Proposal For development of a mixed use scheme on a site of 0.3444 hectares, approximately, principally identified as the site of the 'Hendron's' building, located to the east of the junction of Western Way and Dominick Street Upper, Dublin 7. The site is bounded to the north and west bt Western Way, to the south by Dominick Street Upper and to the southeast partially by Palmerston Place and partially bt the rear gardens of nos. 1-5 Palmerston Place. The site contains a stone wall which is a protected structure (Dublin City Council RPS no. 8682), extending along the site's boundary with Western Way. The overall proposed development will consist of: the demolition of the existing building on site (3,130 sq.m) and the construction of a mixed use scheme with a total gross floor area of 11,466 sq.m. The proposed development ranges in height from single storey to 14 storeys over 1 no. basement level and comprises: 48 no. residential units (5 no. 1 bedroom apartments, 33 no. 2-bedroom apartments and 10 no. 3 bedroom apartments); 4 no. live/work units (3 no. 3 bedroom live/work units and 1 no. 4-bedroom live/work unit); 32 no. apart-hotel units (2,505 sq.m); offices (1,532 sq.m), a neighbourhood shop (675 sq.m); an artists gallery/studio (511 sq.m) and restaurant (334 sq.m). The proposed development also comprises works to the existing stone boundary wall (RPS no. 86825) fronting Western Way (which will be retained and incorporated into the proposed development), including the creation of openings in the wall of various sizes to form pedestrian entrances to the development, and the removal of the existing ashlar stone piers, plinth and cast iron railings to Upper Dominick Street. The proposed development comprises 3 no. building elements arranged around a central landscaped courtyard at ground floor as follows: The first element comprises a block ranging in height from 4 to 14 storeys extends from site's south-western corner at the junction of Western Way and Dominick Street Upper to the site's southern corner at the junction of Palmerston Place and Dominick Street Upper. This element will comprise a neighbourhood shop at ground floor level (657 sq.m); offices extending from ground floor level to fouth floor level inclusive (totalling 1,532 sq.m); 20 residential units extending from first floor level to fifth floor level inclusive (5 no. 1-bedroom apartments, 10 no. 2-bedroom apartments, and 5 no. 3-bedroom apartments); a restaurant at fifth floor level (334 sq.m) and 32 no. apart-hotel units extending from sixth floor level to thirteenth floor level inclusive (totalling 2,505 sq.m). The second element is a primarily residential block ranging in height from single storey to 6 storeys and is located to the north of the first element. It extends along part of the western site boundary fronting Western Way. This element will comprise 15 no. residential units in total extending over each floor level (12 no. 2-bedroom apartments, 3 no. 3-bedroom apartments); 4 no. live/workunits extending from ground floor level to second floor level (3 no. 3-bedrroom live/work units, 1 no. 4-bedroom live/work unit); and a gallery/studio facility at ground floor level (511 sq.m). The third element is a primarily residential block with a height of 5 storeys (with a partial set-back at fifth floor level nearest the existing residences to the north of the site) which extends along part of the eastern site boundary fronting onto Palmerston Place. This element includes 13 no. residential units in total spread over each floor level (11 no. 2-bedroom apartments and 2 no. 3-bedroom apartments). The development also includes 1 no. basement level principally comprising: 68 no. car parking spaces; 60 no. bicycle parking spaces; plant rooms; private residential storage; and bin storage. The proposed development will provide pedestrian access/egress points along Western Way, Dominick Street Upper and Palmerston Place. Vehicular access to the basement level will be provided from the site access road off Palmerston Place. The proposed vehicular access arrangement will involve reversing the existing one-way circulatory regime along Palmerston Place so that all traffic must enter at Dominick Street Upper and exit at Mountjoy Street. In addition the section of Palmerston Place between the proposed access and Dominick Street Upper will be opened up to two-way traffic. The proposed development will result in the removal of 7 no. existing pay and display parking bays along the western kerb line of Palmerston Place.

The proposed development also includes changes in level; boundary treatments; all hard and soft landscaping; balconies and terraces; vehicular access points; internal roads and pathways; pedestrian access points; site services and all associated site development works above and below ground.

ORDER: It was agreed that Emergency Motions would be dealt with only at the end of the Committee meeting henceforth when all items on the agenda had been dealt with.

3789(b) The following emergency motions were tabled by Councillor Mary Fitzpatrick

and was agreed by the Committee “The elected members of the Central Area Committee support the valuable work of Na Fianna GAA Club. We are aware of the clubs requirements for additional playing pitches and wish to support the club to meet their current and increasing needs. We regret the Phibsborough Area Plan could not accommodate a full sized pitch however we will work with the club and Dublin City Council to try to address their needs. To this end the elected members call on Dublin City Council‟s Director of Parks to meet with the Elected Representatives and Club representatives to discuss the issue. ORDER: Agreed. Meeting to be set up with Na Fianna GAA Club and the Parks Division.

3790(c) “Members of the Central Area Committee call on the City Manager to support the

local electoral boundary changes by maintaining the current Central Area Committee and making the following arrangements for administration of the local electoral committees on the north side of the city;

Ballymun/Finglas & Artane/Whitehall = 10 seater Donaghmede & Clontarf = 9 seater Cabra/Glasnevin & North Inner City = 10 seater (11 after 2009)

The above configuration will give the same breakdown in terms of seats per area committee i.e. 10, 9 and 11, as proposed by the City Manager but will not disrupt the current Central Area structure. We accept that some changes are required to accommodate the electoral boundary amendments however we believe it should be a priority to limit wherever possible disruption and to maximise where possible matching of local electoral boundaries with General Election boundaries. The above outlined configuration does that”

ORDER: Agreed. 3709(d)”Members of the Central Area Committee support the development of the Metro North

Project and welcome the public meetings announced by the RPA. To improve levels of communication and co-operation we call on the RPA to circulate immediately their proposed “residents charter” to all residents within the metro route catchment area. Furthermore we call on DCC‟s Director of Traffic and the RPA to meet the elected representatives of the Central Area to brief them on the proposed traffic management plans for the project.” ORDER: Agreed.

Q1 Councillor Christy Burke

To ask the City Manager to look at the maintenance problems that details supplied is having and to have it rectified as soon as possible.

Reply:

A private contractor was employed to carry out the necessary repairs to this dwelling, however the contractor was refused entry by the tenant. Prior notice had been given to the tenant. An application for a shower to be installed under the scheme for persons with disabilities was received from this tenant. Further medical details were requested in writing prior to a decision on this application. No further medical details were submitted. An offer of a transfer to alternative accommodation was made in writing to this tenant in the last week. No contact has been made in relation to this offer to date by the tenant. No further attempt will be made to carry out any works to this dwelling until such time as contact is made by the tenant in relation to this offer.

To ask the City Manager that the Committee agrees that a report be made available in relation to the large number of dormers (planning permission has been granted for St. Josephs Place) and that a review take place in relation to planning for dormers (as per the wishes of the residents).

Reply:

The Planning Department acknowledges that there have been concerns regarding the matter of dormer extensions both within the Central Area and in other planning areas.

This matter will be given further consideration with regard to an objective to protect architecture fabric in areas that that are of architectural merit, as well as the protection of residential amenity. It is also acknowledged that there must be an element of flexibility for owners who may wish to extend their properties to cater for family accommodation needs.

To ask the City Manager that this Committee receives a report and an update regarding pay and display at Richmond Cottages, and what action will Dublin City Council take in relation to on-street parking if the residents of Richmond Cottages do not agree to pay and display and that they be included in any pay and display plebiscite that takes place.

Subject to a positive recommendation from the TAG residents of Richmond Parade will be balloted on this proposal.

To ask the City Manager if the Traffic Department would investigate the blocking of pedestrian entrances to a building of apartments at the North Lotts.

Reply:

This matter has been investigated by the area traffic team.

The area is unsuitable for a footpath as there is a considerable variation in the levels of the entrances to the various properties with some of them at the same level as the existing cobbled laneway. Furthermore some of the entrances are vehicular while others are simply pedestrian.

