MISSION STATEMENT The mission of the Central Cass School District is to foster student excellence in cooperation with family and community and to provide educational opportunities in a safe and caring environment.

CENTRAL CASS PUBLIC SCHOOL STUDENT CODE OF CONDUCT It is the responsibility of every student to demonstrate excellence not only in the

school but also in the community. Acts of poor citizenship, in either the school setting or community, do not represent the ideals of Central Cass Public Schools and will not be tolerated. Poor citizenship includes, but is not limited to possession/use of illegal substances, vandalism, theft, fighting, misconduct, etc. The Central Cass Code of Conduct is to be followed by every student. This policy is separate from NDHSAA regulations, and any student involved in NDHSAA sponsored events must also adhere to the regulations set forth by NDHSAA.

Any student who engages in, admits to, or is convicted of an act deemed as poor citizenship will not be involved in any public recognition or activity during the suspension, but will be allowed to continue to practice. Students who are suspended from activities will not be included in performances, drama productions, and awards presentations.

● Music performance exceptions apply only to those students who are required to participate due to grading purposes.

● Any students found in violation of the Code will be subject to discipline as determined by the school administration. The following guidelines will be used when determining discipline. Each case can and may be handled differently depending on circumstances. Any student who engages in, admits to, or is accused of an act classified as

poor citizenship (defined above) in either the school or community setting will be subject to an investigation by the administrative team and/or law enforcement and disciplined as deemed necessary and appropriate.

GENERAL INFORMATION

ACT TEST

All North Dakota public colleges and universities require the results of the ACT test. However, no campus denies admission on the basis of ACT scores. The primary purpose of the ACT requirement is to help students and their advisors select appropriate college courses. In addition to required courses, a general guideline is used at each individual university. Check with each university for specifics. NDSU, for example, uses the

4

following guideline: 2.75 grade point average and an ACT composite score of 22 or better. The ACT exam will be administered annually to all Juniors at Central Cass.

ACADEMIC LETTER Central Cass awards the "Academic Letter" each year to students who achieve grade point averages as follows: Grade 9 (after 1 semester) 3.6 cumulative GPA Grade 10 (after 3 semesters) 3.5 cumulative GPA Grade 11 (after 5 semesters) 3.5 cumulative GPA Grade 12 (after 7 semesters) 3.5 cumulative GPA

This letter is fashioned after the athletic letter. The first-year award consists of a cloth letter, lamp-of-knowledge pin and bar; thereafter, a bar is issued along with a certificate.

ACCEPTABLE USE All computers used through the Central Cass School System are to be used responsibly, efficiently, ethically and in a legal manner. The complete Central Cass Technology Acceptable Use Policy is distributed and signed at the beginning of the year by all students. Updates and revisions are posted online at http://central-cass.k12.nd.us/.

ACCIDENTS AND INSURANCE The laws of North Dakota do not permit the school to assume responsibility for any injury to a student while engaged in athletics or any other activity in school. However, every step is taken to insure safety and to avoid accidents. If injured while participating in one of the aforementioned activities please give notification of the injury to the teacher/staff member in charge.

ADVERTISING All advertising must receive the approval of the organization advisor (if advertising an activity of the organization) or administration (if advertising an activity outside the realm of any school organization) prior to posting or announcing. All advertising will be posted on the daily announcements.

ALTERNATIVE LEARNING CENTER (ALC) The alternative learning center offers select students a nontraditional way of earning a high school diploma and gain practical work experience. Students who have completed 4 semesters of high school attendance may seek admission to the ALC by contacting the high school counselor or Academic Dean. The administration and student will meet to determine potential admission to the ALC. If admitted to the ALC, it is assumed the student will continue with the ALC until graduation requirements have been met.

ANNUAL ASBESTOS NOTIFICATION TO PARENTS, STUDENTS, AND EMPLOYEES OF

THE CENTRAL CASS SCHOOL DISTRICT (Pursuant to the AH ERA Rule, 40 C.F.R. §§ 763.84(c), 763.93(g)(4)

