Eastern Europe and Russia are important travel destinations formany Canadian travelers. New Investment in Fleet:Austrian Airlines has just completed the refurbishment of 32

Airbus A320 and Boeing 737 aircraft. With modern new interiordesign and contemporary cabin fittings including leather seats theaircraft now offers passengers significantly more space for legs andknees. The new thinner, ergonomically�shaped Europa seats pro�vide more room and greater passenger comfort. The back cushionis thinner so when the seat reclines, it is not as noticeable – to bet�ter accommodate the person behind you. And even though they arethinner, the seats are just as comfortable. Passengers will now havealmost two inches of extra legroom!

Refitting of the 21 aircraft in the A320 family was completed inJuly 2011. In September 2011, 11 Boeing 737 were also fitted withthe new interior design and innovative leather seats. This will befollowed by more conversions to Austrian’s long�haul fleet. Plansfor the upgrade of Austrian’s long�haul cabins are also underway.The new full�flat business class seat are being installed which willallow passengers to rest completely horizontal during their flight.Austrian’s new inflight entertainment system will be rolled out in2012 in all business class cabins and will offer the in seat videooption with movies on demand � greatly appreciated by businesstravelers and families alike.

Vienna’s Skylink Terminal Expansion � To OpenVienna Airport is an important hub to Eastern Europe and Russia

as well as to the Middle East. The new terminal opening in 2012 willoffer passengers more comfort and service and enhance the over�all experience. The Skylink expansion not only doubles the termi�nal area, but the three levels provide easier vertical connections forshort transfers with a 25 minute minimum connecting time. Withthe glass facade, the new terminal provides state�of�the�art secu�rity along with spacious modern seating and lounge areas, shop�ping and restaurant options.

Awards & RecognitionThe 2011 World Airline Awards passenger satisfaction survey

gave Austrian top honours in two categories. The Two First placeawards were for “Best Business Class Catering” for the carrier’sin�flight food and drink product, and “Best Service in Europe” forits cabin and ground passenger experience. The annual survey byopinion researcher Skytrax polled nearly 19 million passengersfrom 100 different countries to recognize the airline industry’s bestperformers.

Programs In addition, Austrian has implemented a very aggressive program

to develop a number of value�added benefits for its customers. Inaddition to benefits from travel on all Austrian flights, the Miles &More frequent program benefits now include all flights and traveloriginating on Lufthansa flights connecting to Austrian as well.Austrian Airline travelers know that their boarding pass is the mostvaluable in the world! For up to 10 days after a flight, passengershave access to a a variety of massively reduced or even free admis�sions to a range of exciting cultural offers and institutions in Vienna.And earlier this year, Austrian introduced its passenger shuttle serv�ice, RedCab to and from Vienna International Airport. This serviceallows passengers to save money and book their personal transportin Vienna and surroundings for only 29 Euros per car.

New DestinationsAustrian Airlines started its flight service back to Baghdad in

mid�2011. The airline is a pioneer in the Middle East: In December2006, it was the first Western European airline to operate service tonorthern Iraq, and has continually expanded its presence in thisregion. In spring 2004, Austria became the first country in WesternEurope to form a new, liberal and bilateral transport agreementwith the Iraqi authorities after the Iraq war. This was facilitated byAustrian Airlines. With the additional connection to Baghdad,Austrian Airlines offers flights to 12 destinations in the Middle East.Other destinations outside Europe include Delhi, Mumbai, Dubai,Bangkok, Beijing, and Tokyo.

CERBA as an association has accom�plished much over the past 12 monthsincluding another successful mining confer�ence, our first participation in the GLOBEenvironmental conference in Vancouver, thefirst ever Canadian conference to promoteinvestment in Russia, and numerous localevents in our various chapters. Our nascentchapters in Vancouver and Almaty havecome into their own with strong local boardsand a robust program of activities. We havewelcomed a new Regional Director and

Deputy Director in Moscow and have addedan assistant in Toronto to help better serveour members in Canada. As of this writingwe are preparing for a major ministerial visitto Russia in early June and we expect torepeat our investment conference in the fall.