There are existing parking restrictions on the laneway (No Parking 7am – 7pm Mon –Sat). It is proposed to extend these parking restrictions to apply 24hours, 7 days a week. In an emergency if access is required by the Fire Brigade and is blocked by parked vehicles the offending vehicles will be removed by whatever means is necessary by the responding Fire Brigade units. The Fire Brigade also address this by making down large hose over the required distance (approx. 250 metres).

To ask the City Manager would he contact the Department of Education on behalf of St. Laurence O‟Toole Girls School and Parents Association to see if the 25% funding requested for the above school would be made available from the Department for a new school.

Reply:

The Council have written to the Minister for Education and Science on the above matter and a letter will issue to the Councillor on receipt of a reply from the Department.

To ask the City Manager if Dublin City Council can assist the boxing club that is based in St. Pauls School, Brunswick Street and from the 30

th June 2008 will be in

need of a premises in order to facilitate young children of the area.

Reply:

Dublin City Council Sport and Leisure Services Section has supported this Boxing club in the past through the Dublin City Sports Network small grants scheme. Officials from the Sport and Leisure Services Section will meet this Boxing club and assist them with identification of their needs.

To ask the City Manager to arrange a report from the Fire Officer on the concerns of the residents of North Lotts, Dublin 1 regarding emergency access to this apartment complex. – (Map to follow)

A sign was ordered on 30/5/2008 and it will be erected as soon as it is delivered to the depot.

To ask the Area Manager the up-to-date position regarding the problems with the water supply in Blackhall Parade, Dublin 7.

Reply:

The problem with the water supply in the Blackhall Parade housing complex would appear to relate to the operation of the pumphouse within the complex. The Water division are currently liaising with Housing Maintenance to ensure that there are no further interruptions to the water supply.

To ask the Area Manager:- a) when the developer of the apartments (formerly Strand Cinema, North Strand,

Dublin 3) will be required to re-instate the bicycle lane which was severely damaged during construction work,

b) if the North Strand bicycle lane will be inspected in its entirety particularly where it meets the footpath and whatever work is required be carried out, as this is a most dangerous stretch of road for cyclists.

Reply:

a) The builder has lodged a “bond” with Roads Maintenance prior to commencing works at this site. If the builder does not reinstate this cycle track Roads Maintenance will carry out the works.

Roads Maintenance will survey this section of cycle track and carry out all necessary remedial works.

To ask the Area Manager if the request for new windows from the residents in O‟Brien Hall, Dublin 1, will be acted on and if he will state the up to date position.

Reply:

The current Window Replacement Scheme deals specifically with Senior Citizens Complexes so O‟Brien Hall cannot be included in the Scheme. However, the Housing Maintenance Section has given a commitment that should funding become available the windows will be replaced this year. A final decision will be made on this matter later in the year, having regard to any residual funding available at that time.

To ask the Area Manager if urgent action will be taken to properly seal the roof at details supplied where the Area Maintenance Officer witnessed the rain pouring down the inside walls.

Reply:

The repairs to the roof of this dwelling will be completed within the next two weeks.

To ask the Area Manager to have the carriageway repaired at Blackhorse Avenue between Baggot Road and the entrance to Villa Park.

Reply:

This section of carriageway will be inspected and all remedial works will be carried out.

To ask the Area Manager to have the roads around the compounds at Drumcliffe Road and Killala Road swept on a more regular basis over the summer months.

Reply:

Waste Management Services have the roads around the compounds at Drumcliffe Road and Killala Road scheduled to be swept once a week after the refuse collection has taken place there. In addition, waste management services will arrange to have these roads cleaned on another day during the week by a sweeping machine over the summer months.

To ask the Area Manager to have individual immersion units fitted at the senior citizens complex at Convent View, Ratoath Road, Cabra.

Reply:

The flats in this complex have gas central heating which also provides hot water. If an individual tenant requests the installation of an immersion as an additional source of hot water this will be carried out. However all tenants may not wish to have an immersion fitted, therefore installations are carried out as requested. If the councillor wishes to identify a specific tenant or tenants that wish to have immersions fitted, these installations will be carried out.

To ask the Area Manager to look at the case of details supplied as he is a cancer patient and urgently needs a transfer.

Reply:

I can confirm that the applicant (details supplied) has recently been made an offer of accommodation at Dunmanus Court which he has accepted. Currently the necessary repairs are being carried out on the property and once these works have been completed staff from the Housing Allocations Section will contact the applicant directly to arrange for the applicant (details supplied) to sign a tenancy agreement.

To ask the Area Manager to have a hand basin and toilet installed at details supplied as the Maintenance Section are only installing a shower and the basin and toilet are in a bad state and the existing units are there over 25 years. Reply:

A new toilet will be fitted in this dwelling, however the hand basin is not in need of replacement.

To ask the Area Manager to provide an update on the provision of Permit Parking on Hollybank Road, in particular to say what legal advice the Council has received in respect of the legality of parking cars on the public roadway which are advertised as being for sale. Mayo County Council has recently adopted a policy of removing such cars from the roadway and disposing of those which remained unclaimed. Can the Manager say if there are any plans by Dublin City Council to adopt such a policy.

Reply:

Following consultation between the local residents association, the owners of Prospect Motors, local councillors, the Gardaí, and representatives from the local area office and Dublin City Council it has been agreed to implement an additional section of Pay and Display and Permit Parking as per a previous recommendation, namely

South side, pay and display parking from a point 5m west of Glenarm Avenue, west for 14m (Monday to Saturday 7am to 7pm – 2 hour maximum).

It is illegal to park cars on the public roadway, which are advertised as being for sale. Enforcement is a matter for the Gardaí.

The actions taken recently by Mayo County Council concerned cars that were parked in such a way as to constitute a hazard or a potential hazard. It is already the policy of Dublin City Council to enforce the law with regards to hazardous parking.

Reply:

There are no current Planning Enforcement Proceedings in respect of (details supplied). There was a previous case in respect of an extension to the rear of the property which was resolved following Circuit Court proceedings and taken against the owner of the property.

The removal of the boundary wall between (details supplied) does not require planning permission and is a civil issue between the owners of the two properties concerned.

To ask the Area Manager to remove the grass margin around the area surrounding Dunard Court to facilitate the cleaning of the area.

To ask the Area Manager what, if anything, the City Council can do to deal with alleged serious anti-social behaviour at details supplied.

The property at (details supplied) is a multi unit dwelling and is registered with the Private Residential Tenancies Board (www.prtb.ie). Dublin City Council‟s Planning Enforcement Section recently inspected this property and are now initiating legal proceedings. Any instances of anti-social behaviour by residents should be referred to the Gardaí at Mountjoy.

To ask the Manager to respond to the following issues at Queen Street/Blackhall/Marmion Court Flats

a) To outline the reasons for the water stoppage in May and to give a timeframe for when the pumping station will become fully operational

b) To report on the condition of the sewage and water pipes and to clarify if the connections were properly made when the flats were refurbished a few years ago

c) To request the Parks Department to clear out the weeds/trees in the common areas and landscape them

d) To report on the location of the playground in relation to safety issues e) To erect pedestrian barriers along the footpath on Queen Street f) To ensure that tenants whose property was damaged as a result of the stoppage and

flooding will be adequately compensated for the damage g) To employ a “lollipop lady” to enable children cross the road h) To fund a Summer Party for the children from the complex

Reply:

(a) Problems occurred because some of the water tanks were not filling. Housing Maintenance Section and Waterworks Division are currently working on the matter and a definitive timescale for the completion of necessary will be given to the Councillor when that information is available. As an interim measure tanks are being filled manually in order to ensure that an adequate water supply is available to residents.

(b) An inspection of the sewerage system will be undertaken and results will be passed on to the Councillor. (c) Arrangements are in hand for the planters in the courtyards to be cleared of

weeds. (d) In order to enhance safety at the playground a more secure gate has been

installed at the side of the Community Centre. The situation will continue to be monitored and any further remedial measures necessary will be taken.

