Aim: • To share with colleagues Central Bedfordshire’s

experience of its recent Joint Target Area Inspection (JTAI) from the day of notification and the three week process that followed.

JTAI - What is it?

A new joint inspection undertaken by:

• Ofsted

• the Care Quality Commission (CQC)

• Her Majesty’s Inspectorate of Constabulary (HMIC)

• Her Majesty’s Inspectorate of Probation (HMI Probation)

Each Joint Targeted Area Inspection includes a ‘deep dive’ theme. Currently (for Central Bedfordshire) and up to August 2016 it is CSE and missing from care, home or education.

The Agencies Involved?

- LA children’s services - Health – SEPT, the CCG, hospital A&E, community paediatrics. - Probation services - Bench - the community rehabilitation company - The Police - Youth offending service (YOS). BUT – cases are also tracked through to schools, GP’s, commissioned providers and voluntary sector partners.

Day 1 - An Inspector Calls • 9.15 Tuesday 1 March Ofsted calling • First thought – shock!

• Prepared for the SIF but not a JTAI • Cannot be – it is not notification day! • What inspection? • What framework?

• Second thought – where is everyone? • Action – calling back of DCS, ADs and PM • Arranging partners for the conference call

• Third thought - thank goodness for administrative and secretariat staff!

Day 1 - The Conference Call

• Partners all invited to attend conference call with the lead inspector.

• Lead inspectorate throughout is Ofsted. • Confirms theme for the inspection.

• Reminder of first deadline – that day at 5pm. • Acknowledged the attendance of all key partners. • Valuable for all to hear top line process first hand. • Time to establish early relationship with lead inspector. • Give clarity to lead inspector of the LA key contact.

Day 1 - Getting Organised

• After the conference call the lead inspector sends over key documents to the DCS or key contact:

• Includes the timetable template for all the inspectorates.

• Instructions for accessing ‘Huddle.’ • Contact details for all the

inspectorates. • Information to be shared with

partner key contacts.

Practicalities - Day 1 Data

The task: • Supply the list of Children currently at Risk –everyone who had had a

CSE Risk Assessment in last 12 months – then CSE Lead identified current high risk children.

• Provide a “short summary of actions, data and decisions” for each child.

• This list needs to be supplied to Ofsted by the end of day 1 (the day of notification). Effectively this means by 7am the next morning.

• Data provided using the ‘Huddle’ cloud space that Ofsted promotes for you to set up.

Practicalities – Days 2 & 3 Data TASK: Provide Additional CSE Information

• By midday on Wednesday Ofsted will select their top 20 CSE children. • A need to supply additional information on these 20 by 4pm the next day - Thursday. • Probation/community rehab company do NOT record any

children connected or related to clients – key issue. • We identified any adults connected or related to the 20

children from our MOSAiC database and supplied this list to probation/community rehab to see if they had any of these adults as clients.

Practicalities – Week 1- Day 3 TASK: Provide Annex A Data • By end of Thursday (i.e. 7am Friday) supply Ofsted with standard Annex A. data – using the Huddl’ cloud space. • Here we identified all adults connected to these children and

supplied to partners for them to match against their data. • Ensure all the Annex A data provided matches the CSE data

previously submitted, particularly around missing data (number of episodes etc).

Role of the LA • LA is usually the lead co-ordinator for the inspection and

on–site logistics: make arrangements for inspection base and

arranges rooms for start of day and end of day inspectors meetings.

advise on accommodation to be near base. Minimal hospitality – tea/coffee/water. for Ofsted – ensure system access and training

early in timetable - familiar with most systems. LA key contact is the GO TO person for the

week on site for everyone.

Role of the LA

• LA is usually the lead liaison partner for all agencies. • Seek details where/how to share information on cases

subject for deep dive/tracking – secure email. • Check all agencies are aware of the framework and key

deadlines! • LA takes lead for co-ordinating the on site timetable for all inspectorates BUT only for making Ofsted arrangements of the timetable. • Each agency is responsible for liaising and making arrangements for the inspectorates.

The Huddle

• Not essential your decision - other agencies can see your

information – agree this at start. • Each agencies identifies up to 2 people to access and

manage the Huddle (NB access request takes time). • Set it up to follow the Annex A/framework request for

data – ensure all agencies do the same. • Start saving info to the Huddle ready for inspectors as per

deadlines (you are able to see their access to the info). • Huddle is used for any additional data requested.

