Barge Transportation

Ryall North to Ryall

River Severn Worcester

The purpose of this document is to assess in advance, and put in place, a safety

management system before starting any work.

This involves surveying the route being used to eliminate or reduce hazards found.

To assist CART have listed areas they have identified as warranting consideration on a plan,

a Known Hazards to Navigation Paln (KHNP, see attached) so we use this as a guide in

identifying and resolving potential risks.

As Contractor for CEMEX we undergo in depth training of our crews Along with Auxiliary

Course which is cover By MCA and CEMEX requirements'

We have a standard Safety/Operational Procedures for Freight Barges on the River Severn,

but always under take a risk assessment before the commencement of any new work.

3. Water category as defined by the MCA

The four categories of waters as defined by the MCA are as follows:

Category A: Narrow rivers and canals where the depth of water is generally less than 1.5 metres.

Category B: Wider rivers and canals where the depth of water is generally 1.5 metres or more and

where the significant wave height could not be expected to exceed 0.6metres at anytime.

Category C: Tidal rivers and estuaries and large, deep lakes and lochs where the significant wave

height could not be expected to exceed 1.2metres at any time.

Category D: Tidal rivers and estuaries where the significant wave height could not be expected to

exceed 2.0 metres at anytime.

1 Other commercial craft On the Navigation

We are the only commercial traffic operating. If we know that CART barges or any passenger vessel are moving in our area will keep in contact via VHF. Action Yes.

2 Leisure boats

There are many leisure boat on the water so a good look out is kept at all times accounting for the possibility that other river users are less experienced regards navigation regulations. Action Yes.

3 Unpowered craft

Small canoes and rowing boats being slow moving we keep a eye on them and manoeuvre around them. Action Yes.

4 Disease on the water

There are many type of disease related to working on water. Our crews have access to information regarding water transmitted diseases onboard the barge and take precautions if they think there's a risk. Action Yes.

5 Contaminated needles

This is an issue the Company has not encountered previously on the River Severn. Action None.

6 Anti-social Behaviour

Areas we operate on the river we have never encountered any anti-social behaviour. Action None.

7 Floating Obstructions

When river is in flood it’s full of timber floating. Master and crew keep a close watch and manoeuvre around them. Action Yes.

Action Taken for Non Fixed Hazards

1/ Any other commercial vessel on River should have been notified by Lock Keeper that the

Company is operating in a certain area on the River in turn told use also so we could contact

them by VHF.

Action Taken / If we have no knowledge of any other vessel, when the other vessel is seen

we comply with COLREGS rules, try contacting the vessel on VHF. If contacted request is

intention of passage. If no answer keep sailing on our course but comply to the rules of

navigation.

2/ Leisure Boats these can be anywhere on the navigation without any contact with other

users and not necessarily sail in accordance with the relevant regulations.

Action Taken/ When seeing a vessel consider what it’s going to do. Keep a close watch and

anticipate its actions. If we are going perform a manoeuvre wait till the boat has passed and

then commence manoeuvre, at all times keeping watch for any other vessels in the area.

3/ Unpowered craft keeping a good watch on them and even stop if craft identified as

having problems as users of these type of craft are often in the process of being trained.

Action Taken/ As for Leisure Boats

4/ Disease on the water. Identify preventative measures to minimise risk of contracting

waterborne diseases.

Action taken/ The Company supplies all crews with protective clothing and with washing

facilities with sterilizing soaps and a place to change. They also heath literature aboard

relating to water disease.

5/ Contaminated needles. Not previously encountered by the Company in its River Severn

operations.

Action taken / If any crew member see any syringes they are instructed not touch them by

hand. Get twisters and a steel box to put them in before touching them. If no handling

device is available crew instructed not to handle syringes.

6/Anti-social behaviour. Not previously encountered by the Company in its River Severn

operations.

Action taken None.

7/ Floating Obstructions in river this is normal in times of freshwater flows from small

objects to whole trees.

Reporting Emergencies & Incidents

Whatever form of accident i.e. personal injury to employees, vessels and other boats and

their operators inform Thompson River Transport office and enter in the vessels logbook.

Keep office informed of all details and developments - also keep logbook updated at all

times. The office will decide if it is necessary to report any serious accident to the MAIB,

and other authority if in need of Emergency services.

All contacts are on notice board in bridge.

EMERGENCY PROCEEDURES

All crew have a place and job in an emergency, these procedures are posted up in the Wheel House,

and each crew member must know their station. Before the vessel starts its service training will be

given.

