Goal 2-Evidence-Based Practices
Goal: To foster and effectively communicate the use of evidence-based practices ingeneral and special education and early interventionIssue Statement: There is a growing interest in evidence-based practices thataddress the needs of individuals with exceptionalities. There is currently confusion
regarding exactly what evidence-based practices are, how they can be evaluated, andhow evidence-based practices can be identified and utilized with these individuals.Further, we need to examine carefully the context of the evidence-base by addressingquestions like, "Evidence-base for which students? And under what circumstances?"to ensure that the needs of diverse students have been addressed. The evidence-base must reflect the theoretical and research foundation; the inclusion of
professional wisdom; and respect for family and community values. As the trustedsource for professional knowledge, CEC can provide the leadership and guidanceneeded to help the field move toward increasing the use of evidence-based practicesand approaches.
Objective 2.1: CEC will develop and implement a valid and reliable system forevaluating the evidence base supporting educational practices used with individuals withexceptionalities including the extent to which evidence-based practices encompass
individuals from culturally and linguistically diverse backgrounds. Objective 2.2: CEC will disseminate information on the evidence bases of practices and
will inform the research agenda. Objective 2.3: CEC will provide guidance on the ways to use evidence-based practices
and approaches for individuals with exceptionalities, incorporating family values andprofessional wisdom.

What is an evidence-based practice?
An evidence-based special education professionalpractice is a strategy or intervention designed foruse by special educators and intended to supportthe education of individuals with exceptionallearning needs. CEC includes in this definitionspecified configurations of individual strategies and
interventions. Complex configurations of variables inwhich the efficacy of each of the variables has beenstudied separately are sometimes considered apractice. Whenever a complex configuration of
strategies and interventions is proposed as a practice,the evidence for the configuration should beestablished as such, i.e. with all the variables in the
given configuration, not in isolation.

The Technical Review Panel
Upon receipt of a Practice Study the EBPSCchair selects three individuals from the review
pool. Technical Review Panels are small adhoc peer groups with appropriate expertise inthe practice and methodology under study.
They are free from conflicts of interest. Whileany CEC member is eligible for the reviewpool, CEC relies on its Divisions to nominatesufficient numbers of volunteers withappropriate expertise.
