Chapter 12 : SOCIAL INFRASTRUCTURE
12.1 Education The quality of life in any area depends upon the availability and accessibility to quality social infrastructure. It refers to the facilities and mechanisms that ensure education, health care, community development, income distribution, employment and social welfare. Physical quality of life and human well-being are pivotal for increased productivity. The status of education is presented in the following tables. Haryana Sub-Region requires additional 372 primary and 1304 Middle schools. The district wise breakup shows that additional primary schools are required in Gurgaon (96), Jhajjar (97), Panipat (77), Rohtak (100) and Sonipat (2). The additional primary schools are required by Faridabad (219), Gurgaon (201), Jhajjar (128), Mewat (248), Panipat (228), Rohtak (152) and Sonipat (128).

Haryana Sub-Region requires additional 1707 Secondary schools (includes Senior Secondary schools).
District-wise breakup shows that additional Secondary schools are required by Faridabad (219), Gurgaon
(201), Jhajjar (128), Mewat (248), Panipat (228), Rohtak (152) and Sonipat (128).

Further, the State in compliance to the ‘Right of Children to Free and Compulsory Education
Act, 2009’ notified by the Central Government on 27.08.2009, has notified the ‘Haryana Right of Children
to Free and Compulsory Education Rules, 2011’ on 03.06.2011. These Rules in order to ensure free
education to the children relating to the weaker section provide for reservation of 25% seats in class one or
previous class, if any, for the children belonging to weaker and disadvantaged group and out of total
reserved seats, remaining seats in class one or previous class, if any, shall be filled up from children residing
in that neighbourhood area to which that school is attached. In addition, such schools shall have to reserve
seats from class two to eight in proportion to grant received by these schools. Apart from above, the pupil-
teacher ratio shall be required to be maintained as 30:1.
Further, Section 12 of these rules also specifies the norms and standards for provisions of
physical infrastructure for these schools to ensure the quality education to the children. The overall status

As apparent from above table, most of the schools in the sub-region have access to the basic physical infrastructure and the schools which are lacking of the same, efforts shall be made to address the same on priority.
The UDPFI norms specify the number of educational facilities based on the size of a population group.
The status of distribution of existing technical institutions offering Diploma (77), B.E/ B. Tech (91), MBA (83), MCA (31), B. Pharmacy (10), Hotel Management (01) & B. Arch (10) in Haryana sub-region of NCR according to the State Dept. of Higher Education, may be seen at Annexure 12-1 The total number of 25 Universities i.e. State (04)/Deemed (04)/ Private (12/ Central (01) Universities in NCR region may be seen at Annexure 12-2. In addition to the above, 3 Govt. Polytechnics in Mewat District and Two Govt. Engineering colleges in Jhajjar & Rewari (one each) are under establishment. Technical Education in the State of Haryana has observed exponential growth after 2007, however due to global recession the growth in technical education during the last 4 years is only 7 to 10 percent. The management institutions are witnessing a negative growth. Keeping a minimum growth of 5 percent per annum in technical institutions, the projected number of institutes for Haryana Sub-Region of NCR 2021 will be more than the projected target. To provide skilled manpower in the industries, the rural youth and school dropouts can be provided informal technical education in the form of knowledge and skill to make them employable in the local industries. The skill development courses varying from 6 months to 1 year may be started by the Technical

Education Department. To achieve this one skill development centre may be started in each district falling in Haryana Sub-Region of NCR.
12.2 Health facilities According to the `Draft Final Report-Volume I, Study on Health Infrastructure in NCR, June 2012’ a study conducted by the NCRPB, the ratio of government to private health facilities in the NCR is 3:7 and Haryana Sub-region comprises 24% of the total facilities in the NCR. About 40 percent of the total facilities are private general hospitals and 26 percent are limited bedded nursing homes. The percentage of private multi and super specialty hospitals comprise only one percent of the total facilities. 2.5 percent of the facilities in private sector are charitable. About 32 percent of the government facilities in the NCR are located in Haryana sub-region. According to the NCRPB study, apart from NCT Delhi, multi and super-specialty private hospitals are present in Faridabad, Gurgaon, Panipat & Sonipat districts of Haryana sub-region. Districts like Jhajjar, Mewat, Palwal, and Rohtak have limited number of private health facilities as compared to others. NCT Delhi comprises 57 percent of the private health facilities, while NCR Haryana has nearly 24 percent out of the total facilities in the NCR. The State with the NCRPB funding has come up with Medical College-cum-hospital at Nalhar, District Mewat. In addition, AIIMS-II at village Badhsa, District Jhajjar is also coming up with the assistance of Central Government. 12.3 Human Development Index Development is basically related to the enhancement of quality of life of the people. It is generally
measured comparatively by Human Development Index (HDI) with parameters like peoples’ education and
awareness level, their health and longevity and economic well being. Other parameters like freedom,
choice and participation in decision making process are irrelevant here as they are equitably assured under
the democratic set up of the country.
For this analysis the following parameters were studied across all the nine districts in the Sub-Region:
I. Standard of living, which refers to control over resources: For district level HDI, per capita bank
deposits for March 2011 have been used as an indicator. District wise bank deposit in Scheduled
Commercial Bank is available from Statistical Abstract of Haryana (2011-12).

