Children and Families Thrive
Year in Review
Old Mill Center improves the lives of children and families in our
community through programs aimed at education, child abuse
prevention, and health services. In 2012-2013 we served more than
1,300 children and their families.
Preschool
The preschool program is a half day program that is accredited by the National Association for
the Education of Young Children (NAEYC). Through an innovative preschool curriculum, Old
Mill Center has been preparing children for kindergarten for over 35 years. The program
welcomes children with special needs as well as children with regular needs.
Families served: 34
Relief Nursery
Relief Nursery is a child abuse and neglect prevention program proven to strengthen high risk
families and keep young children safe. The Relief Nursery serves children from 0 to 6 years old.
Our program provides therapeutic early childhood services and comprehensive family support,
including alcohol and drug recovery support services and in-home visits to families.
Children served: 140 Families served: 100
Healthy Start
Healthy Start aims to be our nation's voice in providing leadership and advocacy for health
equity, services, and interventions that improve birth outcomes and family wellbeing. Our
Healthy Start staff helps first-time parents give their newborn children the best start possible.
Healthy Start participants receive in-home visits during which the Family Support Worker
provides information on infant care, child development, keeping baby healthy, and community
resources to support new families.

Intensive Treatment Services
The Intensive Treatment Service program is a mental health treatment program for children
who have struggled to be successful in two or more settings (e.g., home, school, daycare). This
program provides intensive individual, group, and family therapy in combination with
individualized education for children with emotional and behavioral challenges. Most children
are in this program for approx. 6-9 months and then transitioned back into a normal school
setting.

Child and Family Mental Health Services
The Child and Family Mental Health Services program provides mental health counseling and
psychiatric services in the local public schools and at Old Mill Center. Individual, group and
family counseling programs are available to help families lead healthy and responsible lives
through family centered care, treatment and education. The Childsafe Program works with
children who are victims of sexual assault. Children served: 238 with counseling 3174 sessions
Intensive schools support: 46 students for 1155 sessions
Childsafe program: 37 children and 28 parents/guardians served in four 10-week
programs

As we enter the 2013-2014 fiscal year, we plan to continue providing a similar scope of services
to local children and their families as the previous year.
The Preschool continues to enroll children all year round on a 5 day schedule.
The Relief Nursery will add a respite service to its program.
The Healthy Start program has been renamed Health Families at the federal level and the
mandate has been expanded to include subsequent births (not just first births) for qualifying
families.
Our Intensive Day Treatment program will continue intensive one-on-one work with vulnerable
children so they can successfully transition back to school.
Our Child and Family Health Services will continue to reach out to families and will work with
the Coordinated Care Organization and other local providers to successfully transfer to the new
funding models.
Donor and grantor support remains an integral part of our success. With their generous support
we can provide the range and depth of services to assist children and families so that they can
overcome challenges and reach their potential.
Regional Provider From eight children and families in 1977 to over 1,500 in 2012, Old Mill Center for Children
and Families has become the primary regional provider of education, mental health,
occupational, physical and speech therapy, and parent education and support for children birth
to 18 and their families. Through a continuum of services from prevention to intensive
intervention, Old Mill Center is a vital regional resource for families, and for the many public
and private agencies that collaborate and contract with us in addressing critical family needs as
identified by our mid-valley comprehensive mental health plan. Old Mill’s service area
continues to expand, but is generally within a 50 mile radius of Corvallis, including six counties
and multiple communities.
A Staff of Professionals
Old Mill Center’s staff consists of 35 professionals including early childhood and special
education teachers, licensed counselors and clinical social workers, a psychiatric nurse
practitioner, and a Medical Director. Old Mill’s success has resulted in staff members being
invited to participate on local and state boards dedicated to the health and welfare of children,
and task forces addressing parent education, violence prevention and juvenile justice issues.
Old Mill is a critical educational training resource for over 50 university interns annually. Old
Mill has adopted policies, which guarantee equal opportunity and affirmative action in our
hiring procedures.

Old Mill Center was incorporated in 1978 as a 501c(3) non-profit corporation (Figure 1) to serve
children with mild or moderate disabilities and otherwise ‘at-risk’ preschool children who were
not eligible for other community services. Over the years, our mission has expanded to provide
unique services to children and families in response to community needs in the areas of mental
health, special education, occupational/physical/speech therapy, intensive home visiting, parent
education and support, domestic violence and abuse prevention, counseling for incarcerated
parents and families, Healthy Start and other outreach services to high-risk families and
families with methamphetamine-related issues.
Children come to Old Mill through referrals from state and county social service agencies, the
court systems, physicians, daycare centers, preschools, local school districts, other non-profits
and concerned families. The center is accredited by the State of Oregon Mental Health Division
as a provider of outpatient and day treatment program, by the Oregon Childcare Division as a
childcare provider, and by the National Association for the Education of Young Children
(NAEYC).
