IntroductionThis chapter presents detailed estimates of population by age, race, and sex for Alaska’s boroughs and census areas. It also provides comprehensive analysis of geographic variation for population trends, households, components of change, and population composition.

Boroughs and Census AreasAs of July 1, 2019, the state had 19 organized boroughs, which are equivalent to counties in the rest of the United States. The three types of boroughs vary by the services they provide and their relationships with city governments.

The Municipality of Anchorage, the City and Borough of Ju-neau, the City and Borough of Sitka, and the City and Borough of Wrangell are unified home rule municipalities where the city government and borough government are merged.

The other two types are distinguished by the level of services they are required to provide. These 15 boroughs are not

unified, and although most contain organized cities within the borough boundaries, some do not. Bristol Bay Borough, Haines Borough, the Municipality of Skagway, and the City and Borough of Yakutat contain no incorporated cities.

The U.S. Census Bureau divides the remaining unorganized territory, which accounts for about 56 percent of the state’s land area, into 10 census areas for statistical purposes. decades. Most growth has been in the state’s urban areas, as shown in Figure 2.1, which illustrates how the Anchorage/Matanuska-Susitna Region’s population has become increas-ingly dominant.

In 2019, 80 percent of Alaska’s population was in the follow-ing five boroughs: Municipality of Anchorage (40 percent), Matanuska-Susitna Borough (15 percent), Fairbanks North Star Borough (13 percent), Kenai Peninsula Borough (8 per-cent), and City and Borough of Juneau (4 percent). Figure 2.2 compares the growth rates of these boroughs by decade back to 1960.

Population growth in Alaska has been uneven over the last 30 years. From 1980 to 1985, the state grew at an average annual rate of 6 percent. Because of the economic bust in the late 1980s, the state only grew an average of 0.2 percent annually from 1985 to 1990. During the 1990 to 1995 period, Alaska grew by an average of almost 2 percent a year. From 1995 to 2000, the rate slowed to just under 1 percent. From 2000 to 2005, the rate was steady at 1.2 percent per year on average, which picked up toward the end of the decade to reach an average of 1.3 percent annually from 2005 to 2010.

The state’s population grew by 0.3 percent on average each year from 2010 to 2019, with the majority of growth in the Matanuska-Susitna Borough. The Matanuska-Susitna Borough’s growth rate was the fastest at an average of 1.9 percent annually during the past nine years — more than six times the statewide average. Population growth was also

strong in the Municipality of Skagway (1.3 percent) and Kusilvak Census Area (1.0 percent).

In contrast, the boroughs and census areas with the greatest average annual population losses during the same period were the City and Borough of Yakutat (-2.2 percent), Bristol Bay Borough (-1.5 per-cent), Yukon-Koyukuk Census Area (-0.8 percent), and Aleutians East Borough (-0.7 percent). (See Table 2.1.)

Population DensityOverall, Alaska’s land area is 16 percent of the entire United States. In 2019, Alaska averaged 1.3 people per square mile, in contrast to 93 people per square mile nationally. These numbers can be mis-leading, however, because high rates of federal, state, and Native land ownership — in addition to limited accessibility — preclude settlement on much of Alaska’s land mass.

The Municipality of Anchorage’s popu-lation density was by far the highest in

There were a few major boundary changes in the late 2000s and early 2010s. In 2007, the Municipality of Skagway was formed out of part of the Skagway-Hoonah-Angoon Census Area. The remaining area is now the Hoonah-Angoon Census Area.

The City and Borough of Wrangell was formed in 2008 out of the Wrangell-Petersburg Census Area and part of the former Prince of Wales-Outer Ketchikan Census Area. The remainder of the former Wrangell-Petersburg Census Area was renamed Petersburg Census Area.

The Ketchikan Gateway Borough annexed what remained of the Outer Ketchikan Census Subarea in 2008, except Hyder. The Prince of Wales-Outer Ketchikan Census Area was re-named Prince of Wales-Hyder Census Area.

