FOREWORD

This report describes the palay and corn crop situation of Central Visayas from January to

December 2018. The estimates are the result of the four rounds of the Palay and Corn

Production Survey (PCPS) conducted quarterly by the Philippine Statistics Authority (PSA).

The report also includes information on monthly prices of palay, rice, corn and fertilizer. Data

on prices are sourced from the Weekly Cereals and Fertilizer Price Monitoring (WCFPM) of

the PSA.

BACKGROUND1

Scope and Coverage The Palay and Corn Production Survey (PCPS) is the source of data for palay and corn published in this Bulletin. Production and harvest area for palay and corn are generated from the PCPS which has four survey rounds in a year, that is, January, April, July and October. Crop statistics covers all regions excluding National Capital Region (NCR). Sampling Methodology The sampling design of the PCPS uses the results of the 1991 Census of Agriculture and Fisheries (CAF) as the sampling frame. The survey domain is the province. It employs a replicated two-stage stratified sampling design. The barangay is the primary sampling unit, which is selected using probability proportional to size scheme. The farming household serves as the secondary sampling unit, which is selected systematically. Data Collection For PCPS, data collection is conducted quarterly during the first 10 days of the month after the reference quarter. While the prices data came from the Weekly Cereals and Fertilizer Price Monitoring (WCFPM) of the PSA. Concepts and Definitions Crop production refers to the quantity produced and actually harvested for a particular crop during the reference period. It includes those harvested but damaged, stolen, given away, consumed, given as harvester’s share, reserved, etc. Excluding are those produced but not harvested due to low price, lack of demand and force majeure or fortuitous events, etc. Area harvested refers to the actual area from which harvests are realized. This excludes crop areas which were totally damaged. It may be smaller than the area planted. Farmgate prices refer to price received by farmers for the sale of their produce at the first point of sale, net of freight costs. Retail price refers to the prices at which retailers sell their goods or commodities to consumers in the marketplace. Wholesale price refers to the price at which traders or distributors sell their commodities in bulk to retailers and other distributors _________________________

1.0 PALAY AND CORN SITUATION

PALAY

The year 2018 palay production of 309,459 metric tons declined by 4.84 percent from last

year’s level of 325,209 metric tons. Likewise, area harvested contracted to 97,617 hectares

from previous year’s record of 100,830 hectares. Yield per hectare also dropped by 1.71

percent, from 3.23 metric tons per hectare to 3.17 metric tons per hectare. The decrease in

production was attributed by:

• Insufficient water supply and rainfall during the third and fourth quarter of 2018 in

the whole region.

• Pests and diseases in some parts of Negros Oriental and Cebu.

• Some areas were in-fallow in Cebu and Negros Oriental.

• Repair of some irrigation facilities in Cebu.

The top producing province is Bohol with 72.88 percent share in the total production in

Central Visayas. It was followed by Negros Oriental with 21.84 percent share.

Irrigated palay areas contributed 67.77

percent to the total palay production of

309,459 metric tons for the year 2018. The

rainfed areas shared 32.23 percent.

Production of irrigated palay was

registered at 209,718 metric tons in 2018.

This was lower by 3.34 percent from

previous year’s level of 216,966 metric

tons. The major producing province for

irrigated palay was Bohol with 66.50

percent share.

Palay output in rainfed areas was at

99,741 metric tons. This was lower than

the 2017 level of 108,243 metric tons, or by

7.85 percent. Bohol was still the top

producing province with 86.30 percent

share of the region’s total rainfed palay

production.

CORN

Corn production for the year 2018 went down by 12.88 percent, from 146,470 metric tons

in 2017 to 127,602 metric tons in 2018. Similarly, area harvested of 148,192 hectares

dropped by 9.51 percent from last year’s level of 163,767 hectares. Yield per hectare also

decreased to 0.86 metric tons per hectare from 0.89 metric tons per hectare or a decrease

of 3.73 percent.

The decrement in production of corn was mainly caused by insufficient soil moisture which

resulted to smaller cobs harvested. Also, there were some corn areas that shifted to

sugarcane in Negros Oriental and some were in-fallow in Bohol.

The top corn producing province was Cebu with 54.63 percent contribution in the total

production in Central Visayas. It was followed by Negros Oriental with 33.96 percent share.

Of the total corn production, white corn

accounted for 97.61 percent, while yellow

corn comprising the remaining 2.39

percent.

Production of yellow corn posted 3,047

metric tons during the period. This was

4.89 percent higher than the previous

year’s level of 2,905 metric tons. The major

yellow corn producing province was Cebu

(Table 2.1).

