CHAPTER 4: METHODOLOGY ADOPTED FOR THE STUDY: ENGINEERING SURVEYS AND INVESTIGATIONS This section describes various activities that are embedded as part of the present feasibility study and their relations with each of the allied areas associated with the project. The tasks and the results of various tasks are presented in the following sequence:
Review of Existing Data from PWD Engineering Surveys and Investigations Socio-Economic Settings of the state Traffic Surveys and Studies Environmental Analysis Social Setting and Studies Cost Estimates Indicative Design Standards
4.1 REVIEW OF EXISTING DATA Consultants upon the start of the services were provided with inventory that was compiled during the SOS study carried out by the PWD. The details were reviewed the details provided are have been reviewed for the usefulness in the project study. The details available with respect to pavement condition and the cross drainage structures were not sufficient enough for carrying out logical and established feasibility study of the project of this magnitude. Hence the consultants have carried out full scale of Engineering Surveys and investigations in lines with the requirements of the Terms of Reference.
4.2 ENGINEERING SURVEYS The various Engineering surveys that are carried out as part of the study are extensive in nature and these are:
• Road Inventory • Roadway Condition Survey • Roughness Survey • Pavement Evaluation
o Benkelman Beam Deflection o Test Pits
• Culvert and Bridge inventory • Strip Plans for the Feasibility corridors • Location Reference Survey for feasibility corridors • Survey for Protection Structures and slope stability locations
The details regarding each of the activities are described in the following sections of the report.
4.2.1 Road Inventory The Consultants have carried out detailed road inventory for all the corridors which are to be studied as part of the Feasibility Study for the 1275 km out 1675 km of the project. The inventory survey has recoded the following details along each of the Project road:

The details of road inventory are presented are in Appendix 1. Based on the analysis of the road inventory details the following description of the project roads were prepared which has the details pertaining to road alignment and the cross section: Description of Project Roads included in the Feasibility Study Nalgarh – HP Boundary: The Project road section is vital link located in south western part of the connecting industrial town of Nalagarh with Punjab on the West. The road section takes off from Nalagarh from existing Km 105.2, and ending at the H.P. boundary at km 115.3. Total length is 10.1 km. The road section is located entirely in the plain terrain with intermediate lane configuration for 7km and rest of the length is of narrow two lane carriageway. Average formation width of the road is about 10.1, about 85% of the length traverses through the rural area. The variation of elevation along the road is in between 235 to 330 m above the MSL. Overall pavement condition of the road can be rated as poor. Lathiani Bridge Approaches : The approaches for the proposed bridge across the backwaters of Govind Sagar Reservior have been studied in detailed by the consultants, the track of the approaches on Barsar side and Una side were collected with GPS equipment. For both side approaches two alternatives were identified. The details of the alternatives for the approaches are as follows:

Barsar Side Approach – Alt-1 : This alternative takes of through the existing road connecting the Latiani village from the intersection with Una-Agar-Mandi road at km 40. The road for the initial 1.5 km length passes through heavily built up area of Lathiani village, the toal length of the approach is about 4.5km. keeping in view of the bridge requirements this approach will require acquisition of land and the structures for initial length of 1.5 km. Barsar Side Approach – Alt-2: This alternative takes off at about 500 m away from the alternative-1 towards Una side on Una-Agar-Mandi Road , and passes through the agriculture fields, this alternative will involve very few or no structure acquisition, the length of this alternative would be about 3.5 km. Uan Side Approach: The approaches on Una side are run along the hillock located along the forest land the alignment is common until the intersection with Bakra dam road, from this point onwards the two alternatives travel in different directions. Una Side Approach Alt-1: From the intersection with Bakra dam alignment traverses south weterly direction, utilizing the existing alignment passing through Bandah towards Bowal before joining Mehatpur Una road. The section traverses most of the length in the hilly with exceptionally high grades in exces of 10 %. The total length of the this alternative is about about 10 km. Una Side Approach Alt-2: From the intersection with Bakra dam alignment traverses north easterly direction, utilizing the existing alignment passing through pangar village towards Jogi panga before joining Una Mandi road at km 12. Entire length along this alternative passes through rolling terrain, the length of this alternative is about 8 km. Kumarhatti – Nahan Do sarka: This section takes of at Kumarhatti in intersection with National Highway No22. For this section detailed topographic surveys are being undertaken as this section is part of the Phase-1 investment component. This section connects the State with Uttaranchal, another hill State located on the south east of the state. This section starts at km 0 and has length of about 76 km, at Nahan, from Nahan to Dosarka the existing referencing system changes as km 21.1 at Dosarka and 23.4 in Nahan. The carriageway width from most of the length is of single lane configuration with formation width varying in between 5 to 6m, even though the section is located in hilly terrain generally the grades reasonably flat. The road section has slope failures at the ……… The variation of the elevation is from 930 to 1630 above the MSL. The Section ends at intersection with NH-72 leading Pontasahib. The road connects with Panchkula/ Chandigarah near sarhan Lal-Dhank to Shillai: The road section starts at the state border with Uttaranchal with starting Km of 0, this section has three links in total, where in the second link which starts after 7.4 km from the beginning of the project road and has common length with NH 72 for length of 3km. This second link doesn’t form the part of the project. The third and the final link starts with continued chainage of 10.4 in intersection with NH-72 ultimately the section ends at km 78. Out of the total length about 53 km is with single lane carriageway and the rest of the length of 22 km is on intermediate lane width. The average formation width 5.4m, and it traverses through hilly terrain for a length of 61km and the remaining is of plain to rolling. The change in elevation is from 1747 to 294 above the MSL. The land use along the road is rural agriculture for 55% and 32% of length is through forest area. There are numerous locations where the mining activities are present due to which overall condition of the existing pavement is in poor state.