Petersburg Borough incorporated in January 2013, replacing the former Petersburg Census Area and further changing the boundaries of Hoonah-Angoon Census Area and Prince of Wales-Hyder Census Area.

In 2015, the former Wade Hampton Census Area was renamed Kusilvak Census Area. Its boundaries remained the same.

All numbers presented here are based on the Census Bureau’s 2019 geographic boundaries.

Alaska in 2019, at roughly 170 people per square mile. An-chorage was followed by the Fairbanks North Star Borough at 13 and the City and Borough of Juneau with 12. The lowest population density was in the Interior Region, with the Yukon-Koyukuk Census Area having 0.04 people per square mile. Fifteen boroughs and census areas had population densities of less than one person per square mile.

Some borough and census area populations live within a small part of their total geographic area, so population den-sity in settled areas may be considerably higher than that of the official boundaries. For example, most of the population of the Matanuska-Susitna Borough is concentrated in the area between the Matanuska and Little Susitna rivers. Population density in that area is much greater than that of the borough overall; for example, Wasilla had more than 650 people per square mile while the borough averaged four.

Group QuartersIn 2019, 45 percent of Alaska’s group quarters population lived in the Municipality of Anchorage and Fairbanks North Star Borough. Group quarters in these areas are largely mili-tary barracks, University of Alaska dormitories, State of Alaska

correctional facilities, group homes, nursing homes, and homeless shelters.

The Aleutians East Borough and Aleutians West Census Area continued to have very large group quarters populations connected with fishing and the seafood processing industry, with 50 percent of their combined total population in group quarters in 2019. Tables 2.2 to 2.11 provide household and group quarters data for all boroughs and census areas.

The North Slope Borough had an estimated 2,661 people (27 percent of its total population) in group quarters in 2019. This was primarily due to 2010 Census counts of employees at remote work sites in the borough who were not counted at the sites in previous censuses.

Other areas with relatively high shares in group quarters were the Denali Borough (6 percent), Southeast Fairbanks Census Area, Northwest Arctic Borough, and Fairbanks North Star Borough, each with 5 percent. Group quarters in the Denali Borough, Southeast Fairbanks Census Area, and Fairbanks North Star Borough are largely military. Fairbanks North Star Borough is also home to a large number of college students in dormitories. Mining accounts for the group quarters popula-tion in the Northwest Arctic Borough.

Housing Units and HouseholdsA household includes all the people who occupy a housing unit as their usual place of residence. Tables 2.2 through 2.11 provide household data for boroughs and census areas.

The number of households, which are occupied housing units, in 2019 was estimated at 257,175, basically unchanged from 2010. The state’s number of people per household edged up from 2.65 to 2.74.

Areas with larger household sizes are in the northern and western areas of the state. In 2019, these included Kusilvak Census Area with an average of 4.09 people per household followed by North Slope Borough (3.84), Northwest Arctic Borough (3.81), Bethel Census Area (3.63), and Nome Census Area (3.41).

The smallest households were in Bristol Bay Borough with 2.06 people on average, Denali Borough (2.07), Haines Bor-ough (2.14), and Municipality of Skagway (2.17). Southeast Alaska is well-represented on the list of small household sizes, as its population is older so fewer households include children.

Components of Population ChangePopulation change has two parts: natural increase, which is births minus deaths, and net migration, which is in-migration minus out-migration. These components of change are pre-sented in Table 2.12, which also includes birth and death rates for each area. (Also see figures 2.4 and 2.5.)

The Matanuska-Susitna Borough gained the most people from 2010 to 2019 (+17,443), followed by Kenai Peninsula Borough (+2,967), and Bethel Census Area (+1,118). The areas that lost the most net population between 2010 and 2019 included Fairbanks North Star Borough (-1,683), Kodiak Island Borough (-591), and Yukon-Koyukuk Census Area (-390).

Births and DeathsThe 2010 to 2019 average annual birth rate for Alaska was 1.5 births per 100 people, slightly less than the average annual birth rate for 2000 to 2010 of 1.6 but above the national rate of 1.2 from 2010 to 2019.

