OBLIGATIONS OF PUBLIC AUTHORITY

PRINCIPAL CHIEF CONSERVATOR OF FORESTS, (HEAD OF FOREST FORCE),

SAIFABAD, HYDERABAD.

CHAPTER – 1

Introduction

In order to promote transparency and accountability in the working of every Public Authority, Houses of Parliament have passed the Right To Information Bill 2005 (RTI 2005) and received assent of the President of India on 15.06.2005 and it was published as RTI Act, 2005 in the Gazette of India on 21.06.2005.

The Act casts an obligation on every Public Authority to maintain

Records duly catalogued and indexed in a manner and form, which facilitates the right to information under this Act. Keeping in view of the obligations of the Act, O/o The Principal Chief Conservator of Forests, (Head of Forest Force) Saifabad, Andhra Pradesh, and Hyderabad has prepared Chapter wise Report.

assist the PCCF (Head of Forest Force) in his technical and administrative work. The Addl.Prl.Chief Conservators of Forests (APCCFs) or Chief Conservators of Forests (CCFs) or

Conservators of Forests (CFs) as the case may be, are in the administrative charge of forest circles

or special circles and are responsible within their respective areas for the general direction and

supervision of all forest works, control of establishment, expenditure, sales and supplies and

general management of forests.

The Prl.Chief Conservator of Forests (Chief Wildlife Warden) is responsible for implementing the

program of wildlife conservation sponsored by the State or Central government and deals with the

National Parks, Wildlife Sanctuaries, Zoos etc.,

The Divisional Forest Officers (DFOs) are responsible for the general management and protection

of forests situated in their divisions. They administer the division under their charge, supervise the

execution of all forest works and exercise direct control over the forest establishment. They are

assisted by Sub-DFOs.

The PCCF (HoFF) is also assisted by a Chief Accounts Officer, Accounts Officers and (1)

Gazetted Assistant (Non- Technical) mainly on the subjects of Audit & Accounts, sanction of

estimates etc.

Formulation of programmes, schemes and projects

The Programmes, Schemes & Projects are formulated with the approval of Government and then implemented. The Schemes under implementation are CAMPA, FDA, 13th Finance Commission etc.,

The goods and services from Forest Department to the concerned citizens

will be delivered by Forest Officers by involving them by taking their opinion for budgeting and other programmes. The Forest Officers in the field deliver the citizen’s views to Head Office.

3. Manuals The A.P. Forest Department, Forest Code, The District Administration Manual, Departmental Extraction Timber and Bamboo Manuals are mainly used for the Departmental purpose for effective administration. The Department Extraction Schemes Manual (DET), The Forest Code, The District Administration Manual are available in the District Forest Office and in Aranya Bhavan, Hyderabad. They are also available with all the concerned Divisional Forest Officers.
