RIGHT TO INFORMATION IN CACHAR

CHAPTER-4

RTI IN CACHAR

As per the provisions of eh Right to Information Act 2005, implemented by the

government of India and adopted by the Government of Assam the RTI Act is

implemented in the district of Cachar. With a total area of 3786 Sq. Km. Cachar

district is an old district of Assam. It has two sub-divisions- Silchar and

Lakhipur. Silchar town is the district headquarters of Cachar.

Cachar district's administrative system is headed by Deputy

Commissioner who functions as a nodal officer to implement Right to

Information. Magisterial branch of the District RTI cell is led by Deputy

Commissioner (DC) and he is responsible to communicate with State

Information Commission of the Assam.

The implementation and status of the Right to Information in the district Cachar

may be elaborated into following manner-

1) Sou Moto Disclosures: Under the section 4 (i)(b) of the RTI Act, during the

reporting year January, 01,2010 to December, 31, 2010 the 17 point

mandatory disclosure was published by eh office of the DC , Cachar. Online

display of this 17 point disclosure and its updating was done by the

aforesaid office.

2) Appointment/ Designation of PIO's and APIO's: During the reporting year

2010 the DC office had designated total five Public Information Officer and

ten Assistant Public Information Officers to hold the responsibility of the

RTI. The DC is working as Appellate Officer in the district, specially for

district administration related affairs.

3) Flow and disposal of Application: Under the RTI mechanism district

administration of Cachar with the help of PIO's and APIO's constantly

involved in performing RTI business. Apart from Sou Moto disclosures,

they are involved in disposing information request, making reply, rejecting

or transferring applications as per the merit and the law. It has been

observed that during the reporting year 2010 district administration Cachar

had received 75 RTI applications and all the requests were answered and

thus none was rejected.

4) Training and Awareness: Training and awareness are very crucial for

success of the RTI Act. To achieve the objective of the Act a proper trained

team of PIOs is indispensable. Along with trained PIO's awarded applicants

can make proper utilization of the Act and thus they can contribute in

strengthening democracy.

To achieve the objective of training and awareness in district Cachar through

DC office all district heads, officers of the district, around 200 persons of Gaon

Panchayat, food and civil supply officials, NGOs and Head of the departments

have been trained. NGOs, educational institutions and Civil Society

representative also involved in giving training and awareness campaigns in the

district.

Status of RTI in the Cachar has a mixed experience by many sections of society.

Though people in the district living in very pathetic condition but the use of RTI

are not very offensive and they are not very provocative. From administrative

side ignorance and insensitivity are complained by number of applicants. Like

other officer of the State Cachar also presenting same approach on RTI

reluctance in giving information and apathy and misinterpretation in the

business. But, though slowly, but steadily people of the Cachar aware and they

have started using RTI in search of the answers of many unsolved questions.
