Certificate of Appropriateness Narrative The Texas Company Building (Texaco), a City of Houston Landmark 711 Fannin (aka 720 San Jacinto, 1111 Rusk), Houston, Texas 77002
General Project Description The Texas Company, a City of Houston Landmark, was constructed in three phases: 1915, 1936, and 1959. The three connected buildings retain a high degree of exterior architectural integrity despite the replacement of the original windows on the two earliest construction phases. The building has been vacant since the late 1980s, but it is currently being rehabilitated for reuse as residential apartments. The current rehabilitation is participating in the federal Investment Tax Credit program in accordance with the Secretary of the Interior’s Standards. Signage Proposed Alterations
Proposal to install four (4) new exterior signs. Three of the proposed signs will be attached to the historic building; one will be attached to the non-historic parking garage.
Sign type 1: Blade Sign – Locations A and C
The first sign type is a double-face painted aluminum blade sign with cut out letters. Each of the letter openings will have a back lit “push through” acrylic letter inserted. These blade signs are proposed for locations A and C. Location A is on the exterior of the not-yet-extant new parking garage on Fannin Street, and location C is on the southeast corner of the historic building at the intersection of San Jacinto and Rusk.
Each Blade Sign measures 4ˈ-0″ by 20ˈ-0″ and will be attached directly to the I-beams at three places for engineering and safety reasons. The signs will be lit from within with LED lights; all electrical work will be supplied through the attachments and will not be exposed.
To access the I-beam at location C at each of the three attachments, three limestone blocks will be removed on-site by the mason. The mason will remove blocks at the mortar joints and replace the limestone once the sign has been installed. Because location A is on new construction, the garage designers and the sign company are working cooperatively to ensure an easy installation process for the sign. The anchoring systems at both locations will be rated to withstand winds of up to 110 mph.
Sign type 2: Wall Mounted Sign – Location B
The wall mounted sign is a flat, painted aluminum, unlit, wall-mounted sign. The sign measures 2ˈ-0″ by 18ˈ-0″ and will be mounted at location B. Location B is along San Jacinto Street, immediately underneath this elevation’s iconic clock. The sign will occupy space historically occupied by signage but currently blank. This sign will be attached to the building using metal pins drilled into the balustrade.
Sign type 3: Building Address – Location D
The Building Address sign will be 12″ tall metal letters and mounted at location D. Location D is along Rusk Street, and the sign will be mounted immediately below the “TEXACO” verbiage below the flagpole. The building address is required by the City of Houston for life safety reasons. This sign will be attached to the building with metal pins drilled into the limestone.
