LEAVE RULES

1. Revised Leave Rules, 1980

a. hey shall apply to all civil servants other than those who weree&ployed before the first day of 0)ly, 197, and opted not to be

(overned by the -evision of !eave -)les iss)ed )nder the inance

ivisions 4ffice e&orand)& 6o. . 1 2$+-ev. 17, dated the21st Septe&ber, 197.

b. hey shall co&e into force at once.

3. +$e# leave eaed.

a. All service rendered by a civil servant 8)alifies hi& to earn leave inaccordance with these r)les b)t shall not be earned d)rin( the period of leave.

b. Any period spent by a civil servant in orei(n Service 8)alifies hi& toearn leave provided that contrib)tion towards leave salary is paid to

the overn&ent on acco)nt of s)ch period.

:. Eai# A#d au*ula'i%# %- leave.!

a. A civil servant shall earn leave only on f)ll pay which shall becalc)lated at the rate of fo)r days for every calendar &onth ofthe period of d)ty rendered and credited to the leave acco)nt as;!eave on )ll %ay;, d)ty period of fifteen days or less in acalendar &onth bein( i(nored and those of &ore than fifteen daysbein( treated as a f)ll calendar &onth for the p)rpose.

b. #f a civil servant proceeds on leave d)rin( a calendar &onthand ret)rns fro& it d)rin( another calendar &onth and the period ofd)ty in either &onth is &ore than fifteen days, the leave to becredited for both the inco&plete &onths shall be restricted to thatad&issible for one f)ll calendar &onth only.

c. here shall be no &axi&)& li&it on the acc)&)lation of s)chleave.

a. ?hen he avails hi&self of f)ll vacation in a calendar year atthe rate of one day for every calendar &onth of d)ty rendered @

b. ?hen d)rin( any year he is prevented fro& availin( hi&self of the f)ll

vacation as for a civil servant in a non+vacation depart&ent forthat year @ and

c. ?hen he avails hi&self of only a part of the vacation as in a$above pl)s s)ch proportion of thirty days as the n)&ber of days ofvacation not ta'en bears to the f)ll vacation.

S)ch leave availed of bythe civil servants before the introd)ction of these r)les, shall be debited a(ainst

the &axi&)& li&it of 35 days fixed )nder this r)le.

7. Leave %# $al- a.+ !eave on f)ll pay &ay, at the option of the civilservant, be converted into leave on half pay, the debit to the leave acco)nt willbe at the rate of one day of the for&er for every two days of the latter, fraction of one+half co)ntin( as one f)ll days leave on f)ll pay.

a.he re8)est for conversion of leave referred to in s)b+r)le 1$ shall bespecified by the civil servant in his application for the (rant of leave.

b.here shall be no li&it on the (rant of leave on half pay so lon( as it isavailable by conversion in the leave acco)nt,

c. Leave '% /e alied, e'., i# 'e&*s %- days.+!eave shall beapplied for, expressed, and sanctioned, in ter&s of days.

d. Ca&& -%&a&d %- eis'i# leave.! All leave at credit in the acco)ntof a civil servant on the first day of 0)ly, 197, shall be carried forward andexpressed in ter&s of leave on f)ll pay and the leave acco)nt in s)ch cases shall,with effect fro& the first day of 0)ly, 197, or, in the case of a civil servant whowas on leave on that date, with effect fro& the date of his ret)rn fro& leave, berecast as )nder *+

a. >xtraordinary leave witho)t pay &ay be (ranted on any (ro)nd )p toa &axi&)& period of five years at a ti&e, provided that the civil servant towho& s)ch leave is (ranted has been .in contin)o)s service for a period ofnot less than ten years, and, in case a civil servant has not co& pletedten years of contin)o)s service, extraordinary leave witho)t pay for a

&axi&)& period of two years &ay be (ranted at the discretion of thehead of his office *

%rovided that the &axi&)& period of five years shall be red)ced by theperiod of leave on f)ll pay or half pay, if (ranted in co&bination with theextraordinary leave.

b. >xtraordinary leave )p to a &axi&)& period prescribed )nder s)b+r)le 1$ &ay be (ranted, s)bDect to the conditions stated therein,irrespective of the fact whether a civil servant is a per&anent or ate&porary e&ployee.

c. >xtraordinary leave &ay be (ranted retrospectively in lie) of absencewitho)t leave.