The highest birth rates were in areas with higher-than-aver-age numbers of Alaska Natives. The Kusilvak Census Area had the highest average annual rate from 2010 to 2019, with 3.0 births per 100 people. Other areas with high rates included Bethel Census Area (2.4), Northwest Arctic Borough (2.4), and Nome Census Area (2.3).

Birth rates were lowest in the Aleutians and Southeast Alaska. Aleutians East Borough and Aleutians West Census Area, where nearly two-thirds of the population are male, had average annual rates of 0.5 and 0.6 per 100, respectively. The lower-than-average birth rates in Southeast Alaska are due to its older population. Haines Borough had an average annual birth rate of 0.8 per 100 people from 2010 to 2019.

Alaska’s average annual death rate was 0.6 per 100 people from 2010 to 2019 — higher than the rate from 2000 to 2010, which was 0.5. The death rate is closely related to age and

is expected to increase over time as Alaska’s median age increases.

The boroughs/census areas with the lowest average annual death rates in the state from 2010 to 2019 were the Aleutians East Borough and the Aleutians West Census Area, with 0.2 and 0.3 deaths per 100 people, respectively. The state’s high-est death rates were in the Yukon-Koyukuk Census Area (1.1) and the City and Borough of Wrangell (0.9).

MigrationMigration is made up of in-migration and out-migration flows. Net migration is in-migration minus out-migration for a given place. The total volume of population turnover due to migration (in-migration and out-migration) is called gross migration.

Alaska has one of the nation’s highest rates of population turnover from migration. There are large migration flows within the state as well, particularly to and from the state’s major population centers. From 2010 to 2019, five of Alaska’s six economic regions had net migration losses to the sixth region, Anchorage/Mat-Su.

The highest average annual rate of net migration (or rate of change in population size due to migration) from 2010 to 2019 was in the Matanuska-Susitna Borough at 1.1 percent. The Municipality of Skagway had the next-highest rate at 0.8 percent.

The boroughs and census areas with the highest rates of loss

due to net migration from 2010 to 2019 include City and Borough of Yakutat at 2.9 percent of the population per year, followed by Bristol Bay Borough (-1.8 percent).

Some areas have high rates of population loss because of net migration but maintain their size through natural increase. An example is Nome Census Area, which had an average net migration loss of 1.1 percent per year from 2010 to 2019, yet its total population grew 3 percent during the same period.

Proportion Alaska NativeBoroughs and census areas in the Southwest, Northern, and Interior regions have the highest proportions of Alaska Na-tives. (See Figure 2.6.)

As described in Chapter 1, respondents were able to select more than one race on the 2000 and 2010 Census forms, so there are at least three measures of population by race: race alone, race alone or in combination with other races, and bridged race. Bridged-race data, which are available upon request, provide estimates for population by race in which all respondents are assigned a single race. Also, tables noted “modified race data” in this publication include the adjust-ment for “some other race,” as described in Chapter 1.

The Municipality of Anchorage had the largest number of Alaska Natives alone (26,556) in 2019. The share of Anchor-age’s total population that was Alaska Native was relatively low, though, at 9 percent. (See tables 2.13 through 2.22.) The area with the second-largest Alaska Native alone population

in 2019 was Bethel Census Area (15,210). Eighty-four percent of the area’s population is Alaska Native alone.

The five boroughs/census areas with the highest numerical in-creases in residents reporting their race as Alaska Native alone between 2010 and 2019 were the Municipality of Anchorage (+2,681), Matanuska-Susitna Borough (+2,395), Bethel Census Area (+1,085), and Fairbanks North Star Borough (+876).

In 2019, 44 percent of people who were Alaska Native alone lived in areas that were more than half Native.

Due to migration from rural to urban areas, the proportion of the Alaska Native (alone) population living in boroughs that were 10 percent or less Alaska Native alone grew to 41 percent in 2019, up from 38 percent in 2010.

