In this specification, three Indian Standards on Deepwell Handpumps (IS 9301, IS 13056 & IS 13287) and Five Indian Standards on Components of Deepwell Handpumps (IS 14101, IS 14102, IS 14103, IS 14104 & IS 14105) and IS 14107 on special tools have been amalgamated.     IS 15500(Pt.1to Pt.8): 2004 has been published.   • 2. Standard Mark 2.1 Standard Mark on Pumps : The standard mark will consist of the ISI logo, IS No.

    and the abbreviated name of the pump as given below : IS 15500 IS 15500 IS 15500 IS 15500

    SDWP VLOM-65 VLOM-50 EDWP 2.2 Standard Mark on Components etc : Standard mark for sub-assembly/components and

    special tools etc. will consist of the ISI logo, IS no. and Part no. for example : IS 15500 Part 3

    3.0 Marking Fee: Rate of marking fee as approved by the Competent Authority is being circulated separately.

    4.0 Guidelines for changeover of existing licences: 4.1 Licensees having more than one licence: 4.1.1 Pumps: Separate licences for handpumps to be clubbed into single licence as per

    guidelines below:

    a) First licence of the handpump to be retained and converted into IS 15500(Pt.2): 2004 by making appropriate endorsement incorporating coverage of all the varieties of pumps.

    b) Other licences shall be allowed to expire after accounting for marking fee. 4.1.2 Steel Components: Separate licences for mild steel and stainless steel components to be

    clubbed into single licence and converted into IS 15500(Pt.4):2004 as per similar guidelines above.

    4.2 Other components: Existing licences for different components to be converted into relevant parts of IS 15500.

  • 5.0 Processing of Applications: All new applications shall be recorded as per the revised

    specification only. The applications already received/recorded for IS 15500 may be processed as per existing relevant standards. After implementation of IS 15500, the applications/licences (if granted) shall be converted as per above guidelines.

    It is proposed to implement IS 15500(Pt.1 to 8): 2004 with effect from 1 December

    2006. RO’s/BO’s may inform the licences under their jurisdiction and convert the existing

    licences as per guidelines given above after acceptance of revised scheme of testing inspection and revised marking fees. Since no additional requirement testing facilities required to be verified as per revised standards, special visit to the licensees for verification is not required.     SCHEME OF TESTING AND INSPECTION

    FOR CERTIFICATION OF DEEPWELL HAND PUMPS

    ACCORDING TO IS 15500 (PART 2):2004 1. LABORATORY – A laboratory shall be maintained which shall be suitably equipped

    and staffed, where different tests given in the specification shall be carried out in accordance with the methods given in the specification.

    1.1 All testing apparatus shall be periodically checked and calibrated records of such checks/calibration shall be maintained. 2 TEST RECORDS - All records of tests and inspection shall be kept in suitable forms

    approved by the Bureau. 2.1 Copies of any records and other connected papers that may be required by the Bureau

    shall be made available at any time on request. 3. QUALITY CONTROL – It is recommended that, as far as possible, Statistical Quality

    Control (SQC.) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS 397(Part I):2003, IS 397(Part 2): 12003 and IS 397(Part 3):2003].

    3.1 In addition, effort should be made to gradually to introduce Quality Management system

    in accordance with the quality system modules as per IS/ISO 9001: 2000 4 STANDARD MARK – The standard mark as given in column(1) of the first schedule of

    the licence shall be incorporated in the name plate affixed on the Hand pump-head, provided always that the hand pump to which this mark is thus applied conforms to every requirements of the specification.

    4.1 OTHER MARKING - In addition the following information shall be marked on name

    plate affixed to hand pump head : i) Manufacturer name, address and trade mark, if any, on the mane plate ii) Serial number of the pump; Correlating it with the production records. iii) Made in India’, if required; and iv) Licence Number (CM/L………)

    4.2 A code/ serial number shall also be punched on the raised portion of the cylinder body,

    correlating it with the production records. 4.3 The connecting rod shall have steel punch impression indicating manufacturer’s

    identification mark, month and year of manufacture on the 50 mm long hexagonal coupler.

    4.4 The following shall be marked on the upper side of bottom flange of water tank in

    minimum 10 mm size and it shall be legible after galvanizing: 32- For SDWP and EDWP 50- For VLOM-50 65- For VLOM-65

    4.5 All individual components shall bear the manufacturers’ identification mark given below. The location of the marking will be so selected that it does not interfere with the performance/Functioning of the component.