White corn production was estimated at

124,555 metric tons, 13.24 percent lower

than the 2017 level of 143,565 metric tons.

The top producing province was Cebu

followed by Negros Oriental (Table 2.1).

PALAY/RICE

o The average farmgate prices of

palay from January to December

2018 were higher compared to

2017. The month of March has the

highest growth of 28.87 percent

compared to same period of

previous year. The lowest growth

was in May at 6.04 percent. (Table

3.0)

o Average wholesale prices of Rice

Special in 2018 grew except on the

months of March and April. No

quoted prices in October and

November. The highest growth was

noted in December at 21.22

percent. (Table 3.1)

o The trend of the average wholesale

prices of Rice Premium in 2018 was

going up from January to

September. It started to slow down

in October up to December but it is

still higher than the 2017 level.

o Average wholesale prices of Well

Milled Rice in 2018 ranges from

₱38.00 to ₱45.96 per kilogram. The

month of September quoted the

highest. But the highest increase

compared to 2017 was in October at

18.71 percent. (Table 3.1)

o In 2018, average wholesale price of

Regular Milled Rice was recorded

the highest in September at ₱43.80

per kilogram. While the lowest was

in March at ₱34.20 per kilogram.

o Monthly average retail prices of Rice

Special in 2018 grew except on the

months of February, March, April

and May. The prices were steady at

₱65.00 in September to December.

o The level of the monthly average

retail prices of Rice Premium in

2018 was higher than that of 2017.

October has the highest average

price at ₱53.32 per kilogram or

11.11 percent increase compared to

same period last year. (Table 3.2)

o Monthly average retail prices of Well

Milled Rice in 2018 ranges from

₱43.93 to ₱49.84 per kilogram. The

month of October posted the highest

while the month of January posted

the lowest. (Table 3.2)

o The average retail prices for

Regular Milled Rice were much

higher than the 2017 levels. The

highest was recorded in October at

25.85 percent increase. (Table 3.2)

YELLOW CORN

o In 2018, only 5 price quotations

were posted for the farmgate prices.

March quoted the highest at ₱18.00

per kilogram and lowest in

September at ₱11.49 per kilogram.

While in 2017, November posted the

highest price at ₱16.52 per kilogram

and February the lowest at ₱9.82

per kilogram.

o Average wholesale prices of yellow

corn showed higher level this year

than in 2017. Of the recorded

prices, April has the highest

increase with 22.23 percent or from

last year’s price of ₱22.09 per

kilogram to ₱27.00 per kilogram this

year. (Table 4.0)

o Average retail prices of Corngrits

Yellow in 2018 were higher than the

previous year. The peak growth was

noted in July at ₱30.80 per kilogram

from ₱24.93 per kilogram in 2017 or

a 23.55 percent growth. (Table 4.0)

o The average wholesale prices in

January to August 2018 were above

the price level in the previous year.

But for September to December

2018 prices were lower than their

previous year’s level. Price peaked

at ₱33.63 per kilogram in April 2018

and dipped at ₱22.29 per kilogram

in December 2018. (Table 5.0)

WHITE CORN

o The average monthly farmgate

prices in 2018 were higher than the

previous year from January to

October. It started to slow down in

August and by November to

December the price level was lower

than 2017.

o Monthly average retail prices in

2018 have a downward trend while

2017 has an upward trend. The

price peaked in June 2018 at

₱39.45 per kilogram while in the

previous year, the price peaked in

December 2017 at ₱40.00 per

kilogram. (Table 5.0)

FERTILIZER

o The monthly average dealers’ price

of ammophos or ammonium

phosphate fertilizer showed an

increasing trend from ₱940.00 in

January to ₱995.00 per bag of 50

kilogram in December 2018. Price

level were up in 2018 compared

with 2017. (Table 6.0)

o For ammosul or ammonium

sulphate, the monthly average

dealers’ prices ranged from ₱636.25

to ₱681.25 per bag of 50 kilogram in

2018. While in 2017, prices ranged

from ₱631.75 to ₱636.25 per bag of

50 kilogram. (Table 6.0)

o Monthly average dealers’ prices for

complete fertilizer showed a lower

price level in January to May 2018

against the same period of 2017.

Higher price levels were observed

from June to December 2018.

o In 2018, dealers’ price for urea

stabled at ₱1,026.88 per bag of 50

kilograms from March to August.

The highest price was recorded at

₱1,096.88 per bag of 50 kilograms

in November & December and the

lowest price was in January at

₱990.62 per bag of 50 kilogram.