Hamirpur - Maranda The road section starts in intersection with Bilaspur – Nauduan road with starting chainage of 0 km and ends at Maranda in intersection with NH-20 end chainage of 59 km. Out of the total length 42 km length more than 70% has intermediate lane carriageway configuration with average carriageway width of 5m, the remaining length is of single lane configuration. The average existing formation width is about 6m with 80% of the length traversing through hilly terrain and the land use predominantly agriculture and forest land. The riding quality of the road can be rated as poor condition. The change in elevation ranges from 436 to 1091 m. Kaloha – Neharanpukhar The road section has the start point with km 0 at Nehranpukar from the intersection with Rainital – Mubarikpur road and ends at km 11.2 with intersection with Kaloha-Naduan road. The road section is located in the close proximity of Beas River on eastern side. About 90% of the length is with single lane carriageway with formation width of about 4.8m. The road traverses predominantly through rolling terrain, with elevations ranging from 244m to 956 m above MSL. About 40% of the length passes through the built up areas. Average pavement condition is poor in nature. The geometrics of the existing road are ---------. Dramtal-Kandrori-Indora-Khatiar The road section based on the existing km referencing is situated in three links and these are as follows:
Dramtal – Indora (km 0 – km 12) with an actual length of 10 km with two km posts missing between km 8 and km11. This link starts in intersection with NH 1A. This link is of single lane configuration with section running through plain terrain. The average formation width is about 4.5m.
Indora- Rey/Rahatpur (Km 0 – km28) This link starts with 0 km at Indora and ends at km 28 at Rey town, This link is also of single lane configuration with formation widthe of 4.5m, excepting the last 8km of the link the rest of the section runs in plain terrain
Rahatpur – Khatiar (km 0 – km12) this links starts with 0 km at Rahatpru and ends Khatiar with km 12m, the existing carriageway is substandard single lane with width less than 3.0 m for about 60% of the length. The terrain is of hilly to rolling in nature.
The inventory survey was carried out from Khatiar and continued towards to Dramtal, the details are presented in the annexure. Dehra-Rainital This road section starts at Km 104.2 in intersection with Jwalamukhi – Raja ka Talab road immediately after the bridge on Pong Dam Reservoir near Dehra and ends at Ranital at km 124 with a total length of 19.8 km. The existing carriageway is of intaermediate lane configuration with available formation width of 8 m. Entire section is located in Rolling to Hilly terrain with elevations ranging from 380 to 600 m above MSL. The land use along this corridor is equally distributed with Rural and built up.