    4.5.1 The head flange, handle, third plate, cone plate, water tank top flange, cover plate and

    stand flange shall have steel punch impression of the identification mark punched before galvanizing. The impression shall be deep enough so that they shall not be covered under galvanizing .

    4.5.2 The stainless steel component shall have steel punch impression of the identification

    mark. 4.5.3 The cast iron components shall have the mark in raised letters. In addition the cylinder

    body shall also bear year of manufacture marked in the same manner. 4.5.4 The bronze components shall have the mark in raised letter or steel punched. 4.5.5 The rubber components shall have the mark embossed during moulding, except that:

    i) The components where embossing is not practical, the marking shall be done with waterproof ink printing; and

    ii) For O-rings, the marking shall be done on the packing. 4.6 PACKING 4.6.1 Unless otherwise specified in the contract or order, the packing procedure mentioned in

    Annex C of IS 15500(Pt.1to8):2004 shall be followed. 4.6.2 External threads of all threaded components shall be fitted with suitable thread protectors

    to avoid transit damage. 4.6.3 Handle shall be locked in position with some suitable arrangement before packing the

    head assembly.

    4.6.4 An extra hexagonal nut {Std 04 in Annex B of IS 15500(Pt.1to8):2004} shall be attached to chain for use of locking the last connecting stroke with chain coupling.

    4.6.5 The chain shall be smeared with graphite grease and covered with a polyethylene bag

    prior to dispatch. 4.7 The licensee shall provide, with each hand pump, a booklet, giving the general

    information about the hand pump, erection details, proper operating and maintenance instructions etc. If required by the purchaser.

    4.8 GUARANTEE - The pump and accessories shall be guaranteed for 12 months from the

    date of installation or 18 months from the date of supply whichever is earlier against poor workmanship/bad material. The life of rubber components shall, however, be guaranteed for only 6 months from the date of supply. The quarantee Card to this effect shall accompany each hand pump with a complaint slip

    5.0 LEVELS OF CONTROL- The test as indicated in Table 1 and at the levels of control

    specified therein, shall be carried out on the whole production of the factory covered by this scheme and appropriate records and charts maintained in accordance with paragraph 2.0 above. All the production which conforms to the Indian Standards and covered by the licence shall be marked with BIS Standard mark.

    5.1 In case, the licensee is manufacturing components of hand pumps covered in relevant part of IS 15500 in own premises, testing shall be carried out as indicated in Table 2 to Table 5 of this scheme and records shall be maintained. Brought out components shall bear ISI mark for which proper records shall be maintained.

    5.2 CONTROL UNIT- Deepwell hand pumps of the same Type assemble in a day shall

    constitute a control unit for the purpose of operating the scheme. 5.3 CONSTRUCTION: Construction of different types of hand pumps shall be as per

    cl. 2 of IS 15500 (Pt2):2004. Each Component shall be designated by a part number as specified in relevant part of IS 15500(Pt I to 8):2004.

    5.4 DIMENSIONS AND TOLERANCES: Dimensions and Tolerances of deepwell hand

    pumps; different components/Assemblies shall be as per cl. 4 of IS 15500 (Pt 1) :2004. 5.5 RAW MATERIALS : Raw materials used for the manufacturer of deepwell hand

    pump components shall be as per cl. 5 of IS 15500(Pt.1):2004. The manufacturer shall maintain the record of Test certificates for each lot of raw materials procured and used for the manufacture of components (both for in house and bought out items) Daily production records shall be correlated with the raw material batch used in production. A raw material records is to be maintained by the hand pump manufacturer clearly indicating the challan no., quantity received related test certificates, quantity consumed in manufacture of each lot of hand pumps, balance quantity etc. so that same test certificate is not used for different consignment of materials. .

    5.6 The ANTI CORROSIVE TREATMENTS on various assemblies and components shall be as specified in clause 6.1, 6.2and 6.3 of IS 15500 (part I):2004.

    5.7 Each Hand pump shall be examined for visual defects, finish and workmanship as per cl. 7 of IS 15500 (Pt.1):2004.

    5.8 WELDING : Welding for mild steel and stainless steel components shall be done as per

    cl. 7.5 of IS 15500(Pt.1):2004. 5.9 In respect of all other clauses of the specification, and at all stages of manufacture, the

    factory shall maintain appropriate control and checks to ensure that their product c conforms to all the requirements of the specification .