(e) The feasibility of erecting barriers is currently being examined and a report will issue to the Councillor. (f) Compensation, where appropriate, has been arranged. (g) This matter is being examined by the Road Safety Section. (h) The necessary structures through which funding could be channelled and under

which such an initiative could be planned and supervised do not currently exist in the complex. The City Council is however open to this idea and will discuss the matter with residents.

Reply:

The plant room in the development at Sheriff Street Upper/Church Road/East Road was severely damaged by fire some months ago. The fire also caused smoke damage to some of the apartments. Dublin City Council has been in contact with the developer and has been informed that there is still at least two weeks repair work to be done in order to make the room operational again and put the apartments back in order. It is hoped to move to formal agreement stage with the developer in the coming weeks regarding the number of units within the scheme to be provided under part V of the Planning & Development Acts 2000-2002.

To ask the Manager to state what plans there are for the refurbishment/regeneration of Croke Villas, Matt Talbot Court, Dorset Street Flats, St Michan‟s House, Chancery House and St Mary‟s Mansions and if the recent collapse of the McNamara PPPs will impact on these projects.

Discussions have commenced with the preferred bidder. The preferred bidder has been advised that they must satisfy the City Council that they are in a position to deliver the project in a timely manner and demonstrate their ability to raise finance.

To ask the Manager if he will conduct a traffic survey of Ballyboggan Road, Dublin 11, where fatalities and injuries have recently occurred due to excessive speed and if he will also examine the footpaths to ensure that they adhere to proper safety standards.

Reply:

A speed survey will be conducted on the Ballyboggan Road and a report prepared for a future Area Committee Meeting. However it should be noted that Ballyboggan Road is a main strategic east - west road linking Finglas Road and Ratoath Road with high traffic volumes including good vehicles. Speed surveys conducted within the last 12 months show speeds are appropriate to the road. In recent years a number of traffic management measures ware introduced on the road to improve safety for all road users including the provision of footpaths and inbound and outbound bus lanes. Roads Maintenance staff will carry out a survey of the footpaths along the Ballyboggan Road and ensure all necessary remedial works are carried out.

To ask the Manager why garden waste must be bagged to be recycled at the Collins Avenue Depot, to report on the schedule for when and where the Brown Bin will be rolled out in the Central Area, to report on the progress for new recycling centre at Ballyboggan Road.

We request that garden waste be bagged when brought to the Collins Avenue Depot as previously we had to deal with litter problems from garden waste which was scattered around the depot and this was interfering with the smooth running of the facility. The rollout of the brown bin in the Central Area will commence in approximately 6 weeks time for those householders, which already have black/grey bin collections. The brown bin will then be collected every two weeks alternating with the black/grey bin collection. There are plans for a Recycling Centre at Slaney Road, Glasnevin and we are currently awaiting formal approval from the HEA for the disposal of the site to Dublin City Council.

occasions the parking occupancy has been observed as being below the required 80% for the entire road. The request for a re-examination will be referred to the Traffic Advisory Group.

This question will be forwarded to the QBN office for answering. The cycle tracks on these streets are being resurfaced as part of their works.

A request for a controlled pedestrian crossing was not recommended across North King Street at Smithfield Square in January of this year for the following reasons:

The volume of pedestrians crossing the road are low throughout the day and do not meet the required warrant for the provision of a pedestrian crossing.

From observation, there are sufficient gaps in the traffic for pedestrians to cross North King Street without difficulty.

There are existing pedestrian crossings located nearby at the junction of North King Street, Queen Street and George‟s Lane.

It is not recommended to review this decision after such a short timescale.

To ask the Manager when the Community Centre at Ballybough will open and to outline the facilities that will be available from the centre and the management structures for the centre.

Reply:

There will be a large range of activities and courses run for all age groups with a strong focus on activities for the Youth in the area The Ballybough Youth Service will have a designated area with a youth room and dedicated office space. The building will consist of the following:

Outdoor All weather Pitch and Changing Rooms Computer Room Cookery Room Youth Room/Offices for Youth service staff. Indoor Multi Purpose Hall 2 Multi Purpose Studios Children‟s Area Outdoor Terrace Facility Coffee Area. Childcare area. Outdoor rehearsal area.

The building will be managed and operated by Dublin City Council. An Advisory structure will be established based on the existing model in Dublin City Council‟s other Youth, Community and Sport Centres. This group will include anchor tenants, community representatives and will set the agenda on areas including:

Promotion of the facility.

To ask the Manager to state when the waste depot at Grangegorman will move from there and to examine measures how to reduce the noise from trucks at night in this residential area.

Reply:

It is proposed to move from the Grangegorman Depot within the next 2 years. We will examine the noise aspects to ensure that the noise is kept to a minimum at night.

To ask the Manager if he will examine the parking area at Dominick Lane which has unofficial car-parking markings with a view to removing these markings and reinstating the DYL there.

This matter has been referred to the Area Traffic Officer for investigation and a reply will be issued to the councillor in due course.

That this Committee agrees that a new water pump be installed at Marmion Court and that the Manager give a date to this Committee as to when it will be installed.

Report Efforts are currently being made to determine the exact extent of works required in order to ensure that water pumps on site are made fully operational. Until the scale of works required is finalised it is not possible to give a definitive date for completion.

In the interim tenants should not be adversely affected, as a water supply sufficient to cater for all normal demands within the complex will be maintained. Item 3791 Motion in the name of Councillor Christy Burke That this Committee agrees to name the Councillor of the Central Area Committee who proposed at the May meeting for the Central Area Committee that a delegation of the RPA meets the Area Committee to discuss ongoing problems with the water and noise in the Mayor Street area.

Report It was unanimously agreed at the meeting of the Central Area Committee held on the 13

th

May 2008 that the RPA be invited into the June meeting of the Committee. The area office have no detailed information on file which indicates the particular councillor who made the proposal. Item 3792 Motion in the name of Councillor Christy Burke

That this Area Committee calls on the Minister for the Environment to make a decision regarding the development of a section of Liberty House as the plans have been in his office for sometime now.

Report Following meetings with residents and local public representatives, Dublin City Council acknowledge that the residents of Liberty House are insistent that the proposal which has been rejected by the Department is progressed. This proposal was submitted following extensive consultation with residents over a long period of time. While it is extremely regrettable that this proposal was rejected, nonetheless, at the request of the Department of the Environment, Heritage and Local Government, possible revisions to this proposal are being examined by the City Architect‟s Division. When these are finalised they will be forwarded to the Department of the Environment, Heritage and Local Government for approval in principle following which discussions will be held with local residents to determine whether any revised proposals are acceptable to them.

We are aware that a number of public representatives are making representations to the Minister and the Department in relation to the original plan and are trying to arrange a meeting between Department officials and residents so as to enable residents to put forward their views. That this Area Committee calls on the Chief Superintendent in relation to burnt out cars and joy riding in the Sherrif Street area at weekends and if any arrests have been made. If so, that Dublin City Council calls in the parents of the individuals who are responsible for this type of anti-social behaviour.

Report

This matter will be referred to An Garda Síochána if the Committee agrees to the terms of this motion. Dublin City Council works closely with the Gardai in relation to Anti-Social behaviour. If any individuals involved in such behaviour are identified as being Dublin City Council tenants they will be interviewed and the appropriate action will be taken. That this Area Committee agree that a laptop be given to the Committee of Ballybough House as the present computer is defective and that there can be problems getting into the community flat in order to use it.

Report The computer that is currently present in the community room is in working order, it has been checked out by the IT section and they agreed that it is old but in perfect working order. They did state that the printer attached to the computer is taking power from the computer and advised that it may be more suitable to have a less complex printer that wouldn't take so much power from the computer. The motion relates to a question as to why the Planning Department did not consider the additional information received on the above to be significant and therefore to be treated under Article 35 of the Planning and Development Regulations 2001 – 2006. The additional information received on this application was not materially different to the proposal originally applied for. The roundabouts and overall carriage width of the road remained the same and the information received related only to the organisation of the lanes. The permission granted specifies in condition number 2 that the works be carried out as specified in the original plans as submitted with amendments, which are not material.

