China’s Dangerous Plan to Acquire Our Ports
BATON ROUGE — Thanks to Amer-ica’s “free trade” policies, which treat a Communist dictatorship as though it were a private enterprise, the rulers of Communist China now have great wealth, so much so that they have trillions of dollars sitting idle. They can use their vast wealth to subjugate and control their people, and they do. They can use their wealth to ac-quire the world’s most sophisticated and deadly weapons, and they do. And they can use their wealth to acquire the vital infrastructure of the world — and that’s exactly what they are doing. In country after country, China
be a target of the Chinese. In December 2011, Mr. Wei Jia-fu, the chairman of China’s power-ful, state-owned shipping company China Ocean Shipping Co. (COS-CO), announced that his company is attempting to purchase a major port on the east coast of the United States or on the Gulf of Mexico. They also hope to acquire a port on the Pacific coast of the United States. The Chinese use the infrastruc-ture they acquire as a base of in-telligence operations and to secure deep roots in the countries where they operate. They also convert the opera-tion of their new facilities into the China labor model, which means low wages and inhumane working conditions for nationals they hire in their state-owned projects. For example, the port they ac-quired several years ago in Greece provides workers long hours with no breaks for food, bathroom, or rest. And the wages are near the starvation level. Now a bill in the Louisiana Leg-islature could help facilitate those very things happening right here in Louisiana. SB 723 by Sen. Conrad Appel provides that the governor will ap-point an International trade board, which will in turn adopt a Master Plan for international investment and trade. The Secretary of Eco-nomic Development would in turn have the power — acting on his own — to enter into joint ventures, partnerships, and cooperative agreements with foreign govern-ments, such as China. Under Art. 7, Section 14 of the Louisiana Constitution, “coopera-tive agreements” can be used to obligate funds and property of the State of Louisiana.

Eventually, President Bush and Congress intervened to prevent Dubai from operating a port in this country. But today, there is no prohibition in federal or state law to prevent Communist China from acquiring the Port of New Orleans or owning the Baton Rouge Loop. SB 723 would allow the Secre-tary of Economic Development to enter into partnerships, joint ven-tures, and cooperative agreements with the Chinese that could facili-tate just such a takeover. SB 723 has already passed the state Senate and is pending on the House floor. Please call your state representatives at 225-342-6945 and ask them to vote against SB 723 or at least amend it to prohibit foreign countries from directly or indirectly acquiring our roads, bridges, toll roads, or ports. If this does happen, we will be an occupied land.

More than 300 Central Graduates...Rep.ClifRichardsonFightsSerious Threat from Cancer BATON ROUGE — State Rep. Clif Richardson is attending to his du-ties during the current session of the Louisiana Legislature while undergoing treatment for a life-threatening cancer. Richardson, who was just re-elected to his second four-year term in the House last fall, was diagnosed with multiple myelo-ma, which is a cancer in the leu-kemia family. In an interview Wednesday, Richardson said he greatly appre-ciates the support and encourage-ment of friends. He said he has been undergo-ing chemotherapy twice a week. He has experienced some pain and nausea from the treatments. “When I get my protein level down, I will go in for a bone mar-row transplant,” he said. The former owner of Rebel Electric and former justice of the peace said, “There is no cure yet for this kind of cancer but it can go into remission. Hopefully, we can get it in remission and wait for a cure.” Last week, Rep. Richardson announced that he has resigned from his three committees in the House — the Committee on Transportation and Development, Committee on Natural Resourc-es, and Committee on Municipal,
Parochial, and Cultural Affairs. Richardson, 69, served as jus-tice of the peace from 1991 to 2007. In the House, he succeed-ed his friend, the late Rep. Don-ald Ray Kennard, who held the House seat from 1976 until 2008, longer that anyone else has ever represented East Baton Rouge Parish in the state legislature. He was reelected to his second term without opposition. Richardson, a native of Inde-pendence, is married to the for-mer Diane Carpenter.

