    After a 3.5 year hiatus,the EU and urkey haveresumed membership

    talks this week. Although urkey signed an associationagreement with the EU in 1963, further negotiations arestill ongoing due to a number of issues, including concernsover freedom of speech, democracy, and religion. Temost recent stall was due to urkeys strained relationswith Cyprus.

    Afghan President HamidKarzai condemned a USdrone strike that killedthe leader of the Pakistani aliban this week, citing itspotential to undermine peace negotiations. Pakistan andAfghanistan hope to negotiate a peace settlement withaliban forces in each country in order to ensure stabilityfollowing the planned withdrawal of US forces nextyear.

    IranOn Tursday delegationsfrom Iran and the P5+1began a two-day conferencein Geneva to negotiate Irans nuclear program. USSecretary of State John Kerry will join the negotiationsFriday. His Iranian counterpart, Javad Zarif, has said thathe expects an agreement to be made by the end of themeetings.

    Following a high-profilecorruption investigationof former officials inMongolias Mineral Resource Authority, the Mongoliangovernment annulled 106 mineral exploration licensesthis week. International investors have condemned themove as anti-business. Governmental sources have notyet commented.

    Suspected terrorist SayanHayrov was sentenced onTursday to 11 years in

    prison after a three-week trial in Almaty. He was foundguilty on five counts, including the illegal procurement ofweapons and explosives, and involvement in a 2012 massstabbing that left 12 dead in Almaty oblast. Hayrov pledguilty to only one of the charges: crossing the Kazakh-Kyrgyz border illegally. Hayrov was apprehended inKyrgyzstan in May.

    On Wednesday EmomaliRahmon was re-electedpresident of ajikistan for a

    fourth term with over 83% of the vote, with his closestcompetitor obtaining 5%. While the countrys electioncommission reported 86.6% voter turnout, the electionhas been wrought with allegations of corruption, voterharassment, and lack of press freedom. Rahmons strongestchallenger, human rights lawyer Oynihol Bobonazarova,was disqualified on spurious technical grounds.

    Independent sourcesreported that ShavkatMajidov, first deputy head

    of national holding company Uzbekneftogaz, was firedwithout warning Tursday evening. Sources connect hisdismissal to ongoing state investigations into suspectedillicit fuel sales and money laundering at the Fergana OilProcessing Plant. Observers say the investigations are partof the recent spate of crackdowns on assets controlled byPresident Karimovs daughter Gulnara.

    Rival protests broke outin Budapest this weekbetween far-right and anti-fascist groups over the unveiling of a statue of MiklosHorthy, a World War II leader who allied Hungary withNazi Germany. Te statue has been condemned by theUnited States and the World Jewish Congress. It has alsobeen viewed as an emblem of increasing anti-semitism inHungary, spurred by the anti-semitism of the far-rightJobbik party.

    A research team at Babes-Bolyai University believesit has created a successfulrecipe for artificial blood. Te team has transfused theblood substitute into mice without any side effects.     Kosovo says the results oflast weeks historic electionsare valid, despite low ethnic

Nearly 48%of eligible voters are reported to have turned out in pollswhose preliminary results gave a strong edge to the rulingKosovo Democratic Party. A second round, to be heldDecember 1, will be required in 24 of 38 municipalities.

    After local elections inKosovo were disruptedby violence last weekend,

    Kosovos prime minister, Hashim Taci, announced thathe did not think that Serbia provoked tensions. Teviolence occurred in the northern town of Mitrovica,which has an ethnic Serbian majority. Tis announcement,along with Serbias call for ethnic Serbs to participate inelections, is widely seen as a sign of improving relationsbetween the two countries.

    Te Democratic Unionfor Integration (DUI)has announced that it will

    not support current president Gjorge Ivanov, a memberof Macedonias leading VMRO DPMNE party, if hedecides to run for a second term in the March electionsnext year. DUI leader Ali Ahmeti has cited Ivanovsmediocre performance as the main reason why the partywill not support his candidacy.