9. Re&ea'i%# leave.+-ecreation leave &ay be (ranted for fifteen daysonce in a calendar year, the debit to the leave account may, however, be for tendays leave on f)ll pay

%rovided that s)ch leave shall not be ad&issible to a civil servant in avacation depart&ent.

1/. Leave #%' due.2

a. !eave not d)e &ay be (ranted on f)ll pay, to be offset a(ainst leave tobe earned in f)t)re, for a &axi&)& period of three h)ndred and sixty+fivedays in the entire period of service, s)bDect to the condition that d)rin(the first five years of service it shall not exceed ninety days in all.

b. S)ch leave may be converted into leave on half pay.

c. S)ch leave shall be (ranted only when there are reasonable chancesof the civil servant res)&in( d)ty on the expiry of the leave.

d. S)ch leave shall be (ranted sparin(ly and to the satisfaction of thesanctionin( a)thority b)t it shall not be ad&issible to te&porary civil

servants.

11. Seial leave.2

a. A fe&ale civil servant, on the death of her h)sband, &ay be (rantedspecial leave on f)ll pay, ?hen applied, for a period not exceedin( oneh)ndred and thirty days.

b. S)ch leave shall not be debited to her leave acco)nt.

c. S)ch leave shall co&&ence fro& the date of death of her h)sbandand for this p)rpose she will have to prod)ce death certificate iss)ed

by the co&petent a)thority either alon(with her application for specialleave or, if that is not possible, the said certificate &ay be f)rnished to

the leave sanctionin( a)thority separately.

12. a'ei' leave.!

a. aternity leave &ay be (ranted on f)ll pay, o)tside the leaveacco)nt, to a fe&ale civil servant to the extent of ninety days in all

fro& the date of its co&&ence&ent or forty+five days fro& the dateof her confine&ent, whichever be earlier.

b. S)ch leave &ay not be (ranted for &ore than three ti&es in theentire service of a fe&ale civil servant except in the case of afe&ale civil servant e&ployed in a vacation depart&ent who &aybe (ranted &aternity leave witho)t this restriction.

c. or confine&ents beyond the third one, the fe&ale civil servantwo)ld have to ta'e leave fro& her nor&al leave acco)nt.

d. he spells of &aternity leave availed of prior to the co&in( in to

force of these r)les shall be dee&ed to have been ta'en )nderthese r)les.

e. aternity leave &ay be (ranted in contin)ation of, or inco&bination with, any other 'ind of leave incl)din( extraordinaryleave as &ay be d)e and ad&issible to a fe&ale civil servant.

f. !eave salary to be paid d)rin( &aternity leave shall be re()lated,as for other leave, in accordance with the for&)la contained in theinance ivision 4ffice e&orand)& 6o. . 91$+-. #9, datedthe 2th 0)ly, 199, read with its 4ffice e&orand)& of evenn)&ber dated the 2th 6ove&ber, 199.

(. he leave salary to be paid d)rin( &aternity leave will, therefore,re&ain )n+affected even if an incre&ent accr)es d)rin( s)ch leaveand the effect of s)ch an incre&ent will be (iven after the expiry of&aternity leave.

13. 4isa/ili' leave5! !

a. isability leave &ay be (ranted, o)tside the leave acco)nt on eachoccasion, )p to a &axi&)& of seven h)ndred and twenty days ons)ch &edical advice as the head of office &ay consider necessary,to a civil servant, other than a sea&an or a civil servant in part+ti&eservice, disabled by inD)ry, ail&ent or disease contacted in co)rseor in conse8)ence of d)ty or official position.

b. he leave salary d)rin( disability leave shall be e8)al to f)ll pay for the first one h)ndred and ei(hty days and on half pay of there&ainin( period.