I) Captain on bridge, overall charge

In overall charge, responsible for directing mate regarding evacuation of vessel or attending

problem and notifying emergency services.

MATE

At source of problem, using fire fighting equipment if required or evacuating at Captain’s

instructions.

MASTERS RESPONSIBILITIES AND REGULATIONS

The boat master has the authority when in charge of the vessel to make decisions with

regard to the safety of the vessel and its crew; he must also be responsible for the safe

navigation of the vessel in compliance with all the requirements set by the 'Marine and

Coastguard Agency'. It is his responsibility to ensure all checks are made on a daily or

weekly basis according to the schedule. Any problems found which he cannot resolve

should be reported immediately to the office ensuring standards of safety at all times. Each

boat master is responsible for his own safety, and of his crew, at all times.

The master of the vessels must be in possession of necessary license. He should be of good

health and be able to swim.

EMPLOYEE OBLIGATIONS

Employees have a legal obligation to work safely and are required to take full responsibility

for their actions in support of safety policy and rules. Employees must address any defects

or report any that require further attention to either the vessel or working practices.

MEANS OF COMMUNICATION

All vessels are supplied with a mobile telephone. You must ensure the batteries are charged

before each sailing. VHF radios are also installed on each vessel, check operation daily.

Method of Working

Torbay Seaways & Stevedores Ltd., the Parent company, was founded in 1975 by same

person that found Thompson River Transport Ltd in 1995.

Started in 1995 on the Severn navigation, with a contract from British waterways. Since

then the Company has undertaken work for the Environment Agency, Severn &Trent water,

Worcester County Council and a significant amount of contractor work for Navigations

authorities. In 1999 we started work on the Construction of the two Wharfs for RMC (Ripple

and Ryall House Farm Wharves). In 2005 the Company won the contract from RMC to

transport ‘as dug’ sand and gravel from Ripple to Ryall Farm House Quarry. In 2008 this

contract was renewed by the current quarry operators CEMEX, hence the Company has

been shipping sand and gravel on the River Severn for last ten years.

The Parent Company and TRT Ltd has an impeccable health and safety record with no serous

injures over last 40 years with this in mind see no reason to change our working methods.

Our Crews working methods are common sense: -

Keeping a clean and tidy vessel;

Keep equipment well maintained;

Help each other and look out for other safety;

If they find problem they report it and company acts on it, and;

If they needed something to do with their job they ask and company acts on it.

Crew Method of Working Aboard Vessel

Keeping a good look out all the time;

At work you are a professional, be courteous to other users particularly users of

small craft who may not be experienced navigation users;

If turning the vessel around look to determine if it's clear. If not stop and wait

for other vessel to pass, and;

Once it’s clear commence manoeuvre, keeping a good lookout.

Docking and Undocking

Before any manoeuvre check if it is clear; give way to traffic moving on the river;

Once clear let go;

In the risk assessment we found only two area of concern, the first being the

marina exit onto the river. We have with the help of marina management

agreed to place a warning sign at the marine exit. It is also proposed to prune

back trees around the marina entrance annually to give better vision.

The second relates to the depth of water over the old bridge buttresses which at

S/L mean the barges will load less cargo. If river is 0.3m above summer level

they can be loaded with the normal tonnage

Method Statement & Safe Work Procedures

Work Description

Transportation by barge, ‘as raised’ bulk aggregates materiel from a site, Ryall North,

upstream of Upton on Severn to a site downstream at Ryall House Farm Quarry some

2.5miles each way. The owners of the barges, Thompson River Transport Ltd have been

operating the current service for the last ten years on behalf of CEMEX between Ripple and

Ryall Quarry. Barges size are all the same size, 89ft long, 19ft4 in beam and 7ft draft, and

load max180 tonnes. Each barge has two crew members. Working hours Monday to Friday

07.30till 16.30hrs. No working on weekends and bank holidays. All barges over night and

start at Ryall House Farm Quarry Wharf.

In the morning barges sail up from Ryall House Farm Quarry to be loaded at Ryall North, this

estimated to take some 30minutes. Barges will be loaded at Ryall North with an electric

conveyer. Once loaded the barge will turn around with the stern still fastened and the bow

let go. With the help of bow thrusters and river flow the bow will swing around to face

downstream before letting the stern rope off. Sailing downstream will take 25minutes to

Ryall House Farm Quarry Wharf passing the wharf and turn to port towards left bank.

Having completed the turn the barge will face upstream, then sail to berth on starboard side

at Ryall House Farm Quarry Wharf.