“a) The original submitted design of Chesterfield Avenue shall be implemented but modified to provide a central bus lane between the Gough roundabout and the Parkgate St. entrance. This shall require detailing in relation to the proposed pedestrian area and the proposed materials. Meetings are scheduled to take place with the RPA over the next 3 to 4 weeks to examine options for access to and from the proposed ventilation shaft site at St. Patrick‟s and associated traffic management issues. On their conclusion a report can then be made to the Area Committee.

That the public land at Alfie Byrne Road currently in use by Dublin City Docklands Biking Club be developed as a biking track.

The lands in question are located east of Alfie Byrne Road along the Tolka Estuary. Apart from developing two soccer pitches the remainder of the land was never developed for a specific usage. However given the location it was always the understanding that the lands would be managed/developed for passive recreation and nature conservation purposes. Pending such development the area has been used by unauthorised motor bike /quad bike scramblers. As the proposal from Cllr Costello seeks to recognise this activity as an appropriate use we should carefully consider how such activity is compatible with other public uses and the nature conservation potential of the site and Cllr Costellos motion requires detailed examination and debate before any decisions are made. That the Manager report on the plans for Newcomen Court and consider allocating some land there for city allotments.

Report No final decision has been made on the redevelopment of Newcomen Court. A previous feasibility study indicated that a mixed-use development of affordable housing and childcare provision would be appropriate. An application has been made to the Dublin Childcare Committee for the childcare element of the proposal and a decision is awaited. Report Dublin City Council does not issue coach-parking permits. The area traffic teams identify suitable areas and designate them as coach parking bays. The Gardai are the final arbiters in relation to the use of the bays.

The Traffic Advisory Group will investigate the proximity of the crèche to the coach parking bay and a report issued to a future area committee.

The provision of a pedestrian crossing on Mountjoy Square will also be referred to the Traffic Advisory Group.

That City Manager outline the regulations in relation to private residents installing CCTV outside their homes, and whether the footage from private cctv cameras would be considered by Dublin City Council for example in cases of illegal dumping.

The Data Protection Acts do not prohibit private individuals from putting CCTV cameras on their premises for security purposes. The processing of personal data kept by an individual

and concerned solely with the management of his/her personal, family or household affairs or kept by an individual for recreational purposes is exempt from the provisions of the Acts. This exemption would generally apply to the use of CCTVs in a domestic environment. If the data collected is used for any other purposes the exemptions cease to apply.

Therefore the processing of any personal data collected by a private individual as described above by another third party e.g. Dublin City Council, for other purposes would be in breach of the Data Protection Acts. More information on the use of CCTV is available on the Data Protection Commissioner‟s website www.dataprotection.ie Note re covert surveillance.

The use of CCTV recording to obtain data without an individual's knowledge is generally unlawful. Covert surveillance is normally only permitted on a case by case basis where the data are kept for the purposes of preventing, detecting or investigating offences, or apprehending or prosecuting offenders. This provision automatically implies an actual involvement of An Garda Síochána or an intention to involve An Garda Síochána.

Covert surveillance must be focused and of short duration. Only specific (and relevant) individuals/locations should be recorded. If no evidence is obtained within a reasonable period, the surveillance should cease.

If the surveillance is intended to prevent crime, overt cameras may be considered to be a more appropriate measure, and less invasive of individual privacy.

That the Manager consider the installation of permanent CCTV at Phibsborough Avenue /the Boro to deter anti-social behaviour/dumping and graffiti and that the manager states whether there is any assistance for the removal of graffiti from private residences and businesses.

Report Dublin City Council have a portable CCTV unit which we use to target illegal dumping. We will look at positioning it in Phibsborough Avenue. Due to logistical difficulties with cabling and recording, permanent CCTV is used in Dublin City Council complexes only.

The new Pobal graffiti scheme does not extend to Phibsborough, however if the property owners write to the Central Area Office, 51/53 Sean Mac Dermott Street Lower, Dublin 1 or e-mail [email protected] with their contact details, we can arrange for our contractor to have a waiver form signed and have the graffiti removed.

That the Manager have the weeds removed from the footpaths/trees at Aughrim Street and Manor Street, and the plants replaced in the planters on Manor Street and to provide hanging baskets for Manor Street/Aughrim Street/Prussia Street.

Following meetings with residents and local public representatives, Dublin City Council acknowledge that the residents of Liberty House are insistent that the proposal which has been rejected by the Department is progressed. This proposal was submitted following extensive consultation with residents over a long period of time. While it is extremely

regrettable that this proposal was rejected, nonetheless, at the request of the Department of the Environment, Heritage and Local Government, possible revisions to this proposal are being examined by the City Architect‟s Division. We are aware that a number of public representatives are making representations to the Minister and the Department in relation to the original plan and are trying to arrange a meeting between Department officials and residents so as to enable residents to put forward their views.

That the Manager report on if any progress has been made with the Department of the Environment in relation to Fr Scully House and to outline the timescale for when the tenants who moved out will be able to move back in. Report

A meeting took place with officials from the Department of the Environment, Heritage & Local Government and officials from the Housing Department on the 4

th June 2008 to discuss the

redevelopment of Fr. Scully House. The Department raised a number of issues and these were addressed by letter of 10

th June 2008. The Department are still assessing the project

and until approval is forthcoming from the Department, no work can commence on the site. Unfortunately I cannot predict when the residents will be able to return to Fr. Scully House until work commences on the site.

The Lodge is designed in an early 19th century cottage ornee style, and still retains this character. Its external appearance has been little altered from its original design by Jacob Owen, while the outbuildings, designed in a more classical style by Decimus Burton, have also largely retained their early appearance.

The link to the deer herd, which is one of the key elements in the significance of the park, adds further significance. The Phoenix Park, including its mansions, institutions, memorials and lodges, is of national significance. Extent of Protected Structure Status The curtilage extends to the structure itself and to the site boundaries as in the map below where the curtilage is shaded in pink.

Summary Description of Structure The building is comprised of a detached single-storey hexagonal lodge with attic, built in 18th century and altered in 1850, with apparently later extension to west side. The interior plan form is unusual, responding to asymmetrical plan form of the

building. The shape of the building appears to have largely been a device relating to the external appearance. This lodge was apparently originally built in the early 18th century as part of Luke Gardiner‟s demesne in the Phoenix Park. The cottage was reroofed in 1850 and an upper dormitory was added. This dormitory addition, designed by Decimus Burton, is unique to Rose Cottage among the Park Lodges. Development Plan 2005 – 2011 The area is Zone Z9, to preserve, provide and improve recreational amenity and open space. It is also a Conservation Area. Assessment of Special Interest under the Planning & Development Act 2000 Architecturally the Lodge is an attractive and unusual building, and was originally built in the eighteenth century, earlier than many of the other lodges in the Park. Park records show that in about 1850 it was re-roofed and had an upper dormitory added by raising the external walls by three or three and a half feet. This dormitory addition, designed by Decimus Burton, is unique to Rose Cottage among the Park Lodges. Although the building has undergone alterations internally, it remains very significant. The building still retains its decorative „Lodge‟ character, with its unusual projecting roof canopy. In terms of historical interest, Rose Cottage is earlier than most of the other Lodges in the Park, having been originally built in the eighteenth century. It later became a Park Constable‟s Cottage, and was added to by Decimus Burton in the mid nineteenth century. Extent of Protected Structure Status The protected structure status should include the structure itself, and the curtilage of the surrounding area as indicated below. The curtilage extends to the site boundaries as in the map below where the curtilage is shaded in pink.

Procedure followed In accordance with the procedures set out in Section 54 and 55 of the Planning and Development Act, 2000, Dublin City Council by public notice on 19/06/08 indicated its intention to add the above structure to the Record of Protected Structures (RPS).

