Mission Statement

The mission of the South Padre Island Beach Junior Lifeguard program is to provide quality education and increase self-confidence,

physical conditioning, and ocean awareness through instruction in water safety, first aid, beach ecology, and surf rescue techniques.

The South Padre Island Beach Junior Lifeguard program introduces young people to safe marine and aquatic recreational opportunities. The program is designed to improve young people’s physical conditioning, their understanding and respect for the environment, and their respect for themselves, their parents, and their peers.

The mission is accomplished with activities including instruction and practice in open water swimming, paddle boarding, body surfing, snorkeling, and self- rescue. Respect for the environment is increased by the understanding gained with daily physical contact with the environment and through lecture and discussion of pertinent marine and aquatic topics. Increased respect for themselves is gained through their personal progress and accomplishments. Respect for others is increased by contact with compassionate instructors and by working with other youths in a team building environment.

With consideration to the Mission of the South Padre Island Beach Junior Lifeguard

Program and the United States Lifesaving Association it is our objective to create and

follow a progressive lesson plan and skills evaluation standard for the purpose of

instruction and education. A “Block” structure is utilized with two water courses and one

dry land / education course. The Junior Lifeguards rotate through each “Block” on a set

30 minute schedule with a 15 minute break for rest, hydration and sunscreen. This

progressive lesson plan begins with the basic components of surf lifesaving leading to

the advanced with the use of rescue equipment and surf craft. The education

components include instruction in Beach Safety, First Aid, CPR, Coastal Marine Animal

Habitat Conservation and Lifesaving Sport. Weather and ocean conditions may affect

the structure of daily program operations.

Youth Surf Lifesaving CertificateThe Youth Lifesaving Certificate is being developed in cooperation with the United

States Lifesaving Association (USLA) and is designed to serve the following proposes:

● Bridge the learning gap between Junior Lifeguard program participants and the

standards set forth in the USLA Open Water Manual used for the hiring of

Professional Lifeguards.

● Serve as prerequisite for Junior Lifeguard Program Aids and Program Volunteers

under the supervision of a Professional USLA Lifeguard.

● The USLA Youth Surf Lifesaving Certificate (pending approval) will serve as a

prerequisite qualifying standard to potential USLA National Youth Team

candidates wishing to be considered for selection to the USLA National Youth

Team to compete in International Competition.

This Certificate is pending USLA approval and not available at this time.

Environmental Education

The South Padre Island Junior Lifeguard Program strongly supports habitat

conservation in our coastal environment. As part of the education component of the

South Padre Island Ocean Rescue Junior Lifeguard Program Parents Handbook Page 5 of 21

program guest speakers and educators are invited to address the Junior Lifeguards on

various topics including marine animals, shorebirds and our local coral reef. If you or

your Junior Lifeguard have a particular interest in these field of study please contact the

Program Coordinator.

First Aid and CPR

The First Aid and CPR education component follows South Padre Island Fire Rescue

guidelines and protocols and is instructed by our Ocean Rescue staff of Emergency

Medical Technicians.

Rules & RegulationsCode of Conduct

For the Junior Lifeguard Program to be successful, students must exhibit behavior that is respectful of our staff, other students, our equipment and facilities.  Group activities are vital to our program.  A student that is disruptive to group activities and disrespectful to instructors diminishes the enjoyment and education of the other students.The intent of discipline is to instruct the student so as to gain compliance with acceptable behavior norms.  Therefore, please familiarize your Junior Lifeguard with the following expected behaviors:

● Arriving on time and being promptly picked up from the program

● Wearing appropriate swimwear and official program rash guard

● Respect of instructors and other staff

● Respect of other students: no shoving, hitting or name-calling

● Respect of the facilities, equipment and property of others

● Cooperation with others

● Practice good sportsmanship

● Follow all safety rules and all instructions

● Listen quietly to directions / announcements

● Participate in regular program activities

Code of Conduct

For the Junior Lifeguard Program to be successful, students must exhibit behavior that is respectful of our staff, other students, the equipment, and facilities. All junior lifeguards must abide by the following rules:

1. Report each day in uniform.

2. Arrive on time.

3. Be courteous and respectful to fellow junior guards, instructors and especially the public.

4. Follow directions given by Ocean Rescue staff, instructors, program aids, and program volunteers.

5. No cell phones are allowed during camp. They are acceptable before or after camp or during an emergency.

6. Do not bring valuables to camp.

7. Always address PBJG staff as “Coach”

8. Do not use JG equipment without permission and treat all equipment with care.

9. Do not take other people's things without permission.

10. Do not engage in inappropriate behavior including “Bullying” or use inappropriate language.

“Bullying” means systematically and chronically inflicting physical hurt or psychological distress to one or more students or staff members.

