PRE-ENUMERATION

Updated, authenticated maps, showing administrative boundaries on the date of freezing, are essential to proceed with census work. For Census 2011, the date of freezing was 31.12.2009.

Each administrative unit needs to be carved into smaller sub units, called enumeration blocks, having roughly the same number of housing units (125-150), in a seamless net without omission or duplication.

Each enumeration block is assigned a location code in a standardized format indicating the state, district, sub district, town or village, down to the block number, to facilitate processing of the data.

The more detail is available in administrative base maps, and the more up to date they are, the better the quality of the net of enumeration blocks.

MAPS FOR CENSUS 2011 The ORGI undertook the project of GIS based town mapping of 33 Capital

Cities in preparation for Census 2011.

The project envisaged the generation of a spatial geographic database at ward level, including physical landscape, landmarks, roads, and building layouts, to enable the carving of enumeration blocks for the Census.

In this project, the Directorate of Census of each state obtained satellite/ aerial imagery and undertook ground truthing to create the database of their respective capital city in collaboration with the Survey of India and other agencies.

However, for NCT of Delhi, it was decided that the Delhi State Spatial Data Infrastructure (DSSDI) project - a joint project of the Survey of India and the Government of NCT of Delhi- for which the Directorate of Census Delhi was already a client department, would be the source for creation of the GIS layers for Census 2011.

REQUIREMENTS OF THE DIRECTORATE • The House Listing and Housing Census was to take place in April- June 2010

• To assign the work to enumerators in time, EBs had to be carved after obtaining the administrative boundaries up to the ward level

• Over 30,000 EBs were required to be carved out in view of the projected population of Delhi

• There were 272 wards in MCD, 8 wards in Delhi Cantt, and NDMC was to be carved into 9 charges

• MCD had a completely new set of wards due to recent delimitation and the ward boundaries had to be established and authenticated afresh before carving EBs

SPECIAL CHALLENGES OF DELHI

• EB carving to be done by the Directorate, not by the state/municipal administration unlike in other states

• Intersection of district/sub-district boundaries with ward boundaries

• Inclusion of rural villages within urban wards of MCD

• Huge volume of dense pucca unauthorized construction lacking systematic building numbers which are assigned continuous temporary census numbers by urban bodies

COLLABORATION WITH DSSDI

• As of January 2010, the DSSDI project was only partially completed • Ground truthing surveys were going on in all nine districts and base

layers of maps were yet to be populated with spatial characteristics • The Directorate at this stage decided to work jointly with the DSSDI

by adding its own manpower and required infrastructure to create necessary district and municipal ward level maps, on the layers already available with the DSSDI, in time for the Houselisting and Housing Census

• Working in a very tight schedule, the 272 ward boundaries of MCD,

running through densely populated areas, and guided only by the delimitation notification, were created ,authenticated, and printed in A0 size in time for the Houselisting in April 2010

GOING FURTHER WITH GIS

• EBs were directly carved on the GIS base in planned areas where sufficient ground data was available in the layers

• In unplanned areas, the Directorate assisted the DSSDI in

their process of ground truthing because the Census Numbers had already been put in by January 2010, which helped in ensuring complete coverage for them

• Inline generation and printing of A3 sized EB maps and

supervisory circle maps (groups of six contiguous EBs), was successfully undertaken for NDMC and several other planned areas of Delhi after carving on the GIS base with support from ESRI

ENUMERATION

• The A0 ward level maps were given to the Charge Officers, who were each in charge of one ward. The level of detail of roads, landmarks, and building layouts in the maps greatly helped them in planning and supervising the progress of the census work.

• The A3 EB maps given to the enumerators were also very helpful to

them to ensure that they had actually covered all the buildings in their EB. However, it was not possible to create such maps for unplanned areas which limited the utility of the exercise.

• The enumerators were instructed to mark any new structures not

shown in the EB maps for updating back in the GIS layer. • Undoubtedly, the availability of the GIS maps ensured the complete

coverage of the entire area of NCT of Delhi with a high level of confidence during Census of India 2011.

POST ENUMERATION

• Maps are an essential and powerful tool for data analysis and dissemination

• Since the completion of both phases of Census of India 2011, the Provisional Population totals and the final Houselisting & Housing Census results have been published in the form of several data products, all of which have utilised GIS based analytical maps for illustration

• The Administrative Atlas 2011 of NCT of Delhi has also

been created entirely on the GIS base

CONTINUING COLLABORATION

• The DSSDI project has now been handed over to Geospatial Delhi Limited (GSDL), a Government of Delhi company

• The Directorate has a lease line connection with the spatial database of GSDL allowing access to updated spatial data

• Demographic attributes from the Census are being updated on the server by the Directorate as datasets are getting released

• There is a lot of scope for further mutual data sharing in the future which would be an invaluable resource for decision makers in development