Boroughs/census areas that were 10 percent or less Alaska Native alone in 2019 included Municipality of Skagway (5 percent), Denali Borough (5 percent), Matanuska-Susitna Borough (7 percent), Kenai Peninsula Borough (8 percent), Fairbanks North Star Borough (8 percent), and Municipality of Anchorage (9 percent).

Further race data for boroughs and census areas, including annual estimates by age and sex, are available on the Re-search and Analysis website (laborstats.alaska.gov).

Male-to-Female RatioThe male-to-female ratio is the number of males per 100

females. In 2019, there were 106 males for every 100 females statewide. The boroughs and census areas with the high-est male-to-female ratios were Aleutians East Borough and Aleutians West Census Area at 190 each, North Slope Borough (157), Southeast Fairbanks Census Area (121), Prince of Wales-Hyder Census Area (119), and Denali Borough (117). Many of these areas have large fishing, seafood processing, oil and gas, or mining industries or significant military populations, which have proportionately more men.

The boroughs and census areas with the lowest average male-to-female ratios were Haines Borough (98), City and Borough of Sitka (99), City and Borough of Wrangell (100), Petersburg Borough (101), Municipality of Anchorage (101), City and Bor-ough of Juneau (102), and Ketchikan Gateway Borough (103). In general, urban areas and areas with older populations tend to have lower male-to-female ratios.

Median AgeAlaska’s median age was estimated at 35.5 in 2019, an in-crease from 33.8 in 2010. As discussed in Chapter 1, Alaska’s population is aging roughly in line with the trend throughout the United States. The U.S. median age was 38.4 in 2019, up from 37.2 in 2010.

The Alaska areas with the oldest median age as of 2019 were Haines Borough (48.6), Hoonah-Angoon Census Area (47.7), City and Borough of Wrangell (47.5), Aleutians East Borough (44.6), and City and Borough of Yakutat (43.6).

The youngest median ages in 2019 were in the Northern and Southwest regions of the state. These areas included Kusilvak Census Area (24.3 years), Bethel Census Area (27.6), Northwest Arctic Borough (28.4), and Nome Census Area (29.1).

The largest increases in median age from 2010 to 2019 were in the City and Borough of Yakutat (+3.9 years), Fairbanks North Star Borough (+2.8), and Northwest Arctic Borough (+2.7). The largest decreases were in the North Slope Borough (-1.4 years) and Valdez-Cordova Census Area (-1.2).

SeniorsThe proportion of the state population aged 65 and older was 12 percent in 2019. The older population steadily increased from 3 percent in 1980 to 4 percent in 1990, then up to 6 percent in 2000 and 8 percent in 2010. Although Alaska still has one of the smallest percentages of seniors (only Utah’s is lower), it is following the nationwide aging trend.

Some parts of Alaska had higher concentrations of older Alaskans than others. Southeast was highest. Hoonah-Angoon Census Area led the state with 23 percent, followed by Haines

Borough and City and Borough of Wrangell at 22 percent. Twenty percent of both Petersburg Borough and Yakutat Bor-ough were 65-plus. (See Figure 2.7.)

Areas outside Southeast with relatively large shares of seniors were Kenai Peninsula Borough (19 percent), Southeast Fair-banks Census Area (16 percent), and Yukon-Koyukuk Census Area (15 percent).

The North Slope Borough, with its large group quarters population, had one of the lowest shares of seniors in 2019, at just 6 percent. Other areas with relatively few older Alaskans included Kusilvak Census Area (6 percent), Northwest Arctic Borough, Nome Census Area, and the Aleutians, all with 8 percent.

In 2019, 81 percent of Alaska seniors lived in the following areas: Municipality of Anchorage (37 percent), Matanuska-Susitna Borough (15 percent), Fairbanks North Star Borough (12 percent), Kenai Peninsula Borough (12 percent), and City and Borough of Juneau (5 percent). Many senior citizens choose or need to live in urban areas, where medical care and other necessities are more accessible.