However, next year the Class of 2013 is expected to gradu-ate more than 300 seniors, Central schools Supt. Mike Faulk said. Central High School has not yet announced the names of the Vale-dictorian or Salutatorian, pending final exams and the announce-ment of final grades. Similarly, the school has not yet announced the number and dollar value of scholar-ship earned by this year’s seniors. Supt. Faulk said the Central High Class of 2012 had a large number of seniors who were simul-taneously enrolled in high school and college. At Central High, ev-ery student must complete a Senior Project. “This year’s projects were better than ever!” Faulk said. One landmark accomplishment for this year’s seniors was that they were the No. 1-performing senior class in Louisiana in ACT testing.
As a result, they are expected to earn many college scholarships and enjoy excellent college careers. But, they have also left a legacy for future Central High students. Because of their stellar perfor-mance on the ACT tests, Central High principal Bob Wales decreed that students will henceforth be able to wear shorts to school. That rule is expected to stay in place — a legacy from the Class of 2012. At Central Private, principal El-len Frazier said the 33 graduating seniors in the Class of 2012 have earned more than $350,000 in col-lege scholarships and more than $300,000 in TOPS scholarship funds. They have been accepted at 16 universities across Louisiana and the nation. A total 12 of the 33 graduates have attended Central Private since they were in kindergarten. Four of the graduates have par-ents who also graduated from Cen-tral Private, including both of the Valedictorians. Three of the graduates are from Australia. One of these is an ex-change student, while two of them hold dual U.S.-Australian citizen-ship. One Central Private graduate is already earning his pilot’s license. Among the estimated 313 grad-uates, there are 12 homeschoolers, who are graduating from 12 differ-ent homeschools. On Tuesday night, the Honor Society of Christian Home School Fellowship recognized two Central homeschoolers for their achieve-ments — Stephen Sumrall and Em-ily Kemp. Sumrall plans to attend LeTourneau University.

Supt.MikeFaulkConsideringWhetherTo Withdraw Appointment of Principal CENTRAL — Central schools Supt. Mike Faulk said Wednesday he is still considering what action to recommend regarding the ap-pointment of a new principal for Central Middle School. Last week, Supt. Faulk recom-mended the appointment of Al Chapman, former superintendent of the Channelton School Sys-tem as the new principal for Cen-tral Middle. The Central school board unanimously approved his recommendation. However, immediately after the meeting, several parents be-gan doing a Google search on Mr. Chapman and learned that he had been dismissed from his previous employment. After the parents raised ques-tions about the circumstances of Mr. Chapman’s dismissal, Supt. Faulk said he would gather more information and report back to the school board. In an interview with the Central City News Wednesday, Faulk said
he is still reviewing the situation and will make a recommendation to the board Monday night. Faulk said he could do one of two things: • Allow the appointment to stand • Recommend that the appoint-ment be reconsidered Faulk said the top four finalists for the position were very close and that he could choose another qualified individual. One source who has researched Mr. Chapman said his dismissal appears to have been political and not based on any serious problem and that that may be why Supt. Faulk has hesitated to withdraw the appointment. School board president Dr. Jim Gardner said he is not sure what the board will do if Supt. Faulk recommends standing by the ap-pointment of Mr. Chapman. “Mr. Chapman would probably do a good job, but I’m not sure this controversy would serve him
well if he were appointed. The position at the middle school re-quires a very strong hand, and I wonder if he would constantly be second-guessed over the things that happened in Indiana.” Gardner said the controver-sy over the appointment of Mr. Chapman points to a flaw in Gov. Jindal’s education reform bill. “After July 1, when the new law goes into effect, the school board and the public will have no role in the appointment of princi-pals or any other positions. The education reform bill puts hiring 100 percent in the hands of the superintendent. I opposed and lobbied against that provision of the law. It completely strips the board of any power over hir-ing. Fortunately, Supt. Faulk has voluntarily agreed to continue to consult the board on hiring issues, but what about the next superin-tendent? Likewise, school board president Dr. Jim Gardner said he knows of no support from board members for participating in the voucher plan. Under Jindal’s program, if Cen-tral chose to participate, the state Recovery School District would send a number of students for Cen-tral to enroll. The school system would have no say over which stu-dents to accept or reject. In addition, the school system would lose about $1,900 per stu-dent. Supt. Faulk said, “Changing the rules for our citizens would not be fair to them. They wanted their own school system, and they have
their hands full taking care of the children who reside in Central. “We’re still growing here in Central and have all we can do to
keep up with the needs of people here,” Faulk said. The Zachary Community School System at first announced that it
would accept some students under the Voucher Plan, but yesterday announced that it had reconsidered and will not participate.