• Pre-inspection analysis of performance and other ‘intelligence’ about the agencies. Including SCRs, whistleblowing, previous inspection outcomes etc.

• Tracking is an in depth, ‘end to end’ look at the experiences of five children and young people who are at risk of sexual exploitation.

• Sampling the experiences of a greater number of children, focusing on particular points in these children’s journeys.

• Focus groups and meetings with key individuals to gather information and probe issues.

• Analyse > identify > triangulate > challenge > find.

Tracked Cases

• The lead inspector selected 20 children from a list of 29 children and young people receiving safeguarding support due to concerns for CSE.

• The lead inspector selected five cases from the 20 and asked the DCS to co-ordinate a joint evaluation by the local agencies of the experiences of these children.

• The joint audit was undertaken through a multi-agency audit workshop which was then drafted up into a report and shared with the inspectors.

Week 3 - JTAI Inspection On Site

Monday to Thursday:

Day 1: Inspection team arrives and meets with senior leaders. Days 1-3: Onsite activity (evidence collection ceases at 3.00pm on day 4). Day 4: Inspection team meets in the afternoon to agree provisional findings.

Inspection – Making the Judgements

Day 5: Inspectors meet to identify key strengths, areas for development and areas for priority action (completed by lunchtime).

Representatives from each inspectorate meet together with the DCS and senior leaders of inspected agencies for the feedback meeting.

The Inspection is not graded but there will be collective and single agency evaluation and a letter of findings.

Week 3 - Performance Interview • Focused on data quality, measures used, how measures

are used. • Good to demonstrate going beyond the standard national

indicators, particularly good if measuring outcomes rather than outputs.

• Have a couple of examples where performance indicators have been used to improve children’s outcomes.

• Our data was of a good quality as was our overall performance. • Challenge to LA was the need to move from ‘compliance culture’ to one with less numbers and more insight.

Key Data Lessons • Performance Team must control the flow, and eventual output, of data. • Keep in touch with managers, and be ready to supply lists for them to amend/update. • Make sure any amendments/updates are reflected in your

database. • Make sure you know who owns which data – missing, school

attendance, etc. • If possible, try and record probation involvement with any

adults connected to your children. • Look at the indicators you are using – do they measure

improved outcomes for children, or quantity of work done?

• Strategic Partnerships (LSCB & CSE Strategic Group) are

strong and delivering results. • The local authority is ‘championing improvement’. • Children and young people generally receive high quality

services at the first point of contact with children’s social care.

• The LA uses the full range of its powers to protect the most vulnerable, including children who go missing from home, school or care, and those at risk of child sexual exploitation.

The JTAI Findings for Central Beds.

• Liked our integrated Social Care and Early Help Access Hub

• Good quality of social work practice • Didn’t like Police approach to ‘missing’ and

‘absent’ designations • Some excellent sexual health services provided locally • ‘A tale of two parts’ - the LA was the stronger

part but we are only as good as the whole system.

Areas for Improvement

• No areas for Social Care Access Hub and

Assessment & Early Help Teams but…… • Some innovations for CSE under

developed….gaps. • Early stages of MASH development • Partners – particularly health and the police are

relying too much on CSC - not engaged enough.

Areas for Improvement

• LSCB – too many plans ‘amber’ – lack of

progress. • Police use of ‘Missing’ and ‘Absent’ designations

creates poor risk assessment – reinforced HMIC concerns.

• Gaps in early intervention for YOS/adolescents • CSE risk assessment tool outdated (we knew this).

Experience of the JTAI

• You have more time before inspectors arrive on site than the SIF.

• Struggled with co-ordinating all the different timetables for inspectors.

• There was a very noticeable difference in approach between the different inspectorates.

• Ofsted clearly lead the process • Limited focus of the JTAI allowed us to marshal our

resources effectively.

Experience of the JTAI

• Long hours, exhaustion -it’s a marathon not a sprint… • The process forged a strong team. spirit between the agency leads. • The atmosphere after day 2 was positive………… • We worked hard to prepare staff from all agencies. • We worked hard to prepare our evidence. • Our preparation for an overdue SIF stood us in good

stead.