13. Leave E!Pa6is'a#.+

a. !eave ex+%a'istan &ay be (ranted on f)ll pay to a civil servant whoapplies for such leave or who proceeds abroad d)rin( leave, or

ta'es leave while posted abroad or is otherwise on d)ty abroad, and&a'es a specific re8)est to that effect.

b. he leave pay to be drawn abroad shall be restricted to a &axi&)&of three tho)sand r)pees per &onth.

c. he leave pay shall be payable in Sterlin( if s)ch leave is spent in Asia other than %a'istan and #ndia.

d. S)ch leave pay shall be payable for the act)al period of leave spentabroad s)bDect to a &axi&)& of one h)ndred and twenty days at a ti&e.

e. he civil servants appointed after the 17th ay, 195, shall draw theirleave salary in r)pees in %a'istan irrespective of the co)ntry where they

spend their leave,

f. !eave ex+%a'istan will be re()lated and be s)bDect to the sa&e li&itsand conditions as prescribed in r)les 5, and 9.

1:. Leave &ea&a'%& '% &e'i&e*e#'.2

a. he &axi&)& period )p to which a civil servant &ay be (ranted leavepreparatory to retire&ent shall be three h)ndred and sixty+five days.

b. S)ch leave &ay be ta'en, s)bDect to availability, either on f)ll pay, orpartly on f)ll pay and partly on half pay, or entirely on half pay, at thediscretion of the civil servant.

15. E#as$*e#' %- &e-used leave &ea&a'%& '% &e'i&e*e#'.!

a. #f in case of retire&ent on sue&a##ua'i%# or vol)ntary retire&ent onco&pletion of thirty years 8)alifyin( service a civil servant cannot forreasons of p)blic service, be (ranted leave preparatory to retire&ent

d)ly applied for in s)fficient ti&e, he will in lie) thereof be (rantedl)&p+ s)& leave pay for the leave ref)sed to hi& s)bDect to a &axi&)& of

one h)ndred and ei(hty days leave on f)ll pay.

b. S)ch leave can be ref)sed partly and sanctioned partly b)t the cashco&pensation shall be ad&issible for the act)al period of s)ch leave soref)sed not exceedin( one h)ndred and ei(hty days.

c. he pay&ent of leave pay in lie) of s)ch ref)sed leave &ay be &adeto the civil servant either in l)&p+s)& at the ti&e of retire&ent or &ay,at his option, be drawn by hi& &onth+wise for the period of leave soref)sed.

d. or the p)rpose of l)&p+s)& pay&ent in lie) of s)ch leave, only the;Senior %ost Allowance; will be incl)ded in ;!eave Pa soad*issi/le.

e. #n case a civil servant on leave preparatory to retire&ent dies beforeco&pletin( one $u#d&ed and ei(hty days of s)ch leave his fa&ily shall

be entitled to l)&p+s)& pay&ent e8)al to the period fallin( shortof one h)ndred and ei(hty days.

1. P%e& '% &e-use leave &ea&a'%& '% &e'i&e*e#', e'.

a. 4rdinarily, leave preparatory to retire&ent shall not be ref)sed.

b. All orders ref)sin( leave preparatory to retire&ent to a civil servant andrecallin( civil servant fro& leave preparatory to retire&ent shall bepassed only by the a)thorities specified below *+

1$ or civil servants of E+17 Secretary >stablish&ent and above.

ivision+%ersonally.2$ or civil servants of E+1 Secretary of the ivisionand below.

concerned+%ersonally.

c. he a)thorities specified in s)b+r)le b.$ shall not dele(ate thesepowers to any other a)thority.