Most importantly, perhaps, a committedgroup of National Board members has takenit upon themselves to form a StrategicDevelopment Committee and draft a visionfor CERBA’s development over the next fiveyears. A policy statement has been pre�pared that will soon be circulated to our con�stituents and hopefully adopted by themembership at our Annual General Meetingin June. Several key tenets of the new policyinclude a new, more focused Mission State�ment and a summary of the most importantthemes the association should advance inpursuit of the mission. These include the keyrole of ongoing high�level contacts with thegovernments of our Eurasian partners andthe importance of planning events and pro�gram on the basis of confirmed policies. Ifwe remain focused on our mission, theactivities we design will necessarily con�tribute to achievement of the mission.

I have been greatly encouraged recentlyby a spirit of community that CERBA has notseen in past years. Many members nolonger asking “What can CERBA do forme?” but instead “How can we use CERBAto create a vibrant community and potentadvocate for Canadian business as awhole?” We are all trying to advance ourbusiness interests, which is of course theoverriding goal. But we are also trying tocreate something, to be the voice ofCanadian business in Eurasia, and to showour counterparts in Russia, Kazakhstan, andelsewhere that Canada is a serious partnerwith rich experience in the same areas thatare crucial to those countries’ economies.We may not have the GDP of the USA, theEU, or some of the region’s Europeaninvestors, but our conviction is just as greatand the business community we have creat�ed just as potent – or more potent – thanthose of our rivals.

CHARITY AUCTION IN MOSCOWTAKING OFF TO THE GREATWHITE NORTH (EAST)

One of the greatest challenges to doing business in Russia isgeography. Yet, great challenges are often met with great opportu�nity; and the Far Eastern District of Russia is no exception. Co�vering the entirety of the Russian Federation from Moscow (as wellas Uzbekistan and Armenia), the Trade Section of the Embassy ofCanada sees the regions as the next economic frontier in Russiaand is on the road constantly to expand the Canadian presence,fostering greater relations with regional authorities, seeking leadsfor Canadian commercial interests, opportunities for partnershipand providing support for Canadian companies already in opera�tion. Thus, with great enthusiasm, Ambassador Sloan accompa�nied by members of the Trade Team, embarked on a mission toMagadan Oblast and Chukotka Autonomous Okrug this April – a firstfor the Embassy.

Spurred by the occasion to visit Kinross' Kupol Mine, the teamspent 8 days traveling across some of the farthest reaches of theRussian Far Eastern District, meeting with local authorities, takingpart in numerous meetings with local government and business,site visits and participating in various cultural activities. Starting inMagadan, the team met with senior government officials at theregional and municipal levels and visited the Kolyma Refineryalong with members of the Kinross Team before heading toChukotka Autonomous Okrug. In Chukotka, the team once againbroke bread with regional and municipal authorities, discussingoccasions for increased and ongoing Canadian commercial activ�ity, finding opportunities in the aerospace, infrastructure, con�struction and mining sectors. The outreach additionally provideda firsthand opportunity to see the extent of Canadian businessalready present in the region as there is an extensive portfolio ofinfrastructure projects including a school, hospital, hotel, govern�ment buildings and at least one ice rink constructed by Canadiancompanies. These infrastructure projects were not only seen inthe Okrug capital of Anadyr, but again in the isolated indigenouscommunity of Kanchalan � a model community for the North.

The piece de resistance however was the Kupol mine itself.Kupol represents Canada's largest ever private investment in theRussian Federation and the largest ever foreign investment inRussia's mining sector. Located above the Arctic Circle in theChukotka Autonomous Okrug, the Kupol mine has been process�ing ore since 2008 and produced its 2 millionth ounce of gold inearly 2011. Kinross stands as an exemplary model of Canadiancommercial capabilities and of corporate social responsibility.Reaching 380 meters below the Earth's surface, Ambassador Sloanand members of the Trade Team were able to experience the real�ities of working in such an extreme environment and appreciateKinross' dedication and commitment to the health and safety of itsemployees both below and above ground.

This corporate stewardship is once again emulated in its appli�cation to the surrounding environment. Located in the delicateArctic ecosystem, sound environmental management and per�formance at Kupol continue to be a priority. As the North is a fun�damental part of our Canadian heritage, future and identity as acountry, Canada is committed to its vision for the Arctic as a sta�ble, rules�based region with clearly defined boundaries, dynamiceconomic growth and trade, vibrant Northern communities, andhealthy and productive ecosystems. As two Arctic nations, Canadaand Russia have much to learn from one another on the challen�ges of Northern development and the Kupol mine sets an excel�

lent example of the role business has to play in supporting ourcommon objective of sustainable development of arctic resour�ces while respecting the fragile ecosystem and needs ofNortherners.