Asbestos is a naturally-occurring mineral which has, until about 1980, been commonly used in building materials. Asbestos will not burn, is an excellent insulator, has great strength, is resistant to chemicals, and absorbs sound. Examples of asbestos-containing building materials (ACBM) are vinyl floor tile, sprayed-on acoustical ceiling material, and pipe insulation. As ACBM deteriorate over time, or are disturbed by maintenance, renovation, or demolition activities, asbestos fibers may be released into the air. Inhalation of these airborne, microscopic fibers has been proven to cause such deadly diseases as lung cancer, mesothelioma (cancer of the lining of the lungs), and asbestosis (scarring of lung tissues). Uncontrolled asbestos contamination in buildings has been, and remains, a significant environmental and public health issue. In 1986, Congress enacted the Asbestos Hazard Emergency Response Act (AHERA) to require public and private, secondary and elementary schools to identify ACBM in their school buildings and take appropriate actions to control the release of asbestos fibers. In 1987, the US Environmental Protection Agency finalized a regulatory program which enforces the AHERA mandate. These regulations are incorporated within the AHERA Rule (40 C.F.R. Part 763, Subpart E). In compliance with the AHERA Rule, the Central Cass School/School District had its school building(s) inspected by an asbestos inspector, accredited by the State of North Dakota. During inspection, areas of suspect ACBM were identified. The type, condition, and locations of these ACBM were noted. Samples were taken of some or all of the suspect ACBM. Laboratory analysis of these samples confirmed the presence or absence of ACBM. Suspect ACBM not sampled and analyzed were assumed to contain asbestos. Confirmed and/or assumed ACBM currently remain in certain locations in our school building(s).

Page 6: Central Cass High School...ACT TEST All North Dakota public colleges and universities require the results of the ACT test. ... (after 7 semesters) 3.5 cumulative GPA ... Information

6

Upon confirmation of the presence of ACBM, an Asbestos Management Plan was developed for each of the school buildings in the School/School District by an asbestos management planner, accredited by the State of North Dakota. The Asbestos Management Plan(s) include a description of the measures currently being taken to ensure that the ACBM remaining in our school building(s) are maintained in a condition that will not pose a threat to the health of our students and employees. The Plan(s) describe past response actions taken to abate ACBM, as well as response actions planned for the future. Information is provided on the periodical monitoring of the condition of ACBM remaining in our school building(s) through triennial re-inspections, conducted by accredited asbestos inspectors, and through semiannual surveillance, conducted by trained school maintenance staff. Finally, the asbestos awareness-training program for maintenance and custodial personnel is discussed. A copy/copies of the Asbestos Management Plan(s) is/are available for your review in the School/School District administrative office during regular office hours. The Superintendent is the designated Asbestos Program Coordinator for the School/School District. Please direct all inquiries regarding the Asbestos Management Plan(s) to him/her at telephone 347-5352.

ATTENDANCE & ABSENCES

North Dakota law contains compulsory attendance requirements for student’s ages seven through sixteen. In order to comply with and enforce these requirements, the Board establishes the following attendance policy. Definitions:

For purposes of compulsory attendance reporting under NDCC 15.1-20-02.1 (1-2): Excused absence is an absence that the District will not use in determining if a compulsory attendance violation occurred. Any absence may be excused if it is supported by either a verbal or written excuse supplied by the student’s parent, teacher, or school administrator. Unexcused absence is any absence not supported by the verbal or written excuse required for an excused absence. The School Board recognizes that class attendance and participation are important parts of the educational development of a student, and that grading of a student based on test results alone may not serve to properly motivate a student to educational excellence nor be a proper indication of the skill which he/she has achieved in any particular course. Class attendance is an indication of effort and effort is a trait worthy of development by the educational process. The course in which a student is enrolled must have been attended a sufficient number of times to insure class participation and exhibit knowledge of the subject matter in class before the student has been minimally educated to earn credit for the course.

Accordingly, the Board considers it necessary that an attendance policy be established to encourage the total education of the student in the district. Therefore, the following policy is established:

Page 7: Central Cass High School...ACT TEST All North Dakota public colleges and universities require the results of the ACT test. ... (after 7 semesters) 3.5 cumulative GPA ... Information

7

1. A student shall be allowed no more than 10 absences per semester. The student on the 11th absence shall be subjected to loss of credit for the course. After the 11th absence, a student shall stay in the class to audit the course unless the student becomes a discipline problem. If student becomes a discipline problem, the student will serve noon detention. 2. A "tardy" is arriving to class after the final bell and before 10 minutes of class has lapsed. Arriving to class after 10 minutes has lapsed will count as an absence. The following procedures will be followed when implementing the attendance policy: After 6 absences:

-Parent(s)/guardian(s) notified of possible credit loss if student goes over the 10 day limit.

After 10 absences: -Student conference with administration. -Student and parent(s)/guardian(s) notified that limit has been reached.

After 11 absences: -Student conference with administration. -Student and parent(s)/guardian(s) notified that credit is lost for affected course(s). A letter stating the same will be placed in the student's cumulative file. A letter grade of “WF” (withdrawn/failed) will be placed on the report card for the remainder of the semester. -Teacher(s) notified of credit loss decision. -Student will continue stay in class to "audit" course, unless student becomes a discipline problem. Student will be moved to the in-school suspension room if student becomes a discipline problem.