Subsequently no submissions were received by the City Council in response to the proposed addition. Summary Description of Structure The building comprises a two-storey, two-bay, red brick Victorian house with a two-storey projecting canted bay, situated at the end of a three-house terrace. The house is likely to have been constructed between 1890 and 1910. The interior plan form has changed little since it was constructed. The layout of the front rooms including the main reception rooms, hall, stairs and master bedroom is unaltered. The interior retains a substantial amount of its original fabric and detailing. Development Plan 2005 – 2011 The area is Zone Z1, to protect, provide and improve residential amenities. Assessment of Special Interest under the Planning & Development Act 2000 Architecturally the building retains the early appearance and proportions of its façade making a positive contribution to the streetscape. In addition, the interior retains a substantial amount of its original fabric and decorative finishes. In historical terms, No. 37 Drumcondra Road Upper bore witness to the unfolding of important events during the Irish War of Independence. The incident in Fernside is widely documented and an account of the event is included in Dan Breen‟s autobiography “My Fight for Irish Freedom”.

Extent of Protected Structure Status The protected structure status should include the structure as highlighted on the map below. The curtilage extends to the site boundaries as shown on the map below:

Meeting of the Area Committee The addition of the structure was brought forward to the Central Area Committee on April 8th 2008 where it was agreed by the elected members to initiate the procedure. Recommendation to the City Council In accordance with Section 55 of the Planning and Development Act 2000 it is recommended that No. 37 Upper Drumcondra Road, Dublin 9 be added to the Record of Protected Structures in the Dublin City Development Plan 2005-2011.

The making of any addition to the Record of Protected Structures is a reserved function of the City Council.

Development Department Civic Offices 1st September, 2008 To the Chairman and Members of The Central Area Committee ___________________________________________________________________ With reference to the proposed disposal of 41 Parnell Square West, Dublin 1. to John Bermingham and John Lynskey.

Dublin City Council vested 41 Parnell Square West on 18th June 1998 under the Derelict Sites Act 1990. The property is shown outlined red, coloured pink on map ref PD2008-139, a copy of which is submitted with this report. Legal proceedings challenging the validity of the Vesting Order were instituted by John Bermingham and John Lynskey, the former owners of the property. Arising from these proceedings, the parties agreed that a licence would to be granted by Dublin City Council to Mr Bermingham and Mr Lynskey to enter the property and carry out an agreed schedule of works. On completion of the works the property would be transferred back to the former owners, on payment of €75,000, which sum includes all derelict sites levies, all charges in respect of works carried on the property by the City Council and the costs associated with the legal proceedings. The specified works were carried out to the satisfaction of the City Council and the case was finalised in the High Court on 3rd April 2008. Accordingly it is now proposed to transfer the City Council‟s Fee Simple interest in the property to John Bermingham and John Lynskey as equal tenants in common, on payment of €75,000. Under Indenture of Lease dated 12th April 1900, No. 7 Queen Street was demised to Mr. Thomas O‟Rourke for a term of 150 years from 25th March 1899 subject to the yearly rent of €25.40, subsequently adjusted to €24.30. Under various Indenture‟s of Assignment dated 4th April 1941, 6th January 1942 and 7th April 1973, part of No. 7 Queen Street comprising of the subject premises was assigned by the then National Bank Limited to Blanchardstown Mills Limited who together with their successors in title were indemnified against payment of rent. By way of further Indenture of Assignment dated 1st December 2006 James Murphy assigned his interest in No.4 Coke Lane to the applicants, Alan, Norman & Sara Prendergast. Alan, Norman & Sara Prendergast have applied to Dublin City Council to purchase the fee simple in the above premises. The Law Agent has advised that there is a statutory entitlement to purchase the fee simple. It is proposed to dispose of Dublin City Council‟s interest in the premises known as No. 4 Coke Lane to Alan, Norman & Sara Prendergast for the consideration of €2,450 and subject to terms and conditions. With reference to a proposal to the Taking In Charge of he laneway to rear of 1-17 (Odd Numbers) Park Road, Dublin 7

Background In June 2007, a request to have the Public Right of Way extinguished over the above laneway was received from the residents of 1-17 Park Road. The reason for the extinguishment was to allow for the erection of gates on the laneway to prevent anti-social behaviour, which was taking place in the laneway. Having considered a report on the proposal, the Central Area Committee at its meeting on 11

th September 2007, recommended that the right of way be extinguished and this was later approved

by the City Council. No action has been taken by the residents to erect gates to the laneway.

Proposal

In February 2008, a further request was received from residents requesting that Dublin City Council take the laneway back in charge. The request has been examined in consultation with the relevant departments and there are no objections to taking the lane back into the charge of the City Council. Recommendation Having considered the above I recommend that this Committee approve the taking in charge of the area shown on Drawing RM 24723 for consideration later by the City Council.

Staff Changes Central Area Staff changes have taken place in the Central Area as follows Anne Mills, Senior Engineer with responsibility for the Central Area has retired from Dublin City Council on the 29th of August after many years of service to Dublin City and Dublin County Councils. Catherine O’Donovan, Senior Engineer has taken up the post commencing the 1st of September Veronica Plunkett, Administrative Officer, Project Office North East Inner City, has been transferred to the Human Resources Department after 8 years working in the North East Inner City. Fergus Synnott, Administrative Officer, will take over responsibility for the Cabra Office from the 16th of September. Sheila Murray, Acting Assistant Staff Officer, Administration Unit has been appointed to the Customer Services Section having been successful in a recent competition for promotion to Customer Service Agent. Ciarán Kavanagh, Acting Assistant Staff Officer, from the Environmental Unit, will replace her. Sean Mangan, Assistant Staff Officer, will now be commencing in the Environmental Unit. We wish Anne Mills well in her retirement and Veronica Plunkett and Sheila best of luck in their new positions and thank them all for their hard work for the Central Area. We also welcome Catherine O‟Donovan and Fergus Synnott to the Central Area. Dorset Street/Canal Area Plan Phase 5 – Eccles Place to North Frederick Street The design and tender stages for this phase are complete. East side (inbound) – all public lighting ducts have been laid and work is ongoing on repairing and securing some old cellars. West side (outbound) – excavation work to accommodate new public lighting ducts is underway. Completion of this entire phase is expected by May 2009.

Environmental Services Unit Graffiti Removal Both the NEIC and NWIC have received approval from POBAL for applications for the new community graffiti removal programme, staff are currently identifying graffiti locations for removal under the POBAL scheme. Also using DCC funding the environmental services unit is currently actively identifying instances of graffiti in the area and arranging for removal. Removal has been carried out on or scheduled for the following locations recently: William Street North, Church Place, Arran Quay Terrace, Western Way, Grangegorman, Navan Road, Carnlough Road, Western Way, Wellington Street, Shelmailer Road, St Jarlath Road and Ormaond Quay. Anti-Graffiti Sealing Application of protect guard anti-graffiti sealant has been completed on a test area on O‟Connell StreetUpper complete application of the sealant has taken place at the Facilities Unit in Smithfield and to Grattan Bridge and also a graffiti blackspot at North Great Georges St. Covert CCTV In the period July 2008 to September 2008 the camera units have been in place in the following locations.

NORTH EAST INNER CITY INTEGRATED AREA PLAN

The final meeting of the North East Inner City Integrated Area Plan Monitoring Committee took place on 3

rd July, 2008. Dublin City Council would like to acknowledge the contribution and the hard work of

the committee members past and present over the last decade.