Resource rich and recently deemed a priority area of theRussian economy by Vladimir Putin, Canadian Embassy engage�ment with the Far Eastern District is ongoing. Our team is hard atwork preparing for APEC this September in Vladivostok and willcontinue to follow up on commercial opportunities in the Far Eastand other areas of the Russian Federation.

On March 28, 2012 the Moscow Chapterof CERBA, together with the VladislavTretiak Foundation held its 11th AnnualCharity Auction at the beautiful and leg�endary Yar restaurant. The joint Canadianand Russian Charity Auction is one ofCERBA's most popular and importantevents. The auction is a wonderful exampleof international collaboration and partner�ship where both the Canadian and Russianbusiness community partner together tohelp underprivileged and disabled people.We are delighted to report that this year weraised over $190, 000 USD! The funds willbe used to purchase much needed equip�ment for the maternity department of theUlyanovsk Children's Hospital, to purchasetwo sensor rooms for children with disabili�ties, and to benefit several other social insti�tutions.

Since the Auction was first held in 2002,proceeds have been going to help those inneed, including children's and elderly insti�tutions. In previous years the TretiakFoundation has donated funds to schoolsfor partially deaf people and partially sight�ed people in Krasny Kut, as well as pur�chasing medical equipment, children'splaygrounds, sports equipment and furni�ture for rehabilitation schools in Saratov,and to the benefit of other social institutionsin Russian regions. Proceeds from the$213, 000 raised at last years auction wentto help the victims families of the Yaroslavlair disaster, purchase much�needed equip�ment for children's hospital in Saratov, andfor the construction of a variety of sportobjects for children across Ulyanovskregion to help local municipal authoritiesengage local children in healthy activities.

This year's event once again took place atthe legendary Yar restaurant. Guestsenjoyed the early 20th century atmosphere,gourmet food, and magic spirit of the his�

toric hall. The famous Yar restaurant kindlyprovided the venue and entertainment forthe Auction and hosted approximately 250businessmen, civil servants, diplomats, andcultural and social campaigners.

Those attending the dinner were spurredinto generosity by the presence of StateDuma Deputy and ice hockey legendVladislav Tretiak, a triple Olympic championwho famously stunned the Canadians withhis performance for the Soviet side in thesummit series in 1972. In addition to Mr.Tretiak, The Canadian Ambassador toRussia John Sloan, and CERBA ChairmanNathan Hunt welcomed Auction guests.

The $190 000 USD was raised from fivesources: sponsorships, donations, rafflelottery ticket sales, sale of the memorablesports items signed by Vladislav Tretiak,and the auction itself. Anniversary of the USSR�Canada 1972 IceHockey Superseries. The ring sold for astaggering $53, 000 USD. The audiencealso watched with anticipation the auctionof Vladislav Tretiak's hockey jersey from theFebruary 25, 2012 exhibition game, sellingfor $7,000 USD. A Master Class withNickolay Valuyev was auctioned off for $10,000 USD, a set of tickets for the Quarter,Semi�and Final Games of the 2012 IIHFWorld Hockey Championship was sold for$12 000, a painting by Nikas Safronov wasauctioned for $10, 000, and finally tickets toattend Vladislav Tretiak's birthday party wasauctioned off for $7, 000USD!

Lou Naumovski, Vice President and General Director, KinrossGold Corporation Moscow Representative Office, speaks aboutthe tournament: The origins of the Chukotka Cup internationalhockey tournament go back to 2009 when I asked the DeputyGovernor of the Chukotka Autonomous Okrug, LeonidGorenstein, if members of the Administration played hockey. Mr.Gorenstein answered that Chukotka is a hotbed of hockey, and inturn I asked him if the members of the Administration would beinterested in a friendly match against a team of Kinross manage�ment and employees. After that initial conversation, one thing ledto another and in April, 2010, the Kinross "Nuggets", a team madeup of Russian employees from the Kupol Mine and the KinrossMagadan Office laced up their skates and faced off against thetwo best teams in Chukotka, the Anadyr City "Dynamo" and theAnadyr Region "Polar Bears" (in 2011 we actually did play a friendlygame against representatives of the Administration and GovernorKopin promised that next year another game would again beincluded in the competition). And thus, a tradition was born!"