d. All proposals re(ardin( ref)sal of s)ch leave to an officer of E+17 a#da/%ve s$all /e referred to '$e Secretary, >stablish&ent ivision, withdetailed D)stification at least three &onths before an officer is d)e toproceed on s)ch leave.F

17. E#as$*e#' %- leave &ea&a'%& '% &e'i&e*e#'.!

a. A civil servant &ay fifteen &onths before the date of s)perann)ation or thirty years 8)alifyin( service on or after the #st 0)ly, 193, at hisoption, be allowed to encash his leave preparatory to retire&ent if he)nderta'es in writin( to perfor& d)ty in lie) of the whole period of threeh)ndred and sixty+five days or lesser period which is d)e andad&issible.F

b. #n lie) of s)ch leave, leave pay &ay be clai&ed for the act)al period ofs)ch leave s)bDect to a &axi&)& of one h)ndred and ei(hty days.F

c. #f at any ti&e du&i# s)ch period leave is (ranted on acco)nt of illhealth s)pported by &edical certificate or for perfor&ance of GaD, thea&o)nt of cash co&pensation on acco)nt of leave pay shall bered)ced by an a&o)nt e8)al to the leave a for half the period ofleave so (ranted, for exa&ple, if an e&ployee who has opted forencash&ent of s)ch leave, has ta'en sixty days leave, his cashco&pensation e8)al to thirty days leave shall be forfeited.

d. he civil servant shall s)b&it the option to the a)thorityco&petent to sanction leave preparatory to retire&ent, who shallaccept the option and iss)e for&al sanction for the pay&ent of

cash co&pensation.F

e. or the p)rpose of pay&ent in lie) of s)ch leave.+

a. #n case a civil servant dies, or is declared per&anentlyincapacitated for f)rther service by a edical Eoard, while inservice, a l)&p+s)& pay&ent e8)al to leave pay )p to one h)ndredand ei(hty days o)t of the leave at $is &edi' s$all /e *ade to hisfa&ily as defined for the p)rposes of fa&ily pension or, as the

case &ay be, to the civil servant.

b. or the p)rpose of l)&p+s)& pay&ent )nder s)b+r)le 1$, onlythe ;Senior %ost Allowance; will be incl)ded in the ;leave pay" soad&issible;.

19. Reas%#s #eed #%' /e sei-ied, e'.!

l$ #t shall not be necessary to specify the reasons for which leave hasbeen applied so lon( as that leave is d)e and ad&issible to a civilservant.

2$ !eave applied for on &edical certificate shall not be ref)sed *%rovided that the a)thority co&petent to sanction leave &ay, at itsdiscretion, sec)re a second &edical opinion by re8)estin( theCivil S)r(eon or edical Eoard, as the case &ay be, to have theapplicant &edically exa&ined.

2/. Leave $e# s'a&' a#d e#ds.+

#nstead of indicatin( whether leave starts or ends in the forenoon or afternoon, leave &ay co&&ence fro& that day followin( that on which a civilservant hands over the char(e of his post and &ay end on the day precedin(

that on which he res)&es d)ty.

21. Reall -&%* leave, e'. !

a. #f a civil servant is recalled to d)ty co&p)lsorily with the personalapproval of the head of his office fro& leave of any 'ind that he isspendin( away fro& his head8)arters, he &ay be (ranted a sin(leret)rn fare pl)s daily allowance as ad&issible on to)r fro& the stationwhen he is spendin( his leave to the place where he is re8)ired toreport for d)ty.

b. #n case the civil servant is recalled to d)ty at head8)arters and his

re&ainin( leave is cancelled, the fare then ad&issible shall be for oneway Do)rney only.

c. #f the ret)rn fro& leave is optional, the civil servant is entitled to noconcession.