Absences that do not count towards the 10 days maximum: school activities, in-school suspension (when work is finished), hospital stay for student, absences due to a death in the family, college visits, extended sickness (3rd consecutive day or more), doctor/dentist/orthodontist/chiropractor appointments verified by the doctor's office, and other absences as approved by administration. Appeal Process:

● Notify superintendent verbally or in writing of your desire to appeal the "no credit" ruling by administration within 10 days of the "no credit" decision.

● Superintendent will set date and time of appeal. Student and parent(s)/guardian(s) may attend this meeting present evidence and testimony and may also bring with them other persons they deem necessary to state their case. The administration shall also attend this appeal to explain his/her rationale in deciding on the "no credit" ruling.

● Superintendent will make a decision within 3 school days and communicate this decision to interested parties.

● If family is not satisfied with decision of superintendent, they may appeal to the school board. The family would need to schedule this school board time through the superintendent.

Protected classes are classifications/characteristics protected from discrimination by NDCC 14-02.4-01 and federal law. The following classes are protected: race, color, religion, sex, national origin, age, disability (physical or mental), and status with regard to marriage or public assistance. School property or the term on-campus refers to all property owned or leased by the District, school buses and other vehicles, or any school district sponsored or school-sanctioned activity. School-sanctioned activity is defined as an activity that:

a) Is not part of the district's curricular or extracurricular program; and b) Is established by a sponsor to serve in the absence of a district program; and c) Received district support in multiple ways (i.e., not school facility use alone); and d) Sponsors of the activity have agreed to comply with this policy; and e) The District has officially recognized through board action as a school-

sanctioned activity. School-sponsored activity is an activity that the District has approved through policy or other board action for inclusion in the district's extracurricular program and is controlled and funded primarily by the District. School staff include all employees of the Central Cass School District, school volunteers, and sponsors of school-sanctioned activities. True threat is a statement that, in light of the circumstances, a reasonable person would perceive as a serious expression of an intent to inflict harm. Prohibitions While at a public school, on school district premises, in a district-owned or leased school bus or school vehicle, or at any public school or school district sanctioned or sponsored activity or event, a student may not: 1) Engage in bullying; 2) Engage in reprisal or retaliation against:

Reporting Procedures for Alleged Policy Violations Reporting requirements for school staff: Any school staff member with knowledge or suspicion of a violation of this policy or who has received an oral or written report of a violation of this policy from a student, community member, or anonymously shall contact the building principal to inform him/her as soon as possible. If the alleged violation implicates the building principal, the school staff member shall report it to the Superintendent. If the alleged violation implicates the Superintendent, the school staff member shall file it with the Board President. Should school administration determine that a school’s staff member knew of or suspected a violation of this policy and failed to report it in accordance with the procedure above, the staff member may be subject to disciplinary consequences or, for sponsors of school-sanctioned activities, other corrective measures. Reporting options for students and community members: Students and community members (including parents) may report known or suspected violations of this policy using any of the following methods:

1) Completing a written complaint form: A complainant will have the option of including his/her name on this form or filing it anonymously. The District will place the form in a variety of locations throughout the schools and should inform students and staff of these locations. The form may be returned to any school staff member, filed in a school building's main office, or placed in a designated drop box located in each school.

2) Complete and submit an online complaint form. A complainant will have the option of including his/her name on the form or submitting it anonymously.

3) File an oral report with any school staff member. A complaint filed anonymously may limit the district's ability to investigate and respond to the alleged violations. Reporting to Law Enforcement Anytime a school staff member has reasonable suspicion that a bullying incident constituted a crime she/he shall report it to law enforcement. Also, nothing in this policy shall prevent a victim/his/her family from seeking redress under state and federal law. Documentation & Retention The District shall develop a form to report alleged violations of this policy. The form should be completed by school staff when they: 1. Initiate a report of an alleged violation of this policy; or 2. Receive an oral report of an alleged violation of this policy. All written reports of an alleged violation of this policy received by the District shall be forwarded to the appropriate school administrator for investigation and retention. Report forms and all other documentation related to an investigation of an alleged violation of this policy shall be retained by the District for six years after a student turns 18 or graduates from high school, whichever is later. If a student does not graduate from the District, such reports and investigation material shall be retained for six years after the student turns 18.