New Primary School and Pre-School at Gloucester Place On 5

th December 2005 a decision to grant planning permission was made in respect of a development

consisting of a 9-classroom Primary School and 7-classroom Pre-School. The structure is four storeys to Sean MacDermott Street and Gloucester Park, part three storeys with roof top covered play area enclosed with canopy to Gloucester Diamond and Gloucester Place, and part four-storey to Gloucester Place. The development has a total floor area of 3114 sq. m. The Department of Education commenced on site on 22

nd January 2007 and construction works are continuing. It is

proposed that the school will open in late October 2008. Civic Centre The Development Agreement was executed on 22

nd November 2007. The developer lodged a

planning application on 22nd

January 2008, planning reference 1174/08. A decision to request Additional Information was made on 13

th March 2008. The applicant has advised Dublin City Council

that he intends responding to the request within the required period. Liberty Park Crèche Kids Inc operate the Liberty Corner facility, on behalf of Dublin City Council, as a traditional crèche and Montessori facility. It caters for children from 3 months to 5 years. Priority is given to residents from the NEIC RAPID area. Dublin City Council is subventing the cost of childcare places for local parents. The facility caters for approximately 31 children. The crèche has been fitted out; the National Childcare Investment Programme gave funding approval for the fit out costs on 15

th December 2007.

The crèche opened for business on 21st May 2007. To draw down National Funding the crèche

needed to introduce a tiered fee structure and lower fees. There are 18 children attending the crèche on a full time basis and 1 child attends the crèche on a part time basis. Other children are booked in for the Autumn. Unfortunately the crèche has been the victim of anti-social behaviour during the month of August including four broken windows and a vandalised stolen car burnt out on it‟s play area. Liberty Corner - Disposal of Nine Retail Units The Retail Units are currently on the market for sale, four units have been disposed of, and the disposal of a further unit is almost complete. The remaining 4 units are still on the market and Lisneys are continuing to market them.

Retail Units at Killarney Court/1-4 Portland Square (off North Circular Road) Expressions of interest from community groups, operating in the North East Inner City area, were invited and 14 submissions were received. A report and recommendation was made to the North East Inner City Integrated Area Plan Monitoring Committee on 18

th September 2007.

Killarney Court Citizens Information Centre and HOPE secured a unit each and their design requirements for their respective units have been finalised. The Contractor that had been awarded the contract to carry out the refurbishment works to the two units at Killarney Court was unable to provide a bond/personal surety from the bank, therefore the contract had to be retendered. The contract was sent out to tender on 20

th August and the deadline is Friday 12th September 2008 for return of same.

1-4 Portland Square A facility at 1-4 Portland Square (off North Circular Road) has also become available. The Cavan Centre and CASPr were recommended for these premises and the groups accepted an offer to use the premises. They have examined the premises to establish the works required to be carried out, in order that the premises can be adapted to meet their needs. Reports recommending that both groups be granted a licence to occupy the building were approved at the November Area Committee meeting and were agreed at the February City Council meeting. The Council‟s Law Department have prepared draft legal agreements for the disposal of the facility, which have been forwarded to the respective groups. There is also a reserve list of two groups, AkiDwa and Family Support Network. It is recommended that these two groups are offered facilities should any become available in the area. Foley Street Improvement Works Consultants Mott McDonald have been appointed to prepare a preliminary and detailed design for the street. The design for the scheme is progressing well. North West Inner City Area Office

Smithfield Infrastructural works have been completed. Tree surrounds upgraded, trees pruned, new entrances and exits installed in wall and new benches laid on top. Damaged cobbles have been reinstated in Haymarket Area. Weekly farmers market commenced on Friday 15

th August.

The refurbishment of the former enterprise units at North King for community use is completed. The process of licensing two of the units to NWICN is at an advanced stage, one of which is to be shared with the Licensee of the remaining unit. These units were refurbished within a generous grant from HARP Community Gain. Capel St and Mary St Improvement Schemes Capel St Phase 2 (Abbey St Upper to the Quays) - works are continuing and are due to be completed by next December. The Mary St scheme, which is part financed by a grant from the HARP Community Gain Fund, has commenced. NWIC Community Policing Forum At the last meeting of the forum held on 23

rd July the Waste Management Section gave a report

outlining Dublin City Councils Waste Management Policy and this was followed by a question & answer session. Other issues discussed at the meeting were antisocial behaviour; street drinking and the Gardai presented their crime report for the area. Parks Martin Savage: It is expected to start the new boundary treatment works in early October. The pitches that were drained late 2007/early 2008 should be ready for playing in another few weeks subject to weather conditions permitting and consultation with the clubs. Mount Bernard: Works at the Liam Whelan bridge entrance are nearing completion. The railings will be painted in the next few weeks. John Paul: It is proposed to upgrade the goalmouths of a few of the pitches later this year. The works will involve installing synthetic grass areas and new goal posts. Residents Associations A new residents association representing the Blackhorse Avenue area, known as Parkside Community Council, is in the process of being set up to address local issues. Staff from the Cabra

Office met with them in late August to discuss their concerns and give advice on setting up a residents association. COMMUNITY Pelletstown/Royal Canal Park The Residents of Royal Canal Park have set up a Residents Association and the Community Staff from the Cabra Office have met with them to give advice on setting up and involving as many of the residents as possible in the group. Advice was also given on the various grants available to such groups and on the various ways that the groups can hold positive events that are fun and bring people together. Further meetings will take place at the group‟s request. On Saturday the 23

rd August the Residents Association organised a BBQ and Fun Day, which was

supported, by the Cabra Office and Community Development Section through the small grants scheme. The event went well with around 100 people attending and local shops and supermarkets supplied food. The Community staff are continuing to work with the Pastoral worker in Pelletstown. Comhairle Na nOg The Comhairle Na nOg Seminar is now being organised and this will take place in Croke Park on the 8

th of October. Community development staff are visiting schools and youth services to promote the

event and to encourage participation. HARP Monitoring Committee The final meeting of the HARP Monitoring Committee is scheduled to take place on the 9

th October,

North East Inner City Housing Report

Area Housing Manager – Chris Butler Sean O’Casey Avenue An in-depth examination has now been completed on the proposed mini PIP for Sean O‟Casey Avenue. Unfortunately it will not be possible to carry out the requested works to the front of Summerhill as there is no way of achieving disabled access to the houses from the pavement level in Summerhill to comply with Part M of the Building Regulations. All of the other improvement works requested by residents have been completed or will be completed shortly. Residents to consult with the CTA archictect to see what further improvements are possible. Hanging baskets have been supplied free of charge to residents who requested them. Liberty House Plans for redevelopment have been rejected by the Department of Environment, Heritage and Local Government. City Architect‟s department is working on revised plans, which it is hoped will meet DoEHLG approval. Residents are adamant they want the agreed plan to go ahead. The Minister for the DoEHLG visited the complex in July and met with Dublin City Council officials, residents representatives and local public representatives. There is major anti-social behaviour in the complex. Dublin City Council is working with residents, CPF and the Garda Siochana to address this issue. St. Mary’s Mansions Serious anti-social problems. One tenant to be served with a notice to quit. 2 Exclusion Orders requested. Gardai carrying out operation in complex. The City Council awaiting Gardai information resulting from this operation. Remedial maintenance works being considered to address this issue. Kiln/Forge Following a request from tenants, security fencing installed on walls of rear gardens of the Forge. Quotes being sought for replacement of problematic windows in complex. Sean Treacy House Complex fully detenanted. Demolition completed. Planning process completed. Tenders for project have been submitted and report is to sent to DOE for approval. Once approval has been received, it is hoped contractors will be on site October/November. Lourdes House First phase of redevelopment to be completed September/October 2008. Installation of heating has now been completed. We have removed some washing lines in the complex on request from the Residents Association. New car park markings have been installed in the complex in July 2008 along with double yellow lines. We have removed some bollards to allow for additional spaces for residents to park their cars. Community Development staff have carried out a door-to-door survey in the complex and as result of this survey a number of new activities are currently being planned and run by DCC and other organisations for the children/young people of the complex. A proposal is being drafted for submission to the Department of Environment to get their observations and hopefully their initial approval to proposals to redevelop the vacant site at Poplar Row, the site at Orchard Road/ Tom Clarke House and Ballybough House on an incremental phased basis. Croke Villas The complex is being detenanted at present to allow for the redevelopment. Consultation meetings with Tenants reps are ongoing. Community Charter now agreed with residents committee and presented to Area Committee. No. 22, Croke Villas has been refurbished by Housing Maintenance and has been allocated as a community letting for the duration of the project. Housing Maintenance cleared out the vacant site on Sackville Avenue. Housing Maintenance secured the 3 houses that were bought under compulsory purchase order on Ballybough Road numbers 2,4 and 5 on Monday 12

th November 2007.