Rainital – Kotla This road section stats in intersection with NH 88 about 3 km north of Ranital with start chainage as 0 km, and traverses south westerly direction. The road section ends at km 39 in intersection with NH 20. Existing carriageway is of single lane for entire length the over all available formation width is about 4.7 m. Predominant section for about 70% length is located in Hilly terrain with reset being in rolling terrain. The variation of elevations ranges from 430 m to 607 m above MSL. The land use along the corridor is mixed with built up and rural in nature. Bharwain-Chintpurni-Kandrori-Damtal The road section starts with km 0in intersection with Dehara – Mubarikpur road, there are two chainage systems on this road, the second chainage starts with after 5 km from the beginning of the road section and the section ends at km 29 near Sansarpur terrace. Consultants have noticed that between km 12 and km 15 of the second link there is only 200m length exists against 3 km distance. The existing carriageway is of single lane configuration with over all formation width of about 4.5m. Entire project road section traverses through hilly terrain with elevations ranging from 280 m to 970m. Shalaghat-Arki-Kunihar-Barotiwala The road section start at Shalaghat with intersection with National Highway with 0 km and ends at Barotiwala with chainge of 79 km. The road section connects the Shlalghart with upcoming industrial estate of the state at Baddi. The carriageway of single lane configuration with an average formation width of 4.1 m. Section traverses mostly through hilly terrain and equally distributed among rural, built up and forest land use. The change in elevation is from 385 to 1280 m. Markanda (Khajurna) bridge - Kala Amb: The road section starts from Khajurna bridge, but the existing change referencing starts with km 0 at Kala amb, total length of the section is about 15.1 km. The entire road section has single lane configuration with failed pavement and has formation width of 3.8 m with more than 85 % passing through rolling terrain. The variation of the elevation is from 290 to 480 m. Kala Amb – Trilokpur: The road section start in intersection with NH-72 and it serves the industrial area of Kala Amb, the entire section is located in plain terrain with carriageway width of intermediate lane configuration for 4 km length and 2.4 km with narrow two lane to two lane configuration, the average formation width is about 6.5m. The average condition of the road is poor. The land use is industrial for about 70 % length. The variation of the elevation is from 288m to 310m above the MSL, there are two major intersections with NH 72 on this road at either end. Panjera – Bharatgarh : This section is located in Western Part of the State connecting with Punjab this starts with 0 km at Panjera in intersection with Panajera Deahni road ends at state border with total distance of 5.6 km. The road is of single lane carriageway with formation width about 6 m. There is about 2.5 km section with gravel surfacing, entire section is located in plain area with elevations ranging from 240 to 330m above MSL. Panjera – Dehni : This section is located in Western Part of the State connecting with Punjab this starts with 0 km at Panjera in intersection with Panajera Bharatgarh road ends at state border with total distance of 10 km. The road is of single lane carriageway with formation width about 5.6 m. The section traverses through rolling to plain terrain with elevations ranging from 280 to 350m above MSL. This road serves the cement plant.

Dhalli To Tatapani: This section starts from intersection with NH-22 near Dhalli with starting km as 6, the km post between km 32 and 40 are improper in order , the details presented in inventory indicates the placement of the km post. The actual distance between km 32 and 40 is 4.4 km. The section ends at km 53 post. Along the road the famous town of Nladera is located enroute to Tattapani. The road section is of single lane carriageway for most of length excepting isolated locations of intermediate lane width for a total length of about 4 km. The average formation width is 4.7m. Entire section is located in hilly terrain with elevations varying form 590 m to 2290m. Dadohar to Gohar : This section starts with intersection from NH -22 just 1km away from Sundaranagar with starting km as 185.7 and the road is made up of two links the first link ends at near Chail Chowk with chainage of 171.7 km. From Chailchowk to Gohar the second the link starts with 0 km at beginning and 6 km at Gohar. Out of the total length of 20 km about 25% of the length is with intermediate lane and the remaining length is of single lane configuration. The average formation width is about 6m. Majority of the section traverses through hilly terrain with elevation ranging from 720m 1435 m. Barsar to Shahtalia This road section starts at km 47 of Una –Agar Mandi Road with km 0 at Barsar, and ends at 11.3 at Shahtalia. The road section has carriageway with single lane configuration, with land use of predominantly agriculture. The average formation width is about 4.7m. The road traverses through rolling to hilly terrain with elevations ranging from 370 to 520m. Dehra Rajaka Talab This 69-km road section starts at Dehra with starting chainage as km 11 and traverse north westerly direction, and it ends at km 80. The road section has single lane carriageway for about 52 km and the remaining length has intermediate land configuration width. The average formation width along the road is about 5m. The section traverses predominantly hilly terrain. The road section traverses very close to the pong dam reservoir. The change in elevation along this corridor is from 370 to 520m. Rohru – Sandhasu. This 18-km section is composed of two chainage systems. The alignment starts at Rohru at Km0 traversing westerly along hillside cuts towards Chirgaon at Km 15. The chainage reverts back to km 0 and traverses toward Sandhasu to end at Km3. The whole section is of single-lane configuration with a formation width of 3.8m. Pavement condition is generally poor. Terrain along the section is predominantly hilly throughout. The whole stretch have elevations ranging from 1470m to 1760m above MSL. The section traverses about 72% of rural area and 28 % built up area. Kufri – Kandaghat . This 57-km section starts at intersection with NH22 in Kufri traversing southwesterly direction towards Kandaghat, passing through Lalit Café, Koti and Chail. The first chainage system starts at the intersection to NH22 in Kufri at Km0 then continues toward Koti. At Km25, the chainage refers back to the Kandaghat side of NH22 and changes to Km32 refered from the Kandaghat. The section ends at the intersection to NH22 in Kandaghat side at Km0. The section is predominantly single lane with occasional patches of intermediate lane totaling about 1.3km. Terrain throughout the section is hilly with elevations ranging from 1080 to 2681. General land use along the stretch is about 33% built up area and 67% forest land. Mandi – Bajaura. This 52-km section starts at junction NH20 and NH21 in Khaliar, near Mandi town traversing northeasterly toward Bajaura passing through Uttar Sal and Kandi, ultimately ending in Bajaura at the intersection to NH21. The whole section is of single-lane configuration with generally fair pavement condition. Terrain throughout the stretch is generally hilly with elevations ranging from 700m to 2050m above MSL. General land use