Investigation Procedures School administrators are required to investigate violations of this policy (as prescribed under “Prohibitions”), when in receipt of actual notice of an alleged violation. Actual notice of an alleged violation occurs when alleged bullying, reprisal, retaliation, or false reporting is reported using the applicable method(s) prescribed in the reporting section of this policy. Upon receipt of a report of an alleged policy violation, the designated administrator shall first determine if the alleged policy violation is based on a protected class-whether actual or perceived. Reports involving a protected class shall be investigated in accordance with the district's harassment/discrimination policy, including the timelines contained therein. In all other cases, administration shall determine the level of investigation necessary based on the nature of the alleged violation of this policy after considering factors such as, but not limited to: the identity of the reporter and his/her relationship to the victim/alleged perpetrator; the ages of the parties involved; the detail, content, and context of the report; whether this report is the first of its type filed against the alleged perpetrator. Based on the level of investigation the administrator deems necessary, investigations may include any or all of the following steps or any other investigatory steps that the administrator deems necessary: 1) Identification and collection of necessary and obtainable physical evidence (NOTE:

In some cases physical evidence may be unobtainable, e.g., a private social networking profile:

2) Interviews with the complainant, the victim, and/or the alleged perpetrator. At no time during an investigation under this policy shall the victim/complainant be required to meet with the alleged perpetrator;

3) Interviews with any identified witnesses; 4) A review of any mitigating or extenuating circumstances; 5) Final analysis and issuance of findings in writing to the victim and bully and, if

applicable, implementation of victim protection measures and disciplinary measures under this or other applicable policies.

Investigations shall be completed within 60 days unless the administrator documents good cause for extending this deadline. Such documentation should be sent to victim and alleged perpetrator during the investigation. Disciplinary & Corrective Measures Students that have violated this policy shall be subject to disciplinary consequences and/or corrective measures. When determining the appropriate response to violations of this policy, administration shall take into account the totality of circumstances surrounding the violation. Measures that may be imposed include, but are not limited to: 1) Require the student to attend detention; 2) Impose in- or out-of-school suspension or recommend expulsion. Due process

procedures contained in the district's suspension and expulsion policy shall be followed.

Page 12: Central Cass High School...ACT TEST All North Dakota public colleges and universities require the results of the ACT test. ... (after 7 semesters) 3.5 cumulative GPA ... Information

12

3) Recommend alternative placement. This recommendation shall be submitted to the Superintendent for approval or denial. The Superintendent may approve such recommendations only if the student has been given notice of the charges against him/her and an opportunity to respond;

4) Create a behavioral adjustment plan; 5) Refer the student to a school counselor; 6) Hold a conference with the student's parent/guardian and classroom teacher(s),

and other applicable school staff; 7) Modify the perpetrator's schedule and take other appropriate measures (e.g.,

moving locker) to minimize contact with the victim; 8) If applicable, contact the administrator of the web site on which the bullying

occurred to report it. 9) Refer to Law Enforcement. If the misconduct does not meet this policy's definition of bullying, it may be addressed under other district disciplinary policies. For bullying initiated off campus and received on campus (e.g. cyberbullying), the District only has authority to impose disciplinary measures if the bullying substantially disrupted the educational environment or posed a true threat. In all other cases of off campus bullying received on campus, the District may only take corrective measures as described in items five through eight above. If the perpetrator is a school staff member, the District shall take appropriate disciplinary action including, but not limited to: a reprimand, modification of duties (only if allowed by applicable policy, the negotiated agreement, and/or the individual's contract), suspension, or a recommendation for termination/discharge in accordance with any applicable law. Victim Protection Strategies When the District confirms that a violation of this policy has occurred, it should notify the victim's parents and shall implement victim protection strategies. These strategies shall be developed on a case-by-case basis after administration has reviewed the totality of the circumstances surrounding the bullying incident(s) or other violations of this policy. Strategies may include, but not be limited to, the following: 1) Additional training for students and applicable staff on implementation of this policy

and/or bullying prevention. 2) Notice to the victim's teachers and other staff to monitor the victim and his/her

interaction with peers and/or the assignment of a staff member to escort the student between classes.

3) Assignment of district staff to monitor, more frequently, areas in the school where bullying has occurred.

4) Referral to counseling services for the victim and perpetrator. 5) Modification of the perpetrator's schedule and other appropriate measures

imposed on the perpetrator (not the victim) to minimize the perpetrator's contact with the victim.

Prevention Programs & Professional Development Activities In accordance with law, the District shall develop and implement bullying prevention programs for students. The District will also provide professional development activities for staff.

CAMPUS POLICY (OPEN/CLOSED) Grade 9-12 students are granted the privilege of leaving school property during the lunch period if they so desire. Seniors granted privileges (see senior privileges) may leave when they have scheduled study hall. It is understood that proper, mature behavior is needed while on privileges or students risk losing this privilege.

