, suspended for the season and their eligibility for future League participation will be subject to approval by the Executive Board. Per Section 3.C.

iv. If a manager, coach, or parent who has been penalized for their conduct chooses to ignore their suspension and remain on or come back to the field or school grounds, their team will receive a forfeit for that game.

v. Every league participant has the right and authority to report situations involving profanity to the Division Director. The Division director will investigate the incident with merit.

SECTION 5: TRYOUTS

a) Tryouts shall be as recommended in the Official PONY Baseball Book.b) The Player Agent and Division Director supervise tryouts, with the President

and/or Vice President in attendance as observers. c) All players – except freezes (Section 6H) – Shall be required to participate in the

tryout (failure to do so will result in the player becoming a hat pick (random pick after the draft).

d) The names of all known potential manger’s and coaches within that division shall be posted for the duration of tryouts for parental review,

e) If a player is suspected of “tanking” the tryout, the managers have the right, immediately following the tryout to request that these players be disqualified from draft eligibility and placed into the “hat” as a random selection. This request must be conducted immediately after the tryout and requires at least 50% of the managers (or designated team representative, 1 vote per team) and the agreement of the Division Director in attendance to enact. If enacted, the Division Director shall notify the Player Agent and the Executive Board. The Executive Board will have the final decision on whether to allow the player to remain “draft-able” or to be placed in the “hat”. The parent and/or player may appeal the ruling prior to the draft, but the Executive Board will make the final determination.

f) In the event a parent does not want his/her child to play for a given manager or coach, the parent shall be required to notify the Player Agent, in writing, prior to the end of tryouts. Such requests shall be limited to two (2) per season, except in the Pony Division where the limit shall be one (1) request per season. All players affected shall be handled on an individual basis and all requests shall be kept confidential. In applying for this exception the parent must present a valid and compelling rationale. All requests are subject to the approval of the Review committee (Player Agent, Vice-President, Coaching Director). The Coaching Director shall notify managers affected by such requests prior to the start of the draft.

SECTION 6: DRAFT PROCEDURES

a) Proof of Birth shall be verified for each player prior to being eligible for the draft. A copy of a certified birth certificate shall be presented for visual inspection. Proof of birth shall be present at walk-up sign-ups, tryouts, or by special arrangement of the Player Agent or Division Director.

b) Drafting sequence shall follow the recommended procedure as stated in the Official PONY Baseball Blue Book or as deemed equitable by the Board.

c) Teams shall be established by a player draft (not applicable to the Shetland, Colt and Palomino divisions). The Player Agent or designated shall supervise the draft, with the President and/or Vice President, and/or the Division Director in attendance as observers. Drafting order shall be established by a random drawing before the start of the draft, with a representative present from each team in the division.

d) A minimum of ten (10) (eleven (11) for Pinto) to a maximum of thirteen (13) players shall be drafted, depending on the number of sign-ups: Exception: Colt/Palomino. Division Directors shall determine team sizes.

e) Brother/sister option – Although no one is obligated, it is the practice of BVPB to honor requests of parents that brothers and/or sisters be assigned to the same team. Such requests must be directed to the Player Agent prior to the draft. Players failing to participate in tryouts may lose the right to the brother/sister option.

f) All brother/sister options shall be selected by the second to the last round of the draft.

g) The final two rounds of the draft will be completed by random pick, otherwise known as a hat pick. Players that have not yet been chosen along with players that did not attend the tryout will be chosen in this manner.

h) Each manager shall be entitled to “freeze” up to five (5) players prior to the draft. An email must be sent to Player Agent previous to draft. Any other situations shall require Board approval. The only exception shall be for “brother/sister option” as described in 6E. The manager must notify the Player Agent of the team’s freezes by 6:00 PM night before the draft. The manager and coaches must freeze their children that are playing within the division in which they are coaching. (Exception: Pony player playing on a high school baseball team). Freezes shall result in the loss of draft rounds as described in the following table.

i) Following draft day, the Player Agent may assign players, from the appropriate age group waiting list, to fill vacant positions within the division. At no time shall a team be permitted to exceed the maximum number of players in the upper age group. (See 6.A).

1. Should two or more teams have vacancies concurrently, and one or more players are available, but not enough for each team with a vacancy, the Player Agent shall place the teams’ names in a “hat” and select a team name for each available player. The Player Agent shall do this in the presence of another Board member. Teams with ten (10) (eleven (11) for Pinto) or fewer players shall have players added until they have eleven (11) players.

2. Under no circumstances shall managers be allowed to withhold players from registration, or to “wait” for a specific player to become available from the waiting list, in an effort to assure player placement on a specific team. Exception: Pony Division – Should the next available player be a high school player, the manager shall have the option to accept that player or the first available non-high school player. Players’ names shall remain anonymous until after the election.

j) All players on a waiting list, or players to be placed in a division where there are openings (no list), shall not be considered for placement until there is a completed registration form on file with the Player Agent.

k) In the event a player refuses the team assignment, the Player Agent shall send to the player’s parents, a “Refusal to Play” confirmation letter, signed by the Board President or Vice President. The player shall no longer qualify to be considered for any openings in the division for the remainder of the season.

l) At all times, a player’s status shall be the responsibility of the Manager and he shall notify the Division Director within 24 hours of a change in a player’s status. The Division Director shall notify the respective Player Agent within 24 hours of a change in player status.

m) Any Manager/coach violating the spirit or intent of the open draft system by illegally freezing players, withholding players from registration, or otherwise attempting to obtain a specific player by any means other than a legal draft pick, shall be suspended for the balance of the season.

n) Any parent attempting to manipulate the draft process or results by violating the spirit and intent of the open draft shall have their player relegated to a hat pick and they shall forfeit all consideration of exclusionary letters as outlined in Rule 5F.

o) A maximum of three (3) team representatives of record may attend draft night.p) Any player selected to a BVPB All Star team in the previous season that chooses

not to participate in tryouts, and is not a freeze, shall be identified in the player draft list and placed in the draft.

q) Upon the conclusion of the draft, players may be traded between teams upon the mutual agreement of the particular Managers pending approval of the Player Agent and Division Director. Player trading shall be open for a period not to exceed thirty (30) minutes following the conclusion of the draft.