Burrell S. “Buddy” Seal Burrell S. “Buddy” Seal died Wednesday, May 2, 2012, at his daughter’s home in Central at the age of 78. He was a resident of Zachary and native of Poplarville, Miss. He was a retired carpenter from Brown and Root Construc-tion. Visitation was at Charlet Fu-neral Home, Inc. on Friday, May 4 and continued Saturday, May 5 until services conducted by Rev. Gene Rives. Burial was in Azalea Rest Cemetery in Zachary. He is survived by his daugh-ters, Charmaine and spouse Mark Keltner and Cindi Mouton; grand-children, Brandilyn and Terry Childress, Brittany Keltner, Carly Mouton, Cory Keltner, April Mou-ton, Chase Mouton, Kaitlyn Con-ner, and Michael Conner; great-grandchildren, Peyton Childress, Jeanne Janise, Charlie Janise, and Ellisyn Jeansonne; niece, Rhonda

CENTRAL — The Kringlewood Christmas Tree Farm, a landmark in Central for the past 35 years, is selling the last of its Christmas trees, and none has been planted for future years, according to owner Reggie Pulliam, who cited health as his primary reason for closing. The next few days may be the last time to purchase a Christmas tree actually grown in Central. The farm, located at 9110 Greenwell Springs-Port Hudson Road, is open from 1 to 5 p.m. on weekdays and 9 a.m. to 5 p.m. on weekends. The remaining inven-tory of trees is 20 percent off. A well-respected veterinarian and family man, leader of the busi-ness community, director of the an-nual prayer banquet, and dedicated City Councilman, Dr. Tony LoBue is Central’s 2011 Man of the Year.

Wildcats’ Spring Game Thursday, May 17
CENTRAL — Central High fans will get their first look at the 2012 Cen-tral Wildcat football team during the Annual Central Spring Football game at 7 p.m. next Thursday, May 17 at Wildcat Stadium. Admission is $5 for all. Before the game, everyone is in-vited to a crawfish boil sponsored by the Wildcat Backers from 4:30 to 7 p.m. Meals are $10 for three pounds of crawfish, along with corn and potatoes. It will be “Football in May” with the Wildcat Band playing and the cheerleaders, Kittens, and Silks on the field in action. The concession stand will be open for business. Veteran quarterbacks Bret Cour-ville and Jake Myers will be vying for the starting position. Both are looking good in spring training, and Coach Sid Edwards could end up alternating the duo. All-Stater Gary Triplett, who will be a junior in the fall, is already in top form. The most interesting competi-tion may be for running back where Central has an array of talent that is stunning. Sophomore running back Justin Vessel, who did not play last year in order to concentrate on his grades, is only 15 but has a talent level that should attract the attention
of every college scout in Louisiana. Lamonte Juneau, who started early last season, is back and appears ready to ring up the TD’s. Senior Jaylon Morris is also a first class prospect for RB. Just to make things interesting, several other players will fill in at RB, in-cluding Courville, Myers, Triplett, and standout WR Devon Gales. With unprecedented offensive talent, Central coaches will have their work cut out for themselves, just to figure out who to give the ball to. CENTRAL — Three Lady Wildcats from Central High School accepted scholarships last week to continue their academic and athletic careers at the collegiate level. Rachel Barber and Brisha Coffee will play volleyball at University of Mobile and Alcorn State, respec-tively. Kristen Williams will be a member of the Southeastern Lady Lions basketball team. Rachel Barber received four var-sity letters in volleyball during her years at Central High. She was a three-time selection to the All-Dis-trict Team. She was named the De-fensive MVP for the Lady Wildcats, as well as Defensive Player of the Year in the District. Rachel finished her career by be-ing named the Female Athlete of the Year at Central High School. Academically, she is on the Honor Roll and is recognized as a Top Cat, which is based on grade point aver-age. She will major in biology at the University of Mobile. Brisha Coffee was an important part of the Lady Wildcat Volleyball program her four years at Central, especially in the school’s playoff
runs. She will major in biology at Alcorn State University. Kristen Williams was a key mem-ber of the Lady Wildcat basketball program during her four years at Central. She was named to the All-Parish Team, All-District teams as a junior and senior, and All-Aca-demic teams during her junior and