CARE OF BOOKS/SCHOOL PROPERTY Students will be held accountable for all books and other school property issued to them. Security is each student’s responsibility - students will be expected to pay for all lost, stolen, or excessively damaged school property before obtaining final transcripts/report cards.

CELL PHONES Any communication device (cell phone, iPad, etc.) brought to school may be used by students who are not under direct school supervision up to 8:45 a.m., between scheduled class periods, during the lunch period, and again at 3:28 p.m. Cell phone use is not permitted in locker rooms. If these devices are either seen or heard during unauthorized times, they will be confiscated for the remainder of the day (1st offense) or 5 school days (succeeding offenses). Students in violation will turn in their confiscated cell phone to the main office when entering the school building for the day and may pick it up each evening after school is dismissed. Continued violation of this regulation could result in the confiscation of the device for an extended period time. Exception to this rule will be the pager used by the ambulance ride-along students.

CHANGE OF SCHEDULE The master schedule was designed around the student requests gathered at spring preregistration. Students will be given three school days after the start of each semester to make any schedule changes deemed necessary and approved by the counselor and/or administration. Changes may be limited due to the following circumstances: 1) Classes reaching maximum capacity 2) Classes with enrollment numbers less than five students 3) Yearlong course requirements

COMPLAINTS If students feel they have been wronged or are upset over some aspect of their experiences at Central Cass, they are expected to express themselves in an appropriate manner. If student-student problems occur, attempts at civil resolution between the students will be sought. If this is not possible, student(s) should seek counsel of a teacher, counselor or administrator. Negative physical or verbal exchanges are not appropriate in this setting. In student/adult conflict, private consultations should be held to resolve differences. If this does not result in satisfaction, the student is to express him/herself privately in the Academic Dean or counselor's office.

COUNSELING SERVICES A complete counseling service is provided for all students. The school counselor is eager to help plan educational programs, career and college planning, and to assist with problems which may or may not be directly related to school. Students may consult the counselor regarding any problems they may be facing. Students may also request a consultative review of their individual high school education plan at least once during each high school grade. Notify the counselor if you wish to have this review. The counseling program also includes a complete testing program to aid students in selecting vocations.

administration. Students placed on noon detention should report to the detention table in the commons after books have been returned to lockers following period 4. Students will sit at the detention table until released to the lunch line. Students are expected to remain at the detention table throughout the lunch period. No electronic devices may be used while on noon detention.

DETENTION, TEACHER Teacher detention either before or after school can be assigned for misbehavior in class, completion of make-up work or other purpose as deemed appropriate by the teacher and/or principal. Students placed on teacher detention should report to the teacher's room (or designated area) for detention when assigned.

DIRECTORY INFORMATION Directory information that may be released to the public without parent permission include name, address, telephone number, date and place of birth, major field of study, participation in activities and sports, weight and height of members of athletic teams, dates of attendance, diplomas and awards received, and most recent previous school attended. The school makes every reasonable effort to protect student privacy. For example, it is district policy not to release information to businesses for commercial purposes or to individuals without good reason. If parents do not want this information released, they should notify the school in writing.

DRESS CODE All students are expected to dress appropriately. Clothing styles or accessories, which are immodest, reveal a student’s undergarments or are potentially dangerous may not be worn at school or to school sponsored events. Midriffs and backs must be covered. Shorts, skirts, and dresses must be an appropriate length and coverage. Holes in jeans must meet the same criteria as shorts, skirts, and dresses. Students will not be able to wear caps and hoods during the school day except for special events and fundraising activities. Students wearing inappropriate clothing based on the criteria above, may be asked to turn their clothing inside out, put on a T-shirt or sweatshirt, sent home to change or asked to remove objectionable accessories. Administration and faculty are authorized to take action in instances where individual dress does not meet the stated requirements.

DISTANCE EDUCATION COURSES Distance Education courses are available for students who will otherwise not have enough credits for graduation and also for students who desire enrichment courses. These courses will be funded at the expense of the student. See school counselor for details.

DUAL CREDIT/ADVANCED PLACEMENT

Students at least 16 years of age have the opportunity to take courses offered by an approved postsecondary institution for both high school and post-secondary school credit. Specific academic and assessment requirements may be necessary for some courses. See the Academic Dean or counselor for details.

DUE PROCESS In all cases of student discipline, the student has the right to due process. This generally means that the student has the right to an explanation of the charges against the student (in writing, if desired), a chance to be heard (explain his/her side of the story), and an appeal process made available. Students should note that Central Cass personnel will attempt to treat them fairly and equitably. Students should also be mindful that the right to due process does vary according to the seriousness of the alleged offense.

