Workshop for Piloting Foundation Course for Reorientation of Medical Officers in Basic Essential Obstetric Care (BEmOC)

Dates: 27 – 28 November 2009Coordinator: Prof. S. Menon

The workshop aimed at finalising the training materials and methodology for the reorientation of Medical Officer in Basic Essential Obstetric Care. The two-day workshop was organised by the MOHFW and NIHFW in collaboration with the Liverpool School of Tropical Medicine (LSTM), Liverpool, UK, and 21 participants were trained.

The meetings were attended by around 109 participants including; officials from MOHFW, i.e., DC (Family Planning), AC (Maternal Health), AC (Training), Consultant (Leprosy) and Consultant (Training) and representatives from donor agencies like USAID, World Bank as well as from 30 States. Capacity Building of Human Resources in Training Technology with Special Focus on Quality of Health Care

A Training Course on 'Capacity Building of Human Resources in Training Technology with special focus on Quality of Health Care' was held during 23-27 November 2009 at Goa. The Course was conducted in collaboration with GTZ and EPOS, India. 33 Senior and Middle Level Administrators and Faculty from 11 States (Delhi, Haryana, Bihar, Uttar Pradesh, Assam, Rajasthan, Punjab, Orissa, Gujarat, Himachal Pradesh and Andhra Pradesh) participated in the course. The Course was inaugurated by Prof. Deoki Nandan, Director, NIHFW.

A distinguished team of external resource persons; including the learned International faculty from GTZ and EPOS, India, namely Ms. Sylvia Jeanette Sax and Dr. Kai Stietenroth, International Public Health Consultant, served as resource persons. Mr. Bejon Kumar Misra, and Mr. S. Malikarjuna, Consultant, (GTZ) also served as resource persons.

Prof. Deoki Nandan, Director, NIHFW, Prof. Neera Dhar, Prof. Vivek Adhish, and Dr. Sanjay Gupta, Reader, were the resource persons at the national level from the Institute .

The Course was coordinated by Prof. Neera Dhar, Mr. J.P. Shivdasani and Dr. Ankur Yadav under the able guidance of Prof. Deoki Nandan.

Extramural Activity

Evaluation of MAMTA Scheme in Delhi - supported by the Government of Delhi

The study undertaken by the Department of Planning and Evaluation is nearing its completion. The objectives of the study are to:

examine the physical and financial performance of the scheme since its inception;assess the status of facilities and services provided by MAMTA as per the guidelines;assess the role of government health functionaries; including community health workers and their awareness about the scheme;understand client perception about the accessibility to the services and constraints, if any, in availing of services from MAMTA-friendly hospitals;assess the perception of service providers registered under the MAMTA scheme and their views on financial packages provided under the scheme;solicit the views of health administrators and programme managers on the implementation of the scheme;assess the benefits of the scheme in terms of coverage, reduction in ante-natal and post-natal complications, and improvement in newborn care; and suggest mechanisms for further improvement in the scheme.

Public Health Conclave

The Public Health Conclave was organized for 2 days from 13 to 14 November 2009 in collaboration with World Health Organization (WHO) and Norway India Partnership Initiative (NIPI) at NIHFW. The conclave was attended by more than 100 participants from all over the country and speakers from the Ministry of Health and Family Welfare, World Bank and NIHFW addressed the participants.

The main objective of the Conclave was to provide a platform for various institutions and associations working in the field of public health for discussing the various present and future challenges in public health to frame the strategies for raising the public health standards in the country.

Outcomes of the Conclave

To build a networking of public health institutions/associations for betterment of

health care delivery system.

i) Networking of academic institutions established: To fulfill this public health

responsibility, the National Institute of Health and Family Welfare (NIHFW),

New Delhi, has collaborated with the Departments of Preventive and Social

Medicine of 175 Medical Colleges, 171 Nursing Colleges, 175 NGOs, 46 CTIs, 13

other academic institutions/associations with the aim of developing strategies

for greater involvement of partner institutions in national public health

programmes through capacity building for education and research in India.

ii) Networking with district authorities: It was decided that involvement and networking

of Medical Colleges, districts authorities and SIHFWs are important for

imparting training for skills upgradation, as researches proved that good quality

training is an important component for upgrading the skills of Medical Officers

by almost 30 per cent.