22. Ove&s'a a-'e& sa#'i%#ed leave, e'.. !!

a. nless the leave of a civil servant is extended by the headof his office, a civil servant $% re&ains absent after the end of hisleave shall not be entitled to any re&)neration for the period ofs)ch absence, and witho)t preD)dice to any disciplinary action that

&ay be ta'en a(ainst hi&, do)ble the period of s)ch absenceshall be debited a(ainst his leave acco)nt.

b. S)ch debit shall, if there is ins)fficient credit in the leave acco)nt,be adD)sted a(ainst f)t)re earnin(.

23. A# 'e %- leave *a/e alied.!

A civil servant &ay apply for the type of leave which is d)e and ad&issible

to hi& and it shall not be ref)sed on the (ro)nd that another type of leavesho)ld be ta'en in the partic)lar circ)&stances, for exa&ple, a civil servant &ayapply for extraordinary leave or leave on half pay even if leave on f)ll pay isotherwise d)e and ad&issible to hi&, or he &ay, proceed on extra+ordinaryleave followed by leave on half pay and f)ll pay rather than that on f)ll pay, half pay, and witho)t pay.

2:. C%*/i#a'i%# %- di--e&e#' 'es %- leave, etc.-

4ne type of leave &ay be co&bined with Doinin( ti&e or with any other type of leave otherwise ad&issible to the civil servant *

%rovided that leave preparatory to retire&ent shall not be co&bined withany other 'ind of leave.

25. Civil se&va#' %# leave #%' '% %i# du' i'$%u' e&*issi%#/e-%&e i's ei&.!

nless he is per&itted to do so by the a)thority whichsanctioned his leave, a civil servant on leave &ay not ret)rn to d)tybefore the expiry of the period of leave (ranted to hi&.

2. Leave due *a /e &a#'ed %# a/%li'i%# %- %s', e'.!

a. ?hen a post is abolished, leave d)e to the civil servant, whoseservices are ter&inated in conse8)ence thereof, shall be (rantedwitho)t re(ard to the availability of a post for the period of leave.

b. he (rant of leave in s)ch cases shall, so lon( as he does notattain the a(e of s)perann)ation, be dee&ed a)to&atically to havealso extended the d)ration of the post and the ten)re of itsinc)&bent.

27. a##e& %- $a#di# %ve& $a&e $e# &%eedi# %# leave,

a. A civil servant proceedin( on leave shall hand over the char(e of hispost, and if he is in rade 1 and above, he shall, while handin( overchar(e of the post si(n the char(e relin8)ish&ent report.

2$ #f leave ex+%a'istan has been sanctioned on &edical (ro)nds, thecivil servant shall ta'e abroad with hi& a copy of the &edicalstate&ent of his case.

2. Assu*'i%# %- $a&e %# &e'u -&%* leave, e'.!

a. A civil servant, on ret)rn fro& leave, shall report for d)ty to thea)thority that sanctioned his leave and ass)&e char(e of the post to

which he is directed by that a)thority )nless s)ch direction has been(iven to hi& in advance.

b. #n case he is directed to ta'e char(e of a post at a station other thanthat fro& where he proceeded on leave, travel expenses as ontransfer shall be payable to hi&.

29. A%u#'s %--ies '% *ai#'ai# leave a%u#'.!

a. !eave acco)nt in respect of a civil servant shall be &aintained aspart of his service boo'.

b. he acco)nts offices shall &aintain the leave acco)nts of civilservants of who& they were &aintainin( the acco)nts i&&ediatelybefore the co&in( into force of these r)les.

3/. Leave '% lase $e# ivil se&va#' :ui's se&vie.!!!

All leave at the credit of a civil servant shall lapse when he 8)its service.

31. Pa du&i# leave.!

a. !eave pay ad&issible d)rin( leave on f)ll pay all be the(reater of *+

b. he avera(e &onthly pay earned d)rin( the twelve co&plete&onths i&&ediately precedin( the &onth in which the leavebe(ins @ and

c. he rate e8)al to the rate of pay drawn on the day i&&ediatelybefore the be(innin( of the leave.

d. ?hen leave on half pay is ta'en, the a&o)nts calc)lated )nder

cla)ses a$ and b$ of s)b+r)le a$ shall be halved to deter&ine the(reater of the two rates.