SECTION 7: DIVISION STRUCTURE

A. Team names (and uniforms) shall be selected by the managers as follows:1. Managers returning to the same division may elect to keep the same team

name from the previous year, so long as that team’s uniforms are still available. (NOTE: IF the returning manager chooses not to keep the same team name, he/she shall select a new name in accordance with Section 7.A.2.)

2. All other managers shall select from the remaining team names in reverse draft order (i.e., last draft pick has first team selection).

B. League Schedules1. The Coaching Director shall determine the League game schedule. The

schedule shall include the regular season games, as well as playoff and championship schedule for each division.

2. A team’s draft sequence number shall be used to identify teams on game schedules.

3. Division schedules shall be determined by the Division Directors, with the approval of the board, and shall be limited as follows:

4. Additional Practices – Managers shall be allowed to schedule additional practices (i.e., batting cages, position practices, etc.). However, such practices shall be considered voluntary and players shall not be required to participate or be subject to discipline for failing to participate. A manager who has access to additional fields or equipment is encouraged to share access with other managers. The manager must verify with league officers that BVPB has insurance coverage on the additional practice facilities before using. Field usage shall be coordinated with all divisions, including Club Teams.

5. Managers may start scheduling “additional practices” immediately following scheduled draft. However, Blossom Valley fields will be available on a “first come, first serve” basis until scheduled practices begin. All field reservations must be made through the Division Director for fields prior to scheduled practices.

C. Championship Playoff format1. All teams shall be included in the playoffs at the end of the regular season.2. Final playoff format for each division will be decided, by the board, after

divisions are formed. 3. Point System: Teams will be seeded based on the following point system.

a. Games shall be scheduled 2 ½ hours apart.

b. If a game runs beyond the 2 ½ hour limit, play shall be allowed to continue until a winner is determined., subject to all other conditions set forth for length of games. Such s inclement weather conditions, safe playing conditions, darkness, etc.

SECTION 8: PLAYING AND FIELD RULES

a. All play shall be governed by current Official Baseball Rules and by the current PONY Baseball, Inc. Rules and Regulations. However, the following BVPB Rules shall supersede the others where applicable. 1. Whenever a play is being made at any base, the runner shall make every

effort to avoid contact, give themselves up, or slide into the base to avoid colliding with the defensive player.

2. The umpire shall solely make all rulings regarding runner’s interference and intentional or unintentional collisions, and such rulings cannot be protested. If it is deemed by the umpire that the runner has intentionally collided with defensive player, the runner shall be declared “out” and may be ejected from the game for unsportsmanlike conduct.

3. A hit ball that lands in fair territory and in the judgment of the umpire, continues past the home run cones or fence it shall be declared a “ground rule double” whether or not a fielder in fair territory touches it or attempts to continue the play. Exception: If the umpire judges the fielder intentionally deflected the ball past the cones or fence, the ball shall remain “live” and the play shall continue.

4. A game may be called for insufficient daylight. This decision shall be at the sole discretion of the umpire. Managers shall have no input into the decision. IF the umpire determines that there is insufficient light to continue play he/she shall stop play. IF the visiting team has not tied the game or taken the lead during the current inning and at least five innings (four in Pinto and Mustang) have been completed, the game shall be considered an official game and whichever team is in the lead shall be declare the winner. IF the visiting team has tied the game or taken the lead and the inning has not been completed the game shall be considered suspended.

5. A player’s parent or sibling shall not be allowed to umpire a game while his/her child or sibling is pitching, without the consent of both managers.

6. In the event a manager, coach, or parent umpires a game, that person shall not be entitle to compensation.

7. Tie games – If a game is a tie and is called for any reason (daylight, rain, etc.) prior to completion of a regular length “complete game “complete game”, the game shall be considered “suspended”. The game will be completed at the earliest possible make-up date. The Division Director will determine make-up game time. Practice/game weekly limitations will still be in effect (Rule7.B.3). (Refer to PONY Rules Section 11 – Length of Games, Item E).

8. IF there is a scheduled game to follow on a field in current use then no new inning shall be started 2 hours after the actual start time of the current game. Exception: Playoff games shall be played until a winner is declared.

9. All divisions Shetland through Pony will bat the entire roster. Defensive substitutions will follow Minimum play Rule as described in Section 8.G.1. Defensive substitutions shall be noted in the scorebook as to the field position the player was inserted.

10. Ten Run Rule – IF a team is leading by at least 10 runs after five (four in Pinto and Mustang or more complete innings have been played, or after four and one half innings if the home team shall have a 10 run lead at the end of its fourth inning, or before the completion of the fifth inning, the game shall be terminated and the team in the le shall be declared the winner. If both managers agree the game may continue (as an unofficial game) to the completion of regulation length, however, the recorded outcome will NOT change.

Innings pitched and pitch count rules still apply. Innings played can be counted toward the minimum playing time requirement.