    6.0 LOT INSPECTION: In addition to the levels of control exercised by the licensee, BIS

    shall carry out inspection of lots of pumps covered under the scheme. The lot shall be offered to BIS for inspection alongwith a valid purchase order of the purchaser. The inspection charge of lot inspection shall be paid by the licensee as decided by BIS from time to time. The number of samples to be tested and the number of tests to be carried out shall be as given in annex 1.

    6.1 A log book register shall be maintained by each licensee where each lot offered for

    inspection shall be recorded. After each lot inspection Inspecting officer shall record the decision of lot inspection against each lot. A discrepancy/variation report shall also be issued wherever required and shall be referred in the log book against the particular day of visit by endorsing “please see discrepancy/variation report dated…..”

    6.2 “Samples of raw materials shall be drawn by BIS at least once in a quarter to ascertain conformity to the specified requirements Licensees to procure corresponding raw material samples with each consignment to facilitate drawal of samples by BIS as and when required. Testing charges for these samples shall be borne by BIS.”

    6.3 A certificate shall be issued by BIS after lot inspection if lot is found conforming to IS 15500 (Pt2):2004. The certificate shall be issued in the proforma given in annex II.

    7.0 REJECTIONS- A separate record shall be maintained giving Information relating to the rejection of the production not conforming to the requirements of the specification and the method of its disposal. Such material shall in no circumstances be stored

    together with those conforming to the specification .

    8.0 SAMPLES- The licensee shall supply, free of charge, the samples required in accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently amended, from the factory or godowns. The Bureau shall pay for the samples taken by it from the open market. 9.0 REPLACEMENT- whenever a complaint is received soon after the goods with standard

    marks have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods are replaced free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. The firm shall have own complaint investigation system as per IS 15400.

    9.1 In the event of any damages caused by the goods bearing the standard Marks, or claim being filed by the consumers against BIS Standard mark and not “ conforming to” the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 10.0 STOP MARKING - The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau.

    10.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of marking shall also be sent to the Bureau. 11.0 PRODUCTION DATA- The licensee shall send to BIS as per the enclosed

    proforma-1 to be authenticated by a Chartered Accountant a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the licence. . Table 1……

    Annex –I

    SCHEME FOR LOT INSPECTION OF EXTRA DEEPWELL

    HAND PUMPS ACCORDING TO IS 15500(PT2):2004

    1. The lot inspection is carried out in addition to the process control exercised as per STI.

    2. For the purpose of this scheme, “All the Deep Well Hand Pumps offered

    for inspection at a time shall constitute a lot”. 3. Pumps shall be selected and tested for each lot separately for ascertaining

    the conformity to the requirements of the standard.

    3.1 All the pumps shall be examined visually for finish, visual defects and proper anticorrosive treatment.

    3.2 The number of pumps to be selected from a lot for testing in the

    requirements of clause IS 15500(Pt.1):2004 of the standard depends on the lot size and shall be as follows:

    Upto to 50 3 51 to 100 5 101 to 150 8 151 to 300 13 301 to 500 20

    3.3 Two pumps at random shall be selected for Dimensions and performance

    Routine Test (Clause 9.4.3.3 & 9.4.3.4 of IS15500 (Pt.1):2004 from each lot.

    3.4 Two Samples from the lot shall be tested for the requirement of

    galvanizing as specified in clause 6.2 of IS 15500 (PtI):2004. For this purpose the square test pieces of 100 cm2 Surface area galvanized by the manufacturer alongwith the various assemblies may be tested as per IS 6745:1972. Occasionally, if feasible the inspecting authority may get the properly identified test pieces galvanized in his presence alongwith the various assemblies being galvanized by the manufacturer and may test them to ascertain whether proper galvanizing is being done by the manufacturer. The adhesion test as specified in cl. 7.4 of IS 4759:1996 shall also be carried out on one sample of each article galvanized.

    3.5 The required number of pumps for testing shall be chosen at random.

    4. The lot shall be considered as conforming when all the pumps tested

    conform to the relevant requirements.

    SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF

    DEEPWELL HAND PUMPS COMPONENTS PART- 4 STEEL COMPONENTS

    ACCORDING TO IS 15500 (PART 4):2004 1. LABORATORY – A laboratory shall be maintained which shall be suitably equipped and staffed, where different tests given in the specification shall be carried out in accordance with the methods given in the specification. 1.1 All testing apparatus shall be periodically checked and calibrated and records of such checks/calibration shall be maintained. 2 TEST RECORDS - All records of tests and inspection shall be kept in suitable forms approved by the Bureau. 2.1 Copies of any records and other connected papers that may be required by the Bureau shall be made available at any time on request. 3.0 QUALITY CONTROL- It is recommended that, as far as possible, Statistical Quality Control (SQC.) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS: 397(Part I):2003 IS 397(Part II)-2003 and IS: 397(Part III)-2003]. 3.1 In addition, effort should be made to gradually introduce a Quality Management system in accordance with IS/ISO 9001: 2000. 4.0 STANDARD MARK- The Standard Mark as given in column (1) of the first schedule of the licence shall be applied on each component with steel punch (Except on push rod) provided always that the components on which this mark is thus applied conform to every requirement of the specification. Standard mark on push rod shall be applied on the packing. 4.1 TEST CERTIFICATE – Each lot of components shall be accompanied with manufacturer’s test certificate as given in Annex I. 4.2 OTHER MARKINGS Each component shall be marked with :

    a) The head flange, handle, third plate, cone plate, water tank top flange, cover plate and stand flange shall have steel punch impression of the manufacturer’s identification mark punched before galvanizing. The impression shall be deep enough so that they shall not be covered under galvanizing.

    b) The stainless steel components shall have steel punch impression of the identification

    mark.

    c) Identification in code or otherwise, to enable the date and lot of manufacture to be traced back to the factory records.

    Note:- Manufacturer’s identification mark on push rod shall be marked on the packing). d) The connecting rod shall have steel punch impression indicating manufacturer’s identification mark, month and year of manufacture on the 50 mm long hexagonal coupler. 4.3 GUARANTEE- The component shall be guaranteed for 12 months from the date of installation or 18 months from the date of supply whichever is earlier against poor workmanship/bad material.

    DOC:STI/15500 (Pt4)/1 December 2006 4.4 PACKING – Unless otherwise specified in the contract or order, the packing procedure mentioned in Annex C of IS 15500 (Pt.1):2004 shall be followed.

    a) External threads of all the threaded components shall be fitted with suitable thread protectors

    to avoid transit damage. 5.0 LEVEL OF CONTROL- The tests and inspection, as indicated in Table 1 attached and at the levels of control/ specified therein, shall be carried out on whole production of the factory covered by the license and appropriate records and charts maintained in accordance with paragraph 2 above. On the basis of test results decision regarding conformity or otherwise of the control unit shall be taken. All the production which conforms to the Indian Standard and covered by the licence shall be marked with Certification Mark of the Bureau. 5.1 In respect of all other clauses of the specification and at all stages of manufacture, the factory shall maintain appropriate control and checks to ensure that their product conform to various requirements of the specification. 6.0 REJECTION – A separate records shall be maintained giving information relating to the rejection of products which do not conform to the specification, and the method of their disposal. Such product not in any case, be stored together with those conforming to the requirements of the specification. 7.0 SAMPLES- The licensee shall supply, free of charge, the samples required in accordance with the Bureau of Indian Standards (Certification) Regulations, from his factory or godowns. The Bureau shall pay for the samples taken by it from the open market. 8.0 REPLACEMENT - whenever a complaint is received soon after the goods With standard Marks have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their component are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. The firm shallhave own complaint investigation system as per IS 15400.

    8.1 In the event of any damages caused by the goods bearing the standard Marks, or claim being filed by the consumers against BIS Standard mark and not “ conforming to” the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases.

    9.0. STOPPAGE OF MARKING - The marking of the product shall be stopped under intimation to The Bureau if, at any time, there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order or if directed to do so by the Bureau of any reason. The marking may be resumed as soon as the defects are removed and when the Bureau gives the permission to do so be sent to the Bureau.. 9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking then be resumed only after permission by the Bureau. The information regarding resumption of marking shall also be sent to the Bureau. 10.0 PRODUCTION DATA- The licensee shall send to BIS as per the enclosed proforma-1 to be authenticated by a Chartered Accountant a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the licence.

    Installation or 18 months from the date of supply whichever is earlier against bad workmanship/bad material.

    4.4 PACKING - Unless otherwise specified in the contract or order, the packing procedure mentioned in Annex C shall be followed. External threads of all the threaded components shall be fitted with suitable thread protectors to avoid transit damage.