32. 4ea&'*e#'al leave.!

a. epart&ental leave &ay be (ranted to civil servants drawin( pay inrade 1 to 9 in the 6ational %ay Scales and serving in the S)rveyof %a'istan or in any s)ch other depart&ent as &ay be notified bythe inance ivision on the conditions laid down in this r)le.

b. epart&ental leave &ay be (ranted only to a civil servant whoseservices are te&porarily not re8)ired and no leave other than

leave+not+d)e is ad&issible.

c. A s)bsistance allowance at s)ch rate as the officer granting theleave &ay thin' fit b)t not exceedin( half pay &ay be (rantedd)rin( depart&ental leave.

d. he allowance shall be payable only on ret)rn to and res)&ptionof d)ty after the expiration of the leave, whether ta'en by itself orco&bined with depart&ental leave witho)t pay *

%rovided that if a civil servant dies while on depart&ental leave, thea&o)nt of allowance, if any, otherwise ad&issible )p to date of his death shall

be paid to his heirs.

epart&ental leave with s)bsistence allowance &ay be (ranted d)rin( therecess by the head of the party or office to which the civil servant belon(s onlywhen the officer (rantin( the leave considers it desirable to re+e&ploy hi& in theens)in( field season and the leave so (ranted &ay, in special cases, beextended by the S)rveyor+eneral )p to a &axi&)& of five h)ndred and forty

days at a ti&e.

e. epart&ental leave with s)bsistence allowance &ay be (ranted atti&es other than the ess for not &ore than one h)ndred and ei(htydays at a ti&e by a irector or ep)ty irector, S)rvey of %a'istan,provided s)ch leave is (ranted in the interest of p)blic service orwor' and not at the civil servants own re8)est.

f. !eave (ranted &ay in special cases be extended by the S)rveyor+eneral )p to a &axi&)& of '$&ee $u#d&ed a#d si' -ive das at ati&e.

!eave on &edical certificate shall in no circ)&stances be re(ardedas (ranted in the interest of p)blic service or wor'.

. epart&ental leave witho)t pay &ay be (ranted by the S)rveyor+eneral in contin)ation of depart&ental leave with s)bsistenceallowance in special cases as a)thorised by the inance 4ivisi%#by a e#e&al %& seial %&de&.

h. ?hen a civil servant holds a post in which the S)rveyor+eneralconsiders that he is )nli'ely to be eli(ible for depart&ental leave in

f)t)re, the S)rveyor+eneral &ay, by special order in writin(,declare that, with effect fro& s)ch date not bein( earlier '$a# thecivil servants last ret)rn fro& depart&ental leave, as the Su&ve%&!Ce#e&al *a fix, any balance of leave at debit in the civil servantsleave acco)nt shall be cancelled, and all leave earned after s)chdate will be credited as d)e in the civil servants leave acco)nt, andall leave ta'en after s)ch date, incl)din( depart&ental leave withall%a#es, if any, wi11 be debited to it.

i. epart&ental leave &ay be co&bined with any other 'ind of leavewhich &ay be d)e.

33. Sick leave to a sea*a#.!

A civil servant serving as an officer, warrant officer or petty officer on a(overn&ent vessel &ay, while u#de&%i# &edical treat&ent for sic'ness .or inD)ry, either on his vessel or in hospital, be (ranted leave on f)ll pay, o)tside hisleave acco)nt, for a period not exceedin( forty+five days by the &aster or thecaptain of the ve Jsel provided that the civil servant is not &alin(erin( or his illhealth is not d)e to s)ch of his own actions as ca)se or a((ravate disease or inD)ry..

3:. Leave '% disa/led sea*a#.!

A civil servant referred to in r)le 3: who is disabled while perfor&in( hisd)ty &aybe allowed leave on f)ll pay for a &axi&)& period not exceedin(