11. All players must wear helmets while swinging a bat at all times (before, during, and after practices and games). This includes, but is not limited to, on deck, at the plate, warming up, taking practice swings, soft toss, poly balls, etc.

12. All catchers shall wear a helmet/mask, even during pregame warm-ups.13. A board member shall be present at each playoff game.14. Time-limit – Game times are 2 hours. No new inning will begin after the 2-

hour limit. Inning starts when last out is recorded. Umpire will start the game clock at the end of the home plate meeting. Umpires clock is the official clock.

15. Maximum Runs per inning – In the event of a Home Run over the fence, all runs that score will count, even if the “maximum runs per inning” is exceeded.

b. SHETLAND DIVISON RULES1. Each game shall be seventy-five (75) minutes in length and limited to two (2)

hours.2. Managers and coaches shall be allowed to circulate on the playing field for

instructional purposes. Only players shall be allowed to touch the ball when in play.

3. Managers will bat half lineup at a time. For example 12 players 6 would bat first inning and next 6 would bat next inning. All players may bat off a tee for the first two games of the season and all preseason practice games. Starting with the third game, the players shall be pitched to by a coach. IF a player is unable to hit the ball after five pitches, the player shall be allowed to hit off a tee.

4. Every batter shall be allowed to remain on first base whether the batter is ruled safe or out. Each runner shall be allowed to advance to the next base whether the runner is ruled safe or out. A batter shall be allowed to advance to second base if the batter hits the ball past the outfielders, either on the ground or in the air. Each runner already on base shall then advance two base. The defensive team shall remain on the field until the last batter crosses home plate.

5. No score shall be kept during any games.6. Sliding in the Shetland Pitching Machine Division will be permitted. Players

will be allowed to slide into all bases but 1st base. No head first sliding will be allowed.

7. Six-year old Shetland traditional age players will be allowed to play up in Pinto if they have already completed one (1) year of Shetland division play, upon request from the player’s parent or legal guardian and with approval of the Division Director, the previous BVPB season manager, the Pinto Division Director and the Executive Board.

8. It is the Manager’s responsibility to ensure that the Players assigned to the position of pitcher or first base shall have the essential defensive skills to protect themselves during play.

9. The final three weeks of the season games shall begin to implement Pinto playing rules by batting the entire of order or three defensive outs; whichever is first. The Division Director shall determine the date of the rule change.

c. SHETLAND PITCHING MACHINE RULES1. Each game shall be seventy-five (75) minutes in length and limited to two (2) hours.2. Managers and coaches shall be allowed to circulate on the playing field for

9. The final three weeks of the season games shall begin to implement Pinto playing rules by batting the entire of order or three defensive outs; whichever is first. The Division Director shall determine the date of the rule change.

10. Teams will suit up catchers during the game to prepare the players for post season play and All-stars at end of season.

d. PINTO DIVISION RULES

1. Bases shall be at 60 feet 2. Six-year old players, who have played one (1) year of Shetland (tee ball), may

be allowed to play in the Pinto Division provide they attend a Pinto tryout and are recommended by the Division Director and Approved by the Coaching Director.

3. Batters shall not be granted a base on balls (walk) after ball four. Instead, should the count reach four (4) balls, the coach-pitcher shall enter to pitch to the batter and shall make a maximum of four.

4. The ball is dead and the play shall stop once an infielder has control of the ball in the infield and is granted “time” by the umpire. The ball is dead. Time is out.

5. A commit line shall be chalked between each base, with the exception of home plate to first base, measuring 15 feet from the next base. Any runner that has advanced past the commit line before play is called dead by the umpire shall be allowed to proceed to the next base, provided that base is not occupied.

6. Pinto shall be a ten (10) player division. In the event that one team has only nine (9) players available at the start of a game the tenth batter position shall not constitute an out. In the event that a team has only eight (8) players available at the start of a game, the ninth and tenth batter position shall constitute one (1) automatic out. If a ninth or tenth player arrives after the start of a game, he/she must immediately be placed in the lineup.

7. Feet first sliding shall be allowed in the Pinto Division during games. Head first sliding shall not be allowed. Safety bases shall be used in all games and practices.

8. In the event that a pitcher hits three (3) batters during one inning, or a total of four (4) in a game, that player shall no longer be allowed to pitch that game.

9. In the event that a pitch hits a batter, that batter shall have the option of either taking first base or having a coach-pitcher pitch to him/her. If, after getting hit by a pitch, the player chooses to keep batting with the coach-pitcher, the four-pitch rule applies (Section C6) and the strike count returns zero (0).

10. A team shall be limited to four (4) runs per inning for all games played during the first calendar month of the season. After the first calendar month is concluded, with the exception of the last inning (6th), a team shall be limited to five (5) runs per inning.

11. To help with pace of play during Regular season play only, a “courtesy runner” shall be allowed for the catcher once two outs are recorded in the inning. The “courtesy runner” will be either, 1) the player who recorded the last batted out if entire roster is in the lineup, or 2) a player that has yet to enter the game.

12. Catcher’s Interference – In the event of a Cather’s Interference, play will proceed similar to a Base on Balls. (i.e. Strikes accumulated by the batter stay in effect).

13. Passed Ball – In the event of a passed ball the runner may advance one base per pitch but cannot exceed pass 3rd base. A passed ball is defined as “once a pitch crosses the plate, if it is not caught” a runner can advance one base per pitch. After the pitch has crosses home plate, a runner is allowed to advance to the next base by either stealing the base, or advancing on a passed ball. A runner is only allowed to advance one base per pitch. NO runner will be allowed to advance to home plate.