ELIGIBILITY For all inter-school competition, the Central Cass School District has adopted the rules and regulations as prescribed by the North Dakota High School Activities Association and as delineated below:

● Incoming grade 9 students are all deemed eligible as they begin their high school experience. If a 9th grader is failing a course at mid-term check, the 9th grader would be ineligible the remainder of the quarter, unless this student had a GPA of 2.0 or higher quarter four of his/her 8th grade year.

● A student earning a grade point average of 2.0 or higher at the end of a grading period will be eligible to compete the entire following quarter. Fourth quarter grade point averages will determine first quarter eligibility.

● A student earning less than a 2.0 grade point average at quarter break but failing no courses will be eligible until mid-term progress report. This student would remain eligible the remainder of the quarter if at mid-term progress report time he/she continues to pass all courses.

● A student earning less than a 2.0 GPA at quarter break and failing a course will be deemed ineligible until he/she is checked at the two-week point. If still failing a course, the student will remain ineligible until the mid-term check. The two-week eligibility check will be effective until the mid-term check. The mid-term check is effective until quarter break.

Also, all school participants in athletic, music, speech, drama, or other inter-school contests, must be in attendance periods 5, 6, and 7 (minimum) on the day of the contest to be eligible that evening. Saturday contests are exempt from this regulation. Other exceptions to the minimum attendance policy are doctor, dentist, and other prescheduled appointments that have been approved in advance by administration.

EMERGENCY DRILLS The fire alarm signal is a continuous ring of the fire alarm. The tornado alert signal will be sounded through the PA system. Lockdown Instructions will be given over the PA system. Follow instructions of faculty members when these alarms sound.

Total 22 Credits

Optional Curriculum:

Students who, after two years of high school, have failed to pass at least one-half unit from three required courses or who have a grade point average at or below the twenty-fifth percentile of other students in the same grade may petition to access an optional curriculum diploma. All requirements for the optional curriculum are the same as the standard curriculum requirements except the credit requirement for math and science are reduced from 3 credits to 2 credits each and the total credit requirement is reduced from 22 credits to 21 credits. See Academic Dean or counselor for details on the application process.

Basic Curriculum: Students will be recommended to take the basic courses offered at CCHS based on scores from research-based assessments such as NWEA and NDSA. In addition to this, we will triangulate this with current grades in previous similar courses and teacher recommendations. Once it has been determined that a student would benefit from such coursework, parents will be contacted for their input.

GYM SHOES Students are expected to use a non-street shoe on the north gymnasium floor. A non-street shoe is a shoe that is used solely on a gym floor (not used around the school or town).

HALLWAY POSTERS/DECORATING Nothing may be hung (or posted) in any hallway or on any poster board without the express permission of administration. Handwritten messages or other notations that appear after the hanging of a poster will be cause for the removal of the poster.

responsible to notify the nurse regarding what information needs to be shared with other school staff. The school nurse is an employee of Fargo Cass Public Health. Parents have a right to notice about privacy practices, legal duties and rights concerning health information. This notice is available when the health card is completed or at the school nurse office. Parents may also contact the public health office at 241-1360.

HONOR STUDENT A senior will be declared an "honor student" if at the end of his/her 3rd 9-week period of his/her last year of high school he/she achieves a cumulative GPA of 3.5 or higher.

IMMUNIZATION

Immunization Policy for Central Cass School

The North Dakota law 23-07-17.1 requires that students have immunization records on file before admission to school. All students must be fully compliant with immunization requirements for their age. A parent may sign an exemption form for the immunization based on religious, philosophical, or medical reasons. A physician must sign for medical exemptions.

Parents or guardians of each student enrolled to Central Cass School shall

present a certification from a licensed physician or authorized representative of the local public health unit stating the student has received or is in the process of receiving required immunizations.

All immunization records must be up to date by the end of the first quarter.

Students who enroll during the year and do not have up to date immunization records must have the records within thirty calendar days of enrolling. Students who are not compliant will not be permitted to attend school until they become compliant or have a signed exemption form for religious, philosophical or medical reasons.

In the case of a disease epidemic students who are not compliant or have an

exemption form on file will not be able to attend school until there is no longer any danger of further spread of the disease in question.

LOCKER ROOMS

Locker rooms are available for students enrolled in physical education and/or extracurricular activities. No student should enter a locker room during a class period or between class periods unless that student is preparing for or involved in a physical. ed. class. Locker rooms should never be used as a restroom during or

Page 20: Central Cass High School...ACT TEST All North Dakota public colleges and universities require the results of the ACT test. ... (after 7 semesters) 3.5 cumulative GPA ... Information

20

between class periods - restrooms are available elsewhere. Also, no aerosol cans (deodorant/hair spray, etc.) are allowed on school property. Cell Phones should not be used or charged in Locker Rooms.