along the stretch is mixed with about 24% rural, 15% built up and the remaining 61% forest land. Sainj – Chopal. This 47 Km section starts at the intersection with the Chailla-Kumarhatti roadm in Sainj traversing northwesterly to end in Chopal. The whole section is of single-lane configuration of 3.6m formation width with generally poor pavement condition. Terrain throughout the stretch is generally hilly with elevations ranging from 1230m to 3020m above MSL. General land use along the stretch is mixed with about 15% rural, 19% built up and the remaining 66% forest land. Bhawarna – Jaisingpur . The total road length of the road is 36 km but only 26 km has been considered in the feasibility study. The section starts off in Bharwana at Km 0 traversing towards the north up to Km 16. At this point, the section re-starts the stationing to Km 0 up to Km 11. The whole section is of single-lane configuration with a small patch of intermediate –lane configuration of about 1 km. Average formation width is 4.9m. width generally poor pavement condition. Terrain throughout the stretch is generally hilly with elevations ranging from 47m0 to 970m above MSL. General land use along the stretch is mixed with about 24% rural, 15% built up and the remaining 61% forest land. Nurpur-Lahru-Tunnuhatti: This road section at Nurpur in intersection with NH 20 near Nurpur this road section comprises of 4 links with 4 chainage systems. These links comprise of sections of SH27 and SH 28. Link -1: Nurpur – Lahru (Km0 – k 24) -24 km long Link-2: Lahru – Km 52 (km 48.3 – km 52) – 3.7 km long Link-3: km 48.3 – Tunnuhatti (km 0) – 12 km long Link-4: km 2 – km 0 (Link in Tunnuhatti town) The inventory details are collected and analyzed according to the chainage system mentioned above. The over all length of the road section is about 44.1km. First 6 km of link-1 has narrow two lance carriageway with a width of 6.2 m, from this point onwards until the intersection with Chauri – Tunnahatti road the carriageway width is of intermediate lane with average formation width of 7.0m. Rest of the links is of single lane carriageway with overall formation width of about 5m. About 80% of the length passes through hilly terrain with elevations ranging from 433 to 1219m. The overall road condition can be rated as fair to poor. Draman – Chowari: Road Section starts at Km 0 in intersection with NH-20, in this road section also there are three links with three chainage systems, the over all length of the section is about 53 km. The details of the links are as follows: Link -1: Statrs at Draman with chainage Km 0 and ends at intersection with Nurpur –Lahru road Link-2: Km 25 Nupur Lahru Road – Lahru (km16.7) Link-3: Lahru (km25) – Chowari (km 30) In between km 2 and km 3 the road section is prone severe slides with very weak formations. All the three links are of single lane formation width of 4.5 m. Entire section is passing through hilly terrain with elevations ranging from 646 to 1182m. Banikhet -Dalhousie –Khajjiar: This is one of the most important link connecting the famous hill station of Dalhousie. The section passes through the forest area and the cantonment for 2 km length. The carriageway width of the existing road is of intermediate