14.Stealing – Allowed once the pitch crosses the plate

e. MUSTANG DIVISION RULES

1. Bases shall be set at 65 feet for the entire season.2. A runner is not allowed to steal home plate, or commit to crossing the

twenty (20) feet line until the pitched ball has crossed the plate.3. A line shall be marked on the third base line, twenty (20) feet from third

base. A runner shall not be allowed to cross this line until the pitched ball has crossed the plate. In the event the runner crosses the line early, he/she shall be ruled out.

4. Clarification: This rule is for the safety of the runner. A manager/coach found abusing this rule, whether or not called by the umpire, will face disciplinary action.

5. Drop Third Strike: A batter may proceed to first base on a drop third strike, providing they have not left the field of play. The field of play includes the area within the baselines, foul territory to the face of the dugout screens and backstop areas. A player who leaves the batting box and whose foot touches the dugout floor is out.

6. A team shall be limited to four (4) runs per inning for all games played during the first calendar month of the season. After the first calendar month is concluded, with the exception of the last inning (6th), a team shall be limited to five (5) runs per inning.

7. Through the first half of the season, if a pitcher commits a balk, the umpire shall issue a warning. Thereafter, a called balk shall result in the base runner(s) advancing/

Palomino if they are part of pre-formed high school team that will participate together in Colt or Palomino regular season play.

4. Players not coming from pre-formed teams may have tryouts.5. Players are not guaranteed a spot on a team by registration alone.6. The Colt and Palomino seasons shall start immediately after the high school

season ends.7. The Colt and Palomino regular season shall end with the completion of their

All Star season.8. Individual Colt and Palomino teams may continue to play beyond All Stars as

Colt and Palomino teams.9. After All Stars, Colt and Palomino players added to a team roster must

register with the BVPB League.10. Dropped third strike: A batter may proceed to first base on a dropped third

strike however, if in the umpire’s judgement the player gives up that right, he will be called out.

g. Minimum Playing Time for Players (except Colt/Palomino)

1. Provided a player is not ill, injured, or being disciplined for behavior or unexcused absences, the minimum required playing time for each player shall be as follows:

Full Inning Game – Six (6) innings for Pinto and Mustang; Seven (7) innings for Bronco and Pony. Each player shall play a minimum of nine (9) defensive outs, six (6) consecutively, and have at least one (1) at bat. Extra innings may not be

used to satisfy minimum playing time. Failure to meet the minimum playing time requirement shall result in the forfeiture of that game and the manager shall be suspended from the next schedule game.

Shortened Game (less than six/seven innings) In the event a game ends early (due to rain, darkness, 10 run rule, etc.) a manager may be unable to meet the requirements for minimum playing time. If that is the case players who did not receive the minimum playing time, shall start the next scheduled game.

h. SCORE BOOKS: The Division Director and/or Coaching Director shall conduct periodic reviews of each teams’ scorebooks to ascertain compliance with the minimum playing time rule.

i. Playing time violations must be presented to the Division Director within twenty-four (24) hours of the alleged violation. This time limit shall not prevent the Division Director from acting on a violation discovered during the course of his/her normal audit.

j. Defensive Free Substitutions: All Divisions may use Defensive Free Substitution. Minimum playing time rules are in effect at all times (section 8.F.1). Managers are encouraged to use defensive free substitutions to provide more playing time to certain players who might otherwise spend more time on the bench.

Definition and clarification: The Defensive Free Substitution Rule allows managers to freely substitute defensive players each inning. The hardest part to understand for those new to this rule is that defensive players are not tied to the batting lineup. Without his rule, normal baseball rules apply and only players in the batting lineup can play defense. The intended purpose of this rule is to get less experiences players more defensive innings. Managers using the Rue for its intended purpose will have no problem getting all players more than the minimum play time. However, managers must track playtime for each player carefully to meet the minimum playtime requirements stated in 8.F.1.

k. All Divisions Shetland through Pony will bat entire roster. Defensive substitutions will follow Minimum Play rule as described in Section 8.G.1. Defensive substitutions shall be noted in the scorebook as to the field position the player was inserted.

l. PROTESTED GAMES1. All protests shall require the payment of twenty-five ($25) fee. IF the

protest is upheld, the fee shall be refunded. If the protest is denied, the fee shall be forfeited to BVPB. All protests shall be submitted to the Division Director within forty-eight (48) hours of a game’s completion.

2. A Protest Committee shall be established, as needed, and shall be comprised of the applicable Division Director, the Player Agent, and the Chief Umpire (or any board member acting as an alternate). The committee shall meet in closed session.

3. Protests shall be resolved within seventy-two (72) hours of consideration by the Protest Committee. Decisions of the committee are final.

m. Complaints (Fans): All complaints from parents/fans shall be submitted, in writing, to the board through any board member.

n. Cancelled/Terminated Games – Safety: The Chief Umpire, Safety Officer or hi/her designated representative, game umpire, or Board member shall have the authority to terminate a game whenever, in his/her opinion, conditions of the field are unplayable. A game shall be delayed a minimum of twenty (20) minutes before being called off. In the event that both managers and the umpire agree that the field has become unplayable prior to the twenty-minute limit, the game may be terminated earlier.

o. Pitch Count Limitations; Pitchers shall not exceed the number of pitches per game or pitches per season (including playoffs) according to the following chart. PONY Innings Pitched rules still apply.

Manager Penalty: 1st Offense – manager will receive a warning from the Division Director and be made aware of the consequences of a second offense. 2nd Offense – Manager will be suspended one game.3rd Offense – Manager will be suspended two games and the board will address further disciplinary actions.

