STATEMENT OF FACTS 1. All men and women know that the foundation of law and commerce exists in the telling of

the truth, the whole truth, and nothing but the truth. 2. Truth as a valid statement of reality is sovereign in commerce. 3. An unrebutted affidavit stands as truth in commerce. 4. An unrebutted affidavit is acted upon as the judgement in commerce. 5. Guaranteed — AH men shall have a remedy by the due course of law. If a remedy does not

exist, or if the existing remedy has been subverted, then one may create a remedy for themselves and endow it with credibility by expressing it in their affidavit. (Ignorance of the law might be an excuse, but it is not a valid reason for the commission of a crime when the law is easily and readily available to anyone making a reasonable effort to study the law.)

6. AH corporate government is based upon Commercial Affidavits, Commercial Contracts, Commercial Liens and Commercial Distresses, hence, governments cannot exercise the power to expunge commercial processes.

7. The Corporate Legal Power is secondary to Commercial Guarantors. 8. On 23-April-2014-AD., Libellees received service of Petition for Agreement and Harmony

in the Nature of a Notice of International Commercial Claim Administrative Remedy, file # LML260314CITI. (See attached copy of United States Postal Service Registered Mail Receipt: # RE 087 966 182 US and delivery confirmation).

9. Libellant granted Libellees ten (10) days to respond, or in the alternative, admit all claims and answers to inquires verified therein.

10. The witness, presenter and Notary Acceptor acknowledges and testifies a non response to mailed Notice of International Commercial Claim within the Admiralty Administrative Remedy, file #LML260314CITI dated 3-April-2014-AD.

11. On 20-May-2014, Libellees received service of NOTICE OF FAULT IN DISHONOR, OPPORTUNITY TO CURE, in the International Commercial Claim Administrative Remedy, file # LML260314CITI. (See attached copy of United States Postal Service Registered Mail Receipt: # RE 061 758 797 US and delivery confirmation).

12. Libellant has received no sufficient response from any of the Libellees through either the Notary Acceptor nor at the second address given to reply to.

13. The witness, presenter and Notary Acceptor acknowledges and testifies a non response to mailed NOTICE OF FAULT IN DISHONOR, OPPORTUNITY TO CURE, in the International Commercial Claim Administrative Remedy, file # LML260314CITI dated 9-June-2014-AD.

14. Libellees are at fault. 15. As an operation of law, Libellees have admitted to the statements, claims and ANSWERS

to inquires verified therein. 16. However, Libellant did receive an "Insufficient Response" in the form of a letter dated 22-

May-2014-AD., on or about 28-June-2014-AD from Charles A. Correia. (attached and incorporated into this administrative record)

17. The Insufficient Response attempts to bring up further controversy with nonsensical opinions as has been the long standing pattern of Libellees. While it makes false accusations it in no way deals with the facts which have already been established in commerce.

18. According to the reasonable man theory it would be unreasonable for any reasonable person (especially a lawyer) to believe the intention or limits of a statute (eg. Truth in

Lending Act) can provide exception or protection for deliberate acts of fraud after they have been established and proven as facts in commerce . Rather any statues do not provide immunity from acts of fraud since the MAXIM of law overrides statute when it says, "Cujusque rei potissima pars principium est. The principal part of everything is the beginning" and Silence can only be equated with fraud where there is a legal or moral duty to speak, or where an inquiry left unanswered would be intentionally misleading.

19. Furthermore, the Insufficient Response ignores many key facts such as the "Statement of Account" with zero balance owing and how Libellees became delinquent, alleged creditors when they refused lawful payment by way of a promissory note, since lawful money does not exist and the law does not require Libellant to do that which is impossible.

20. Furthermore, for the record CITIBANK has no lawful contract with Libellant, even by CITIBANK'S own standards and equality is mandatory and paramount under the law. The contract is invalid as it originates in fraud and can never become lawfully bidding due to numerous deficiencies, such as the lack of disclosure and consideration, already explained in this Administrative procedure. Do not send it again or Libellees will be charged a "Nuisance Fee" of One Gold Troy Ounce per occurrence because it is not Libellant's wish to recontract.

21. Libellees have a duty to respond in a timely manner or forever remain silent and their acquiescence or insufficient response(s) are agreement and will be deemed consent to become lien debtor(s) to Claimant/Libellant with further agreement to the lien provisions contained below and hereby incorporated into the Notice of International Commercial Claim within the admiralty Administrative Remedy, file # LML260314CITI.

22. This extra opportunity to cure is Libellees final extension of time and grace because libellant has reason to believe Libellees know enough that they need rebut the points presented in this administrative procedure SUFFICIENTLY, point by point or they agree with them.

23. Ignorance of the law is no excuse and therefore this is Libellees FINAL opportunity to cure because further grace should not be extended if Libellees willfully chose to dishonor this administrative procedure with improper, insufficient responses when they have a duty to speak, but rather just send dishonest and pointless opinions instead.
