Chapter-1
Introduction
The Right to information Bill 2005 was passed by the Houses of Parliament
received the assent of the President of India on 15.06.2005 on 21.06.2005 and it was
published ask Right to Information Act 2005 in the Gazette of India vide No. 25 on
21.06.2005 and it has come into force with effect from 15.06.2005.
As per the Act, each public authority has to fulfill certain obligations before expiry
of 100/120 days from the commencement of Act i.e. by 23.09.2005/12.10.2005.
Section 4 (1) (a) of Act Casts on obligation on each public authority to maintain
records. This Section reads as follows.
Maintain all its records duly catalogued and indexed in manner and the form
which facilitates the right to information under its Act and ensure that all records that
are appropriate to be computerized are within a reasonable time and subject to
availability of resources. Computerized and connected through a network all over the
country on different systems so that access to such records is facilitated.
Section 4 (1) (b) of the Act Casts an obligation on each public authority to publish
within expiry of 120 days from the commencement of the Act. Manuals on the 17 items
contained in Chapters 2 to 16 herein for easy access and understanding by Citizens,
Civil Society Organizations. Public representatives, Officers and Employees of
public authorities including public information officers and Assistant Public
information officer and appellate officers etc.

Right to Information Act 2005
The name of the organization is Irrigation & CAD Department functioning at
Secretariat, A.P. Hyderabad. The functions and duties of the Department are mentioned
as here under.
INTRODUCTIONOF IRRIGATION & COMMAND AREA DEVELOPMENTDEPARTMENT
Andhra Pradesh is the fourth largest state in India with a population of 72.7
million and a geographical area of 27.44 million hectare.
Andhra Pradesh stands at a high pedestal in the irrigated map in India with its
rich water resources with major rivers like Godavari, Krishna, Pennar and many more
medium and minor rivers.
Water is a prime natural resource, a basic human need and a precious asset. Its
importance is very high particularly for the agriculture. Most of the population lives in
villages and the agriculture is the main resource for them. If there is water in the village,
farmers in the village will be extremely happy and their livelihood will also be improved.
There is a wide variation of the rainfall between the different districts of the
State. The six north coastal Districts and three north Telangana Districts receive
more than 1,000 mm per annum, while a scanty rainfall below 700 mm is registered in
Kurnool, Ananthapur and Kadapa Districts. The lowest is recorded in Ananthapur district
(568 mm), while Vizianagaram District has the highest rainfall (1,159 mm) on an
average.
Agriculture in Andhra Pradesh is largely dependent on rainfall. Of the states
geographical area, 47% is under cultivation and the net sown area is about 10.43 Mha.

Of which 4.88 Mha. Is irrigated. Majority of the population is dependent on agriculture
for household level livelihoods. About 80.0 lakh farmers are covered under irrigated
agriculture.
The states share of dependable flows from the river system is estimated at
2746 tmc. This breaks up into 1480 tmc from the Godavari River system, 811 tmc from
the Krishna, 98 tmc from the Pennar and the rest from the other small rivers.
Out of the 1480 tmc available in Godavari system about 720 tmc is under
utilization at present. The entire dependable yield or river Krishna is almost
fully harnessed through the construction of several Irrigation projects. Irrigation projects
are the main resources for utilizing the water for agriculture and to protect from drought
without which the water will go waste into the sea. Keeping in view of the large quantity
of water availability in the Godavari system and also in some other rivers,
Government now consider that construction of Irrigation projects is their top most
priority.
Thus, Andhra Pradesh irrigation scenario presents a huge spectrum
of information on its irrigation development and other related activities from which the
people can get benefited.
The Department by its administrative control over the following wings is attending
to the set objectives.

His functions are mainly to assist the Deputy Engineer-in-Chief (AW). In all
matters pertaining to Administration of entire Irrigation & C.A.D. Department.
The independent functions of Deputy Director (Admn) are as laid down in
G.O.Ms.No. 106, I&CAD Dept., Dt. 4-6-1989.
EXECUTIVE ENGINEER (VIGILANCE):-
His main function is to assist the Engineer-in-Chief (AW) in dealing with the
disciplinary cases, vigilance cases received from Government and other Departments
on the staff of Irrigation & CAD Department and pension cases.
ASSISTANT DIRECTOR (ADMINISTRATION )- (Dy Executive Engineer Rank)
His main function is to assist the Deputy Director (Administration) and he is
incharge of the Following Subjects:-

DEPUTY EXECUTIVE ENGINEERS (VIGILANCE):-
Their main function is to assist the Executive Engineers(Vigilance) in dealing
with the disciplinary vigilance cases and also court cases pertaining to staff of Irrigation
& C.A.D. Department.
ASSISTANT EXECUTIVE ENGINEERS/ ASSISTANT ENGINEERS:-
Their main function is to assist the Deputy Executive Engineers and to deal the

SUPERINTENDENTS:-
There are 16 Superintendents in charges of 16 sections in the office of the
Engineer-in-Chief (AW) . The work distribution among the Sixteen Sections is as
indicated in this office Circular Memo No. Rc/ENC /G2/31578/94, dt: 31-7-1999.
The functions of Superintendents are mainly to monitor the work being done by
the Senior Assistants/ Junior Assistants/ Typists Working in their sections and they are
responsible for disposal of all the references received on the subjects being dealt by the
respective sections. They maintain the following Registers in the prescribed formats.
a) Demy official Letters Register.
b) Chief Ministers office References Register
c) Court Cases.
d) Legislative Assembly Question and Assurance.
e) File Movement Register.
f) Staff Movement register.
g) Any other Registers on the Subjects as required for the Administration.
SENIOR ASSISTANTS & JUNIOR ASSISTANTS:-
Their main function is to dispose off all the references received by them on
the subjects allotted to them. They shall maintain the Personal Registers in the Format
Prescribed besides maintaining the following Registers in respect of his seat.

As per the standing instructions of the Government every reference shall be
disposed within three days.
TYPISTS:-
Their main function is to attend to the Typing work of the sections to which they
are attached. Their minimum out turn per day is 24 pages. They shall also maintain the
Diaries of work done. They are responsible for proper up-keep of the Typewriter
attached to them.
JUNIOR STENOS:-
They shall attend to the work entrusted by the concerned officer. They shall also
maintain the Registers for Movement of important references like D.O. letters and
Confidential Reports etc.
RECORD ASSISTANTS:-
They are in charge of up-keeping of the office Records entrusted to them and
maintain the prescribed Registers, Showing the details of files in their custody.
RONEO OPERATOR:-
He is in charge of duplicating machine for taking duplicate copies and is
responsible for proper up-keep of the duplicating machine.
DAFFEDAR:-
He is attached to the Peshi of Engineer-in-Chief (AW).

The procedure followed in the decision making is common to all
departments including Irrigation & CAD Department as prescribed in Business Rules
and Secretariat instructions Published by General Administration Department. These
rules and instructions are amended from time to time by General Administration
(Cabinet/IC) Department.
The proposals of the Heads of the Departments under the control of Irrigation
& CAD (IW & PW) Department are received in Tappal Section. On receipt of the
same Tappal clerk gives Tappal Number and Keep all Tappal papers in a
separate Tappal Book and send them to the officers concerned. On persual of tappal
by the concerned officers, they will be sending back to the concerned sections. The
concerned Section Heads will mark to the concerned caseworker who makes an entry
in the personal register and put up the same in the shape of a file with relevant extracts
of Acts & rules and submit the file to the concerned Section Head. The Section Head
scrutinizes the file and writes his/her remarks, and passes on the file to the concerned