lane with overall formation width of about 6.2m. The total length of the road section is about 6.4 km. On this section the gradients are in excess of the ruling gradients for the terrain. Sainij – Jalori: This section starts at intersection with in intersection with NH-22 with chainage of 0 km and ends at km 53 near Jalori. The section in between Jalor and Banjar is cut off from either side due to snow cover most of the time. The consultants observerd that road section beyond Jalori is closed during the winter time. Entire section of the road length is of single lane configuration with formation width of 4.5m and traverses through hilly terrain. Predominant lane land use is of forest. The change in elevation is from 725 to 3099. The gradients on this section the gradients are in excess of the ruling gradients for the terrain. Aut-Banjar: This link is continuous section Sainj to Aut which forms shortest rout Mandi for the traffic, due to closure for traffic due to high passes in between this is cut off with other link for most of the year. This section starts at Aut with km 95.3 and ends at km 73 near Banjar. The road section has single lane configuration with formation width 4.5m, carriageway width at many locations is less than 2.8m. Variation of elevation along this road section is 1583 m to 2006 and traverses through hilly terrain. The gradients on this section the gradients are in excess of the ruling gradients for the terrain. Chhaila -Sainj -Neripul -Yashwanynagar -Ochhghat Kumarhatti: This section starts from Theog – Kotakai – Hatkoti road k from Chhaila, with starting chainage of km 0, this section has three links with different chainage system. Link-1:Chhaila – Sainj (km 0 – km 5.7) Link-2:Sainj –Intersection with Solan Rajgarh road (km 0 – km 69.7) Link-3: Solan Rajgarh road – Kumarhatti (km 20 – km 0) On Link-2 the distance between km 12 and km 20 is only one km. The link-1 is of single lane carriageway with average formation width of about 4.5, the link-2 from km 0 to km 55is of single lane carriageway rest of the link is of intermediate carriageway with an average formation width of 6.5m. Excepting the last 5 km the near Kumarhatti which has intermediate lane carriageway rest of the section is of single lane configuration. This section is in very poor condition but improvement of this section will reduce the distance by 22km and will reduce the travel time in addition due to the congestions along NH-22 at various built up sections. Elevation changes from 870 m to 1575m along this road. Kullu Nagar Manali (Left Bank): This road section is parallel route between Kullu and Manli to the existing NH-21, these two parallel roads are separated by Beas river. The road section starts from km 2.5 at Kullu in intersection with NH-21 and ends in Manali again intersection with NH-21 at chainge of km 41.5. About 40% of the length is with single lane carriageway and the rest of the road section is of intermediate carriageway with average formation width of 5.5 m. Change in elevation along the road is from 1165 to 1880m. Complete road section is affected by snow. Dharampur-kasuali: This road section takes off from Dharmpur on National Highway no 22 near Dharampur with starting chainage of km1 and ends at Kasauli with chainage of km 12. The existing carriageway of single lane configuration with formation width of 6m and the section traverses through hilly terrain and passes through forest area. The change in elevation is from km 1420 m to 1810 m.

Swarghat – Bilaspur: This is new alignment proposed as an alternate route to the existing National Highway No-21 in between Swarghat and Bilaspur. There are five alternatives for this particular route Until Jagatkhana all the alternatives are common from JagatKhana they traverse north easterly direction and joing back to NH 21 near Swarghat. The alternative along the existing alignment has steeper grades which would be difficult to be improved. The consultants have carried out the economic anlaysis for the longer alternative which serves more population and requires less forest land.
4.2.2 Road Condition Survey The condition survey data as recorded at site has been presented in Annexure-1, Table 1.1. This includes information on visible deficiencies and ongoing/recent improvements. The condition survey inventory has been prepared by adopting the following details:
◊ Cracking as percentage of total surface area ◊ Pothole area as number per kilometer ◊ Rutting in mm with 2m straight edge ◊ Raveling as percentage of total surface area ◊ Patching as percentage of total surface area ◊ Edge failure as percentage of running meter per kilometer
Road section wise various average pavement response parameters (surface defects) are given below Annexure: Table 4.1.