Unloading will take approximately 20 minutes using an excavator fitted with a clamshell

grad as per existing practice before setting sail back to Ryall North. The upstream journey is

estimated to take about 30 minutes. Overall time for round trip time is approximate 2hrs.

Anticipated daily loads is 3/4 loads per barge.

Normally two barges will operate this service. Barges, when not working moor at Ryall

House Farm Quarry Wharf as per current practice where they are maintained and fuel up.

Method of Working Instruction

This notice is being made to ensure the Safety of the Crews on the Barges and other persons

using the Navigation.

The way Boat Master and their crew conduct themselves play a great part for everyone’s

safety.

These method of working are the result of the risk assessment carried out by the company.

meeting on the river where the full river and new pontoon operation will be considered and

familiarised with before we start running the Route.

Thompson River Transport has been shipping sand/gravel between Ripple and Ryall House Farm Quarries on behalf of CEMEX UK Materials Ltd. on the River Severn for ten years without incident. This is despite a small number of occurrences with other vessels rounding Sandy Point on the wrong side of the river in breach COLREGs. The success of the Company’s Ryall operations to date are a testament to the good look out kept on our vessels as many users of the river are not aware of the rules relating to its navigation. Docking and departing at Ripple Wharf over past ten years with average of 8 to 15 loads a day normally with loaded vessel coming upstream docking starboard side to face upstream. After unloading the vessel reverses off astern, swinging around to starboard and sales

The system of working down river is different, with the vessel sailing downstream empty and upstream laden at present, but the Ryall North development will require the reverse, sailing upstream unladen and downstream laden. Some of the Company’s vessels have a bow thruster allowing vessels to be turned more easily. As a result the Company proposes to fit bow thrusters to the remaining fleet to be used for this project. ACTION YES.

Revised Docking Instructions for Berthing Ryall House Farm Quarry Wharf to

Ryall North

Vessel starts in mornings from Ryall House Farm Quarry Wharf sailing to Ryall North, docking starboard side. Vessel sails loaded from Ryall North to Ryall House Farm Quarry Wharf , when arriving sails past the wharf before turning around to port placing the bow towards left banking making a 180o turn to face the flow of the river, then normal docking up to the berth.

New Docking Procedures Ryall to Ryall North Loading Pontoon

A vessel will sail upstream from Ryall House Farm Quarry Wharf empty and berth

starboard side. Still facing upstream the loading method is same procedures as at

Ripple Wharf using the spring rope to control barge under the loading conveyer. After

loading, and with the help of bow thrusters and river flow whilst keeping stern ropes

still secured to pontoon release the bow rope, swinging the bow around until vessel

faces downstream before untying from the pontoon. All crew will attend a safety

meeting covering the river route and new loading pontoon to become familiarized with

its layout and the loading and unloading procedures before operating the vessels.

Navigation Procedures for Ryall House Farm Quarry

Due to the presence of additional issues compared to the current Ryall House Quarry Farm to Ripple Quarry sailing, existing navigation procedures have been revised and additions made. Anyone found complying with these navigation procedures will be breaking Company rules and could loose their job. A new list of checks will be forthcoming which include entries into log book and signature of person doing checks DAILY.

Navigation requirements

On preparing to set sail from Ryall Wharf check it clear to proceed. Once you have left berth sail just left of river centre till you react the bend (mark 1/) on chart. Move over to right of centre and follow bend around and up straight when about point (mark 2/) on chart keeping mid stream at 100m before Marina Entrance. Slow down to keep a good watch, listen for sound signals for anyone exiting from Marina. If anyone is seen SOUND your HORN and keep at reduced speed passing though Upton on Severn to reduce wash and engine noise until you have past public pontoon mooring (mark 3/) on the chart then resume to cruising speed. Once you have docked at Ryall North (mark 4/) on the chart and have completed loading check if all clear to proceed to perform a hinge turns to face down river keeping a good watch. Let go when round and sail down river. Keeping right of mid steam until your 100m above mooring pontoon (mark 3/) on chart. If river is at S/L you will have to pass between the old bridge buttresses to avoid grounding. If 0.3m above S/L its all clear see chart for details. Stay at a reduced speed in mid stream with extra lookout and listening until you past Marina Exit. Once past the Marina resume normal speed, keeping left of mid stream until bend (mark 5/) on chart round the bend and at (mark 6/) on chart move to right hand side of mid stream and right bank (see position on chart). Continue to sail past RyallHouse Farm Quarry Wharf before turning around. Swing vessel bow around to port facing left bank. Once maneuver dock as normal.

A full Heath & safety navigation procedures booklet will be supplied to all crew members before new route commences.
