residential code, as well as in many fire codes and local zoning codes, and may conflict with such existing provisions.

RB114-16 X Ramps are typically for people with physical limitations who cannot reasonably use stairs. This aligns with the purpose of the ADA, which requires that ramps be 36” wide minimum. Also, stairs and hallways are required to be a

BOAF CDC Final Action Hearing assignments Due September 28, 2016Page 13 of 19 return to: [email protected]

Code Support Oppose Neutral Rationaleminimum of 36” in width, as per the residential code. For uniformity and to reduce conflict or confusion in the industry, ramp width requirements should align with the ADA and the other means of egress component requirements of the residential code.

RB119-16 X The technical provisions of the proposed change already exist in the code, but should be consolidated under Section R311.7.10.1.

RB121-16 X Although this issue needs to be addressed, the proposed language is fraught with problems.

RB129-16 XRB140-16 X I take issue with Exception #3, because if

the danger of CO emanating from a newly installed appliance exists, a CO alarm should be installed regardless of prior codes’ failure to require them.

RB147-16 X 23/32 inch wood structural panel should be eliminated from the provision due to its inability to pass thermal barrier fire resistance testing, but calling for heavy timber is overkill.

RB152-16 X Verification that the same foam was not used at locations that require flame retarded foam during inspection would be difficult. The proposed change would expose the public to greater risk than is necessary.

RB157-16 X I don’t think this needs to be addressed because strict requirements are already in place that have demonstrated good performance. Cliché: If it ain’t broke, don’t fix it.

RB158-16 XRB159-16 X The change provides increased

clarification with no change in requirements or cost of construction.

RB169-16 XRB170-16 X This should be a universal minimum

requirement, as it is in the IBC, and not an optional appendix.

RB175-16 X I disagree that the minimum slope would create problems with zero lot buildings, and any conflicts with site development plans are easily addressed.

RB190-16 X The live load criteria should be in alignment with the ASCE 7-16.

RB197-16 X The current requirement of 6 mil minimum thickness has been demonstrated as sufficient. Consumers are free to use thicker barriers, but in many areas, the cost would outweigh the benefit.

innovative designs for materials and fasteners, while maintaining an adequate level of safety.

RB211-16 X This seems to try to supplant the work of a professional engineer with a blanket design, or series thereof, that may or may not provide adequate structural stability in all situations.

RB217-16 XRB223-16 X Support with Public Comment 1.RB232-16 X Support with Public Comment 2.RB235-16 X Support with Public Comment 2.RB242-16 XRB251-16 X This would be difficult to enforce due to

the sealing requirements of the energy code, and I foresee conflicts with existing pre-engineered designs that have been successful.

RB252-16 X Deviation from manufacturer instructions is improper in many

BOAF CDC Final Action Hearing assignments Due September 28, 2016Page 15 of 19 return to: [email protected]

Code Support Oppose Neutral Rationaleinstances, and the change would unnecessarily increase the workload of the building department.

RB253-16 XRB257-16 X The simple requirement to provide a

label specifying the capabilities of the garage door is sound and logical, and would present a small impact only on manufacturers. Most manufacturers already voluntarily label their products, and it is recognized as good practice.

RB259-16 Moved to CARB265-16 X The newly referenced standard appears

to provide the requirements of the multiple currently referenced standards. The change reduces confusion and reduced the likelihood of conflicts.

RB266-16 X The change is intended to clarify current requirements, but it fails to do so, and in fact, it seems to add confusion as written. Needs to be reworked.

RB267-16 withdrawnRB270-16 XRB271-16 Part I X Unnecessarily adds cost and

involvement to builders and building officials without actually modifying the requirements for vapor retarders.

RB271-16 Part II X Smoke testing is obsolete. A flow rate report detailing the system performance is highly beneficial, and provides for a more scientific and reliable approach to ventilation system inspection and approval.

RB272-16 X Support with Public Comment 2.RB273-16 withdrawnRB277-16 XRB278-16 withdrawnRB281-16 XRB282-16 Moved to CARB283-16 XRB285-16 withdrawnRB286-16 X The determination of equivalency to the

benchmark of No. 15 felt is not clear, even in the modified language.