4.2.3 Pavement Investigation General The road has been investigated subjectively as well as objectively at suitable interval where necessary, for its structural and functional performance. The various surveys / investigation of the pavement are discussed below:

4.2.4 Pavement Roughness Survey
Methodology The riding quality survey of the alignment, using a Vehicle Mounted Bump Integrator
(VMBI) was carried out along both vehicle tracks. The relative roughness of the existing road was measured using an A1470 TRRL designed Bump Integration Unit (Mark-III) which is a response type Road Roughness Measurement Instrument (RTRRM). The VMBI counts were taken following the procedure recommended by the manufacturer.
The VMBI counts have been calibrated using mini MERLIN equipment. For the
calibration of pavement surface roughness with MERLIN, three test sections (200m long each) were selected along the length of the different Project Roads. These sections represented road pavements with three different roughness levels.
The IRI is a time-stable transferable and absolute measure of the road profile in a
wheel-track, a dimensionless slope statistic (expressed in units of m/km IRI) which represents the effect of that profile on the axle-body motion of a moving vehicle, idealised in a quarter–car simulation termed RARS80 (Sayers, Gillespie and Paterson, 1986).
The IRI values for pavement surface roughness have been computed using the
calibration relationship given below:
IRI=0.01931 * BI + 1.3299 Where,
IRI is roughness, m/km (IRI) BI is Bump Integrator Reading Pavement Surface Roughness The calibrated BI pavement roughness values for different sections of road are given below (Table 4.2).

These data indicate that many of the existing pavements have high roughness values. It may be pertinent to bring out that this is due to lots of patch work / no maintenance under taken on the road. This finding indicates that the pavements are weak which is further confirmed by the observation of high Benkelman Deflection values observed for the road sections. 4.2.5 Benkelman Beam Deflection Test The rebound deflection measurements using Benkelman Beam method (as per IRC - 81:1997) have been carried out at suitable interval (generally at 10 km) throughout the road on both wheel paths for outer lane at 100m intervals staggered. The values of mean corrected deflection, standard deviation and the characteristic deflection etc. have been worked out kilometer-wise and are given below in the Annexure, Table 4.3. The section average values adopted for overlay design of the project road are summarized below:

Zone Average 1.819 4.2.6 Pavement Composition Test pits investigations were carried out at junction of pavement and shoulder at each 10th-kilometer interval for in-situ testing of subgrade materials and pavement composition. The existing pavement thickness as observed at pit locations has been recorded. The samples collected were tested in the consultant’s laboratory at Jahu site. Average thickness of the project road pavement crust is given below (Table 4.4).

4.2.7 Test Pit Investigations Soils and materials investigation for feasibility road project have been carried out for each road section during pit investigation and test results have been given due consideration to assess real scenario required for design and construction. 4.2.8 Investigation for Sub-grade The main thrust of investigation was on soil investigation for sub-grade evaluation. Existing sub-grade The existing carriageway sub-grade was investigated for its suitability to serve as sub-grade, and to assess the design parameter. The investigations were carried out along the existing road using trial pits made as under:
a) Test pits - Small pit (pit locations generally at 10km interval staggered) The detailed investigations of pavement on sub-grade were carried out at these locations. The tests at test pit included the following:
◊ Pavement Composition ◊ In-situ Density and Moisture Content of sub-grade ◊ Dynamic Cone Penetration Test at sub-grade level ◊ In addition to above, the soil samples at pit location and samples were collected for laboratory investigations.
Investigations for sub-grade and embankment materials have been done separately during materials investigation and test results are given in Annexure. Field Tests on the Existing Sub-grade: Dynamic Cone Penetration Test: (TRRL Method) Dynamic Cone Penetration tests were conducted at pit locations to assess in-situ CBR at sub-grade and below sub-grade level. The CBR value was calculated based on different soil layers encountered. The slope change in the graph (Penetration Vs Number of Blows) indicates the interface of two layers of different penetration resistance. From the graph,

thickness of layer and slope (penetration mm/blow) were calculated. The following TRRL equation has been used to calculate the layer DCP-CBR value for each layer: log10 (CBR) = 2.48 - 1.057 * log10 (mm/Blow) These layered CBR values have been converted to overall CBR value using formula
for the purpose: Overall CBR = Σ (Layer thickness (DCP-CBR)1/3) 3 Σ (Layer thickness) Maximum, minimum and average values of in-situ DCP-CBR value have been given
in Annexure, Table 1.5 for each road section. Laboratory Test Results of the Existing Sub-grade Laboratory testing of the existing sub-grade soil samples from large test pit were carried out for Grain size analysis, Atterberg’s limits, Soil classification, Density-moisture relation were determined and is given below (Table 4.5).