LOCKERS Lockers are assigned to all students. Students are expected to use their assigned lockers and not switch without authorization from administration. Students may place a lock on their locker to secure their books and personal effects but the administration reserves the right to search (at any time) lockers if they have a reasonable suspicion that what they are searching for (drugs, weapons, stolen books, etc.) can be found within. Students are asked to keep lockers clean and to be prudent in what is taped/hung on the inside (pictures of scantily clad males or females will not be allowed in lockers). Nothing may be taped on the outside of lockers at any time.

LOST AND FOUND Students should check in the high school office if something is missing or with physical. ed. instructors if the item was lost in the gym area. If items are found, they should be turned in to the high school office. Any stolen items should be reported to administration.

LUNCH Lunch accounts are managed in the district office. Lunch may be brought from home, and milk may be purchased in the lunch line. If lunch is brought from home, students should go directly to the lunchroom rather than follow the regular lunch-line order. All lunches brought from home must be eaten in the lunchroom. Students are expected to check their lunch account balance each day. Alternative lunch will be provided for students who have a negative lunch account balance.

MAKE-UP WORK Students are allowed the time of absence plus 1 day for an excused absence to complete and hand in daily work missed. Regarding exams or long-term assignments (assignments that are more than an overnight assignment), students will be required to take the exam (or turn in the long-term assignment) the day they return to school or on the scheduled date, provided they were in class the day the exam date or long-term assignment was announced. Failure to meet this deadline will result in a zero grade being given for the assignment(s)/exam. Students missing classes due to school functions should get their assignments before they depart so that they can be done when they return to classes.

MEAL CHARGING PROCEDURE For Elementary students, a notice will be sent home at least once a week when the account balance is $8.00. Middle School & High School students will only be reminded at the cashier stations. The cashiers will give a verbal reminder to each student with a balance at or below $10.00. Central Cass recommends parents/guardians set up their JMC Account to receive account balance email alerts. When the account becomes negative, no extra milk,

21

double lunch or PBJ will be allowed and breakfast will be denied. If the student brings money on a given day, the student will be allowed to eat that day with no regards of the negative balance. Because good nutrition is key to the optimal growth and development of children, we make every possible attempt to reach parents/guardians before meal charging becomes a problem. If charging meals is a continuous problem for an individual student, that particular student’s charge privileges may be suspended. Free and reduced-price meal applications are available at the school and on the website, and will be accepted at any time during the school year.

MEDIA CENTER USE POLICY 1. The Media Center shall be used for research, reading, educational activities, and collaboration on homework. 2. The Media Center maintains a “Tech Friendly” environment. 3. A quiet atmosphere will be maintained at all times. If conversation is necessary, speak in a low whisper. 4. All students and staff are required to clean up after themselves. 5. Students must sign in at the front desk upon arrival. Students can work in the Media Center during their class period if their teacher or study hall supervisor gives permission. Students must also sign out upon leaving. 6. Failure to follow policies will result in a minimum two-week suspension of Media Center privileges. 7. The Media Center shall not be used as a shortcut between hallways.

MEDICATION All medication must be administered through the high school office. Students may not possess, procure, purchase, or receive, or attempt to possess, procure, purchase or receive, sell, deliver, give, or attempt to sell, deliver or give any of the substances listed in this policy or what the student believes is any of the substances in this policy. A student will be determined to be "in possession" when the substance is on the student's person or in the student's locker, car, or handbag, or when he/she owns it completely or partially. Prohibited substances under this policy include but are not limited to any prescription or nonprescription drug, medicine, vitamin or other chemical including, but not limited to aspirin, other pain relievers, stimulants, diet pills, multiple or other type vitamins, pep pills, "no-doze" pills, cough medicines and syrups, cold medicines, laxatives, stomach or digestive remedies, depressants and sleeping pills not taken in accordance with the authorized use policy. Authorized Use Policy: The high school office will assist in the dispensing of authorized medication. Non-aspirin is available in the office. It can be handed out to students only after permission is granted via the phone by the parent of the student or after permission is granted in writing by the parent. Only with the completion of the Authorization to Dispense Medication Form by a parent or legal guardian may a staff member assist in or supervise the dispensing of any other medication. Disciplinary action may include confiscation, warning, parent conference, detention, suspension, and/or referral to the counseling department and legal authorities.