4. Note: If a player exceeds the maximum pitches per game or season the manager is required to pull the pitcher at the last pitch in the limit. Managers found to be in violation of a single game limit or season limit will face consequences per the “Manager Penalty” clause above. Should the section be violated during the playoffs, the penalty will be enforced at the beginning of the next season. Violation of this section may impact manager or coach eligibility for subsequent seasons.

SECTION 9: SELECTION OF ALL-STAR PLAYERS

a. The Coaching Director shall suggest the number of All-Star teams to be formed within each division with approval of the Executive Board. The Coaching Director will solicit recommendations from division managers to determine appropriate

number of All-Star selects. Once selectees are determined, they must presented to the Board of Directors.

b. All-Star player selection shall occur prior to the All-Star manager selection. Tournament teams shall consist of a minimum of twelve (12) and a maximum of fifteen (15) players (twelve/eighteen for Palomino and Colt-Palomino). Tournament teams that do not list twelve (12) or more eligible players on the tournament team eligibility affidavit shall be disqualified from tournament play.

c. The primary objective of the selection process is to identify those players most qualified to play on an All-Star team and to make every reasonable effort to assign each of those players, regardless of age, to a team according to his/her skills, as demonstrated during the regular season.

d. Any player who continually exhibits unsportsmanlike conduct during the regular season shall not be eligible for an All-Star team. The Board of Directors shall make the final determination in accordance with Section 4.

e. Upon the Division Director’s request, each team manager shall nominate sufficient players from the teams in the division. The Managers shall be tasked with selecting sufficient players to fill all of the teams entered in All-Star Tournaments by division. See matrix below. A selection of a maximum of six (6) players and a minimum of four (4) players from each team. The Division Director shall ensure that the number of player nominations submitted is sufficient to fill the tournament teams entered into play. Each manager shall submit his/her list to the Division Director according to the terms (i.e. timing, method) of the request. The Division Director shall identify the elements for the detailed summary of qualifications for each nominated player to be included in the list to assist fellow managers in the subsequent selections.

f. Within three (3) days of the manager’s deadline to submit the nominations, the Division Director consolidate the nominations (player’s name and summary of qualifications) into a single list, sorted by team, of all nominated players (“Nominated Players List”) within the Division and provide the List, in ballot format, to each manager within the Division.

1. Using the ballot containing the Nominated Players List, each manager shall select a specified number of players to be considered for selection to the “Top Players List”.

2. Pony, Colt, and Palomino rosters are subject to additional PONY Baseball rules.

g. The Division Director shall tally the votes into a single listing of those players to be considered for the Top Players List. In the event of a tie for the last available spot, the Division Director shall hold a run-off vote, by secret ballot, so the number of players does not exceed the specified limit. Each manager shall cast his/her vote in accordance with the terms of the Division Director’s request. Should the run-off vote result in a tie the Division Director shall make the tiebreaker decision in a manner he/she deems reasonable.

h. A mandatory meeting, facilitated by the Division Director, shall be held to select the Top Players List. One (1) sanctioned representative (manager/coach only) from each team shall attend the meeting and sufficient time shall be allocate in order to ensure the most qualified players are selected to the Top Players List. All of the teams shall be represented at the meeting to constitute a valid election. The Division Director shall ensure a Sanctioned Representative from each team is identified in advance of the meeting.

1. Each Sanctioned Representative shall provide a verbal summary of the qualifications of each player on his/her team who is being considered for the Top Players List. No person other than the team’s Sanctioned Representative shall speak on any player’s behalf. It shall be the responsibility of each manager to provide an honest assessment of each player’s qualifications (demonstrate baseball skills, abilities, and achievements) to ensure the final list represents a best effort to identify the most qualified players.

2. By way of secret ballot containing the names of the players being considered, each manager shall cast a vote for the top players he/she considers most qualified for selection.

3. The Division Director shall tally the votes in a confidential manner and announce the names of the top players receiving the most votes. In the event of a tie for the final spot, the names of those players shall be included in the announcement.

A manager may also nominate players from another team that were not previously nominated. At the conclusion of the nomination process, managers will select the top players to represent BVPB during tournament play.

a. The Division Director will facilitate a meeting where managers will nominate players to participate in an “All-Star” tryout session on the first Sunday in May. A manager may also nominate players from another team that were not previously nominated. At the conclusion of the tryout, managers will select the top players to represent BVPB during tournament play.

b. A Top Player List will be established to identify players for each respective team.

c. At the conclusion of the tryouts, managers will select, by secret ballot, a Top Tier Player’s List comprised of 20 players. Those 20 players will represent BVPB on either the 6U-A or 6U-B team.

d. Once the Top Tier Player List has been established, a second vote will be held to establish the 2nd Tier Players List (20 players). These 2nd Tier players will represent BVPB on either the 6U=B or 6U-C team.

e. The Shetland 6U-A, 6U-B, and 6U-C teams will be filled from the Top tier and 2nd Tier Player List (40 players).

f. Additional Player Tiers will be established to identify players for additional teams if necessary.

2. Pinto

a. A Player Tier will be established to identify players for each respective team.

b. At the conclusion of the nomination process, managers will select, by secret ballot, a Top Tier Players List comprise of 20 players. These 20 players will represent BVPB on either the 8U-A or 8u-B team.

d. Once the Top Tier Top 13U Player Lists have been established, another vote will be held to establish the 2nd Tier Players List (20 players). These 2nd Tier Players will represent BVPB on either the 14U-B, 13U-A, 13U-B, or 14U-C team.

e. The Pony 14U-A, 14U-B, 14U-C, 13U-A, and 13U-B teams will be filled from the Top Tier, Top 13U, 2nd Tier, 3rd Tier and 4th Tier (80 players).

f. Additional Player Tiers will be established to identify players for additional teams if necessary.