To provide a common platform to

various institutions/associations in

working for a common cause.i) Efforts made to strengthen the public

health education and research: T h r o u g h n e t w o r k a n d partnership, specifically, the Conclave fulfilled its aim by providing a common forum for various institutions/associations working in the field of public health. In the congregation organized at NIHFW for 2 days, the state health officials, academicians, public health professionals, trainers and students in field of public health deliberated upon the efforts undertaken for achieving the national objectives and further explore the possibility of collective efforts towards the common goals of strengthening the District Health Systems.

ii) Role of NIHFW delineated: To achieve the NRHM goals, the problems of malnutrition, mortality and morbidity have to be addressed with time bound action plan implementation. The areas of concern of NIHFW in primary health care were delineated in this regard.

iii) Medical fraternity urged to take necessary steps: The Medical College fraternity was urged to take action and pave the way forward towards raising the standards of public health in the country.

iv) Redesigning of public health system explored: It was uniformly agreed that there is a need to redesign the public health system in low resource area/settings and demystification of specialized fields in health.

To provide a platform for sharing of experience by various public health academicians and professionals and

identify researchable areas for collaborative research.i) NIHFW identified a common platform for experience sharing: NIHFW has been identified as an ideal partner to facilitate the

mainstreaming of the Department of Community Medicine in Medical Colleges, Nursing Colleges and other public health education and training institutions for the health care delivery system of the country by providing a platform for capacity building of these institutions through networking.

ii) Decision made to identify gaps and corrective steps in service delivery: It was agreed by all concerned that the achievement in terms of performance indicators has improved in our country. However, these indicators are very low when compared with other countries, which have almost the same socio-cultural ethos and health set-up as ours.

iii) Some key researchable areas identified: The group agreed that certain key areas of research with regard to health facilities and vulnerable population of the country need to be addressed.

To disseminate the ongoing initiatives in the field of public health for improving health care delivery system in the country.i) Dissemination of information for capacity building: NIHFW has the mandate for capacity building and therefore has

disseminated relevant information in CDs to the Medical Colleges.ii) Updation of information: It was agreed by MOHFW that information on paradigm shift needs to be sent regularly to the

Medical Colleges through circulars as the website of MOHFW is not always accessible to many Medical Colleges.iii) Development of databank for research: It was agreed that NIHFW would assist the state governments to prepare databank

on mortality issues which requires “capturing of data and constant feedback to be given”. In this context, NIHFW takes a lead role in partnership with NCHRC and NNF to bring the professional bodies like IPHA and IPSM to work systematically on a common platform.

Punjab may adopt Tamil Nadu's healthcare model Hon'ble Chief Minister of Punjab, Shri Parkash Singh Badal asked officials to examine the feasibility of adopting the Tamil Nadu healthcare model in the state to ensure better procurement of high quality medicines and equipment on 29 December, 2009.

The review committee, which was constituted by Shri Badal in 2007, assigned the

work of detailed study of health institutions working under the Punjab Health

System Corporation (PHSC), in the 10 districts of the state, to the National

Institute of Health and Family Welfare (NIHFW), New Delhi.

The State spokesperson said that the main objective of this exercise was to enhance

the quality of healthcare at the secondary level so as to provide effective referral and

linkage with primary health care institutions and service providers.

Further, he said that on the basis of this report, Shri Badal has directed the state to

implement the recommendations of the review committee in a time bound manner. He has also asked the PHSC to examine

the feasibility of adopting Tamil Nadu's model which is recognized as successful at the national level.

The core members of the review committee included Prof. K.K. Talwar, Director, Post-graduate Institute of Medical

Education and Research (PGIMER), Chandigarh; Prof. P.K. Dave, Former Director, All India Institute of Medical Sciences

(AIIMS), New Delhi; and Prof. Deoki Nandan, Director, National Institute of Health and Family Welfare (NIHFW), New