Discipline for Minor Incidents

The progressive steps of discipline are as follows:1. When a minor discipline situation occurs, the student will be counseled about the

situation and given an explanation of what behavior change is expected.2. If a subsequent incident occurs, the student will be asked to take a “TIME

OUT” or “TAKE A LAP”.  A “TIME OUT” is an extended period in which the student will be removed from program activities.  A “TAKE A LAP” is a supervised swim, run or activity of reasonable distance/duration.  After the “TIME OUT” or “TAKE A LAP” the student is allowed to rejoin the group activity.

3. When a student has a series of “TIME OUT’s” or “TAKE A LAP’s” in the same day or a series of discipline situations over several days, the Program Coordinator will inform the youth’s parent or guardian about the situation.

4. When a student continually disregards the Instructors or shows little or no improvement with steps 1 through 3, the student will be suspended from the program for one day.  The parent or guardian of the student will be informed that the student has been suspended. This will also include a conference with the

parents as to the necessary steps the student will follow in order to remain in the program.

5. If after suspension, the student’s behavior is still not acceptable, the parent or guardian of the student will be informed that the student may no longer attend any of the program’s activities. 

6. The “TIME OUT” location will be designated by a Purple flag. (Don’t be a Sea Pest).

Discipline for Major Incidents

Major first time incidents will result in an immediate suspension (1-3 days) or dismissal from the program.  Major incidents would include but may not be limited to the following:

● Truancy or unauthorized absence

● Insubordination

● Fighting with another student or other person

● Unlawful or non-consensual touching of another person

● Use of any illegal substance

● Stealing of any kind

● Vandalism of equipment or facilities

● Throwing rocks, sand or food at other students, wildlife or property of others.

● Other conducts which bring disrespect to the Junior Lifeguard Program or the City of South Padre Island

The Program Coordinator shall be advised any time a major behavior problem occurs.

Transportation

It is the sole responsibility of each parent or guardian to ensure safe travel for their child(ren) to and from the Junior Lifeguard Program.  South Padre Island Fire Rescue / Ocean Rescue Division and the Junior Lifeguard Program are not responsible for students outside of scheduled program hours and activities.  Parents are expected to be prompt at dropping-off and picking-up their Junior Lifeguards.  Parents are responsible for their children immediately prior to and immediately following scheduled program hours.

Drop Off / Pick Up Procedure

Parents / Guardians are encouraged to drop off and pick up their Junior Lifeguards at Fire Station 1 located at 106 West Retama Street, South Padre Island.

Junior Lifeguards are not considered checked-in until they reach the camp location and notify their group instructor.

Attendance

Attendance is taken daily. If you bring your child late, please walk them to the beach and personally notify an instructor of their presence.  Please send a note with your child if they will be leaving early so their instructor can have them prepared to leave when you arrive.

Check In / Check Out Procedure

Junior Lifeguards are required to individually check in and check out EVERY DAY with the group instructor. Age groups and instructors will be represented by flags located on the beach at the camp location. Participation

Junior Lifeguards are expected to participate in all regular program activities. Some students may not have the same opportunities as the other students to utilize equipment that requires specific body weight and strength.  If you have questions, please notify the Program Coordinator.

Group Determination

Group assignments for each child (A, B or C) is based on USLA Junior Lifeguard guidelines. Age, skill level and physical ability in the ocean are factors which influence your child’s grouping. Junior Lifeguards may be given the opportunity to age up in specific activities with the Program Coordinators approval.

Uniform Policy and Requirements

Junior lifeguards must report each day in their required uniform. Juniors not conforming to this policy will not be allowed to participate that day. For safety reasons there will be

NO EXCEPTIONS!

Uniforms will be distributed at the annual Junior Lifeguard Program Parents meeting held at Station 1 on the first day of camp.

Appropriate Swimwear

Junior Lifeguards are required to wear swimwear that is appropriate for use in the surf. Clothing that is excessively loose or baggy can greatly affect swimming ability. Female Junior Lifeguards are required to wear secure and properly fitting attire. Female staff members will monitor and address any violations.

Program Tryout

The Junior Lifeguard Program is NOT a “learn to swim” school.  Therefore, prospective students are screened at a tryout test to see if they have the minimum skills to benefit from the Junior Lifeguard Program. The instructors approve a child’s skill level based upon successful completion of the test and on the child’s swimming competence and confidence.

Lifesaving Sport

Lifesaving sport is the only sport whose skills are first learned for humanitarian

purposes. South Padre Island Ocean Rescue recognizes this as an important

component of the Junior Lifeguard Program and supports lifesaving sport development.

Junior Lifeguards will be instructed in proper competition techniques by experienced

instructors and competitors with emphasis on sportsmanship and fair play using United

States Lifesaving Association Competition Guidelines. Local, Regional, State and

National competitions are held annually with individual and team events. Please check

the calendar of for upcoming tournaments.

Junior Lifeguard Competitors, Parents and Supporters are expected to conduct themselves in a manner that reflects positively on the South Padre Island Ocean Rescue, Fire Rescue / Ocean Rescue Junior Lifeguard Program and the Lifesaving Profession.
