5. B-Cycle Expansion and Usage Rates
Jeremy Lewis provided an update on B-Cycle usage rates and planned expansion for the bike share
program. It was noted that three additional stations should be open by next year.

6. 2014 Open Streets Events
Carl Voss provided information on the DSMove Open Streets Events to be held in September. It was also
noted that two other Open Streets events not sponsored by the Des Moines Bicycle Collective are
scheduled in September as well. Mr. Voss discussed the potential involvement of the Roundtable in these
events and the possibility of doing a demonstration of on-street bicycle facilities.
Staff mentioned that this would be a good opportunity to demonstrate some recommendations that came out
of the On-Street Bikeway Feasibility Study. Staff requested that anyone interested in volunteering at one of
these events should contact Aaron Bartling.
Jan Herke provided information on the Urbandale Open Streets event.
7. Bike Tourism Conference
Butch Niebuhr discussed the Bike Tourism Conference that was held in Perry, IA in April 2014. Mr.
Niebuhr provided information from various communities that are implementing ideas that came out of the
conference. It was noted that planning for a potential conference in 2015 has begun.
8. Association of Pedestrian and Bicycle Professionals Webinars
Staff provided information on a series of webinars put on by the Association of Pedestrian and Bicycle
Professionals (APBP). It was noted that these webinars are held on the third Wednesday of every month
through December. Staff noted that the next webinar will be held at 2:00 p.m. on August 20, 2014, in the
St. Etienne Room of the Armory Building.
9. Bike and Ride Data
Committee members briefly reviewed the Bike and Ride Data for the month.

The Roundtable discussed projects occurring around the region.

ISSUE: NW Beaver Drive Shared Path Project
PRESENTATION: Presentation from Shive-Hattery Architecture + Engineering on the NW Beaver Drive shared path project.
BACKGROUND:
In August 2014, construction began on phase one of the NW Beaver Drive shared path project in Johnston. Located alongside the street with a three-foot raised median separation, this project is the first of its kind in the greater Des Moines region. This phase of the project is a two-mile segment located along NW Beaver Drive from NW 78th Avenue to Eagle Crest Drive. David Fliehler of Shive-Hattery will be at the September meeting to provide more information on this project.

ISSUE: Central Iowa Trails Mapping
REPORT: Report and discussion from Shive-Hattery Architecture + Engineering on the trails map to be used on Central Iowa Trail signage.
BACKGROUND:
Shive-Hattery is currently in the process of producing new Central Iowa Trail (CIT) signage for communities in the region and has put together a map of the regional trails. Please take a moment to review trails in your jurisdiction. Shive-Hattery will ask for comments and corrections at the September meeting. The regional Central Iowa Trails map was updated with the latest GIS data housed at the MPO and requires verification and quality control. Your review of this map prior to the September meeting will be appreciated. Included, immediately following, is the CIT map.

ISSUE: Priority Project Solicitation Process
REPORT: Discussion regarding the process to develop a list of projects for inclusion in the Greater Des Moines Partnership’s Policy Book.
BACKGROUND:
The MPO staff annually works with MPO member governments and participating agencies to develop a list of priority transportation projects to discuss with congressional members during the Greater Des Moines Partnership’s (GDMP) annual trip to Washington D.C. The traditional process for developing the list includes:
September – MPO staff provides member governments with a notice of dates and begins the process;
October – Solicit letters of intent from member governments. Letters are due by October 24, 2014;
November – Draft project listing provided to MPO committees for discussion;
January – Surface Transportation Program (STP) Funding Subcommittee meets to identify priority projects from the assembled listing;
February – MPO committees take action to approve the project listing and priority projects;
March/April – GDMP publishes Policy Book; and,
May – GDMP trip to Washington D.C. – May 6th – May 8th, 2015.

ISSUE: Mobilizing Tomorrow Update
REPORT: Report on the development of Mobilizing Tomorrow, the MPO’s next long-range transportation plan.
BACKGROUND:
The MPO continues work on developing the next long-range transportation plan. At its August 27, 2014, meeting, the Long Range Transportation Plan Steering Committee recommended an investment strategy to funding. This investment strategy aims to address identified performance targets and transportation needs within the region. The recommended strategy looks at Surface Transportation Program (STP) funds and required local match projected to be available within the region. Funding is recommended to be allocated as follows:
15% of funds for bridges;
15% for transit;
10% for maintenance/preservation; and,
60% for roadway projects.
The roadway project list will be developed from the list of projects submitted by member governments for consideration in the plan. The Steering Committee proposed that this list include each member government’s top priority, which MPO solicited in mid-August, regardless of the project’s performance ranking. Projects on arterial roadways and higher then would be added, from highest to lowest ranking, until all funding capacity is used. Note that roadway projects included on this fiscally-constrained list would be eligible for STP funds annually. The Steering Committee also approved issuing a draft plan for public review, consistent with the MPO’s Public Participation Process. The MPO must provide a 45-day comment period and hold at least one public meeting prior to final action by the MPO. The draft plan is available for review on the MPO’s website at http://dmampo.org/mobilizing-tomorrow/.

ISSUE: National Bicycle Tourism Conference
REPORT: Report on the upcoming National Bicycle Tourism Conference being held in San Diego, CA.
BACKGROUND:
The 2014 National Bicycle Tourism Conference is being held from November 5-8, 2014 in San Diego, CA. The conference will include a wide range of workshops and topics and will boast a number of high profile speakers, special guests and industry celebrities. Goals for the various sessions are as follows:
1. Inspire tour and event directors to produce extraordinary experiences for their participants and the communities through which they pass
2. Inform the travel and tourism industry about the relevance and value of bicycle travel and events – and vice versa
3. Educate tour and event directors on putting on great events 4. Explore connections between bicycle events and new partners 5. Connect bicycle travel and tourism to the broader travel industry

INFORMATION: Update on the APBP Webinar Series.
BACKGROUND:
MPO staff is in the process of completing an on-street bikeway feasibility study and has the opportunity to provide further education to communities on how they can become more bicycle-friendly through a series of webinars. These webinars are offered by the Association of Bicycle and Pedestrian Professionals (APBP) and occur on the third Wednesday of every month (through December 2014) at 2:00 p.m. The target audience includes committee members, decision-makers, and staff from engineering, planning, health, transportation, and safety departments. The remaining webinars in the series are:
September 17th – Optimize Signals for Pedestrians and Bicycles
October 15th – Design Treatments to Transition from Trails to Roadways
November 19th – E-Bikes, Electric Assist Bikes, and Transportation Policy