4.2.9 Design Parameters Main design input from project alignment soil for road works is design CBR for widening/ new pavement and overlay design on existing pavement. Considering Laboratory CBR Ranges, DCP-CBR ranges and presumptive CBR values range based on soil classification and interpretation, a design minimum CBR for reconstruction on existing pavement has been adopted as 5, 10 and 30 percent uniformly for each road sections considering variability of various test results for each option of feasibility study.(Table 4.6)

4.3 Materials Surveys 4.3.1 Embankment / Sub-grade Materials Selected fill materials from locally available Borrow areas or from cut soil shall be used for sub-grade, embankment and back fills around structures.
During execution it would be necessary for the contractor to assess the quality and exact quantity of the materials available before their use for construction purposes. 4.3.2 Pavement Materials The pavement in different sections of the roads has been designed to comprise the following materials:

Granular Base - Wet Mix Macadam Sub-base Course - Granular sub-base Crushed materials for the different road sections can be served from the local quarries, generally the quality of materials available is good. Other material sources for aggregates will have to be explored at the time of detailed project preparation / actual construction. The aggregates for Bituminous/Non-Bituminous material need to achieve good mechanical interlock, therefore, it is proposed to go for quarried materials rather than natural occurring riverbed coarse aggregate. The abutting rocks are also suitable as locally available for the pavement materials.
4.4 BRIDGES AND CULVERTS
4.4.1 Inventory and Condition Survey There are 2299 pipe culverts, 2215 arch/slab culverts, 192 minor bridges and 38 major bridges in accordance with the detailed inventory and condition survey completed on the project roads. Most of the existing bridges and culverts were constructed more than 30 years ago and have mainly stone masonry abutments and piers with reinforced concrete solid slab. Detailed inventory and condition survey of all the existing bridges and culverts are given in Annexure-10 and Annexure-11 respectively.
4.4.2 Classification of Structures Existing structures on the different project roads have been classified in three different categories- a. Culverts Structures having an overall length up to 6.0m are called culverts. These culverts on project roads are of arch, box or slab type. b. Minor Bridges Structures having a length of more than 6.0m and up to 60.0m are called minor bridges. These bridges on project roads are of arch, RCC solid slab and T-beam girder type. c. Major Bridges Structures having a length of more than 60.0m are called major bridges. These bridges on project roads are of arch, solid slab and T-beam girder. 4.4.3 Bridge Inventory The Bridge and culvert inventory was carried out from March to June 2006 and contains the following information: - Name of the road & terrain - Name of river/stream crossing

- Chainage - Bridge number - Date of Inspection - District - Tehsil - Village connected - Population of villages - Commercial activity - Span arrangement - Total length of bridge - Width of footpath - Width of carriageway - Formation width - Year of construction - Type of Crossing (skew/Square) - Direction of flow - High Level/submersible - Gradient - Type of Bridge Besides this, the detailed information on all the structural components, HFL, LWL dimensions of all the components, linear water way, vertical clearances, drainage spouts, handrails etc. is all given in the tabular form. The inventory also contains the recommendations whether the bridge is to be retained/repaired/or dismantled. 4.4.4 Culvert Inventory Culvert Inventory Survey of the project road was carried out from March to June 2006. The Inventory survey was undertaken by actual measurements and visual inspection of the following elements and is enclosed- - C.D. no. and location - Type of Structure (Arch/Box/Slab) - Span arrangement (W x H) - Carriageway width - Formation width - Total length - Thickness of deck slab - Conditions of Protection works (u/s, d/s) - Condition of various components - Detail of vegetation growth - Whether functional or choked - Details of any scour on up-stream and down-stream - Adequacy of waterway - Height of Earth Fill on top - Height above the bed level The bridges with the following deficiencies are proposed to be re-constructed:
a. Dilapidated bridges b. Submersible bridges c. Bridges with inadequate carriageway width d. Re-alignment section e. Excessive deflection and vibrations

4.4.6 Reconstruction of Culverts A large number of existing culverts are very old and are in a dilapidated condition. It is proposed to dismantle the culverts with the following defects and construct new culverts with large openings at such locations-
a. Hume pipes have cracked and are in poor condition b. Reinforcement of concrete deck slab is more than 50% exposed and corroded c. Large cracks in concrete slab d. Walls of the box/slab culvert has badly cracked and stones are falling down e. Box/Slab culvert has partially collapsed f. Fully choked culverts and as per visual inspection in dilapidated condition
