Development and Implementation of CIM in ENTSO-E
November 2007: UCTE agreed to launch an initiative for development of new UCTE XML based data exchange format that will considered as a standard for exchange of load flow and dynamic data and allows performing of all kind of analyses as follows: steady state, unbalanced short circuit and dynamic analyses.
AhG UCTE format was established.
May 2008: UCTE Steering Committee approved
Cooperation of AhG “UCTE format” with international organizations aiming at inclusion of UCTE needs into international standard
UCTE participation in EPRI project (CIM for Dynamics)
Summer 2008: UCTE joins the EPRI Project and creates a liaison with IEC TC57. UCTE CIM TF is established during CIM user Group meeting in Vasteras (June 2008)

Development and Implementation of CIM in ENTSO-E
January 2009: UCTE Steering Committee approved Migration Policy. Priority of migration of “planning” models is given.
March 2009: UCTE IOP. Successful interoperability among IOP participants
May 2009: UCTE Profile finalized and submitted to IEC
July 2009: ENTSO-E is fully operational: new work organization related to CIM is implemented
All contracts and agreements have been transferred from UCTE to ENTSO-E. ENTSO-E has liaisons with IEC TC57 (WG13 and WG16) and it is a member of EPRI project “CIM for Dynamics”, etc.
July 2009: CIMdesk and Migration Converter provided to ENTSO-E members
Nov 2009: First IOP CIM for Dynamics. The concept is proved

Important ENTSO-E decisions
1 Oct 2009: System Development Committee (SDC) agreed that CIM/XML will be used in ENTSO-E data exchanges related to SDC activities (system studies, planning data exchanges)
2 Sep 2009: System Operations Committee (SOC) recommends:
Regional Group Continental Europe: The change from the UCTE format to CIM was decided by the UCTE Steering Committee. The goal is to switch to the new format before the end of 2010 at the latest (DACF exchanges)
Other Regional Groups to consider implementation of the standard with an aim of the pan-European harmonization
2 Dec 2009: SDC and SOC: Approved the roadmap for future development and implementation of updates of the CIM/XML format

Current ENTSO-E CIM/XML Profile
Current ENTSO-E Profile is the “UCTE CIM Profile” tested in UCTE IOP in March 2009 in Paris. THIS IS THE PROFILE THAT IS BEING IMPLEMENTED BY ENTSO-E MEMBERS.
Updates of this profile should follow the approved Roadmap Proposals for changes are welcome and will be discussed within ENTSO-E,
IEC and will be tested in the ENTSO-E IOP once agreed among IOP participants.
Current ENTSO-E CIM/XML profile is published on ENTSO-E web site (CIM part: http://www.entsoe.eu/index.php?id=237)
A draft version of the second edition of the ENTSO-E CIM/XML profile is developed for the ENTSO-E interoperability test in July 2010

Roadmap for future implementation of CIM
The aim: to structure the implementation effort. No yearly implementation. An exception could be only if a change is introduced which is critical for ENTSO-E processes
The implementation process is foreseen to last one year.
On regular basis the implementation effort is foreseen every three years, if necessary.
Next versions of the ENTSO-E Profile have to be approved by SDC. In case of changes that affect operational data, SOC decision is also required.
SDC or SDC&SOC decision ensures one year implementation period. Coming into force date is fixed and mandatory for TSOs

ENTSO-E CIM Interoperability Tests
1st ENTSO-E Test “CIM for System Development and Operations” was announced on 29 Jan 2010.
Registration for vendors was closed on 26 Feb at 17:00h CET The test will be held in Brussels in the week of 12 July

ENTSO-E exchanges in CIM
System development – planning exchanges • Still in migration period. Implementation efforts are necessary from both
sides users and vendors. • Some TSOs already provide models in CIM
•Lessons learned: Testing with real data is necessary. IOP test cases cannot fully represent all
modelling approaches More complex test models are needed. The role of CIMug and IEC in test
models preparation is to be discussed Some vendors introduced post IOP changes which made real
interoperability not possible. Off-line IOPs may need to be performed.

Summary
ENTSO-E TSOs are implementing CIM in order to improve and harmonize data exchange processes improve the quality of network analyses
Therefore, to ensure fulfillment of ENTSO-E tasks defined by the 3rd Energy Package the EU
ENTSO-E set up an internal process in order to deals with CIM issues ENTSO-E would like to base its profiles on the IEC CIM Standards. This
will be possible only if CIM is developed following clear roadmap that avoids major changes of already implemented classes.
ENTSO-E will not be able to follow yearly updates on regular basis. Therefore changes in ENTSO-E Profile and IEC Standards will be carefully analyzed and applied in accordance with ENTSO-E needs.
ENTSO-E will actively participate in the CIM development process by providing technical expertise and a platform to demonstrate interoperability (IOPs covering WG13 and WG16 topics)