SECTION 10: SELECTION OF ALL-STAR MANAGERS AND COACHES

a. It is the intent of this section to select the highest quality staff to represent BVPB in Tournament play. Managers and Coaches should consider the privilege of Managing or Coaching during All-tars a natural extension of their commitment to BVPB and its players.

b. The Board shall approve the nominations of the All-Star managers and coaches.c. Any Manager or Coach who continually exhibits unsportsmanlike conduct during

regular season shall not be eligible for an All-Star position.d. Any Manager who blatantly disregards the integrity of scorekeeping throughout

the season shall not be eligible for an All-Star position and may be prevented from managing or coaching in BVPB in the future.

e. To be eligible for managing an All-Star team in a given division, a manager shall have managed or coached in that division during the regular season. If a manager is not available, then a coach from that division may be selected. The

selection of All-Star managers shall take place during the mandatory meeting described in Section 9, by way of simple majority, peer vote.

f. The manager of any given All-Star team shall be selected from the same tier as their player, (i.e. to be eligible to Manage an “A” team, the Manager’s child shall hold a position in the Top Tier Players List for their age group as outlined in Section 9I). In an effort to expedite the process, the subsequent Managers shall be selected from the correlating Players Tier Lists that their player occupies. Should a “B” Team Manager or Younger Age group Manager have a player in the Top Tier Players List, they may elect to accept a Manager position pending the completion of the “A” team selection process. Should their player be selected to the higher team, the Division Director shall solicit the nomination and subsequent selection of an alternative Manager from within the Player Tier that contains the Managing vacancy. It shall be the responsibility of the Division Director to complete this selection process within 24 hours of the known vacancy.

g. In the event there is a tie in any manager selection process, the Division Director shall break the tie.

h. An All-Star manager shall select his/her coach and business manager (hereinafter “coaches”) from candidates within the Player Tier List in alignment with Section 10.F. Any exceptions shall require Board approval.

i. No person shall be allowed to manage/coach for more than one (1) All-Star tea without Board approval.

j. No manager/coach selections shall be final until confirmed by the Board. The Division Directors shall notify All-Star managers of the Board’s decision within 5 days of the completion of the mandatory meeting as described in Section 9. Until that confirmation is received, neither the All-Star manager nor his/her coaches shall select players nor notify any players of their selection status. Failure to abide by this rule shall result in the disqualification of the offending manager/coach.

k. Eligibility for selection as an All-Star manager/coach may be forfeited for failure to participate in at least 80% of league activities and related responsibilities (e.g. required field work days, practices, games, snack shack duty, fundraising, equipment, returns, etc.).

l. All-Star managers/coaches shall have no authority to incur any debts on behalf of Blossom Valley Pony Baseball.

m. All-Star managers/coaches shall always represent BVPB in a professional, sportsman-like manner.

n. All-Star teams are encouraged to obtain sponsorship money to offset costs. All-Star managers shall be responsible for the proper allocation of any money obtained for his/her All-Star team, and shall be required to furnish receipts to the Board. Sponsorship money shall only be used for team functions and expenses. All fundraising activities shall have prior Board approval.

o. An All-Star manager shall not impact any remaining playoff games or players involved in those games by scheduling conflicting practices. Optional-only

practices are allowed before the end of the season and no mandatory practices shall be held. The Division Director shall coordinate and schedule field use for All-Star practices.

SECTION 11: SELECTION OF ALL-STAR TEAMS

a. There are two methods of selecting All-Star teams. Managers shall vote on the preferred method for their respective division prior to beginning the All-Star Player selection process. The votes shall be broken by the Division Director for that Division.1. Method I (allow younger All-Star teams to pick first):

i. Select all younger players from the Top Tier Player List.ii. The balance of the roster can be made up from lower Player Tier Lists.iii. The “A” team then selects the remaining Top Tier Players and

completes the team roster following completion of the balance of the procedures referenced in these rules.

2. Method 2 (Traditional method)i. The “A” team manager shall select a minimum of twelve (12) and a

maximum of fifteen (15) players from the Top Tier Player list.ii. The “A” team manager shall verify player availability/residency as soon

as possible and immediately notify the Division Director of the final “A’” team selections.

b. Players selected to an All-Star team must provide the manager with proof of residency within the BV boundaries and birth certificate. (e.g. PG&E bill, property tax) according to PONY eligibility rules.

c. Any player who declines to play on the team for which he/she was selected relinquishes his/her right to All-Star consideration and shall not be placed on another team. The only exception to this rule shall be as follows: A player selected to the A team shall be allowed to join the B team or C team so long as his/her parent/legal guardian is the manager of that team. A player selected to the B team shall be allowed to join the C team so long as his/her parent/legal guardian is the manager of that team. A player shall not be allowed to move in the other direction (i.e. from B team to A team).

d. All players who are nominated for All-Stars but were not selected must be notified within 48 hours of the completion of All-Star team selections. Method of notification shall be the responsibility of the Division Director.

Manager has 72 hours to contact players and submit roster tom the Division Director. Replacement players will be pulled from among the remaining Top Tier Players on the 8U-B team.

ii. Team 8U-B Manager will select the next 12-15 players. Manager has 72 hours to contact players and submit roster to the Division Director. Team 8U-B roster will be comprised of 12-15 players from the Top Tier Players List.

iii. Pinto 8U-A and 8U-B rosters will be finalized within 7 days of Player Selection meeting.

iv. Team 8U-C manager will select the next 12-15 players. Manager has 72 hours to contact players and submit roster to the Division Director. Team 8U-C roster will be comprised of 12-15 players from the 2nd and 3rd Tier Players List.