II. Access to knowledge or educational attainment: This component is measured in terms of average
of (a) Male literacy rate, and (b) Female literacy rate in 2011.
III. Ability to lead a long and healthy life: This component can be measured in terms of the Medical
Facilities available (Number of beds in all the Hospitals in 2011).
The above parameters have been mapped in Table 12-10, 12-11 and 12-12 for the nine districts of the sub-
region.

These parameters were then converted to Human Development Indices (HDI) for all the districts individually and then combined for a composite Index. This was further stratified in four broad ranges as exhibited in the Map 12-1. The steps for calculation of the indices have been described in the following section. 12.3.1 Construction of Indices The first step is to construct the component indices. The indicators are made scale-free for this purpose by
applying the following formula:

where HDIij, is the factor score for each district in the index. Min. value and max. value are the minimum
and maximum goal-posts selected for the indicator.
12.3.2 Giving of weight
In the composite index, equal weight has been given to all the component indicators i.e. Bank deposits,
Literacy rate and Number of Hospital beds.

District wise study of Human Development pattern over the Sub-Region brings out the following Points.
The southern part of the region, comprising of Mewat and Palwal districts has the lowest HDI. These need
to have more economic activity and social and physical infrastructure to improve upon their current
situation. The north-western part consisting of Panipat, Jhajjar and Rewari districts, which are away from
the NCT, are marginally better than Mewat and Palwal. These again need improvement in social and
physical infrastructure. The districts such as Sonipat and Faridabad which abut Delhi in north and south
respectively form the second biggest area of medium HDI value. Gurgaon has the highest HDI followed by
Rohtak and together they form the highest range in the sub-region.

12.4 Toilet facilities in the Sub-region
The availability of toilets in the Sub-region is described in Table 12-14. Only 50% of the houses in rural
areas have toilets whereas 90.2 % of the urban households have access to toilets in the Year 2011.

12.5 Infrastructure Proposal: The level of infrastructure facilities is inadequate. The availability of protected water supply and medical
facilities is below the required standards. The district level data indicates serious variations in the level of
facilities. In particular, for meeting the objective of `HEALTH FOR ALL’1. The list of social sector projects
completed as well as ongoing in Haryana Sub-Region funded by NCRPB is at Annexure 12.3 and 12.4.
12.5.1 Education:
As per the norms specified in UDPFI, the requirement of additional health and educational infrastructure
has been estimated. Major investments of the state should be directed towards development of the
Schools and colleges to leverage the sub-region. This would enable the region to capture the economic
impulse generated from the NCT. The district wise requirement for schools is given in the table below.

The above tables highlight the present status of Education and the projected required infrastructure in the
sub-region. It is apparent that in the sub-region, certain facilities are inadequate. The district level analysis
indicates serious variations in the level of facilities within the districts of the sub-region. This would need to
be balanced out by provision of suitable education facilities within those districts. From Table 12-15 and
12-16 it may be noted that the thrust for development of new Higher Education facilities will need to be on
General colleges, University Campus and Medical colleges.
Due to increase in population, especially in Gurgaon and Faridabad, the requirement of additional
educational facilities is higher than the rest of region.
12.5.1.i District wise land requirement: Based on the projected social infrastructure requirement for the towns in the sub-region, the requirement
of land for health and educational facilities has been assessed. The following factors/assumptions have
been considered;
The unit land required for College, Secondary School and Hospital Bed, considered according to the UDPFI Guideline is:
Secondary School: 1.6 Ha
College: 4 Ha The same figure is adopted to estimate the total demand for land for educational facilities in the sub-
region. Table 12-17 describes land demand for colleges and secondary schools in the sub-region.