A meeting has taken place with some members of the neighbouring communities to keep them informed of the progress on this development. Meetings have also taken place between the Area Housing Manager, Regeneration Worker and the Residents Redevelopment Group. DCC staff will be present in the Community room/ Regeneration Office once a week from the 30

th of April 2008 to assist

the residents with their housing and maintenance issues. A preferred bidder has been selected for the redevelopment and negotiations are ongoing with a view to finalising a development agreement.

St. Andrews House, senior citizens complex is now fully detenanted and the vacant flats have been secured by Housing Maintenance. North Clarence Street/Dunne Street There have been works carried out on the CCTV in the complex. This work involved securing the cameras and realigning them following liaison with the Community Gardai. The Area Housing Manager and the Estate Manager meets with the Residents Association and the CPF on a regular basis to discuss ongoing issues in the complex. Tom Clarke House/Orchard Road Depot A new feasibility study was commissioned on this site and a number of options are being examined. This project will be included in a submission to the DOE along with Ballybough House and Poplar Row. The Area Manager and Estate Manager meet with the Resident Association on a regular basis to discuss issues concerning them. Newcomen Court The expression of interest form has gone to Dublin City Childcare Committee and the approximate cost of the childcare facility is 3.5 million, this includes the following, construction/renovation costs, professional fees, fixture & fittings and equipment costs. The balance of the site is proposed to be used for Affordable Housing provision. St. Agatha’s Court Revised proposal being finalised. Brendan Behan Court Double yellow lines have been repainted on Wellesley place on request of the Resident Association. Monthly meetings take place with the Resident Association and Dublin City Council to discuss ongoing issues in the complex. Ballybough Community Centre The project has been delayed due to the liquidation of the main electrical subcontractor. A new subcontractor has been procured. It is estimated that these works will take a further few months. The building will then need to be commissioned and staff trained. The building is unlikely to open before the new year. North West Inner City Housing Report – September 2008 Ormond Square Works have been completed on the playground and it is now open to the public. An official opening for both the refurbished units and the playground took place on Monday, 30

th June 2008 and was

officiated by the Lord Mayor of Dublin, Cllr. Paddy Bourke. Ongoing liaising is taking place between the Residents Association and the Estate Manager. Chancery House The P.I.P. commenced in December 2007. It is hoped that these works will be completed by mid September 2008. A painting programme commenced at the end of August 2008 and will be completed by October 2008. A working group consisting of residents is in place for the duration of the P.I.P. to discuss and resolve any issues that may arise. Constitution Hill Monthly meetings are taking place between the Residents Association and Estate Management to discuss any issues that may arise. It is hoped that the P.I.P. will commence in late 2008. Blackhall/Marmion Court Water and maintenance issues within the complex are being investigated and resolved at present. It is hoped that new PTZ CCTV cameras will be installed in the complex by October 2008. Wolfe Tone Close A working group has been set up between the residents, Dublin City Council and the Community Policing Forum to work together to resolve issues of concern to residents within the complex. The Estate Manager is currently investigating the possibility of re instating the Residents Association. Hardwicke Street: (Dermot O’Dwyer & Rory O’Connor House Monthly meetings are taking place between the Residents Association and Estate Management. Ongoing maintenance problems with the electronic doors are currently being investigated and resolved. A new CCTV system is to be installed by the end of the year. Issues regarding parking are being investigated presently. Georges Place Monthly meetings are taking place between the Residents Association and Estate Management. The electronic gates have been installed and are now fully operational. Henrietta House Painting programme was completed in May 2008.The overall upgrade of the precinct is now complete. Sheridan Court/Place Monthly meetings are being held with the Residents Committee and Estate Management. The snagging of the 28 units in Sheridan Place has been completed and the complex has been handed over to Housing Maintenance. The vacant corner site on Dorset Street will be upgraded in the near future. Drumalee Estate Monthly meetings are being held with the Residents Committee and Estate Management. Saint Bricin’s Park Meetings took place in March in relation to plans and planning permission. Planning permission granted to Circle Housing Association – on appeal to An Bord Pleanala. Skateboard Park The Skateboard Park continues to be very popular especially during the summer months. There are over 730 registered members with new members joining every day. The Skateboard Park has a core group of approximately 60 young people using the facility several times a week. These young people are mostly from the locality. At the end of June as part of the ongoing maintenance of the park, the ramps were repainted in preparation for an upcoming young people‟s art project, scheduled to take place in September. The young people involved have designed the artwork for the project. A local artist will oversee the project. Teen Gym The Teen Gym continues to be well supported with over 300 current members. Not all members attend on a regular basis but there is currently a core of about 50 teenagers attending several times a week. Passport for leisure The Passport for Leisure programme continues to be very successful with over 100 registered members visiting the gym regularly. Each participant receives a personalised fitness programme from our fully trained gym staff. Summer Camps Several very well organised summer camps were held in Cabra Parkside over the summer months. In particular July was very busy with a wide variety of activities on offer to children and young people aged between 4 and 21 years. Please see table for more details.

Cabra History & Folklore Project The Cabra History & Folklore Project has become permanently based in Cabra Parkside. This project is made up of a group of local people who are interested in the history of Cabra as well as the whole of Ireland. The group has recently travelled to Belfast on a field trip and has plans to travel to other historical sites in the future. Adult Hip Hop A new adult Hip Hop dance class will start in September on Monday evenings from 8 – 9pm. SPORT & RECREATION – CENTRAL AREA

Champions Day Dublin City Councils Sport and Recreation Officers worked in partnership with the Football Association of Ireland, Basketball Ireland and Cerebral Palsy Sport Ireland to deliver a citywide initiative known as “Champions Day”. Champions Day took place in Dublin City Councils Cabra Parkside on the 7

th July

2008. The day involved over 70 adults with learning difficulties who attend the various St. Michaels House centres throughout the city. The sports offered on the day included Soccer, Basketball, Bocce and an obstacle course. Children’s Integration Service The Children‟s Integration Service and Dublin City Council‟s Sport and Recreation Officer worked together to facilitate the delivery of a 6 - week Badminton and Basketball programme. The programme took place in Cabra Parkside during the month of June 2008. The initiative involved 12 teenagers both male and female, ranging in age from 15-18 years, who are all from new communities within Dublin City Councils Central Area. These young people received basic coaching and information on local Basketball and Badminton clubs.