In 2010 and 2011, the Nuggets came up short in the final, hard�fought games against Dynamo, which won the Chukotka Cup inthe first two times the competition was organized. Anadyr City res�idents quickly came to appreciate that these games against the"Canadians" (despite the fact that there have never been morethan 5�7 Canadians and Americans on the Nuggets team of 20players…) have formed the highlight of the annual hockey calen�dar in Chukotka.

On April 20 and 21, the competition was held for the third time,and each of the three games attracted increasingly large crowdsof boisterous fans. Having tried to skate with the "big boys" in lastyear's competition, I realized that I could be more useful (and lessbruised) behind the bench, and I willingly took on Captain WayneBayrack's request to coach the Nuggets in 2012. What seemed to

be more than 500 fans crowded into the Anadyr Arena to witnessthe final game in which the Nuggets emerged victorious with a 13�6 victory in a game that was much closer than the score indicated,at least in the first two periods. The Kinross defence was expertlyanchored by CERBA's own Dmitry Yashin, who drew a crowd ofyoungsters wherever he went, and the tournament's best playerwas recognized as Kinross' Alexei Mezhensky, who scored sevenof the Nuggets' 26 goals over two games. It was sweet victoryindeed for the Kinross team after two years of disappointment.However, in the presence of Chukotka Governor Roman Kopinand Canadian Ambassador John Sloan, everyone present agreedthat the real winner was the game of hockey, which once againunited Canadians and Russian in the spirit of friendly competition.

CERBA Russia and Eurasia Mining Con�ference 2012 was held on the 6th of March,during the Prospectors and DevelopersAssociation of Canada (PDAC) annualinternational mining investment show inToronto. For over 10 years the conferencehas been a joint effort of CERBA, CanadianGovernment agencies (DFAIT, NRCan,EDC, AAND) and CERBA private sectormembers. This year the event was againincluded in the official programming ofPDAC for more visibility and accessibilityfor PDAC's participants and attendees.

The conference's 20+ speakers' multi�faceted agenda focused on the key miningindustry development trends in Russia andEurasia and offered an open discussion ofthe mining sector problems and opportu�nities by the industry leaders and govern�ment officials. 160 participants includedrepresentatives of leading mining compa�nies, investors, suppliers, governmentofficials and officials from the most signifi�cant mineral producing regions of Russiaand Eurasia who discovered the latestopportunities for investment and export inmining in Russia and Eurasia; learned howto work more effectively alongside Russianand Eurasian governments; found out howto raise capital for a mining project; hearddetailed mining success case studies; net�worked with the experts and decisionmakers of the industry.

This year's conference was also markedby an important event in the annals ofRussian�Canadian relations, namely the8th session of the Intergovernmental Eco�nomic Commission (IEC) and the sessionsof Canada�Russia Business Council in thesummer of 2011. These events continuedthe dialogue on the expansion of Russian�Canadian cooperation in the mining sphereand confirmed the long�term sustainablecooperation in the sector to create a favor�able investment climate for investors inboth countries. The sessions outlined theprospects of joint projects and expandedcooperation in exploration in the RussianFederation, Canada and other countries.Improvements in the legislation surround�ing subsoil mining were discussed to cre�ate a clear and transparent investment en�vironment in the mineral resources sector.Russian�Canadian connections in the min�ing industry have traditionally taken on aspecial role. In this sphere we see the mostambitious and concrete achievements.Kinross Gold were the first foreign investorsto acquire, with the permission of the Go�vernment Commission of the Russian Fe�deration, 100% of the strategic assets inthe mining sector, namely the deposits of"Dvoynoye" and "Vodorazvelnaya" in Chu�kotka. Moreover, Russian investment in theCanadian economy is also growing. "Se�verstal Gold", gold subsidiary of Russia'slargest steel company OAO "Severstal", in�creased its stake in Canada's "High RiverGold Mines" to 72.6%. OJSC "Atomred�metzoloto" achieved a controlling share inCanada's "Uranium One." Q: Mr. Varichev, tell us please why and how did you take an

interest in development of the Russian � Canadian econom�

ic relations.