12.5.1.ii Policies and Proposals for education facilities
In addition to development of the projected Education facilities as given in table 12-15 and 12-16 it is
recommended that;
(a) A primary need that requires to be addressed is the quality of education which matches the actual
needs, especially considering the economic segmentation of the sub-region. Special attention is
required to reduce the high school drop-out rate.
(b) Considering the tremendous potential of industrial development and urbanization in the Sub-
region, the focus is on building the sub-region as an educational destination. To this end, it should
envision building institutions of caliber for high quality professional training and of international
stature. Entrepreneurship Development institutes should be set up to meet actual needs of
industry in sub-regional level.
(c) To ensure a homogeneous geographical distribution of professional education institutions in order
to decentralize and disperse such facilities all over the region.
(d) Every Panchayat to have a library and a reading room. In this, special schemes which encourage
reading including mobile libraries need to be put in place.
(e) Special emphasis shall be made to upgrade rural schools where infrastructure is poor and students
are reluctant to go to these schools.
(f) In all the schools, including elementary and pre-secondary, efforts shall be made to provide
sufficient infrastructure like; classrooms, provisions of toilets, drinking water as per norms
prescribed by Right to Education Act. Emphasis shall also be made on access, equity, quality and
governance in the education sector.
(g) Efforts shall be made to improve the mean year of schooling and to check steep drop out rate after
the elementary level. Steps shall also be taken to improve pupil teacher ratio to bring it at 30:1 as
provided in the Right to Education Act, 2009 and as stipulated in the 12th plan so as to correct the
imbalance in teacher deployment.
(h) To provide quality education in the sub-region, thrust shall be for intervention of PPP sector for
creation of quality educational infrastructure at all levels especially technical and Higher education
facilities.
12.5.2 Health
12.5.2.i Proposed health facilities
Need assessment in Number of Government Health Facility According to the `Draft Final Report-Volume I, Study on Health Infrastructure in NCR, June 2012’ a study
conducted by the NCRPB, out of the total 170 government tertiary care facilities available in NCR, 79% is in
NCT Delhi followed by about 12% in Haryana. On an average two general physicians are available in each
health facility. The Haryana Sub-Region has better availability of tertiary care facility than Delhi (54.1% of
total). As per IPHS norms for District Hospitals, there should be 3.33 beds per 1000 population.

Data from the `Draft Final Report-Volume I, Study on Health Infrastructure in NCR, June 2012’ also reveals
that Haryana Sub-Region has 10,886 beds at present (2011) whereas the requirement is for 36,755 beds
taking the present population in Haryana Sub-Region as 11.03 million2. Hence, presently there is a shortfall
of 25889 beds in Haryana Sub-Region. The projected requirement for beds in 2021 is shown as 50402 beds
(considering the projected population) in the Haryana Sub-Region. Hence, there will be a sharp increase in
demand of Hospital beds by 2021 due to the anticipated population growth.
12.5.2.ii Policies and Proposals for health facilities (a) Qualitatively & quantitatively, the sub-region is average in the provision of services of health
facilities. The quality of service has to be upgraded considerably.
(b) There is a gap between the supply and demand in the lower order facilities especially Public Health
Centre (PHC). More of these need to be built in the rural areas.
(c) There has been less concern observed on the effort for separate collection, storage, transportation
and disposal of bio-medical waste across the sub-region. De-centralized facilities in each district
needs to be put in place.
(d) Village level access to basic medical service should be made easily available. Ideally every village
should have a sub-centre for medical services. This should start with a sub-centre in every central
village having a population between 5,000-10,000. Upgrading the rural village health service should
be given priority. Prevention health care should be the starting point for the sub-region’s health
policy. Annual health checks should be made mandatory at all levels of educational institutions so
that prevalence of conditions like anemia in children can be identified and treated.
(e) Sewerage systems need to be put in place so that there is no contamination of ground water
sources. It is recommended to explore the possibility of introducing dry ecological toilets especially
in rural areas.
(f) The sub-region is required to be developed as a destination for medical tourism, considering the
connectivity with major urban centres in the surrounding states of the country. The Government

will ensure adequate infrastructural inputs and let private sector make the investments. Medical
tourism is a good example of infrastructure for visitors serving both the purposes of visiting tourist
destinations and having access to high end health care.
(g) The distant health care techniques like; telemedicine, tele-consulting and tele-counseling shall also
be explored in a situation where there is a paucity of qualified healthcare personnel, where expert
advice can be made available at some central point and accessed as and when required by
telephone or internet.
(h) Tele-Preventive Medicine can also be used, the term ‘tele-preventive medicine’ is defined as the
use of the internet to collect information from large number of people (both healthy and sick) to
prevent outbreak of disease.
(i) IPHS norms shall be followed so that the burden on tertiary care can be minimized. While deciding
the location of health facilities the norms of National Urban Health Mission shall be considered.
(j) To cater to the medical needs of the rural areas mobile medical vans have already been introduced.
These mobile vans equipped with basic medical facilities will supplement a primary health centre
and travel to those areas where the primary health centres do not exist or have failed to meet the
requirements of the people.
(k) Since, the three tier-systems of Health services is not functioning effectively, therefore higher level
of health care facility i.e. Tertiary care is overburdened. The institutional framework of the entire
health system shall be strengthened by introducing systematic monitoring as required under
National Urban Health Mission.