3. MUSTANG

i. Team 10U-A Manager will select the first 12-15 players. Team 10U-A roster will be comprised of 12-15 players from the Top Tier Players List. Manager has 72 hours to contact players and submit roster to the Division Director. Replacement players will be pulled from among the remaining Top Tier Players on the 10U-B team.

ii. Team 9U-A Manager will select the next 12-15 players. Team 9U A roster comprised of 12-15 players from the Top 9U Players List. Manager has 72 hours to contact players and submit roster to the Division Director. Replacement players will be pulled from among the remaining Top 9U Players on the 10U-B or 9U-B team.

ii. Team 11U-A Manager will select the first 12-15 players. Team 11U-A roster will be comprised of 12-15 players from the Top 11U Players List. Manager has 72 hours to contact players and submit roster to the Division Director. Replacement players will be pulled from among the remaining Top 11U Players on the 12U-B or 11U-B team.

iii. Team 12U-B manager will select the next 12-15 players. Manager has 72 hours to contact players and submit roster to the Division Director. Team 12U-B roster will be comprised of 12-15 players from the Top Tier and 2nd Tier Players List.

iv. Team 12U-C manager will select the next 12-15 players. Manager has 72 hours to contact players and submit roster to the Division Director. Team 12U-C roster will be comprised of 12-15 players from the 2nd and 3rd Tier Players List.

v. Bronco 12U-A, 12U-B, 12U-C, 11U-A, and 11U-B rosters will be finalized within 7 days of Player Selection meeting.

5. PONY

i. Team 14U-A Manager will select the first 12-15 players. Team 14U-A roster will be comprised of 12-15 players from the Top Tier Players List. Manager has 72 hours to contact players and submit roster to the Division Director. Replacement players will be pulled from among the remaining Top Tier Players on the 14U-B team.

ii. Team 13U-A Manager will select the first 12-15 players. Team 13U-A roster will be comprised of 12-15 players from the Top 13U Players List. Manager has 72 hours to contact players and submit roster to the Division Director. Replacement players will be pulled from among the remaining Top 13U Players on the 14U-B or 13U-B team.

v. Pony 14U-A, 14U-B, 14U-C, 13U-A, and 13U-B rosters will be finalized within 7 days of Player Selection meeting.

SECTION 12: SELECTION OF MEMORIAL DAY TEAMS

1. BVPB Club Teams have priority to represent BVPB in Memorial Day tournaments.

2. Division Directors shall facilitate a meeting with Managers in order to nominate and select a Manager(s) or Coach(s) interested in forming additional BVPB teams to participate in Memorial Day tournaments.

3. The Division Director shall provide Manage and Team recommendations to the Board for approval.

4. Player a Manager participation on Memorial Day tournament teams is strictly optional and is not mandatory or a prerequisite for consideration to selection for All-Star teams.

5. Players and coaches are responsible for all costs associated with participation in a Memorial Day Tournament (i.e. tournament fees, uniforms, gate fees, snacks, spirit wear, etc.). Assistance from the Tournament Director and BVPB Treasurer is highly encouraged. It is recommended that the Manager collect, well in advance, those player expenses associated with tournament play and turn those funds over to the BVPB Treasurer for payment of said expenses. This removes any potential tax liability from the Manager or Team Parent. Should a team choose to utilize the BVPB Treasurer to pay Tournament Fees and uniform invoices, all funds shall be turned into the Treasurer no later than 5 days in advance of the Tournament. Should a team fail to fund their incurred expenses, upon notification from the BVPB Treasurer, the Tournament Director shall have the authority to withdraw the team from the tournament, thereby recouping any unreimbursed expense to the League.

SECTION 13: CLUB TEAMS

a. The BVPB Club Program is intended to serve the player that is ready for a more competitive environment to learn and develop his/her baseball skills.

b. A “BV Club Team” is synonymous with a “Travel Team” with a couple distinctions.

i. A minimum of 50% of roster is compose of BV Registered Players.

Ii. Our Club Teams benefit from having access to premium fields for practice.

c. Managers and coaches interested in forming a Club Team will contact the Club Team Director for direction.

d. Club team name and coaching staff require BV Board of Directors’ approval.

e. Club teams are run on a year-to-year basis and require BV Board approval to continue to next age level.

f. Club teams must identify themselves as “Blossom Valley” or “BV” on their hats or uniforms. Patches with approved “BV” logo are allowable on their uniforms. “Blossom Valley” or “BV” must be a minimum two (2) inches in height on hats or uniforms.

g. Club teams must register with USSSA as “BV Team Name Age Level.” example, BV Cobra’s 10U”.

h. The Fall and Spring Club Team Seasons will correspond with the USSSA travel ball season.

a. Fall Club Team Season runs from August 1st until December 31st. Club team activities can begin as the completion of the corresponding age-appropriate PONY All-Star Tournament.

b. Spring Club Team Season runs from January 1st until July 31st. Club team activities can begin on January 1st and at no time will conflict with Spring Regular Season league activities. Club team activities can resume at the completion of the corresponding age-appropriate PONY All-Star Tournaments.

i. All Club team expenses are independent of BV Spring regular season and BV Fall Ball season.