А: Last summer Mr. Usmanov headed the Russian side of theCanada Russia Business Council (CRBC) and suggested that Ishould enter the management of the Council. Before that I par�ticipated in the meeting of the Canada Russia Business Councilheld on June 1, 2012 in Ottawa, where I had a chance to formthe opinion about the potential and the capabilities of develop�ment of bilateral economic relations and about CRBC role.Therefore I took an interest in this proposal.

Q: What is CRBC and what goals does it have?

А: CRBC is a noncommercial organization, which was estab�lished in 2004 as a joint project of the Russian Union ofIndustrialists and Entrepreneurs (RSPP) and our partner � Canadabusiness association CERBA. CRBC management sees its taskfirst of all in creation of prerequisites for expanding direct contactsbetween the Russian and the Canadian business communities, inpromotion of the Russian business in the Canadian market as wellas in assistance to the Canadian investors in implementation oftheir Russian projects.

Q: How is the Canadian business represented in Russia

today given the fact that the volumes of goods turnover

with the USA, England, Germany and Holland are by times

larger?

А: Look around and you will see that Canadian companies havelong and firmly settled down in Russia. This was the Canadian divi�sion of McDonalds which in 1990 launched and is now expandinga network of fast food restaurants in Russia; reliable and state�of�the�art BlackBerry phones are in deserved demand with our fel�low�citizens; Russian manufacturers of sausage products exten�sively use Canadian fresh sausage meat; ecological products ofthe Canadian house building industry is a dream of every Russiansummer resident of the countryside; and Canadian Cirque duSoleil performs in the Kremlin Palace of Congresses. The leadingmanufacturer of component parts for automobile industry Magnamanufactures products for GM, Volkswagen, Nissan and Hyundaiat its plants in St.�Petersburg, Nizhny Novgorod and Kaluga.However cooperation with the Canadian business is not limited tothese projects.

At the same time speaking about the volumes of goods turnoverwhich amounted to $2.8 billion in 2010, as well as about Canadiandirect investments in the Russian economy (approximately $600million), we shall note the figures are not yet impressive. This isexactly what V. V. Putin spoke about during the meeting with edi�tors�in�chief of the leading foreign mass media. Answering thequestion of Globe and Mail editor�in�chief, he described the vol�ume of trade and economic ties as very low and insufficient.

I believe that the potential of trade and economic as well asinvestment cooperation is very significant. We may learn a lot fromour Canadian partners about thoughtful and efficient develop�ment of natural resources � Canadian mining as well as oil and gascompanies are among the world leaders and implement large�scale investment projects in environmental conditions similar toours including the projects in the Far North and on the arctic shelf.In these areas Russia presents a significant potential market forCanadian mechanical�engineering, service and engineeringcompanies. Canadian expertise in establishment and develop�ment of innovation centers and technology towns is of particularinterest. This experience fits the Russian conditions much betterthan the American one, experts say. It is representative that RUS�NANO participates in the Canadian investment Pangaea VenturesFund, the funds of which are planned to be invested in 15�20 nan�otechnology projects in the areas of power efficiency and creationof new materials. RUSNANO's participation in the Fund will makeit possible to ensure technology transfer from Canada to Russia,including by localization of production facilities. Canadian compa�nies have submitted to RUSNANO a total of 10 applications forreview of joint projects.

Q: And yet Canadian companies are not eager to invest in

the Russian economy?

А: True, and there are several reasons for that. For instance,Canadian gold miner Kinross Gold Corporation is successfullyand responsibly operating in the Chukotka. This company hasconstructed a state�of�the�art mining complex in harsh arcticconditions. However this is the only example of large�scale for�eign investment in the mining industry as our legislation consider�ably restricts the rights of foreign investors in this field and in goldmining in particular. CRBC understands perfectly well that seriousinvestors will only come to a country where they are waited for � acountry with attractive and transparent legislation, with someother prerequisites for implementation of investment projects.Having thoroughly studied the advanced Canadian experience inmobilizing investments in this sector of economy, we organized aspecial RSPP meeting focused on optimization of the "rules of thegame" in this industry. The recommendations of the businesscommunity developed by us concerning modification of the legis�lation governing subsoil use were submitted to the State Duma,the Government and the Ministry of Natural Resources.

