Spring 2014
Purpose of Tonight’s Meeting
Gather input on urban, regional and statewide transit and travel needs Share an overview of transit planning
and funding for Colorado
CDOT’s Division of Transit & Rail
DTR is responsible for “planning, development, operation and integration of transit and rail,
including AGS, into the statewide transportation system…”
In partnership with other transit/rail providers, “plan,
promote and implement
investments in transit and rail
services statewide…”
Responsible for developing a “statewide transit and passenger rail plan that shall be integrated as an
element of the statewide transportation plan. The plan shall identify local, interregional, and statewide
transit and passenger rail needs and priorities.”
Responsible for administering & expending state
and federal transit funds
Why a Statewide Transit Plan?
Develop a framework for an integrated transit system statewide Develop strategic direction, policies and
performance measures Create a vision for transit in Colorado Define CDOT’s role in that vision

Uncertain Future Federal and State funding declines after 2025 Local sales tax revenues and district
assessments less productive after 2030 Medicaid trust fund depleted by 2026 Sequestration will reduce discretionary
programs (e.g., OAA Title III B, WIA/TANF, CSBG, etc) by - 5% annually through 2021 SB 228 transfer could provide temporary
funding, but uncertain after 2020