a. Club Team fees will be collected and processed by the League Treasurer. An accounting of Club Team fees shall be reviewed and approved by the Club Team Director and/or League Treasurer. The Program shall be run at cost. A minimum of $100.00 shall be collected in advance from a minimum of 9 players prior to the first tournament. This money will be deposited into the BVPB League Treasury and paid out for team expenses (tournament fees, uniforms, etc.) until each Individual Club Team’s original deposit is depleted. After that, each Club Team will collect additional fees to finish their season and may run their money through the League Treasury.

j. Club teams may solicit appropriate sponsorship for their individual teams. The Club Team Director and Treasurer must approve of all sponsors before monies can be accepted. All monies collected will be paid to BVPB and will have full use of all funds. All monies must be spent on behalf of the team and will be approved by the Team Manager and League Treasurer.

k. Club teams may actively participate in fundraisers on behalf of their individual teams. All monies collected by individual team will be for the sole use of that club teams sole use. All fundraising activity must be pre-approved by the BVPB Board of Directors.

a. All fundraising activities must be conducted in accordance with laws and regulations pertaining to the non-profit status of the BVPB organization.

l. All Club team rosters and playing time decisions are at the sole discretion of the Club Team Manager. There is no “minimum play” rule for Club Teams.

.

m. Typical annual costs for a family of 4 with 1 player range between $1.5 - $3k depending on uniforms, and peripheral training arrangements (facilities, lessons), tournaments fees, and travel.

n. Club/Travel Team participate require extensive time and financial commitment.

I. TRYOUTS

A. Tryout postings shall be a minimum two weeks in advance of the tryout. The Club Team Director shall provide the BV Player Agent and BV Webmaster with tryout information.

a. The Player Agent shall e-mail all age-appropriate players of the tryout.

b. The Webmaster shall post the tryout information to the BVPB website.

c. Registration forms must be turned in prior to the start of the tryout.

d. No player may participate without a completed registration form.

B. Within 5 days from the final tryout, the Club team manager shall send a list of players who participated to the Club Team Director. The list shall contain the following information:

a. Players who were selected to the team.

b. Breakdown of selected players that are BV & non-BV registered players.

c. Players who were not selected to the team.

C. When a player is chosen for a Club Team, that team is considered their primary team. In the event that another Club Team has less than 10 players, a player may “fil in” with the approval of both Club Team Managers on a tournament specific basis. The player must meet the age requirements for the tournament and must be filling in for a team in either a higher or lower age group. They may not fill in on another team within their own age group in the same tournament.

II. Team Rosters

A. A valid Club Team roster requires a minimum of six (6) BV Spring regular season registered players. The remaining roster spots can be filled with non-BV registered players.

a. Eligible players for Club Team can be:

i. Registered, paid players from the BV Spring regular season (last season), or,

ii. Registered, paid players from the BV Fall Ball season, (last season) or,

iii. Non-BV registered players.

b. A Club Participant Fee* and a completed BV registration & waiver form are required for players not registered with BV.

i. *$300 Club Participation Fee for all non-BV registered players will be payable to BVPB. IF not received within the deadline player will not be allowed to play.

B. In the event a Club Team falls below six (6) BV Spring Regular Season registered players, for any reason, a temporary exemption may be obtained from the Club Team Director.

C. All Club teams will be required to pay a $1500 (per team) for field use costs.

D. All Rosters and payment is due to the Player Agent no later than seven (7) days after the final tryout. If a Club team fails to submit the require documentation and payment that team will not be approved.

III. Pitching Rules and Regulations

A. There are no pitch count limits enforced for club team play, however, it is strongly encouraged for the player’s safety to refer to “BVPB Rules and Regulations” for recommendations on pitch count and rest hours.

a. Pitch counts accumulated during Club Team events shall not count against total season pitch counts.

b. The “40-hour rule” shall be applicable for any Club Team player that pitched on Sunday. The player will be ineligible to pitch on Monday regardless of number of pitches or innings thrown on Sunday.

1. It is the responsibility of both the Cub Team parent and Club Team manager to notify the players’ BV regular season managers with their innings pitched.

2. Violation of this rule will result in game suspension for the player and manager for use of illegal player. Ignorance will not be tolerated.

IV. Field Usage & Club Assignments

A. Spring and Fall season league teams shall be given priority for use of fields.

B. Sundays will be the normal scheduled practice day. However, the Club Team Manager may request additional practices. Remaining field time slots (including Sundays) shall be available to the Club teams and allocated by the Coaching Director and granted by Club Team Director.

V. Club Team Schedules

A. No Club Team activities shall interfere or take precedence during BV Spring Regular Season.

a. Some conflicts to early preseason practices may occur due to the tournament schedules. However, all efforts will be made to keep such conflicts to a minimum. NO regular season games shall be impacted due to Club team play.

b. Sundays will be the normal scheduled practice day (once regular season practices begin). However, the Club Team Managers may set up additional, non-mandatory practices, as long as they do not interfere with any payer’s regular league commitments.

c. All Club Teams activities will be suspended from the conclusion of Memorial Day tournaments until the conclusion of the All Star tournament seasons for their respective age group.

d. A Club Team Manager that is not an All Star manager cannot have their player(s) decline an All Star invitation in order to pay on a Club Team during the All Star Season.

i. Violation of this rule shall result in permanent rejection of the offending manager or coach from management at any level of BVPB League.

VI. Participant Disqualification

A. A participant will be subject to disqualification from Club Team play if he/she violates any of the rules outlined in Discipline Section 4: discipline regarding player and manager conduct.

B. Players and parents will conduct themselves in appositive manner at all times.

SECTION 14: BVPB FUNDRAISING FUNCTIONS

A. BVPB has a zero-tolerance policy regarding the possession and consumption of alcohol or tobacco products on any school premises.