Homeless Children’s Programme Dublin City Councils Sport and Recreation Officer worked alongside an afterschools programme run by the City of Dublin Vocational Education Committee for homeless children in the Inner City. A six-week programme in the “Fundamentals of Sport” took place in Larkin College and involved 15 children aged 10-12 years. It is hoped that other activities can be organised for these young people in the future. Fun Days and Party in the Park Dublin City Councils Sport and Recreation Officer and Dublin City Councils Community Development Officers worked in partnership to deliver a number of Fun Days in the North East Inner City. The Fun Days took place in Avondale House, Liberty Hall, O‟ Brien Hall, Mary‟s Mansions and Diamond Park. The fun days concluded with a large “Party in the Park” that took place on the 21

st August in Mountjoy

Square. Activities on the day included Street Games, Sumo Wrestling, Street Play, Soccer, Tai Chi, Karaoke and Basketball. “Party in the Park” had a very large turnout from the local community and received a very positive response in the area. Community Wellness Programmes A 10-week programme of Pilates was facilitated by Dublin City Council‟s Sport and recreation Officer for a Community Wellness programme in North Strand. The Community Wellness programme helps people who suffer from depression and other mental illness. The Pilates programme is currently running for 8 people on a weekly basis. In addition to Pilates, another group associated with Community Wellness is participating in a ten-week programme of Chair Aerobics. Basketball Dublin City Councils Sport and Recreation Officer in partnership with Oznam House are working in partnership to establish basketball coaching for children in the North East and North West Inner City. The children that will be taking part are associated with the Oznam House afterschool group that works with disadvantaged children. The basketball programme will run for 8 weeks commencing at the end of September 2008. SPORT DEVELOPMENT – NORTH WEST INNER CITY FROM HENRIETTA STREET TO HILL STREET Mr. Igor Khmil has replaced Mr. Bruce McDevitt as Sports Development Officer for this area. Mr. McDevitt has moved to the Finglas area as Sports Development Officer. Hip – hop Hip – hop continues to be very popular in the North West Inner City, with young people aged 8 –18 years. Dublin City Council‟s Sports Development Officer has planned weekly classes for Hardwicke St., Georges Place, Dominick St. and Dorset St. for an eight-week period commencing in September. Anna Livia Cup The Under 12 Futsal team from Hardwicke Street flats participated in the final of the Anna Livia Cup on Sunday 31

st of August. The Under 14 girls Futsal team from Hardwicke Street flats also participated

in finals on the 7th of September. The Sports Development Officer facilitated the delivery of this

programme. An update on how these teams faired will be included in the December Central Area Report. Weekly Futsal training sessions continue in Hardwicke St., Georges Place, Dominick St., Dorset St. and Hill St. Miscellaneous Sports Dublin City Councils Sports Development Officer will be introducing a series of new sports programmes to the area in the coming months. These programmes include Table Tennis, Olympic Handball, Basketball and Boxing. FAI/DCC FOOTBALL IN THE COMMUNITY DEVELOPMENT – NORTH EAST INNER CITY Mr. Christy Lougheed has replaced Mr. Paul Martyn as Football Association of Ireland/Dublin City Council “Football in the Community” Development Officer for this area. Mr. Martyn has moved to a position as National Volunteer Coordinator for the FAI.

A Kick-Start 1 coaching course for 24 participants took place at Larkin College. These young people were from local youth groups including Youthreach, Georges St. and Stoneybatter Youth Service. It is hoped that these young people will now assist in community based football programmes in the future.

A Volunteer Management Course was held in Sheriff Street. This programme is designed to help local clubs in their development. The FAI/DCC “Football in the Community” Development Officers organised this course.

Champions Day The FAI/DCC “Football in the Community” Development Officer assisted Dublin City Council‟s Sport and Recreation Officer by delivering Soccer modules during the Champions Day sports day for learning disabled adults from all over Dublin City. Summer of Sport The FAI/DCC “Football in the Community” Development Officer assisted Dublin City Council in the Soccer element of its Summer of Sport programme by delivering fun 3-a-side Soccer modules in John Paul Park, Cabra every Tuesday and Friday night in the month of August. North Inner City Primary Schools Cup This is the first year of this competition for Boys and Girls Primary Schools in the North Inner City. A total of 20 teams took part in this competition with St. Laurence O‟Tooles School winning both the Curtis Fleming Cup for boys and the Olivia O‟Toole Cup for girls Street Leagues The Ned Hanney Cup for adult males over 16 was held for the second year over a 4-week period in the month of June. The competition involved 16 local teams taking part two nights a week for a month. The competition was a great success, with Sheriff St. winning the competition. As a direct result of this competition Hardwicke St. have established a team who will take part in the Athletic Union League for the season 2008/2009. Rapid Summer Camps The FAI/DCC “Football in the Community” Development Officer and the RAPID programme delivered two week long Soccer summer camps for over 70 young people aged 11-13 yrs from disadvantaged

backgrounds in the Central Area. These camps were a great success with young people receiving excellent equipment and top class tuition. SPORT DEVELOPMENT – CABRA

Cabra Parkside Summer Activities Programme This was the third year that this programme was delivered and it proved to be just as popular as in previous years. The programme is delivered in partnership between Dublin City Council Cabra Parkside Community & Sports Complex, Dublin City Council Sports Development Officer Maz Reilly and Cabra Youth Service. The programme offered young people from Cabra over 300 opportunities to get involved in fun and social activities during the month of July. Over 80 young people registered for the programme and all activities were very well attended. The programme included activities such as:

Kayaking The Kayaking programme previously organised by the Sports Development Officer was well received by young people in Cabra. The programme was delivered by excellent instructors and all those attending thoroughly enjoyed the experience. The attitude and effort displayed by the young people was to be commended. As such, further Kayaking sessions are envisaged, in order to develop their skills further with a view to attaining Level 1 & 2 certificates in Kayaking. McKee & Dunard Areas It is envisaged that a sports programme will be developed for the McKee and Dunard areas. It is proposed that the programme will be delivered in Dublin City Councils Aughrim Street Centre in September. The programme will cater for the needs of young people aged between 10 – 14 years and will involve a number of sports including Soccer, Basketball and other fun games. It is hoped that this programme will initially run for 6 weeks and then local volunteers will receive training to allow them to develop the sessions into a club. FAI/DCC FOOTBALL IN THE COMMUNITY DEVELOPMENT – O’DEVANEY, BLACKHALL, DRUMALEE, MCKEE, DUNARD & AUGHRIM ST. Mr. Ian Hill has replaced Mr. Gerry Reardon as Football Association of Ireland/Dublin City Council “Football in the Community” Development Officer for this area. Mr. Reardon has moved to a position as manager of all FAI Development Officers in the greater Dublin area. Soccer Drop-in Sessions The FAI/DCC “Football in the Community” Development Officer organises several drop-in sessions for young people at Aughrim St. Sport Centre. The details are as follows:

Monday: Boys 9-12yrs from Blackhall Place.

Tuesday: Boys 10-12yrs from O‟Devaney, Drumalee, Blackhall Place and Montpellier.

Wednesday: Boys 12-14yrs from O‟Devaney, Drumalee, Blackhall Place and Montpellier.

Friday: Boys 16-21yrs from O‟Devaney, Drumalee, Blackhall Place and Montpellier.

Champions Day The FAI/DCC “Football in the Community” Development Officer assisted Dublin City Council‟s Sport and Recreation Officer by delivering Soccer modules during the Champions Day sports day for over 70 learning disabled adults from all over Dublin City. This programme was a great success and was thoroughly enjoyed equally by staff, volunteers and participants. Summer of Sport The FAI/DCC “Football in the Community” Development Officer assisted Dublin City Council in the Soccer element of its Summer of Sport programme by delivering fun 3-a-side Soccer modules in John Paul Park, Cabra every Tuesday and Friday night in the month of August. This programme was a great success with over 160 opportunities for young people to take part in activities. Club Development A football fun day was organised by the FAI/DCC “Football in the Community” Development Officer in the Dunard area. This programme was organised in an effort to attract both volunteers and players for two new schoolboy teams. This project was well supported and it is hoped the teams will begin playing in a league in the near future. Rapid Summer Camps Two Rapid Summer Soccer Camps were organised in Cabra Parkside on the weeks starting the 21

and the 28th of July respectively. These camps were for boys and girls from the local area from

disadvantaged backgrounds with the idea being that they should be able to enjoy the same level of coaching and football as young people who attend other Soccer camps. Both camps were very successful with 39 young people attending in the first week and 42 participants in the second week. This programme was delivered in conjunction with the RAPID programme. To ask the Manager to place double yellow lines on Church Road, East Wall at the junction with Seaview Avenue and East Wall Road. Trucks are parking outside the Centra and obstructing both traffic and the view of cars coming from adjoining roads onto Church Road.

Q33 Councillor Aodhan O’Riordan To ask the City Manager to liaise with the Construction Company on East Road so that arrangements can be made for the windows on Ravensdale Road, East Wall to be washed as required as there is considerable dirt due to the construction on East Road.