Most of the Canadian companies are small and medium�sized.These companies are focused on small but guaranteed income atminimum risks. Hence, traditional Canadian foreign economic pri�orities include the neighboring and well�tapped USA marketwhich accounts for 3/4 of the Canadian foreign trade within theNorth American Free Trade Area (NAFTA) as well as the marketsof Latin America and the Asia�Pacific region. Entering new mar�kets including Russia is associated for them with securing finan�cial and other guarantees from the Canadian Government agen�cies and financial institutions, as well as with overcoming of cer�tain stereotypes and fears. That is why last September we held anad hoc conference in Toronto called "Investing in Russia: mythsand facts, risks and opportunities". This was the first conferencein Canada fully focused on Russia and aimed at overcoming com�munication barriers in the sphere of investment cooperation.

Q: What is happening with the Russian investments in the

economy of Canada?

А: Purchase of the Canadian mining company Lion Ore byNorilsk Nickel accounts for the main volume of investments. Thisis the largest foreign capital investment of Russian companiesworth $6,3 billion. Among serious investors in the Canadian mar�ket we shall note Atomredmetzoloto Uranium Holding which hasconsolidated the controlling stake of the Canadian uranium min�ing company Uranium One Inc., Rostselmash company, whichowns 80% of shares of farm tractor manufacturer Buhler and twoenterprises in Winnipeg and Morden. Evraz Canada owns a num�ber of enterprises which manufacture pipes and metal products inCalgary, Surrey, Kamloops as well as the Regina ResearchCentre. Intergeo mining company is preparing to list its stock at

Toronto stock exchange, and this is the first Russian companybeing listed at the Canadian stock exchange. However, these areseparate examples. In general, Russian business is not that famil�iar with the Canadian market, and its promotion is hampered byrelatively low competitive ability of domestic products, lack ofbusiness standing and business culture, underdevelopment ofdealer and service networks and limited access to creditresources.

Q: How are you planning to change this situation?

А: We are planning to step up our activity in close contact withthe Canada business association, Russian Trade RepresentativeOffice and Embassy in Canada with the support of the Ministry ofForeign Affairs and the Ministry of Economic Development. Andnow is the right moment to do this � on June 12, 2012 we will cel�ebrate the 70�th anniversary of establishment of diplomatic rela�tions between our countries.

A large number of cultural and business events are dedicated tothis anniversary and they will be held with active involvement ofbusiness communities of the two counties.

Our Council and RSPP are supposed to become the stagewhich will allow to expand and structure direct contacts amongthe representatives of the Russian and Canadian business. Weare planning to involve Russian and Canadian business and polit�ical establishment which is interested in brand new and largescale development of the economic relations. Active supportoffered by the business community will allow to create comfort�able conditions for business, to resolve the existing problemsrelated to visas, to ensure protection of investments as well as toovercome administrative and communication barriers.

Moreover it would be interesting to involve such a potentialresource of development of cultural and economic ties as theRussian�speaking community in Canada which includes quite alot of businessmen and people with a proactive approach to life.

Naturally, our work shall be supported by strong justification,including analysis of the Canadian and the Russian markets withaccount of the focus of companies, as well as search of potentialniches.

Successful and efficient operation of CRBC also requires imple�mentation of an active information strategy, which includes pro�motion of successful examples of investment cooperation.

Q: What are the relations of CRBC with the Canadian part�

ners?

On January 23rd, 2012, thefirst CERBA�Vancouver Miningconference took place on themargins of the Round Up of theBritish Columbia Association ofMining Exploration. Initially plan�ned as a roundtable, this eventhas grown into a half�day con�ference attended by the formerCanadian Ambassador to Kazakh�stan, Mrs. Margaret Skok; DeputyDirector (Department of America)of the Ministry of Economic De�velopment of Russian Federa�tion, Dmitry Sazhin; Senior TradeCommissioner of the RussianFederation, Konstantin Trofimov;First Secretary on Economy ofthe Kazakhstan Embassy in Otta�wa, Ruslan Ayabov; Assima Aubkir,Embassy of Kazakhstan in Ot�tawa; and a great number of re�

The delegation from Kazakhstan includedVice�Minister of the Republic of Kazakhstanon Industry and New Technologies, HonoraryMr. Nurlan Sauranbayev, General Director ofKazakhstan Engineering, Mr. Vadim Shashak�baeyv, two representatives of leading Kazakh�stan pharmaceutical company SK Pharma,General Director of Kaznex Invest, Mr. ArdakDossanov and his deputy Altynai Arapova.