    SCHEME OF TESTING AND INSPECTION

    FOR CERTIFICATION OF DEEPWELL HAND PUMPS, COMPONENTS

    PART 6-BRASS/BRONZE COMPONENTS ACCORDING TO IS 15500 (PART 6):2004

    1. LABORATORY – A laboratory shall be maintained which shall be suitably equipped and staffed,

    where different tests given in the specification shall be carried out in accordance with the methods given in the specification.

    1.1 All testing apparatus shall be periodically checked and calibrated and records of such checks/

    calibration shall be maintained. 2. TEST RECORDS - All records of tests and inspection shall be kept in suitable forms approved by

    the Bureau. 2.1 Copies of any records and other connected papers that may be required by the Bureau shall be made

    available at any time on request. 3.1 QUALITY CONTROL- It is recommended that, as far as possible, Statistical Quality Control

    (SQC.) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS: 397(Part I):2003 IS 397(Part II)-2003 and IS: 397(Part III)-2003].

    3.2 In addition, effort should be made to gradually introduce a Quality Management system in

    accordance with IS/ISO 9001: 2000. 4.0 STANDARD MARK- The standard Mark as given in column (1) of the first schedule of the licence shall be applied on each component with steel punch provided always that the components on which this mark is thus applied conforms to every requirement of the specification. 4.1 TEST CERTIFICATE – Each lot of components shall be accompanied with manufacturer’s test

    certificate as given in Annex I. 4.2 OTHER MARKINGS - Each component shall have :

    (a) Manufacturer’s identification mark marked in raised letters or steel punch mark. (b) Identification in code or otherwise. To enable the date and lot of manufacture to be traced

    back to the factory records. 4.3 GUARANTEE- The component shall be guaranteed for 12 months from the date of installation or

    18 months from the date of supply whichever is earlier against poor workmanship/bad material. 4.4 PACKING - Unless otherwise specified in the contract or order, the packing procedure mentioned in

    clause 12.1 of IS 15500(Pt.1):2004 shall be followed. External threads of all the threaded components shall be fitted with suitable thread protectors to avoid transit damage.

    5.0 LEVEL OF CONTROL- The tests and inspection, as indicated in Table 1 attached and at the levels

    of control/ specified therein, shall be carried out on whole production of the factory covered by the license and appropriate records and charts maintained in accordance with paragraph 2 above. On the basis of test results decision regarding conformity or otherwise of the control unit shall be taken. All the production which conforms to the Indian Standard and covered by the licence shall be marked with Certification Mark of the Bureau.

    5.1 In respect of all other clauses of the specification and at all stages of manufacture, the factory shall

    maintain appropriate control and checks to ensure that their product conform to various requirements of the specification.

    6.0 REJECTION – A separate records shall be maintained giving information relating to the rejection

    of products which do not conform to the specification, and the method of their disposal. Such product not in any case, be stored together with those conforming to the requirements of the specification

    7.0 SAMPLES- The licensee shall supply, free of charge, the samples required in accordance with the

    Bureau of Indian Standards (Certification) Regulations, from his factory or godowns. The Bureau shall pay for the samples taken by it from the open market.

    8.0 REPLACEMENT - whenever a complaint is received soon after the goods With standard Marks

    have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their component are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. The firm shall have own complaint investigation system as per IS 15400.

    8.1 In the event of any damages caused by the goods bearing the standard Marks, or claim being filed by the consumers against BIS Standard mark and not “ conforming to” the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases.

    9.0 STOPPAGE OF MARKING - The marking of the product shall be stopped under intimation to The Bureau if, at any time, there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order or if directed to do so by the Bureau of any reason. The marking may be resumed as soon as the defects are removed and when the Bureau gives the permission to do so be sent to the Bureau..

    9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any

    reason. The marking then be resumed only after permission by the Bureau. The information regarding resumption of marking shall also be sent to the Bureau.

    10.0 PRODUCTION DATA- The licensee shall send to BIS as per the enclosed proforma-1 to be authenticated by a Chartered Accountant a statement of quantity produced, marked and exported by

    him and the trade value thereof at the end of each operative year of the licence.

    be traced back to the factory records.

    c) The ‘O’ ring, shall have manufacture’s identification and lot number markings on packing only.

    4.3 GUARANTEE - The components shall be guaranteed for 6 months from the

    date of supply against poor workmanship/bad material. 4.4 PACKING - The packing of components shall be conforming to clause 12.1 of IS 15500(Pt.1):2004.
