• Grants available to help residents in Bath & North East Somerset make heating and insulation improvements.

• Energy at Home is a partnership between Bath & North East Somerset Council, Curo, Bath & West Community Energy and other stakeholders.

• The Partnership’s purpose is to champion carbon reduction, affordable warmth, health and well-being, community engagement and economic development through home energy retro-fitting.

• CSE manage the Energy at Home Advice Service and Trade Support

• Green Deal Advice Reports (sometimes free)

• Up to £7,000 grant for solid wall insulation or a package of energy saving improvements that includes solid wall insulation

• Up to £3,000 for a single or package of energy saving improvements e.g. boiler upgrade, loft insulation, cavity wall insulation, secondary glazing and many more.

Uptake since launch

• More than 300 local residents have already contacted the scheme

• Home energy assessments have been carried out on more than 150 properties - occupants are now obtaining quotes and making applications for support and finance to carry out improvements

Council approach to renewable energyThe council is committed to increase the amount of renewable energy generated in the district but doesn’t have the team or resources to do big installations itself.

How to make this happen?

1. Support local business and community sectors

2. Carried out research into what renewable energy potential there is for the area:

• Wind opportunities are limited

• Hydro opportunities are limited

• We need to make use of the solar potential

The research has led to:

• Clear planning guidance

• Leading by example – installing systems on Council buildings

• Co-operation Agreement with Bath & West Community Energy

Community model particularly in-line with how the Council wants to work,jointly delivering things with partners and the community, rather thanowning and running the whole thing.

Bath and West Community Energy model

BWCE are aiming to install medium sized arrays. They don't do domestic scale schemes themselves

Using the Community ownership model:

• Feed-in tariff stays in the area, to shareholders and community groups and doesn’t go to commercial companies out of the area.

• BWCE shareholder (minimum investment of £500) for the last 3 years have had a 7% p/a return on their investment - better than banks.

• More than 70% of shareholders being in the local area

Council wants to lead by example by having solar on their own roofs.

• One of the largest public sector owned arrays in the UK on Keynsham Civic Centre (x 2 systems totalling 244kW)

• 14 schools (6 through BWCE scheme)

• Lewis House, near railway station (38kW system)

Other examples of big arrays are: University of Bath and Curo Social Housing Provider offices in Bath but there is still lots of opportunity in B&NES…

Freshford and Limpley Stoke Energy Community Shares Ltd

• Established as an Industrial and Provident Society (in the form of a cooperative) to develop renewable energy resources for the benefit of the community.

• Just over £50,000 was raised from some 20 local resident investors.

• 72 solar panels was installed in late 2011 on the hill above the Galleries shop