NONDISCRIMINATION POLICY The Central Cass School District supports the provisions of Title IX of the Educational Amendments of 1972, Title VI of the Civil Rights Act of 1964, and Section 504 of the Rehabilitation Act of 1973, which commit all schools to the elimination of discrimination on the basis of race, color, national origin, sex, and handicap to those programs and activities offered to its students. It is the expressed intent of the Central Cass School District to provide equal opportunity for all students regardless of race, color, national origin, sex, mental or physical disability, or sexual orientation. Inquiries regarding compliance with Title VI, IX, and Section 504 may be directed to Morgan Forness, Superintendent, Central Cass School, 347-5352. This concept of Equal Education opportunity will serve as a guide to the Governing Board, the administration and staff in making decisions relating to the employment of personnel, school facilities, curriculum, activities, and regulations affecting students and employees.

ND SCHOLARSHIPS Scholarships valued at $6,000 are available to graduates who meet certain requirements. Interested seniors should see the school counselor for details. ROLLER BLADES/SKATEBOARDS/BICYCLES In order to maintain a safe environment for all, roller blades, skateboards and bicycles shall not be used on school property. A student riding their bike to school needs to park the bike upon arrival and leave it parked until the student departs school at the end of the day.

SCHOOL CLOSING MESSAGES Emergency school closing will be announced on the district website and local news stations. Central Cass School District also uses the BLACKBOARD CONNECT system to notify families of school closings. Students in grades 6-12 are expected to work out a storm closing plan with their parents as no special provisions are made by Central Cass to transport grade 6-12 students.

SCHOOL RECORDS Parents of students or 18-year-old students who wish to review any or all of the school records pertaining to the student should contact the Academic Dean for an appointment. The records will be reviewed with school personnel, and parents may have copies of the records for the cost of copying. If parents or adult students believe something in the records is inaccurate or misleading, they may request that it be corrected or they may have comments added to the records. If administration and the parent or adult student cannot agree, the latter may contact the superintendent for a hearing. Record information will not be released to most persons or agencies without the written consent of parents. Nonetheless, it is the policy of this district to forward school records, without parent consent, to schools in another district to which a student transfers. This is to facilitate the prompt placement of the student in the new school. However, parents may request a copy of the record. Similarly, without parent consent, the district forwards transcripts, or other information requested by high school students, to colleges and other educational institutions to which the students are applying. For a complete copy of the district's student record policy, contact the Academic Dean. Parents who have questions or concerns about the student record policy may direct them to the building administration, the superintendent or the U. S. Office of Education.

SCHOOL SAFETY School safety is of utmost concern. In order to promote safety, periodic safety

drills will be conducted. These drills include: fire, tornado, security, and evacuation drills.

During a lockdown, we ask that all students remain in their classrooms until the

“all clear” has been announced. If students are in the commons area, they are to immediately go to the library/media center. If a student leaves a classroom once a lockdown has been announced, this will result in an immediate 3 days out of school suspension.

With the assistance of the Cass County K-9 unit, school administrators

will randomly check lockers and parking lots throughout the school year.

SQUIRREL TIME The Central Cass Advisory Program, Squirrel Time, was established to help students figure out who they are, where they’re headed, and how they’re going to get there. Through our advisory program, each student has an adult who knows them and helps them navigate high school so that they leave with a meaningful, personalized plan and are prepared for postsecondary options. Students will meet with their advisory groups daily from 3:06-3:30 for leadership activities, academic check-in time and tutoring, post-secondary guidance and planning, and most importantly to build relationships among the students and adults at Central Cass.

VEHICLES All students who drive vehicles to school are expected to park their vehicle in the parking lot to the east of the school building. Students are expected to park within authorized parking spaces. Failure to park within authorized spaces will result in loss of lunch privileges for 5 days for each violation. Vehicles not allowed on school property include snowmobiles and 4-wheelers. Drivers are asked to avoid the front of the school (as much as possible) when arriving and departing. The interiors of student vehicles may be inspected whenever a school authority has a reasonable suspicion to believe that illegal or unauthorized materials are contained inside. Such patrols and inspections may be conducted without notice, without student consent, and without a search warrant. Drivers should drive carefully when entering and exiting the parking lot and are expected to wear seat belts at all times. Students should make no right turns out of the parking lot after school until the school busses have departed for the day. The District shall not assume any responsibility for damage to cars or for theft.

VISITORS Students who wish to bring other students to classes may do so only after permission is secured from all affected teachers and administration. Parents and other adult patrons of the district are welcome and should report to the office for authorization before proceeding through the school. Visitors must register in the office and wear a visitor pass while on the premises.