Kazakhstan Embassy in Canada was repre�sented by the Councilor on Economy Mr.Daniyar Seidaliyev. The delegation was focu�sed on four major market sectors – mining, ma�chine engineering, pharmacy and agriculture.

Vancouver was the only stop of the Ka�zakhstan delegation in Canada – similar eventstook place in New York, Washington and Chi�

cago. Over 75 attendees came from Alberta,British Columbia, Manitoba, Saskatchewan,Quebec and Ontario. The program included anumber of presentations highlighting Cana�dian experience of doing business in Kazakh�stan, substantial new opportunities openingfor the Canadian companies in the region andfuture trends and perspectives.

Canadian companies also had the opportu�nity to attend One�on�One business meetingsessions with Hon. Mr. Sauranbayev, ArdakDossanov, Vadim Shashakbaeyv and SKPharmacy. Over 20 companies and organiza�tions attended the sessions going from11a.m. to 5p.m. almost without break.

The evening reception organized jointly withAltynalmas Gold was a nice finishing touch.

The Cooperation Forum and Business Fairproved a strong interest towards Kazakhstan

especially from the Western provinces ofCanada. A number of companies like Alham�bra Resources, KazaXMinerals, Hatch, AMCMining Consultants and many other represen�tatives of mining industry were able to discussactual issues and matters for expanding busi�ness in Kazakhstan. Government organiza�tions such as Manitoba Trade and Investment,and Trade representatives from the Quebecgovernment were able to establish necessaryconnections that will later bring opportunitiesfor developing cooperation with Kazakhstan invarious business sectors. Some innovationcompanies like NovaBioRubber have secureda support of the Vice Minister Sauranbayev oncooperation with Kazakhstan companies toimplement new technologies and advancedproducts.

The CERBA Sustainability and EnergyEfficiency Conference took place in Van�couver on Mach 14th, 2012 at the Vancou�ver Terminal City Club on the margins onthe12th Biennial GLOBE Conference & TradeFair on Business and the Environment. Theconference touched on subjects such asenergy saving in the area of natural resour�ces and human habitat, and the role ofindustrial corporations in sustainable devel�opment of the regions. The event also high�lighted opportunities in the sustainabilitysector of the Russian Federation and CIScountries.

Attestation of Production Facilities in Al�

maty. Under the Labour Code of Kazakh�

stan, each company which has a productionfacility (manufacturing department, productionline etc.) must certify/obtain attestation of theproduction facility confirming that it complieswith the relevant working conditions. Suchexercise should be done not less than once infive years. Non compliance with that require�ment may result in the labour legislation viola�tion and subsequent administrative fines. Thekey speaker at the event Ms Tatiana Muratova,Partner at Macleod Dixon, pinpointed that thedefinition of attestation of production facilities,as provided for in the Labour Code, includesworkplaces attestation: this raises the questionof whether all workplaces are subject to attes�tation, or those only associated with a produc�tion (following the logic and meaning of theattestation of production facilities). In practice,the lack of clarity in this issue gives rise to adouble interpretation and improper applicationof norms of the law by state labour inspectors,which in its turn, results in wrong understandingof and improper compliance with the norms ofthe current labour laws by employers. In thecourse of debates on the substance of theattestation process, it was proposed to initiateintroduction of changes to the Labour Code ofKazakhstan in part of attestation of productionfacilities by writing a collective letter to theMajilis from CERBA members.

Kazakhstan. Roman Vorsin of Deloitte (Cal�gary) provided a detailed overview of tax lawsand regulations in both Russia and Kazakhstanas they may affect Canadian companies doingbusiness in there. He also spoke to some of thechallenges facing foreign companies operatingthere but also emphasized the opportunities.
