SEC. 2. Section 1, chapter 190, Laws of 1937 and amndd

RCW 47.16.0 10 are each amended to read as follows:A primary state highway to be known as primary No a~ific

state highway No. 1, or the Pacific highway, is estab-lished as follows: Beginning at the internationalboundary line in the vicinity of Blaine, in Whatcomcounty, thence in a southerly direction by way ofBellingham, thence to the east of Lake Samish,thence in a southerly direction by way of Mt. Ver-non, Everett, Seattle, Tacoma, Olympia, Centralia,Chehalis, Kelso, and Vancouver to the Washington-Oregon boundary line on the interstate bridge overthe Columbia river; also beginning at Bellinghamon primary state highway No. 1, thence in an easterlydirection to a point in the vicinity of Austin Passin Whatcom county; also beginning at Bellinghamon primary state highway No. 1, thence in a southerlydirection by way of Blanchard to a junction withprimary state highway No. 1, in the vicinity of Mt.Vernon; also beginning at Mt. (g) Existing laws relating to the collection ofoverweight penalties, and in conjunction with theattorney general, prepare the necessary legislationto facilitate the collection of such penalties;

(h) A redefinition of rural and urban vehicleswhich better reflects the use of said vehicles oncounty roads and in connection therewith, the feas-ibility of total traffic counts in counties as an alter-native for the registered vehicle formula in makingcounty gas tax allocations, and the committee isauthorized to make sample test counts;

(i) The proper subsidy, if any, to be paid fromthe motor vehicle fund toward the operation of anintegrated Puget Sound transportation system, in-cluding the operation of ferries and bridges con-structed to replace ferries; this study shall beginprior to July 1, 1957 and be pursued in cooperationwith the Washington toll bridge authority;

(j) In cooperation with the legislative budgetcommittee and the director of the budget to studythe proper budgeting and appropriation of motorvehicle funds;

or any other governmental agency or political sub-division of either Oregon or Washington for the pur-pose of continuing traffic, engineering and financialstudies, and surveys for the planning of a toll bridgeto be constructed at a feasible site on the lowerColumbia river. Such studies and surveys shall in-clude but shall not be confined to the following:

(1) The most desirable design and bridge ap-proaches;

(2) The most desirable location;(3) The cost of construction and the length of

construction time required; and(4) The financial feasibility of the bridge to-

gether with any supplementary aid which may beavailable to finance it.

In order to carry out the provisions of this sec-tion the Washington toll bridge authority, the Wash-ington state highway commission and any politicalsubdivision of the state of Washington may:

(1) Consult, cooperate and enter into agree-ments with the government of the United Statesor any of its agencies, the state of Oregon or anyof its agencies or political subdivisions, or any othergovernmental agency, person, or corporation.

(2) Accept and expend moneys from any publicor private source, including the government of theUnited States, which is now or may be made avail-able for the carrying out of the purposes containedin this section.

There is appropriated from the motor vehiclefund to the Washington toll bridge authority forthe biennium commencing July 1, 1957 and endingJune 30, 1959 the sum of one hundred thousand dol-lars, or so much thereof as may be necessary, tocarry out the purposes of this section. The appropriation herein authorized shall be con-sidered a loan from the motor vehicle fund, and themotor vehicle fund shall be reimbursed in full forany portion of those funds which may be expended,from the proceeds of the sale of any revenue bondsissued for the purpose of financing said project or anypart thereof.
